Dear Members of TSHP,
The following Annual Report of the Texas Society of Health-System Pharmacists reflects a
healthy and growing professional organization. Thank you for supporting your organization in
the many good things TSHP is doing.
THE BOTTOMLINE: I express my gratitude to our Treasurer Linda Haines and her oversight of
our TSHP finances. I trust you’ll agree that the following report reflects strong work by Linda
and that you will be pleased with our sound fiscal state. A foundation of financial strength is
key to our success.
CHANGING THE GUARD: In reflecting back on my 2013-2014 presidential term I am so pleased
to have been part of a successful transition from our old friend Paul Davis to our new friend Deanna Menesses. The Executive
Director of our organization plays a key role in day to day TSHP operations, but is also charged with giving good guidance to the
TSHP Board of Directors. Deanna is off to a great start and I look forward to her continuing with us for many years.
THE 2014 SEMINAR: A significant portion of our operating revenue comes from our Annual Seminar. Our friends in Houston
promised to help make it successful, and I believe they did. Thanks to all of you our 2014 Houston seminar was one of most
successful ever in terms of attendance, the quality of presentations, and revenue. Hats off to Rich Cadle’s Educational Affairs
Council and our TSHP office staff – Leah Cody, Judy Turley, Rebecca English – and of course Deanna - who all shouldered most
of the heavy lifting. Many thanks to our industry associates who contributed to the meeting’s success, especially to Mary Ann
Whitacre and the Industry Section!
POLITICAL ACTION: We are poised to help remove a long-time barrier to pharmacist-provided health care in Texas. As a very
active member of the Texas Pharmacy Practice Coalition, in association with our friends from the Texas Pharmacy Association
and other state pharmacy organizations, we are actively promoting the changes needed to allow a pharmacist to be paid for
health-related services outside of routine dispensing. With Aaron Reich’s leadership and our Public Affairs and Advocacy
Council, our TSHP Political Action Committee is stronger than ever. Our long-time lobbyist Brad Shields is busier than
ever. Please support us in this endeavor and support ASHP in our national push for CMS provider status. The time is now.
SO MANY OPPORTUNITIES TO CONTRIBUTE: My thanks to the Officers of the TSHP Board who served this year; Jabeen John
(Secretary), Larry Egle in his President-Elect role, Brain Cohen as the wise Past-President, Linda Haines as previously praised –
what a great group of people to work with! I appreciated the active attendance of our onboarding President-Elect Designate
Shane Green and give a “taihen doomo-arigato” to Secretary-elect Designate Steven Knight.
Let me recognize the ongoing work and contributions of our other Councils, Committees and Sections - Communications Affairs
(Pamela Price, et al), Membership Development (Feibi Chi, et al), Organizational Affairs (Tammy Cohen, et al), Professional
Affairs (Nancy Myers, et al), and our Nominations Committee (Brian Cohen, et al), Credentialing Committee (Lou Cuellar, et al)
and Editorial Advisory Board (Kathryn Pidcock et al). Let me also recognize the contributions of Deborah Dishman and the
Technician Section, Regina Roy and the Student Section, Rosanne Thurman and the Pharmacy Management Section, and Linda
Haines and the New Practitioner Section.
LOCAL CHAPTERS: I am happy to report the continued growth and strengthening of our local chapters. So many great
activities and educational programs being offered at the local level! Our Local Chapter Presidents contributed a lot this year in
their important role as members of our TSHP Board of Directors.
REWARDS: I have seen in my own professional journey and in so many of yours – the power of networking within
Pharmacy. Texas pharmacy really does feel like a big family –and TSHP plays a crucial role. I encourage you to take advantage
of the rewarding opportunities to meet, collaborate, and learn from others that your active participation in TSHP and your local
chapters can provide.

