The Purpose of this Manual/Handbook
The main purpose of this Manual/Handbook is to help explain most of the important issues,
guidelines, rules, and responsibilities that comprise our Dakota Ringette Program (DRP). The
Jonathan Toews Community Centre (JTCC) recognizes the importance of communication and
encourages you to contact the Ringette Director and/or Age Convenors for additional information
when the need arises or when you have concerns about the DRP.
Dakota Ringette Mission Statement
* To provide leadership and assistance to all players, coaches, administrators, and officials at all skill
levels and across all age groups, who currently play at the community club level.
* To ensure all participants have fun while learning and developing their skills to enjoy the sport of
Ringette for as long as they wish to play.
* To develop and promote sportsmanship, friendships, and a strong sense of community within a safe
and encouraging environment.

Administration
Program Director
Responsibilities:
> Oversee the administration of the entire program.
> Work with the various Ringette governing bodies (BVRA, WRL, MRA, and Ringette
Canada).
> Organize and chair regular Dakota Steering Committee meetings.
> Attend the monthly JTCC Board meetings.
> Attend the monthly BVRA Board meetings.
> Attend the annual JTCC AGM.
> Attend the annual BVRA AGM.
> Attend the annual WRL AGM.
> Attend the annual MRA AGM.
> Prepare and submit an annual budget to the JTCC Board and set Registration Fees.
> In consultation with the Registrar, coordinate/promote the annual Fall registration.
Age Level Convenors
Responsibilities:
> Working with the Evaluation Coordinator, help coordinate player evaluations.
(Organize players, organize evaluators, distribute pinnies, record pinny numbers,
organize walkie-talkies, provide rings, and assist as required.)
> If no conflicts exist, assist with the final team selection process with the Evaluation
Coordinator and Ringette Director(s).
> Inform all players of their evaluation schedules.
> Inform all potential coaches of the evaluation schedules.
> Provide complete rosters to coaches once teams are selected.
> Assist coaches when called upon to clarify league rules & guidelines.
> Assist with Fall registration.
> With assistance from the Ringette Director(s), ensure that all coaches, managers,
trainers and other bench staff have the necessary certification levels as required by
the MRA.
Coaches
Becoming a Coach:
> Sign-up for and complete a "Coach's Registration Form" at Fall Registration.
> Sign-up for and achieve the necessary coaching certification level, including Respect
in Sport (online).
> Coaching assignments are confirmed after the evaluations are completed.
> Each coach’s performance is reviewed at the end of each season before coaching
status is approved for the next season.
Responsibilities:
> Achieve the necessary coaching certification level. Upon successful completion,
registration costs of the course will be reimbursed by the DRP.
> Select (and search out if necessary) assistant coaches.
> Select (and search out if necessary) a team manager.
> Understand the rules of Ringette.
> Prepare for practices.
> Hold meetings with parents (preferably three times over the course of the season - at
the beginning, in the middle, and at the end of the season before playoffs).
> Display appropriate behaviour at all times.
> Determine the positions of the players.
Expenses:
> Coaches may be reimbursed only for coaching clinic fees.
> For coaches that do not have a child playing on their team, reimbursement of
expenses (i.e. out of town tournaments, extensive travel, etc.) will be at the discretion
of the team.
Team Manager
Responsibilities:
> Sign-up for, complete, and pass the necessary "Manager's Course" put on by the
MRA. Upon successful completion, registration costs of the course will be reimbursed
by the DRP.
> Complete the Respect in Sport program (online) within the specified guidelines.
> If requested by the coach, secure additional ice time to the ice that community
centres supply to each team.
> Ensure monthly practice ice invoices are paid (via the Ice Convenor).
> Enter the team into tournaments as determined by the coach.
> Maintain and administer the finances of the team and issues a statement to all
parents at the end of the year. A mid-season financial statement is also strongly
encouraged.
> Organize a team windup (there are no individual awards other than those given by
the home community centre.).
> Secure the team’s equipment from the team community centre; supplied equipment
includes sweaters, pants (where applicable), goalie equipment and rings.
> Notify players & parents of changes/cancellations to games and/or practices (it is
best to get everyone's e-mail addresses to easily facilitate this process throughout
the year.)
> Organize exhibition games as determined by the coach; this includes getting
referees, timekeepers, and ice.
> Obtain required birth certificates from team members.
> Obtain any health-related issues from players and parents regarding the players and
inform team staff accordingly.
> Organize team photographs if the players/parents request them.
> Organize team fundraising events (optional).

