フィリピン共和国運輸通信省沿岸警備隊は、日本の無償資金協力による「沿岸警備通信システム強
化計画」
(パッケージ-I)の機材調達・施設建設入札を公示します。本事業は、インマルサット衛星通
信システムの機材調達・据付、船舶航行監視システム(VTMS)の機材調達・据付及び VTMS 局舎・鉄塔
の建設、等を実施するもので、詳細は以下の通りです。
TENDER NOTICE
Philippine Coast Guard (PCG), Department of Transportation and Communications on behalf of the
Government of the Republic of the Philippines announces the tender for The Project for Enhancement
of Coastal Communications Systems (Package-I) under the Grant Aid extended by the Japan
International Cooperation Agency (JICA) based on the Grant Agreement signed on the 24th of April,
2014.
The project consists of procurement and installation of Inmarsat Communication System
(ship-mounting type), and procurement and installation of Vessel Traffic Management System (VTMS)
including construction of VTMS station and tower at Mactan (Cebu) Channel.
The applicants shall be required:
(1) To be a consortium consisting a Japanese trading firm and a Japanese construction firm. Any
firms, who fall under any of the items of Article 26, paragraph 1 of the Foreign Exchange and
Foreign Trade Act (Gaikokukawase-oyobi-Gaikokuboeki-Ho, Law No.228 of 1949, Japan), shall
not be regarded as being controlled by Japanese physical persons;
(2) To be in sound financial condition in the last two fiscal years. The applicants who have applied
for the commencement of the reorganization procedures as defined in the article 17 of the
Corporation Reorganization Act (Kaisha-Kosei-Ho, Law No.154 of 2002) or the rehabilitation
procedures as defined in the article 21 of the Civil Rehabilitation Act (Minji-Saisei-Ho, Law No.
225 of 1999) but have not received the decision on the commencement of the
above-mentioned procedures of the said Act are excluded from the tendering;
For trading firm
(3) To be a trading firm, duly organized and registered under the laws of Japan, which is controlled
by Japanese physical persons;
For the construction firm
(4) To be a general civil contractor, duly organized and registered under the laws of Japan, which is
controlled by Japanese physical persons;
(5) To have done at least, one building-construction work with the contracted price not less than
¥500 million or, two or three building-construction works with the contracted price not less than
¥1,000 million in total, in ASEAN countries regardless of prime contracting or sub-contracting
during the last ten years; and
(6) To have not less than 50 experienced and qualified engineers.

The firms against whom sanctions are imposed by JICA based on the JICA Rules on Sanctions
against Persons Engaged in Fraudulent Practices, etc. in Projects of ODA Loan and Grant Aid, shall
