What’s Your Story?
Enough about us, what do you think about us? We are looking for some success stories! A success story is one that
demonstrates a direct effort of the PTAC that generated employment and/or helped to improve the economy of a
locality by assisting a client(s) in obtaining or performing under a Federal, State, local or tribal government
contract(s). Why do we need this? As a part of our grant requirements, we make reports to the Federal
government. This information helps validate and support the mission of the PTAC program!
We would love to hear from you! You don’t have to be the prime on a on a contract you have performed on.
Subcontracting is a great success! Each success story (either as a prime or a sub) must have a clear means to verify
(such as a letter or email message from the recipient’s client stating that the story is true) that the success resulted
from substantial effort on behalf of the client by the Native PTAC.
Each success story should include the following:






Client name
Client address
Client point of contact, telephone and facsimile number
Contracting agency point of contact, telephone and facsimile number, contract number and dollar value of
award, if applicable.
Narrative description of the issue(s), Include any programs that assist with the award: IIP- Indian Incentive
Program, Buy Indian Act, Indian Preference (tribal procurement).
Narrative describing the PTAC’s contribution to the success story and the tangible results to include jobs
generated and/or retained. This could be both a recent or past contribution, such as assistance with
certifications in previous years that you company is still benefiting from.

A New TERO program for the Confederated Tribes of Grand Ronde
The Confederated Tribes of Grand Ronde (CTGR) enacted a Tribal Employment Rights (TERO) Ordinance on
November 6, 2013. The TERO Ordinance asserts the Tribes sovereign rights to establish Indian and Tribal
preference policy, a TERO program and a TERO Commission.
The TERO Program is currently recruiting Tribal Member Owned and Indian Owned Businesses (IOB's) from across
the region for opportunities to participate in economic opportunities with CTGR. TERO establishes a preference for
IOB's to obtain contracts and subcontracts to supply materials, goods, and services purchased by the Tribe. For this
first year of the program, certification fees will be waived.
To be considered for participation as an IOB in CTGR TERO economic opportunities, the enclosed application needs
to be submitted and approve by TERO. Upon approval, those businesses on the IOB list will be contacted and
provided information on solicitations that are appropriate for their specific business line and provided a preference
in the award of those contracts when they meet all the qualifications, meet the price requirements, and are
otherwise deemed as being fully responsive in their submitted bid or proposal.
There are other lists of IOB contractors that have been previously used in the award of contracts with CTGR.Those
businesses that are on those lists with the CTGR Engineering Department or CTGR Housing Authority will still need
to apply and be approved by TERO. Those lists will be phased out. Only those IOB's on the TERO approved IOB list
will be recognized for the reference beginning January 1, 2015.

Washington State Capital Projects Advisory Review Board
The Capital Projects Advisory Review Board (CPARB) is seeking letters of interest from individuals
knowledgeable in the use of alternative public works contracting procedures to serve three-year terms on its
Project Review Committee (PRC). There are a number of openings, including 2 openings for
subcontractor/specialty and 2 minority/women owned business.

CPARB is a state board created (see RCW 39.10.800 and RCW 39.10.810) to provide evaluation of public capital
project construction processes including the impact of contracting methods on project outcomes and to advise the
legislature on policies related to public works delivery methods. CPARB has created the PRC with members from
many different public and private entities with wide variety of backgrounds, expertise and experience.

Federal Government Prime and Subcontractor electronic Subcontracting
Reporting system (eSRS) Training
SBA will be providing training on the electronic Subcontracting Reporting system (eSRS). This training is for Federal
government prime and subcontractors required to file and/or review Individual Subcontracting Reports (ISR) and
Summary Subcontract Reports (SSR) for approved Individual or Commercial plans.
This training will provide step by step instructions on how a contractor files a report, what the government looks for when
reviewing and managing subcontracting reports, and the fundamentals of eSRS.

What is a “Sources Sought”?

This is a question frequently-asked question by PTAC clients. The label “Sources Sought” may be seen on many contract
opportunities posted on FedBizOpps (FBO), the place federal agencies advertise their upcoming contracts. (You can
search for Sources Sought using the “Advanced Search” link on the FBO home page.)
A Sources Sought is not an actual bid or proposal solicitation; instead, it’s a solicitation of interest. Think of a Sources
Sought as market research being conducted by a government agency to determine what the capabilities and interests of
the marketplace are.

The Washington State Linked Deposit Program
For eligible small business incorporated, or registered to operate, in Washington State, there are several good
reasons to seek certification through the Office of Minority & Women’s Business Enterprises (OMWBE) and/or the
Washington State Department of Veterans Affairs (WDVA). One of these reasons is the Linked Deposit Program.
This program is available to State certified businesses, regardless of whether or not the business is involved in
government contracting.
The Washington State Legislature found that minority and women owned businesses had been historically denied
access to capital and that lack of capital is a key barrier to the development of minority and women owned
businesses. In response, the legislature passed the 1993 Minority and Women Owned Business Assistance Act,
which created the Linked Deposit Program (“LDP”). The Washington State Office of the State Treasurer (OST),
Office of Minority & Women’s Business Enterprises (OMWBE), Department of Community, Trade, and Economic
Development (CTED), and the Washington State Department of Veterans Affairs (WDVA) are responsible for
administering the Linked Deposit Program
The Act directs the Office of the State Treasurer (“OST”), OMWBE, WSVA, and the CTED to operate a program that
links the deposit of state funds to loans made by participating financial institutions to qualified minority and womenowned businesses. The deposit of state funds is made at below market rates. The savings are then passed on by
the bank to the Linked Deposit borrowers in the form of an interest rate reduction not to exceed two percent (2%).

SBA Will Continue to Zero Out Fees on Small Dollar Loans, Expands Relief for
Larger Loans to Vets
WASHINGTON – The U.S Small Business Administration has announced that fee relief on 7(a) loans of $150,000 or
less implemented last year and originally slated to expire on Sept. 30, will be extended through fiscal year 2015.
SBA has also announced that fee relief measures for SBA Veterans Advantage will also be renewed as well as
enhanced. Both the extension of the fee relief for 7(a) loans $150,000 and under, and the extension and
enhancement of the fee relief for SBA Veterans Advantage loans will become effective today, October 1st, and will
remain in effect through Sept. 30, 2015.
“We zeroed out fees on loans of less than $150,000 to any 7(a) borrower because we don’t want SBA fees to be an
impediment to getting capital out to communities where it can make a game-changing difference, especially to our
underserved communities, who use these small dollar loans more frequently,” said SBA Administrator Maria
Contreras-Sweet. “We also owe a debt of gratitude and so much more to our service men and women, and
veterans who are the cornerstone of small business ownership. This fee relief will continue to help veteran business
owners who grow their businesses, create jobs in their communities, and put their training and passion for our
country to work in their neighborhoods.”