“Dakota Ringette endorses the BVRA Code of Conduct and recommends
that all athletes, coaches, spectators and parents take time to review the
following:”
I will emphasize Team Spirit; encourage all players to be positive at all times.
I will encourage my child/teammates to play by the rules.
I will emphasize skill development, and have my child/teammates ready for practices and games on
time.
I will applaud good effort. I will never yell at my child/teammates during or after a game because I
understand it is very destructive. I will remember that everyone has bad games and good games and I
will always point out positives in any situation.
I will recognize the importance of volunteers. I will leave the coaching to the coaches and respect the
time and knowledge they bring to the team. I will always respect all volunteers and understand it is
inappropriate to yell at them or ridicule them for donating their time, even if I don’t agree with them.
I will not criticize the coaching staff in the presence of my child/teammates. I will communicate my
concerns appropriately and after waiting 24 hours before contacting team staff. If I feel my concerns
are still not addressed to my satisfaction I understand I can contact my local community centre
convenor, AA convenor or the BoniVital Ringette Association – keeping in mind these individuals are
all volunteers.
I will not yell at the Referees, Minor Officials, Coaching Staff, Players, Volunteers or Visiting Team
Parents before, during or after an event. I am representing our community and our players. I will
welcome visiting teams and treat them the way I wish to be treated.
I will enjoy the game, learn about it and volunteer for it. I understand that if everyone helps out, it
makes the season much more enjoyable, and I get to know all of the parents/teammates on the team.
I understand that if I do not follow this Parent/Guardian/Player Code of Conduct, I may be suspended
or asked to leave the arena during practices and/or games at the discretion of my community centre
executive and/or the BoniVital Ringette Association Board of Directors.

> CSA Approved Helmet & Ringette Mask (Type A or B). Not a Hockey "cage".
> BNQ Certified Neck Protector.
> Shoulder Pads, unaltered
> Elbow Pads.
> Ringette Girdle with Pelvis Protector, no padding removed.
> Pants.
> Shin Pads.
> Hockey style Skates - not Figure skates.
> Hockey style Gloves.
> Ringette Stick.
> Skate Guards are optional but highly recommended to avoid injury from walking
around in the dressing room as well as damage to the blades from dirt and debris.
Goalie Equipment

> Chest Protector (inserted here instead of "Shoulder Pads").

> Skate Guards are optional but highly recommended to avoid injury from walking

regarding Equipment requirements.
General
* No jerseys, pants, or goalie equipment will be given out without an equipment agreement
form to be signed by the parent and the Ringette Equipment Manager (appointed by the
Ringette Directors.)
* To cover the cost of jerseys, a post-dated cheque (April 1, 2015) payable to Dakota
Community Centre in the amount of $130.00 is to be given to the Equipment Manager at the
beginning of each season. When the jerseys are returned at the end of the season, the
uncashed cheque will be returned. If the jerseys are not returned by April 1, 2015, the
cheque will be cashed. This policy will be strictly enforced.
* Name bars may be hand sewn on jerseys, but please refrain from Gluing Name Bars. Any
damage caused from the application or removal of name bars will be considered as damage
and the $130.00 jersey deposit may be kept in order to replace the garment(s).
* DRP will purchase goal equipment for any goaltender on a Dakota Sponsored Team at any
age on an as needed basis. To cover the cost of the equipment, a post-dated cheque (April
1, 2015) payable to Dakota Community Centre in the amount of $500.00 is to be given to the

