— B-1B Lancers are currently
undergoing the most advanced
hardware and software upgrades
to date as part of the SustainmentBlock 16 program.
Sustainment-Block 16 upgrades
include a fully integrated data
link in the aft station and vertical
situation display upgrade in the
front station as well as updates to
navigation, radar and diagnostic
systems.
“The B-1 has never seen this
many upgrades in one block,” said
Maj. Thomas Bryant, the 337th Test
and Evaluation Squadron assistant
director of operations. “These upgrades will give us an entirely new
aircraft; this is a game changer.”
The aft crew station will now
receive five new color displays, all
capable of providing moving maps
and data link integration. Weapon
systems officers will receive full
“QWERTY” keyboards and new
controllers to interface with the
integrated battle station software.
Furthermore, a new MIDS LVT1 radio, using integrated battle station capabilities, brings the B-1
into the Link-16 network, allowing
the B-1 to send and receive text
messages, imagery and mission
assignments.

Unlike current messaging capabilities, fully integrated data link
assignments will interface directly
with the aircraft, allowing combat
commanders the capability to send
target sets directly to weapons onboard the B-1.
“The new data link capability
is huge for the B-1,” Bryant said.
“Command and control assets will
have the ability to send us targets
electronically, automatically linking
into our system rather than manually entering the coordinates.”
While the fully integrated data
link upgrades primarily support
the weapon systems officers in
the aft station, Sustainment-Block
16 also includes vertical situation
display upgrades for the front
station.
Pilots receive a new digital
flight instrument display, providing
more precise flight parameters.
The pilot and co-pilot stations
each receive a new 8-inch by 10inch multi-function display and
the same cursor control that is
installed in the aft station.
These new situational displays provide independent moving maps and link information to
the front station, supplying them
identical information available to
the aft station.
Fully integrated data link and
vertical situation display upgrades have now completed developmental testing at Edwards
Air Force Base, Calif., and soon
three 337th TES aircraft will be
modified with the new upgrades.
Developmental testing for
the entire Sustainment-Block 16
package is scheduled to begin
March 2013. Under the current
program schedule, the 337th TES
will begin operational testing
September 2013.

Team Eglin has gone
Mobile.
The base’s first Mobile a
pplication or “app” went live
today, June 6.
It’s called “My Military
Communities,” or MyMC2,
and it’s the first mobile application in the Air Force
that will put a list of every
event on base in the palm
of your hand. The app is a
free download available for
smart phones and tablets
through both the Android
Market and Apple’s App
Store.
Eglin is the second Air
Force Materiel Command
base to use the application
and is one of only nine installations worldwide. The
app pulls event listings from
organizational Facebook
pages that are officially associated with the base and
consolidates them into one
place.
The app opens up to a
main page that lists the next
five events available at each
base. Users then have the
option to narrow or expand
their search by organizational or event type categories.
“This app is the perfect
information tool for our busy
Eglin community,” said Col.
Sal Nodjomian, the 96th Air
Base Wing commander.
“These days, most people
don’t always have time to
read through an e-mail or
search the Web to find out
what’s going on around base.
With the development of this
app, they can get all the information at a glance and
they can narrow everything
down so they only see the
information that is pertinent
to them.”
For example, if an Airman was interested in finding something to do this
weekend with his family,
he could choose the “weekend” category. That would
then show all of the upcoming events that fit that de-
directions to the event.
Posts typically include
96th Force Support Squadron events such as youth and
outdoor activities, sporting
activities and educational
classes; professional organization meetings like Eglin’s
Top 3, etc.
In addition to event listings in the app, there are
two quick-call buttons on
the home page that are
programmed to the Airmen Against Drunk Driving phone number and the
Eglin phone directory that
require a simple click to be
connected.

Logistics officer keeps Bagram hospital stocked

Afghanistan — What’s a
hospital without beds,
medical supplies, or medicine? There wouldn’t be
much of a hospital without
the people who take care
of making sure the hospital
stays stocked.
Lt. Col. Stephanie Dusza
is the medical logistics
flight commander for the
Craig Joint-Theater Hospi-
tal here and is responsible
for getting all the supplies
you could imagine a hospital needs, plus some. CJTH
is one of the largest and
best-equipped trauma facilities in Afghanistan.
“We order all medical and non-medical supplies for the hospital,”
Dusza said. “Anything that
touches the patient, we
purchase. We get the gear
from the rear.”

18 people who work in the
logistics section. Besides

is up to par, and also the
heating and cooling systems are good to go.
Though Dusza deals
with the supply side of the
hospital, she still sees the
trauma of the hospital.
“I am not in the midst of
it all,” she said. “But I do
walk through the intensive
care unit a lot and it breaks
my heart.”
The hospital would not
be able to take care of
those same patients she
walks by without Dusza
and her team.
It definitely keeps everyone busy, she said. It is
a big job that she couldn’t
do without the people behind her.
“She’s an outstanding
medical logistical officer,”
said Lt. Col. Paul Conner,

is a great advocate for her
people who are assigned
to her flight. She is a very
strong passionate officer.