– Deanna Menesses, CAE
Dear TSHP Members,
TSHP underwent a major transition during the 2013-2014 fiscal year with the retirement of
Paul Davis and my hiring as your new Executive Director. I would like to take this
opportunity to once again thank the Search Committee for recommending me to the Board of
Directors, and to also thank the Board for offering me the Executive Director’s position. I was
honored to be the candidate selected and could not wait to make the move to Texas and to
take on this new and exciting endeavor.
Coming into TSHP I could see its many strengths, with the most significant being the
commitment of the volunteers, members and staff. But I could also see the many
opportunities and believe that TSHP is poised to become more than it dreamed it could be. I
know that it won’t be an easy task, or something that will be accomplished overnight, but I firmly believe that achieving those
goals are not out of our reach.
The main ingredient to ensuring that success is the continued support of each and every member. I encourage you to test the
broad range of your interests by immersing yourself in TSHP – our numerous Councils, Sections and Committees will allow you
to play a part in shaping TSHP’s and pharmacy’s future. I encourage you to tell your fellow pharmacists, technicians and
students about the importance and value of being a part of TSHP – by growing our membership numbers we increase our
ability to accomplish more initiatives. I encourage you to participate in TSHP and your local chapter activities – they offer
wonderful opportunities to learn, network and build relationships. I encourage each and every one of you to think about the
part you would like to play in the TSHP’s and the Health-System Pharmacist’s future growth and success.
I would be remiss if I didn’t take this opportunity to once again acknowledge and thank the 2013-14 Board of Directors,
highlighting Emory Martin and Larry Egle; and the TSHP Staff, Leah Cody, Judy Turley and Rebecca English, for the support that
they have given to me during this transition. I am truly thankful to each and every one of them. I also want to extend my
heartfelt thanks to Paul who, in 3 short weeks, tried to cram into my head his 10+ years of TSHP knowledge.
I look forward to working with each of you for many years to come and know that with your support TSHP will continue to
flourish.

About TSHP
The Texas Society of Health System Pharmacists began in 1949 with the first annual seminar for hospital pharmacists held
at The University of Texas College of Pharmacy in Austin. Twenty five founding members came together to form what has
become one of the leading health-system pharmacy societies in the country that fosters leadership and education in pharmacy.
The people who helped organize that first seminar included: UT College of Pharmacy Dean Henry M. Burlage, Dr. John Boenigk,
of the UT College of Pharmacy, Lewis Smith of Baylor Hospital in Dallas (the first president of TSHP), Charlotte Coleman of John
Sealy Hospital in Galveston, Cedric Jeffers of Scott and White Hospital in Temple, and Adela Schneider, the first secretary of
TSHP who later served as president of TSHP and also received an award from ASHP for writing an early history of TSHP.

What began as a small number of dedicated hospital pharmacists coming together to learn and discuss professional issues
has grown to a dynamic health-system pharmacy organization that includes pharmacists, pharmacy residents, pharmacy
students, retired pharmacists, educators, pharmacy technicians, pharmacy industry representatives, and others dedicated to
the mission, vision, core values, philosophy, soul, spirit, and motto of TSHP.

President Larry Egle, Pharm. D., MS, MBA is a Director, Clinical Pharmacy Services for
MedAssets Advisory Solutions. He serves as an advisor to client healthcare institutions
regarding pharmacy issues and works with them to develop and implement work plans for
service improvement. Prior to MedAssets, Larry served as a Director of Pharmacy
Operations with Broadlane. Larry was a Pharmacy Manager at St. Luke’ s Episcopal Hospital
in Houston, where he was responsible for managing inpatient pharmacy operations and
served as the Director of St. Luke’s Pharmacy Practice Residency Program. Larry received
his B.S. Pharmacy from Creighton University, his Pharm.D. from the University of Nebraska,
and his M.S. Pharmacy and M.B.A. degrees from the University of Houston. He completed
an ASHP-accredited pharmacy residency at M.D. Anderson Cancer Center. Larry is actively
involved in professional organizations, and has served as President of GCSHP, a member of
GCSHP’s Board of Directors, a member of TSHP’s Board of Directors, TSHP Treasurer, ViceChair and Chair of the Council of Professional Affairs, and Treasurer for the TSHP R&E
Foundation. Larry has represented Texas at the ASHP House of Delegates and has served
on ASHP’s Best Practices Award and Leadership Institute selection panels.
Immediate Past-President Emory Martin, Pharm.D., BCPS, FASHP is Vice President,
Pharmacy Services at Baylor Scott & White Healthcare in Temple, Texas. He serves as
program director for the S&W-University of Texas pharmacy residency program at
Memorial Hospital. He currently serves as clinical faculty for both The University of Texas
College of Pharmacy in Austin and Texas A&M HSC Rangel College of Pharmacy and
precepts students in an Infectious Disease Pharmacotherapy rotation. Born and raised in
Houston, he received his Pharm.D. degree from the University of California San Francisco
and completed two years of clinical pharmacy residency training at University of Michigan
Hospitals.
Emory has been an active member of professional organizations, including stints as
president-elect and president of the Heart of Texas Society of Health System Pharmacists
and the Austin Area Society of Health System Pharmacists. He served for 2 years as a
member of the ASHP Council on Organizational Affairs. Emory has contributed to the
profession by being a reviewer for AJHP, by giving many presentations and also via posters
and publications.
President-Elect Shane Greene, Pharm.D., BCPS, is in his 13th year as a clinician-educator at
the Texas Tech UHSC School of Pharmacy’s Dallas Campus. He recently completed a two
year term as Vice-President and School of Pharmacy representative to the Texas Tech UHSC
Faculty Senate and as the elected Department of Pharmacy Practice’s representative to the
Dean’s Executive Committee. He is also appointed to the Medical Professionals Advisory
Subcommittee, a subcommittee of the Texas Department of State Health Service’s Texas
Diabetes Council, where he has been an active member since 2007. Born and raised in the
Lubbock area, Shane received his BS in Biomedical Science from Texas A&M and his
Pharm.D. from the University of Texas-Austin and the University of Texas HSC-San Antonio.
He completed residencies at the Cleveland Clinic in Cleveland, Ohio and the South Texas VA
in San Antonio. Shane has been actively involved in several professional organizations
throughout his professional career. His service to TSHP has been highlighted by six years as
an active member of the Communications Council which includes three years as
Chair/Immediate Past Chair of that Council (for which he was awarded the Lourdes M.
Cuellar Award for Outstanding Service) as well as a member of the TSHP Board of Directors,
Vice-Chair of Organizational Affairs, and member of the Editorial Board of the TSHP Journal.

