CIRCULAR MINUTE NO. EMRS UMKH 02/2014
The content of this Circular Minute must be brought to the notice of all eligible officers and employees on your
establishment without delay, including those in Regional /District offices. Institutions must notify all candidates
who qualify for the post in this circular minute even if they are absent from their normal working places.
DIRECTIONS TO THE CANDIDATES
1. The following documents must be submitted: (a) Application for Employment Form (Z.83), which is obtainable from any Government Department
OR from the website – www.kznhealth.gov.za
(b) Certified copies of highest educational qualifications – not copies of certified copies.
(c) Curriculum Vitae
(d) ID copy
2. The reference number must be indicated in the column provided on the form Z.83 e.g. reference
number: EMRS UMKH 02/2014.
NB: Failure to comply with above instructions will disqualify applicants.
3. The appointment is subject to positive outcome obtained from the NIA to the following checks: (security
checks, credit records, qualification, citizenship and previous experience verifications)
4. Please note that due to the large number of applications anticipated, applicants will not be
acknowledged, however, they will be advised of the outcome of their applications, in due course.

If notification of an interview is not received within three (3) months after the closing date, candidates

Grade 2: R327 261.00 per annum
Grade 3: R363 216.00 per annum
Grade 4: R403 110.00 per annum

REQUIREMENTS FOR THE ABOVE POSTS:GRADE 2
- Grade 12 Certificate
- Emergency Care Technician Certificate (ECT).
- Current registration with Health Professional Council of South Africa ( HPCSA) as a ECT
- Plus 3 year’s experience after registration as a ECT
- A valid driver’s license Code (C1) with professions driving permit
- Proof of current and previous work experience endorsed and stamped by HR must be attached
GRADE 3
- Grade 12 Certificate
- National Diploma in Emergency Care or Critical Care Advanced Certificate (CCA).
- Current registration with Health Professional Council of South Africa ( HPCSA) as a Paramedic
- Plus 3 year’s experience after registration as a Paramedic
- A valid driver’s license Code (C1) with professions driving permit
- Proof of current and previous work experience endorsed and stamped by HR must be attached
GRADE 4
- Grade 12 Certificate
- B Tech Degree qualification
- Current registration with Health Professional Council of South Africa ( HPCSA) as a ECP
- Plus 3 year’s experience after registration as a ECP
- A valid driver’s license Code (C1) with professions driving permit
- Proof of current and previous work experience endorsed and stamped by HR must be attached
KNOWLEDGE, SKILLS, TRAINING AND COMPETENCIES REQUIRED:The incumbents of these posts will report to the EMS District Manager: Emergency Medical Rescue
Services, and will be responsible to render a continuous effective, holistic pre hospital Emergency
care service to the public, maintained the quality of life and uphold the dignity and rights of all
patients. The ideal candidates must:-
Possess knowledge of Intermediate/Advance life support, Health Related Act, Relevant Public
Service Legislation. EMS Trend, HPCSA Protocol, and Financial Management.

Have presentation, problem solving, leadership, strategic planning and sound human resource
management skills.
KEY PERFORMANCE AREAS:-
Ensure financial control and proper HR management including Occupational Health and Safety.
Monitor the Implementation of operational plan and service delivery improvement plan, including
plan patient transport.
Liaise with DHS and Hospital Service at Sub-District level and ensure that EMS is an effective role
player.
Respond to mass casualty and disaster scenes and province advance and leadership in such
situation.
Manage complaints from internal and external sources.
Compile reports, conduct investigations when required to do so.
Ensure compliance with service protocols and procedures.
Respond for Performance Management and Development System.
Improve and maintain good relationship between EMS and other institution within the District and
Province.
Cost-effective and efficient management of co-ordination of sub-District
Participate in Operation Sukuma Sakhe programme.
