Company History
The roots of ECAS-EJ Consultants Pte Ltd go back to 1993 with the founding
of EJ Consultants Pte Ltd by our current Managing Director, Er. Chan Ewe
Jin. Since the beginning, the firm was known for its reliable project deliveries
while solving pertinent issues in infrastructure of the region.
In 2002, EJ Consultants Pte Ltd merged with ECAS Consultants Pte Ltd and
established
ECAS-EJ Consultants Pte Ltd. The firm went through internal
restructuring in order to offer a complete range of engineering consultancy
services across the market including design and build capabilities.
Our Philosophy
At ECAS-EJ Consultants Pte Ltd, we believe in fulfilling our clients’ needs
by providing higher buildability of our designs. We approach every project
with strong professionalism and strive to add value to the work we deliver.
From the tender to the handover stage, we are committed in providing the
highest quality of service to our clients and partners. We work closely together
with our clients to understand and meet their technical requirements, and
provide solutions that adhere to our quality standards.
ECAS-EJ Consultants Pte Ltd provides Civil, Structural and Geotechnical
Engineering Services to clients of the public and private sector in Singapore.
Drawing on our 20 years of experience, we provide consultancy, design
and accredited checking services with expertise in rail, bridges, tunnels,
and building works.
Vision: We strive to be the leading structural, civil, and geotechnical
engineering firm in our region.
With a team of more than 120 dedicated professional, technical, and
support personnel, ECAS-EJ provides best-value solutions that save
resources, increase efficiency, and maximize outcomes while maintaining

ECAS-EJ’s systems and processes are ISO 9001:2008 and SS ISO 9001:2008
certified. The certification applies to all ECAS-EJ activities from the
feasibility and planning stage right through to the design and construction
stage of a project. We rely on internal auditors and third parties to ensure
that all activities are encompassed by our quality system.
At ECAS-EJ, we believe that our strong commitment to work should extend
to a strong commitment to safety and health in our company. We understand
that investing into safety and health for our employees goes beyond good
business sense. ECAS-EJ adheres to the Workplace Safety and Health Act of
Singapore and strives to have a deep safety culture in our workplace.
Our office systems have been individually certified from 1998 onwards and
we have coordinators to ensure a consistent, streamlined quality system
throughout our office and sites.
ECAS-EJ is now OHSAS 18001:2007 certified and has attained bizSAFE
level Star. We are fully devoted in continuing to work on safety and health
innitiatives to make our company and our proyect sites a better place to
work.
ECAS-EJ makes use of three documents to communicate their quality
system to all employees and clients:
1. The Quality Manual: includes the quality policy statement,
organisational structure for quality and a summary of the
operating procedures.
2. The Procedures Manual: details the operating procedures in
accordance with ISO 9001:2008.
3. Project Quality Plans: Consists of project specific information
about how the project will be managed and ensures accurate
records are maintained at each site.
Projects are managed by a Project Director and a Project Leader. The Project
Director takes responsibility for the overall quality delivery of a project
while the Project Leader is responsible for managing the day-to-day service
of the project. This project organisation provides our clients and internal
project team members direct access to our key decision makers.
Furthermore, in 2012 ECAS-EJ met the requirements of ISO 14001:2004 for
its efforts to reduce the environment impact that our projects might incur.
We have implemented programmes in the head office and project sites to
better quantify and reduce our output.
We ensure that our system is implemented effectively through an on-going
training programme for all professional, technical, and administrative
personnel. Internal audits, conducted by our trained internal auditors, play
an important role in preserve confidence that our system is monitored and
maintained.

Our Services
With over 120 personnel, ECAS-EJ strongly values everyone’s involvement,
and focuses on their professional development. Each team has an Associate
Director and every site has a Project Director to whom they report and ask for
support. We have an open communication policy where any employee can
directly talk to the Managing Director for any issues they might have. This
allows the company to share internal knowledge without any boundaries
and enjoy the expertise that each person has.

Consultancy:
With regional development as the main driver
behind ECAS-EJ, the firm supports its customers
in the development of new project ideas. ECAS-EJ
conducts economic and technical feasibility studies to
understand the impact of the project and propose the
best solution to the client. Adjacently, an environmental
impact assessment study is done to determine the
impact on the environment and better access the real
value of the project.
Planning and Design:
With a strong focus on innovation and efficiency,
ECAS-EJ offers to keep an eye on the whole
development of the project, from conceptual and
permit application, to construction design. The firm
looks at the project not as an independent property
but as a small piece in a bigger puzzle; it takes into
consideration its surroundings to propose the most
perfect fitting development.
Procurement:
Following one of our core values, we support our client
through the whole process of the project, including
tender documentation, evaluation of bids, and
contracts for project execution. ECAS-EJ makes sure
that all processes of the project and vendors follow
our quality standards to guarantee a high-quality end
product.
Construction Supervision:
Whether it is a condominium or a roadwork, ECAS-EJ
can supply the client with construction supervision to
ensure that the project is completed on schedule and
according to design and resources. As construction
supervisors on site, we safeguard the interests of our
clients throughout the execution of the project while
making sure we maintain our high quality standard.
Related Service:
In addition to providing services all across the project
execution life cycle, ECAS-EJ provides Accredited
Checking services to maintain the standards provided
by the regulatory bodies. This service ensures that all
structures are compliant with the standards our region
demands.

Over the past 20 years, ECAS-EJ has been involved in multiple residential projects. From
Planning and Design to Accredited Checking, the firm is devoted to provide the best space
