Established in 1951, IOM is the leading inter-governmental organization in the field of
migration and works closely with governmental, intergovernmental and non-governmental
partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
It does so by providing services and advice to governments and migrants.

Context:
Under the supervision of the Chief of Mission (CoM), the successful candidate will be
responsible for supervising the implementation of all project activities in the sub-office of
Bunia, Democratic Republic of Congo.

The Project Officer will contribute to the stabilization of the Mambasa Epulu, Niania axis
through the restoration of State authority, the promotion of democratic dialogue and
economic recovery.
Core Functions / Responsibilities:
1.
Plan, coordinate and implement project activities in a timely manner and within the
confines of the budget.
2.
Supervise the work of project staff members.
3.
Ensure that project activities are progressing well and immediately notify Chief of
Mission and relevant staff of any delays or problems.
4.
Oversee and coordinate timely submission of reporting, including ad hoc, monthly,
interim, quarterly, annual and end-of-project reports. Meet the Mission’s and the
donor’s reporting requirements by providing specific data, analysis, and financial
reports.
5.
Establish a good working relationship with beneficiaries, government officials,
implementing partners, the humanitarian community and other relevant stakeholders.
6.
Liaise and act as Focal-point with relevant interlocutors in order to ensure efficient
programme implementation, thus facilitating information exchange and project
cooperation, as well as promoting IOM-implemented initiatives.
7.
Drive the development of reports, presentations, talking points, and briefings on
project activities.
8.
Represent IOM and participate in meetings and working groups with local, national
and international partners in order to ensure proper project implementation.
9.
Represent IOM and participate in conferences, workshops, trainings and seminars,
and make presentations on assigned topics and activities.
10.
Perform assessment and/or evaluation missions in the field.
11.
Ensure the timely recruitment of staff and preparation of budgets for the projects
under his/her responsibility. Closely monitor staff performance and progress and
ensure mainstreaming of gender according to IOM procedures and regulations.
12.
Contribute to project development efforts for the continuation of existing projects as
well as new projects in the related field.
13.
Perform such other duties as may be assigned.

Required Qualifications and Experience
Education


Master’s degree in Political or Social Sciences, Humanities, International Relations,
Project Management or a related field from an accredited academic institution with
two years of relevant professional experience; or
University degree in the above fields with four years of relevant professional
experience.
Experience




Experience working in project management in a complex environment or post
conflict, reconstruction programme;
Experience in migration issues, project design, management and project
implementation;
Experience in liaising with donors, governmental authorities, other
national/international institutions and non-governmental organizations;
Experience in preparing project narrative, financial reports, statements/projections;
formulation of results matrixes, logical frameworks and work plans.
Languages
Fluency in English and French is required. Working knowledge of Swahili is an advantage.
