NSPF IPHONE APP

The National Swimming Pool Foundation®
(NSPF®), in partnership with inQ Mobile Apps LLC
(inQ Mobile), has introduced three
iPhone applications (Apps) to make
pool water calculations easier and quicker for pool and spa industry professionals and consumers.
The App calculations match those
used in the Pool & Spa Operator™
Handbook and the Pool Math™ Workbook, both published by NSPF. One App calculates Pool Volume for
different shaped pools and spas ($ 5.99). A second calculates Water Flow for determining flow rates, turnover
rates, number of turnovers, and target turnover rates ($
4.99). And, a third App allows the calculation of the
Saturation Index to help maintain proper water balance ($
3.99). The Apps can be used on iPhone®, iPod Touch®
and iPad® products and are available from the Apple®
App store, by clicking on the "Productivity" tab or by
searching for "swimming pool".
"It is exciting to put calculations in the palm of industry professional’s hands," says Alex Antoniou, Ph.D.,
Director of Educational Programs at NSPF. "Service and
retail technicians and operators normally have their
phone with them and now they can have their pool Apps
at their fingertips," concludes Antoniou.

SPEC Announces Bill Introduced to
Protect California Public & Residential
Pools from Closing
John Norwood, President of SPEC, the California
Spa & Pool Industry Education Council, announced the
introduction of AB 2409 in the California Legislature,
intended to separate pools and spas and hot tubs from the
definition of “water feature” for purposes of the state’s
Model Water Efficient Landscape Ordinance.
AB 2409 is co-authored by Assemblyman Brian
Nestande, a Republican from Riverside, and
Assemblyman Jerry Hill, a Democrat from San Mateo.
As currently drafted, AB 2409 would require any model
ordinance or any ordinance adopted pursuant to AB 1881
(enacted in 2006) to exclude swimming pools, spas and

hot tubs from the definition of “water feature.”

American Physical Therapy Association (APTA) will
hold its Summit in conjunction with the 2010 World
Aquatic Health™ Conference (WAHC™) scheduled

mandating more efficient pool and spa pumps along with
growing consumer interest in energy saving technologies,

pump.
ePump combines Jandy’s premier Stealth™ pump
design with a new permanent magnet variable speed
motor and electronic control developed by A. O. Smith
exclusively for Jandy. The ePump comes in 1.5 and 2.0
horsepower models, suitable for most residential inground swimming pool applications.
The permanent magnet brushless DC motor enables
ePump to achieve average energy savings of more than
$900 per year by delivering high efficiency at a wide
range of speeds.
“This motor maintains its high efficiency over the
entire speed range,” Christopher Mapes, president of A.
O. Smith Electrical Products Company, pointed out. “It
offers better utilization of the power input, which for consumers will mean attractive cost savings.” The motor is
adjustable to any speed between 600 RPM and 3450
RPM and is capable of maintaining constant RPM at
those speeds.
When operating at lower speeds, the electronically
controlled motor consumes significantly less power than
a conventional motor. For example, a homeowner running the motor at a low speed to clean his or her pool will
consume approximately 1/4 as much power as opposed to
a conventional motor.

integrate seamlessly with Jandy’s three programmable
control system options, the ePump controller, AquaLink®
RS OneTouch™ control, and AquaLink RS Wireless
PDA device.
The Jandy interface, which controls the motor, electronics and pump, offers eight pre-set speeds that can be
custom labeled along with two timers.
This characteristic allows customers to use the ePump
in pool applications that do not deliver enough flow to

reporting unlicensed activity in the pool industry in
South Florida throughout its' history. While the County's
Building Code Compliance office has conducted many
stings, in conjunction with the Miami Dade Police Dept.,
it has remained a struggle for the agency to "catch" unlicensed individuals performing work in the field.

During February's Orlando Pool Show the
Department of Business & Professional Regulation hosted a workshop about the department's regulations, functions, etc., which quickly became a workshop about unlicensed activity. Contractors from around the state were
complaining about the lack of follow-up and enforcement from local agencies charged with this task.
The State's representatives advised that reports of
unlicensed activity brought to their attention must be
investigated, according to state law. They also informed
us that reports sent directly to them are then passed on to
the local agency, who in turn according to state law, must
follow up.
That means as contractors we must remain diligent &
continue to report unlicensed activity. You can still use
the unlicensed activity report forms from ASPI, forward
them to us, & we will call the state to give them all the
information you report.