Equipment Manager at the beginning of each season. When the equipment is returned at the
end of the season, the uncashed cheque will be returned. If the equipment is not returned by
April 1, 2015, the cheque will be cashed. This policy will be strictly enforced.
* Equipment is only loaned to players of Dakota Ringette sponsored programs held at the
Jonathan Toews Community Centre. Goaltenders that are successful in joining an elite ‘AA’
team must relinquish their loaned equipment immediately where upon their deposit cheque
will be returned.
* Shot clocks may be loaned to members of Dakota Ringette, for purposes other than Dakota
Ringette games, upon receipt of a signed waiver and a $1000 damage deposit.
General Program Policies
Boundaries
> You are allowed to register with JTCC if you are living within the following boundaries: East
of St. Mary’s Rd., South of Nova Vista Drive (South side only) West of St. Anne's Rd., and
North of the Perimeter Hwy. (Normand Park is in Greendell boundaries). All players must
follow registration guidelines set out by their local association.
> JTCC accepts Visa & MasterCard, cheque, Interac, and cash.
> Late registrations will be accepted on an Availability Basis Only (i.e. if we have an
appropriate number of players for each team and any additions would make it unfair for the
players who registered on time, your registration will not be accepted.)
> There is a late registration fee of $50.00 per family.
> No late registration date will be offered.

Admin Fees
* Players may only participate in an evaluation, tryout, practice, or game after they have
completed online registration and paid the required fees. An additional non-refundable fee
will be collected for any U14, U16, U19 player wishing to participate in a Dakota Ringette or
BVRA district “A” level tryout.
* Coaches cannot allow anyone to play who is not on their list of registered players. Temporary
players can be called up to replace injured or absent players but they must be registered
with the WRL and MRA. For specific rules/guidelines on "Temporary Players", please refer to
the WRL and MRA official rules.
* Players must register at their home community centres unless previously "grandfathered" by
the DRP. This would normally apply to a player that has registered a minimum of three

consecutive years at Dakota and where no Ringette program exists within the boundaries
set out by their local association.
* Registration fees cover the following expenses:
· Fees of the Ringette associations, which include administration expenses, ice for
league games, referees, shot clocks, and timekeepers for league and playoff games,
awards and insurance.
· Jerseys, goalie equipment, cleaning and repair.
· Other expenditures such as clinics and coaching materials.
* Registration fees do not cover these expenses:
· Ice time for U14, U16, U19 “A” team tryouts (some additions/exceptions apply).
· The cost of ice for practice, exhibition games or tournaments (in/out of town).
· Jackets, sweats, etc.
* Copies of Birth Certificates are required when a player registers to play Ringette for the first
time – regardless of age/skill level. These need to be forwarded to the BVRA by the Team
Manager or the Age Convenor when teams are registered with the MRA.
Refunds
Program registration fee refunds will only be considered if requested in writing (email) to the
Ringette Director(s) and received no later than October 10th of the current season. All refunds
after October 10th are subject to the various Association fees and up to a 25% cancellation fee,
to be deducted from the refund. For those registering for more than one sport, no refunds will
be issued due to schedule conflicts.
Volunteers
In order for any program to be successful, it requires that its members give of their time at
various events and activities. In addition to coaches, managers, age convenors, directors, etc.,
the Dakota Ringette Program has the need for volunteers at the following activities:
> Pre-Season Tournament - For the 2014 season teams shall be assigned mandatory
time slots
> Playoffs
> Various fundraising activities
Thank you for helping to make our Program a success!
Discipline
Coaches may apply equal discipline when players do not attend practices and games,
especially when the player has not given prior notice or provided a reasonable excuse, or
when players fail to make an effort, refuse to follow instructions, or do not conduct themselves
according to the principles of fair play.
All players are to be treated equally. Discipline may include but not be limited to having a
player sit out or dismissing a player from a game or practice. In extreme circumstances, the
coach may request the dismissal of a player via the Convenor to the Ringette Director(s) for
his/her approval.