Treasurer- Linda A. Haines, Pharm.D., MS, BCPS, is an Administrative Specialist in PharmacyIT at The Methodist Hospital in Houston, TX. She received her Pharm.D. from Texas Southern
University College of Pharmacy and Health Sciences, Masters in Pharmacy Administration
from the University of Houston and completed two years of residency training at St. Luke's
Episcopal Hospital, with an emphasis on Health-System Pharmacy Administration. She
precepts students and residents and provides guest lectures at Texas Southern University.
Linda is actively involved with TSHP, GCSHP and ASHP, and has served in many roles in the
past including actively participating on the TSHP Organizational Affairs Council, TSHP
Communications Council, TSHP Public Affairs Council, TSHP New Practitioners Section and
ASHP New Practitioners Forum Membership and Outreach Advisory Group. She currently
serves as Immediate Past President of the TSHP New Practitioners Section. She has also
contributed as a peer reviewer for AJHP.
Secretary- Steven E. Knight, Pharm.D., BCPS is the transplant pharmacist at Methodist Dallas
Medical Center near downtown Dallas, where he has worked since graduating from The University of
Texas at Austin. Steven precepts P3 & P4 students and PGY-1 & PGY-2 Residents in Internal
Medicine, Nephrology, Transplant, and the Longitudinal Residency Staffing Component. He has been
the Secretary of his hospital’s Residency Advisory Committee for the last three years. He has been
involved in the Metroplex-SHP as the chair of the Steven has also served as a member on the TSHP
Communications Council and for two years on the TSHP Education Council. He is also a founding
member and former chair of the New Practitioners Section.
President Elect Designee Sidney P. Phillips, Pharm.D, R.Ph. is currently a director of pharmacy
for Baylor Scott and White Health at the Carrollton Texas campus. Prior to moving into his
current leadership role he worked for Cardinal Health as a Regional Director of Pharmacy
Practice and Operations Director for Cardinal Health Pharmacy Solutions. Sidney has worked
with over 20 different hospital systems and 80 individual hospitals in Texas and throughout the
United States. Sidney grew up on a cotton farm and cattle ranch in Jayton Texas. He received
his doctor of pharmacy from Texas Tech School of Pharmacy. His pharmacy training was
completed through an ASHP accredited residency in pharmacy practice at St. Luke’s Episcopal
Hospital in Houston, Texas and a pharmacy management specialty residency with Cardinal
Health. Sidney is currently a member in the metroplex chapter of TSHP and has been a
previous member in the panhandle, gulf-coast, and Lubbock area chapters of TSHP. He
currently serves as the vice-chair for TSHP’s Public Affairs and Advocacy council. He has
previously served as the section chair and vice-chair for TSHP’s Professional Affairs council and
Secretary for TSHP’s Management section. Sidney is the immediate past president of the board
of directors for Texas Tech School of Pharmacy Alumni Association. Sidney has received TSHP’s Lourdes M. Cuellar Award for
his service and Texas Tech School of Pharmacy Distinguished Alumni Award.
Treasurer Elect Lance Ray, Pharm.D., BCPS received his Pharm.D. from The University of Texas
at Austin in 2006. He is currently Vice-Chair for the TSHP PAC and member of the TSHP
Professional Affairs Council. He has served for the second consecutive year as one of six Texas
Delegates to the ASHP House of Delegates. He is a Past President of the Metroplex Society of
Health-System Pharmacists, where he previously served as Chair for Educational Programming
and Chair of Communications. Lance has received the Mentor of the Year Award, the New
Pharmacist Award and the Larry C. Nesmith Pharmacist Recognition Award from TSHP. In
addition, he has judged various student competitions for TSHP and serves as a TSHP mentor,
UT mentor, and TTSOP mentor to pharmacy students. At Texas Health Harris Methodist Fort
Worth he serves as a decentralized clinical-staff pharmacist in all areas of the hospital
including ICU, ED, cardiac, and general medicine floors. He precepts several students annually
from various pharmacy schools and annually travels to Guatemala for medical mission work.