The KC-46A aircraft will replace the KC-135

Military bases across
the nation are competing to
host the latest generation
of Air Force tanker planes,
which could be accompanied by an increase in jobs
and a potential boom to local economies
Hurlburt Field and
Eglin Air Force Base are
among nearly 60 installations being considered as
main operating bases for
the KC-46A, the latest aerial refueling and transport
plane. It will replace the
KC-135.
Three bases will be
selected initially, and ultimately 10 will receive the
aircraft.
The influx of jobs at
each base will depend on
the number of airmen stationed there who are able
to fill the roles, according
to Ann Stefanek with the
Secretary of the Air Force
public affairs.
The Air Force has extensive criteria for the
bases to meet, including
ample runway, hangar and
ramp space.
Eglin and Hurlburt are
competing to become one
of the formal training units
and first main operating
bases, which are to be led
by active-duty units.
The first bases are slated to begin receiving the
tankers in 2016.
The second main operating bases, led by an Air
National Guard unit, will
begin receiving the planes
in 2018.
Other Florida bases in
running for the new tankers
include MacDill, Patrick,
Tyndall, and Cape Canaveral Air Force Station.
The Air Force hopes
to select the bases by
December.

Eglin Airman selected for OTS

Staff Sgt. Jacob John
always had his eye on the
prize. After five years, the
timing was finally right for
him to achieve one of his
long-term goals.
John, a craftsman in the
96th Civil Engineer Squadron’s Emergency Management flight, was one of 283
men and women across the
Air Force selected for an officer’s commission. Air Force
Recruiting Service officials
considered 960 applications for slots at the Officers
Training School at Maxwell
AFB. The basic officer train-
ing program consists of 12
weeks of military instruction
and leadership development
for college graduates leading
to a commission as a second
lieutenant.
A native of Baton Rouge,
La., John earned his degree
at Louisiana State University prior to joining the military. He gave Army ROTC
a shot while in college, but
decided to change course.
After graduation in 2007, he
enlisted in the Air Force.
“I always wanted to be
in the military, but at the
time there weren’t any officers’ slots open for someone with a sociology degree,
so I thought I’d enlist and
eventually find my way,” the

him back in our organization, I’m that confident of his
abilities.”
Mattiza said part of her
job is guiding candidates for
ROTC or medical scholarships and OTS. She delivers
commissioning briefings
and offers assistance with
the lengthy application
packages needed for the
recruiting service’s selection board. John credits her
expertise with helping secure his slot; her review of
the personal essay, resume
and other forms were vital
components for the application. He said his wife, Audrie, also a staff sergeant in
emergency management,
was “very helpful and not
afraid to tell me that some-
thing I’ve written needed to
be modified.”
Meissen’s last day as the
96 CES commander was the
day after he congratulated
John on his selection. It was
also the Johns’ third wedding anniversary.
“We both worked that
day instead of taking off,”
John said with a smile.
John is now waiting for a
date for classes to start. He’s
about to talk to a few people
about the course so he’s prepared for the challenge. He’s
also awaiting the birth of his
and his wife’s first child in
August.
“The timing won’t be
perfect but this is what we
want for our family,” John
said. “It’s good to finally
hear,” he said. “My wife is
especially happy.”
John won’t be able to stay
in emergency management
once he’s commissioned because EM falls under civil
engineering and he does not
have a degree in that discipline. He’s planning for
a career in the force support squadron and is getting more information on
that field from contacts he’s
made in the emergency operations center.
Mattiza said she’s ecstatic for John and is a strong
proponent of the commissioning avenues open to Airmen. She knows, regardless
of rank, all the Airmen are a
vital part of the Air Force.
“It’s so exciting to help
someone attain his goal,”
she said.

“This is caused by an
event outside the normal
range of human experience,” said Candace Drake,
a clinical psychologist with
the Veterans Affairs Gulf
Coast.
In addition to war, she
cited rape and natural
and man-made disasters
as examples of possible
stressors.
Event organizers said
people afflicted with PTSD
are far more likely to seek
help from someone they
know personally, such as
their pastor, rather than
seek out someone qualified
to address their psychological needs.
The region’s churches
are dense with veterans
and recently returned service members who could be
suffering from some form
of PTSD. Gary Morris, a
VA Gulf Coast chaplain, estimated that 400,000 people
would come into agency’s
office this year suffering
from the syndrome.
Drake gave an overview
of PTSD, characterizing
its causes, symptoms and
treatments in concise, unscientific terms. She highlighted particularly the
theme of avoidance, one
of the most common signs
and causes of the ailment.
She presented three
popular treatment methods, each of which aim to
confront the memories
and realities that are being
avoided. For this reason,