Unsportsmanlike behavior will not be tolerated on or off the ice by players, coaches or
parents/spectators. Dakota Ringette reserves the right to impose suspensions over
and above those that may be issued by either the Winnipeg Ringette League or the
Manitoba Ringette Association.
Playing Time
Coaches will use their best efforts to give every player equitable playing time over the course
of the season, except in disciplinary situations or if the player is missing an abnormal amount
of team functions, i.e. practices, dry-land training, etc.
Fundraising
A DRP team’s fundraising activities must be approved by the Ringette Director(s).
Insurance
The MRA carries Third Party Liability Insurance, which covers the MRA, all sub or local
Associations, Coaches, Managers, Trainers, Officials, Sponsors, Volunteers, and all persons
associated therewith, while involved in the activities of the MRA. All players are urged to
obtain adequate accident insurance coverage.
Skating Skills
Team practice sessions are not the primary place for improving a player's skating skills.
Players are encouraged to enroll in skating lessons and/or power skating programs to
improve their skating skills when the need arises.
Temperature Limits
No outdoor practices or games shall be played when the temperature reaches or exceeds
minus 25C (with the wind-chill factor), one hour prior to a practice or game.
Age Advancements
Age advancements will only be considered under the rarest conditions, and normally only due
to registration deficiencies at one age level or another. It is the Steering Committee’s belief
that the participants should be playing with girls their own age.
All requests for age advancement must be made in writing to the Ringette Director(s). No age
advancements will be granted until the Fall registration has been completed. If for some
reason you are considering age advancing your daughter, please contact the Ringette
Director(s).

Team Commitment
> Parents of the players are expected to have their children at scheduled games and
practices, dressed and on time, according to the coach's requests.
> As a form of common courtesy, parents are asked to advise coaches when their children
cannot be at games and/or practices, with as much notice as possible.
> Girls (and their parents) that tryout for and make "A" teams need to be aware that there will
be a higher level of time commitment, skill development, competition, and financial
resources required to play at this level. These factors should be considered prior to a girl
deciding whether or not she wants to tryout and compete at this higher level.
Caution to Coaches & Volunteers
* From the "Petite" age (U12) and up, male adults, are not to enter the dressing room. Male
coaches must be accompanied by a female adult. Tying skates and assisting with equipment
should be done outside of the dressing room.
* Avoid being alone with a child in your care. In the dressing room, always have another adult
present. If you are a male coach, ensure that you always have a female adult with you in
these cases. Always tell the parent the purpose of the meeting.
* Avoid any behaviour and/or language that is deemed to be or perceived to be inappropriate.
* Always have another adult present when attending to injuries. If you are a male coach,
ensure this adult is a female.
* When it is necessary to have private conversations with a player, do so within the view of
others or include another adult.
* Regardless of a person's status within the DCC, any complaints brought forth against a said
person will be investigated accordingly.
Program Information
Coach Selection Procedures
The following policy is intended to guide the selection of Ringette coaches at JTCC. The
selection of coaches is the responsibility of the Ringette Director(s), with the assistance of the
Director of Coaching where appropriate:
1. If only one candidate applies and no significant problems are identified as a result of
previous parent evaluations, a Registry check, and a possible criminal records check,
that individual will be appointed coach by the Ringette Director(s). If the Ringette
Director(s) deems that individual unsuitable, the Ringette Director(s) will recruit another
candidate.
2. If two or more candidates apply for the same coaching position, the following
procedures will apply:
a) The Ringette Director(s) and Director of Coaching will review the coaching
application forms and the results from any previous coaching evaluations.
Candidates who are clearly inappropriate as a result of this initial screening or
because they do not pass the Registry and/or criminal records check, can be
excluded at this stage.