Meet the TSHP Staff
Leah M. Cody - Director of Communications and Member Services
Leah began her affiliation with pharmacists early in her career when in she started as a
communications specialist with the Texas Pharmacy Association shortly after graduation. For
more than a decade she has devoted her professional life to association work and has served
thousands of members and dozens of associations. Settling in at TSHP, Leah’s primary
responsibilities include membership, education, and communications.
Leah’s a Texas-born native who plans to never leave our great state. She’s married to an Austinarea actor, Omid, with Present Company Theater, http://presentcompanytheatre.com/,
(shameless plug), has a very energetic three year-old son, and way too many cats; four. Leah has
too many hobbies, loves to go camping, and wishes everyday was Friday (who doesn’t?!).
Rebecca English - Executive Assistant
After years supporting C-level executives in real estate development, Rebecca English set her
sights on building people, relationships and associations rather than hotels, resorts and
subdivisions. Rebecca’s responsibilities include membership development and chapter relations.
Hers is the voice you hear when you call TSHP headquarters.
Originally hailing from Lockhart, Texas, Rebecca and her husband Chad enjoy spending time with
their big family (there’s usually barbeque involved). Rebecca’s an explorer at heart who loves
traveling, wildlife rescue, photography and baking. She believes that the more complex and
challenging the recipe, the better- as long as someone else is doing the dishes. Her favorite
moments are spent spoiling Evie the dog and Guillermo the cat.
Deanna Menesses, CAE - Executive Director
Deanna began her association career many years ago with the Louisiana Pharmacists Association.
This was the start of relationship with health-care related associations and charitable
organizations including the Louisiana Academy of Family Physicians, Alliance for Lung Cancer,
Crohns & Colitis Foundation, Tennessee Nurses Association and Capital Area Medical Society. In
2011 thinking it was time for a change Deanna detoured from health-care accepting the Executive
Director position with the Florida Society of Association Executives. But, she soon realized that
her home and heart were with health-care associations and in January 1, 2014 assumed the role
with the Texas Society of Health-System Pharmacists.
Deanna is a New Orleans girl – born and raised in “The Big Easy” and is married to Alan, a fellow
New Orleanian. She has a daughter and two grandsons, who live in Louisiana. Deanna loves to
travel, especially the ski trips in the West, and being from New Orleans…has a passion for eating
great food. Thank goodness Deanna is married to a fantastic cook.
Judy Turley - Executive Assistant
Judy was hired, as an executive assistant, in May of 2003 with Executive Director Paul Davis. She
held several positions at the Texas Hospital Association for 8 years, including executive director
for the Texas Society for Healthcare Human Resources Administration & Education and Texas
Alliance for Patient Services. Judy also was membership director for the Texas Elementary
Principals Association for 8 years. Before working for associations she worked for two churches;
the First United Methodist Church of Temple, TX and St. David’s Episcopal Church of Austin, TX;
as membership coordinator, newsletter and Sunday morning bulletin designer. Judy’s primary
responsibilities are accounting for TSHP, TSHP PAC and R&E Foundation, working with the
exhibitors for Annual Seminar and serving as office manager.
Judy was raised in Lincoln, Nebraska and still says “Go Big Red!” But, since her son Alan received
all three of his degrees [undergraduate, masters and doctorate] from University of Texas, she is
really a Longhorn now. Besides watching football and other sports, Judy loves to read thrilling mystery novels.

