Directors and administrators face greater demands
today than at any time in recent decades. Agencies
have been asked to down size, consolidate,
outsource and do more with less. Executive level
leaders face the challenge of remaining relevant
and producing real results that citizens value.
The Executive Summit will be different from the
typical one-day workshop. The program is partially
modeled after Harvard’s Executive Education
program’s approach of using real-life case studies
to engage participants in deeper discussions about
important issues and learn from each other.
But what results? Given the multiplicity of their
responsibilities, what specific results should the
leadership team attempt to improve first? And
what works? Given limited resources and flexibility,
how can agency leaders achieve the results and
organizational improvements needed to survive in
the present, and thrive in the future.
The goal of the summit is to identify the critical
issues and challenges facing agencies and
administrators and explore the skills needed to
become effective decision makers. Learn how
to create both systems and culture within your
organizations to creatively plan for the future and
solve today’s most challenging problems.
The Reality of Rigorous Relevance & Results
Public agencies face greater demands from a jaded and skeptical public today than
at any time in recent decades. Throughout the United States, tax support of parks
and recreation has declined sharply, the demand for services has spiked, and trust in
government has fallen to an all time low. This session will explore the reality of local
government finance and public sector support for parks and recreation in relation to
other local government services. The future will demand that public agencies become
rigorously relevant and achieve results in a more cost effective way. Participants will be
challenged to determine "what and who matters most" and how to achieve the results
that elected officials and the public value most.
Partner to Prosper
We can no longer go it alone. Success in the future will require leveraging capacity
through strategic partnerships and contract relationships with other public agencies,
non-profit organizations and private companies. This session will highlight case
studies of innovative partnerships with park & facility development, maintenance &
operations, and revenue & program management. Discuss how to determine what
to “steer” versus what to “row,” and why most partnerships and contract relationships
succeed or fail.
Problem Solving & Decision
Making
Tough decisions are the essence of
leadership. At the executive manager
level, learning “how to think” versus
“what to think” requires expanding and
enhancing our critical thinking skills.
Learn how to develop the knowledge
and skills to find creative solutions
and make the best decisions related
to budget, staffing, reorganization,
prioritizing services and planning for the
future. This session explores how to avoid
the emotional and intellectual pitfalls
that lead even the most experienced
leaders to make mistakes. Participants
use case studies to navigate “damned if
you do, damned if you don’t” scenarios of
problem solving and decision-making.

About Mike Shellito
Mike Shellito has been a visionary and influential leader in the parks and recreation profession in California and throughout the
United States. Prior to his retirement in 2010 as City Manager of Roseville, Mike served as the Director of Parks and Recreation
where he oversaw the planning, development and operations of Roseville’s Gold Medal Award winning park system.
During his 35 year career, Mike received numerous professional awards for his innovative and progressive approach to
management, including the National Recreation and Park Association’s Distinguished Service Award and the California Park
and Recreation Society’s Hall of Fame Award. Mike is a graduate of Harvard University Executive Program and Disney Institute.
Mike Shellito is now the Principle Consultant at Shellito Training and Consulting.

Jane Adams is the Executive Director of CPRS. During Jane’s tenure, CPRS released the first strategic plan for the park and
recreation profession in 2009, Creating Community in the 21st Century. An outcome of the Creating Community action plan
is the creation of CPRS’ research based public awareness campaign, Parks Make Life Better!® This is the first statewide public
opinion research based public relations effort in the nation.

About Roy Stearns
Roy Stearns has more than 30 years of experience in writing, reporting and news management in both newspapers and
television. At KCRA-TV in Sacramento, Roy worked as a senior correspondent, consistently assigned to major stories being
reported. Roy also was appointed by both Governors Davis and Schwarzenegger to the position of Deputy Director for
Communications for the California State Parks. In this position, Roy was the head of the Department’s Communications Office
serving as the supervisor of all public information officer activities for the Department’s 278 parks statewide. Roy also served as
a commissioned officer in the U.S. Army, completing both active and reserve duty assignments, attaining the rank of Colonel.
Jane is the CPRS spokesperson to national, state, and local government officials; nonprofit organizations; and federal and
state agencies. She currently serves on the Strategic Alliance for Promoting Healthy Foods & Activity Environments, the
Healthy Places Coalition, and she serves on the Leadership Team for the State Department of Public Health’s Community
Transformation Grant (CTG) from the U.S. Centers for Disease Control and Prevention. She is a frequent speaker to state and
national organizations.