b) The Ringette Director(s) and the Director of Coaching will then interview
remaining candidates. The results of the interview along with reviewing the
documents in a) above will then be considered in the final decision. The
Ringette Director(s) will have the final say, within the guidelines established by
JTCC.
c) In considering the coaching application form, previous evaluations and the
interview results, the Director(s) will make his/her decision based upon:
i) Personal suitability - refers to the person’s coaching philosophy, their
interaction with children, parents, officials, and other stakeholders, and
their communication skills.
ii) Skills and knowledge - refers to their specific coaching expertise and
qualifications, and demonstrated knowledge of the sport.
Player Evaluations & Tryouts
The evaluation program is an ever-evolving process that is constantly being reviewed and
upgraded. The underlying principles remain the same.
Goals
The goals of the Dakota Ringette Evaluation Program are:
1.
To equitably evaluate the skill set of each Dakota Ringette player, in a fair and impartial
manner, utilizing a standardized, transparent process approved by the Dakota Ringette
Steering Committee and administered by the Evaluation Committee.
2.
To determine which players, at the U10, U12, U14, U16, and U19 levels, have the skill set
required to play for ‘A’, 'B', and 'C' level teams.
3.
To use the evaluation results to form teams that are as reasonably equally skilled as
possible for all other ‘B’ and ‘C’ level teams.
Tryout/Evaluation Policies
The policy and procedures described below apply to the Ringette program at JTCC where (a)
there are multiple teams selected in one age group; and/or (b) players are divided by ability
level into teams, which compete in different loops. They are designed to reinforce the reason
for having tiered teams, which is to provide all children with the opportunity to play a sport at a
level commensurate with their abilities. This approach also emphasizes that all levels of team
sports at JTCC are equally important.
This policy is intended to provide the fairest possible selection of teams. Teams will be
selected by a Selection Committee, consisting of the Age Convenor, the Evaluation
Coordinator(s), the Ringette Director(s) and, where necessary, 1-2 additional people, where no
conflicts exist. The policy is also designed to govern those sports that divide players into
competitively balanced teams in the same category. The Ringette Director(s) decision will be
final.
1.
With the exception of U10 (Novice), and U12 (Petite) players and where applicable, all
registered players in a particular age group will be given the opportunity to participate in
"A" level tryout session prior to the start of the season. The sessions will consist of at least