TRICARE fee hikes blocked; drug co-pays likely to pop
The Senate Armed
Services Committee has
agreed with its House
counterpart to block the
Obama administration’s
plan to phase in some new
and some significantly
higher TRICARE enrollment fees and deductibles
for military retirees and
their families.
But the Senate panel
has signaled that the
administration can use
existing authority to raise
beneficiary co-pays on
brand name prescription drugs filled through
retail pharmacies or the
TRICARE mail order
program.
The absence of any
new Senate prohibition,
combined with the House
committee’s vote in May
to raise at least some drug
co-pays effective Oct. 15
this year,
means
TRICARE
beneficiaries are
almost certain to see
prescription drug
costs off
base climb
starting this fall.
Still to be determined
is how steep the initial
increases will be and how
they will be allowed to rise
in future years.
If a House-Senate
conference committee accepts the Senate panel’s
stand on the issue, the
Department of Defense
could implement almost
all of the prescription drug
increases proposed in its
five-year budget plan. In
doing so, the department

If the House committee’s plan were adopted
instead, drug co-payments
would rise more modestly
than the administration
planned. But retirees
eligible for TRICARE for

chronic conditions filled
through the mail order
program, at least for a
year.
Mail order means cost
savings to TRICARE and
to beneficiaries. They
would get a three-month
supply of pills for the
same co-pay charged for
a 30-day supply at retail

have been allowed to
discover the cost-savings
and convenience of mail
order at their own pace.
The Senate committee considered the House
approach to forcing
older retirees to try mail
order. It’s a cost-saving
maneuver that allowed
the House bill to propose
more modest drug co-pay
increases than the administration’s wants. In the
end, a majority of senators on the panel decided
it was “not good policy”
to force only one-class of
retirees to use mail order,
a congressional source
explained.
Both committees
refused to accept the
Department of Defense’s
plan to raise out-of-pocket
costs on military retirees
by raising their enrollment fees for TRICARE
Prime, the managed care
benefit; by establishing
a first-ever enrollment
fee for TRICARE Standard, the fee-for-service
insurance plan option, or
TRICARE Extra, the preferred provider network
option; and by establishing a first-ever enrollment
fee for elderly under TRICARE for Life, the prized
insurance supplement to
Medicare.
These proposals are
dead, at least until after
the November elections
when lawmakers hope
finally to muster the political courage to address
the nation’s debt crisis. By
Dec. 31, Congress must
negotiate a debt-reduction
compromise or a “sequestration” mechanism cre-
ated by last year’s Budget
Control Act will force
across-the-board cuts.
That would include an additional $500 billion from
major defense accounts
over a decade. Policymakers and lawmakers alike
describe it as irrational,
even “mindless.”
The armed services
committees clearly don’t
want to endorse higher
TRICARE fees and deductibles in isolation.
One Senate source said
higher enrollment fees
on military retirees could
be seen as acceptable if
included in some government-wide effort to control entitlement spending,
including reforms to make
programs like Medicare
and Social Security more

administration’s call for
an independent commission, appointed by the
president, to recommend
reforms to military compensation, including retirement. Any retirement
changes could only impact
future service members,
not the current force.
Congress would
accept or reject commission recommendations,
but not modify them. This
would duplicate rules lawmakers need when facing
the politically difficult
process of closing military
bases.
The House committee
has rejected the concept
of an independent commission to re-shape military compensation. So a
House-Senate conference
committee will decide if it
gets included in the final
defense bill.
Both committees have
signaled that raising drug
co-pays, particularly for
brand-name prescriptions
off base, is an acceptable
way to raise beneficiary
cost shares as military
health costs continue to
climb.
Both the House bill and
the administration’s plan
would leave the co-pay
for generic drugs at retail
outlets at $5. The House
bill would authorize co-
pays at retail to be raised
from $12 to $17 for brand
names on the military
formulary and from $17
to $44 for non-formulary
brand names.
For mail order, the
current $9 co-pay for 90
days of brand drugs on
formulary would be raised
to $13, and the $25 co-pay
for non-formulary drugs
would increase to $43.
These are significant
increases but smaller
than sought by the administration, which the
Senate committee declined to stop. It would put
no new limit on existing
authority to adjust drug
co-pays. Officials said current law only prohibits
TRICARE from setting
co-pays more than 20 percent above the average
cost of brand name drugs
for active duty family
members or more than 25
percent higher for retirees. These limits wouldn’t
be exceeded under the
administration’s plan,
a congressional source
explained. TRICARE officials are expected to confirm this by late summer.
The administration
proposed that in October
the co-pay on brand-name
drugs at retail be raised to
$26 and thereafter climb
by $2 a year until reaching $34 in October 2016.
Co-pays for brand drugs
at mail order would jump
to $26 from $9 for a 90-day
supply, and then climb to
$34 by 2016.
For 2017 and beyond,
the administration wants
co-pays adjusted yearly to
match medical inflation.
The House committee
would limit co-pay adjustments to no more than
percentage increase in
military retirement.
Under both the House
bill and administration’s
plan, the co-pay for generic drugs would remain
at $5 at retail at least for
several years, and base
pharmacies would continue to fill prescriptions
at no charge.