POOL WATER PRODUCTS
The March 2010 meeting was called to order at 8:04
p.m. by President Randy Schwartz. The meeting was
sponsored by SGM with Scott Knaebel as their speaker.
Scott informed us that SGM helps to grow the pool
industry by advertising outside of pool related magazines. SGM runs ads in areas such as architecture and
landscape architecture.
Scott covered the signature products they have for
pools;Diamond Brite, River R ok, and Durazzo. He
mentioned that Essig Pools uses Durazzo. Durazzo
needs to be polished and has a smoother surface than
Diamond Brite.
Southern Grouts & Mortar began as a company producing mortars for the construction industry. Other
products include Spray Deck (12 colors), Dynamite Pool
Patch and a variety of mortars, grouts, and thin-sets.
SGM has a thin-set that is made for glass tiles.
Scott stressed the importance of using Bond Kote

A 15’ x 30’ pool will require about 34 bags.
Startup and water balance: 1) Fill uninterrupted with
clean potable water. 2) The use of a filtration system is
highly recommended. 3) Add a sequestering agent during/when filled and circulate for 24 hours. Scott cautioned not to add a sequestering agent with only a small
amount of water in the pool. 4) Adjust pH to 7.2-7.4.
5) Dissolve all chemicals in water first.
He also cautioned not to add chlorine for the first
three days and brush daily. Don’t vacuum the pool for 14
days and don’t install a pool cleaner for 28 days except
for the Great White. Pools with a chlorine generator
should not add salt for at least 1 week and don’t use salt
that contains anti-caking agents.
Some of the questions from the audience included
the minimum temperature for resurfacing a pool in light
of the cooler weather South Florida has experienced this
year. The minimum temperature is 50º F. Another question was application in high rise buildings. Diamond

Virginia Graeme Baker Pool and Spa Safety Act: Interpretation of Unblockable Drain, March 15, 2010
On October 21, 2009, the Consumer Product Safety Commission issued a notice in the Federal Register (74 FR
54301) announcing that it would be conducting a public hearing to receive views from all interested parties about the
draft guidance regarding unblockable drains. The Commission invited public participation at this hearing. On
November 4, 2009, the Commission conducted a public hearing on the staff's draft technical guidance and heard presentations from nine individuals.
Following the hearing, CPSC staff revised its interpretation of an unblockable drain and presented it to the
Commission for consideration. On March 1, 2010, the Commission voted to instruct the staff to prepare a proposed
interpretive rule regarding unblockable drains, consistent with the staff's interpretation.
Based on consideration of these comments, the Commission is proposing to create a new § 1450.2(b) to interpret
"unblockable drain" as follows: A suction outlet defined as all components, including the sump and/or body,
cover/grate, and hardware such that its perforated (open) area cannot be shadowed by the area of the 18" x 23" Body
Blocking Element of ASME/ANSI AI12.19.8-2007 and that the rated flow through the remaining open area (beyond
the shadowed portion) cannot create a suction force in excess of the removal force values in Table 1 of that Standard.
All suction outlet covers, manufactured or field fabricated, shall be certified as meeting the applicable requirements of
the ASME/ANSI Al12.19.8 standard.
Interim Final Rule with Immediate Effective Date
Section 1405 of the VGB Act directs the Commission to establish a grant program to provide assistance to eligible
States for specific uses related to pool and spa safety. The Commission has entered into an interagency agreement with
the Centers for Disease Control and Prevention (CDC)/National Center for Injury Control and Prevention (NCIPC) to
administer the grant program. CDC will be publishing the Funding Opportunity Announcement related to the grant
program in early April. Because potential State applicants need a definitive understanding of the law in order to qualify
for grant monies, and because CDC intends to publish the Funding Opportunity Announcement in April. This interim
final rule is effective on [insert date of publication in the Federal Register] and the Commission is proposing that any
final rule resulting from this rulemaking become effective upon publication in the Federal Register.