two ice times, with players divided into groups as the particular sport requirements dictate.
All “A” level tryouts will have an applicable tryout fee, which must be paid prior to the
player going on the ice for the first session.
2.
Players wishing to participate at the ‘B’ or ‘C’ levels of their age group will be given the
opportunity to indicate this at registration.
3.
Players will be divided into equal groups for the first session. The Evaluation
Coordinator(s), in conjunction with the Age Convenor, will designate the personnel
required for the on-ice and off-ice evaluation. Evaluators will observe each session and
record rating for each player.
4.
An independent evaluator shall not be involved in the evaluation of an age group in which
his or her child or close relative is participating.
5.
It is strongly recommended that an evaluator participate in all of the evaluation sessions
of the group he or she is evaluating.
6.
Upon conclusion of the pre-determined number of sessions, the Team Selection
Committee will meet to tally the results and make final selections. Again, the Director(s)
and/or the Age Convenor would be excused from those selection situations whereby they
have a child or close relative involved.
7.
Where no conflict exists, the Director(s) will have the final say on team selections and will
assign coaches to each team, where required and if necessary.
8.
At the end of evaluations, interested parents may request feedback on their child's
individual evaluation results in order to determine their child’s skill strengths and
opportunities. While individual scores and rankings will not be provided, a general
overview is available by contacting the Director(s) at [email protected]
9.
In order to facilitate an equitable evaluation process, all players are expected to attend all
the evaluation sessions. For ‘A’ level tryouts, if a player misses one session, their “score”
for that session will be determined by applying a discounted factor of a previous session.
If a player misses two or more sessions, then they will be removed from the tryout
process, subject to the Director(s) discretion.
10. U10 (Novice), and U12 (Petite) are all given the opportunity to participate in evaluation
sessions prior to the start of the season. Players will be evaluated and teams will be
formed based on the abilities of each player at the U10 and U12 levels.
Team Selection Process
Following the player evaluations and tryouts, teams will be formed by the Selection Group,
which will consist of the appropriate age level convenor, the Evaluation Coordinator(s), the
Ringette Director(s) and, where necessary, 1-2 additional people, where no conflicts exist.
The Ringette Director(s) decision will be final.
“A” level teams at U-14 (Tween), U-16 (Junior) and U-19 (Belle) are formed from those players
that take part in the tryout process and who it is determined have the necessary skill set for
that level of play, at that point in time. Prior to team formation, the Selection Group determines
the number of players that each team will have (baseline). Teams are then formed from the
highest ranked players from the tryout process. The last 1-3 players selected are taken from a
group of players that is determined from a plus/minus percentage of the baseline score (see
14
Appendix 1 for further explanation). Players not selected for the “A” teams are then provided
with the dates/times of the “B” level evaluations, if required.
“B” level teams at U-14 (Tween), U-16 (Junior) and U-19 (Belle) are formed following the
evaluation sessions, where required. In cases where multiple “B” teams are being formed,
every effort will be made to make the two teams as balanced as possible.
With the success of the area Come Try Ringette events over the past couple of years, we
have seen an influx of new players at the U-10 (Novice) and even at the U-12 (Petite) levels.
Through the evaluation process, if it is determined that there are a number of newer players at
the U10 and U12 levels, Dakota Ringette may decide to have these girls play on a U10 and
U12 “C” level team. This will allow the players to play games against teams at a similar skill
level, in a less intimidating atmosphere and where the players will benefit from having more
opportunity to handle the ring.
Player Transfers
The Dakota Ringette Program will strive to provide a home for all Ringette players at all ages.
When an age group program exists at Dakota, player transfers out of our club will not be
granted. The only exception will be if a District (BVRA) team requires additional players to
form an ‘A’ level team. In this instance, only Dakota players that were not successful at making
a Dakota ‘A’ team will be allowed to attend the District team tryouts and if successful there, will
be released to another District club. When an age group program does not exist at Dakota,
player transfers out of our club will be granted. The transfer will be accomplished with a
mutually agreeable director of an adjacent club with District approval.
The Dakota Ringette Program will accept player transfers into our club if there is room on our
team rosters and our own Dakota players are not being displaced out of our club.

will not be accepted. Proof of certification must be sent to MRA before January 15th of each year.
All teams with players under the age of 18 (or who will add temporary players under the age of 18), must have
a qualified female team staff over the age of 18.
Tween AA, Junior and Belle A and AA must have a female fully certified in Competitive Introduction and
Gradation or have a full Level 2 over the age of 18 on the Team Staff.
All Bench Staff must complete the respect in sport online course offered through Sport Manitoba. This
includes: Coach, Assistant Coach, Manager, Trainer, and Apprentice Coaches.

Appendix One
Determining Players Available for “A” Team Selections

Players take part in the three or four tryout sessions

Selection Committee determines, on an age level basis, how many players the team will carry;
taking into consideration overall number of players available for ‘B’ teams. For example
purposes, it is decided this team will have 12 skaters

It is determined that the 12th position has 200 points and, using a factor of +/- 10%, a “bubble”
group is determined within the range of 180 – 220 points (See Table)

In this example, players ranked 1 – 8 are automatically on the “A” team.

The Selection committee reviews this “bubble” group as to current evaluation scores, positions
played, etc., for only those players in the “bubble” group. In this example, three players
would then be selected from the “bubble” group to complete the ‘A’ team roster.