The Council on Communication Affairs shall be responsible for the dissemination of information to the membership and to
the general public through regular Society publications and other media; communications with affiliated chapters and to
members living in areas of the state without an organized chapter; and any other related activities identified by the Board of
Directors.
Key Highlights for the year include:
 Insight on the creation of a New Member kit that was distributed to new members. The kit included section brochures
and a lapel pin.
 In acknowledgment of National Health-System Pharmacy Week, the Council made available to members, promotional
materials and pharmacy week activities to highlight the accomplishments of their pharmacy department to their
institution, patients, and the public at-large.
 Some portions of the 2013 Annual Seminar were made available as home study CE for members to utilize. Efforts are
underway to continue developing this resource to offer live-streamed sessions at the Annual Seminar and more access
to members in remote areas.
 Launched the Interactive Annual Seminar that included an Annual Seminar app, QR code, and the twitter hashtag
#TSHPAnnualSeminar. The Society’s Facebook page was uploaded with pictures throughout the weekend, highlighting
speakers, attendees, and award recipients.
 2014 TSHP Annual Seminar was recognized by Houston Mayor, Annise D. Parker, through a proclamation that April 1113, 2014 was officially designated as “Texas Society of Health-System Pharmacists Days” in the city of Houston.
 The Council will continue to improve its efforts in providing TSHP members with timely information, resources to be
engaged, and promoting the activities and benefits of health-system pharmacists across the state of Texas.

The Council on Education Affairs is responsible for coordinating all continuing education functions sponsored or conducted
by the Society. Council members provide guidance and assistance in programming and funding the Society’s educational and

Key Highlights for the year include:
 Records setting registrations at the 2014 Annual Seminar
 87% of our educational sessions and speakers received the highest approval rating possible
 We were able to offer almost 60 different educational programs across a variety of disciplines
 Keynote speaker, Anthony Morraele, was outstanding and provided a timely presentation topic
 Our exhibit hall sold out!
 We broke all the records on attendance with more than 1,000 total attendees.

The Council on Organizational Affairs shall be responsible for review and maintenance of the Society’s governing
documents, gathering and organizing documents for Society archives; oversee the balloting for all elections; identification and
recognition of outstanding members throughout the State and any other related activities identified by the Board of Directors.
The TSHP Council on Organizational Affairs met 5 times during the year, their activities included TSHP Bylaw review, Local
Chapter Bylaw Review, Special Recognition Awards, and Policy and Procedure reviews.
Key highlights for the year include:
 The council completed a review of the TSHP Bylaws for the New Practitioner Section and proposed several
amendments this year as indicated below. All amendments were approved by the TSHP Board of Directors and
approved by the membership.
 Removing ‘original licensure’ and defining a member as a TSHP member who is within 5 years of graduation;
 Clarifying the membership to be one new practitioner member representing each TSHP affiliated local chapter
and 10 at large members to be elected;
 Changing the date to submit local representatives from July 1 to March 1.
 Clarifying that vacant local affiliate positions will be appointed by the chair.
 The council continued work with local chapters on their Bylaws, including
 Central Texas Society of Health System Pharmacists
 West Texas Society of Health System Pharmacists
 The council continued to work with local chapters to explore requiring dual TSHP/ local membership.
 A Special Recognition Award was presented to Deana Dossey in the category of organizational affairs based on the
Council’s recommendation and the approval of the TSHP Board of Directors.
 The council reviewed several sections of the TSHP Policy and Procedures as listed below. Recommendations were
presented to and approved by the TSHP Board of Directors.
 Self-nomination for Special Recognition Awards: The council recommended against allowing self-nomination for
Special Recognition Awards.

TSHP Staff Vacation Carry-Over Policy reviewed changes recommended.
The council reviewed and recommended accepting the TSHP Election Guidelines which prohibit campaigning for
elected office.
The Council recommended ASHP Delegate term limits (2 term limit, each term being two years) in an effort to
encourage more member involvement in the process and that the delegation elect a chair among themselves.
The Standard Confidentiality and Non-Disclosure Agreement for TSHP and R&E was reviewed and recommended to be
consistent for both groups.

The Council on Professional Affairs shall be responsible for professional and scientific matters including the development
and improvement of the professional practice of pharmacy in organized healthcare settings; the development of standards and
related materials; and any other related activities identified by the Board of Directors.
The Council on Professional Affairs met three times as a complete council over the course of the year and was able to
divide into several smaller sub-committees to address the Strategic Direction Objectives 2.1, 2.2, 3.1 and 5.2. This allowed for
more frequent meetings to occur among council members. Within the Council meetings the subcommittees would report.
Developments and Future Suggestions from the Council:
 Council noted that TSHP’s focus should be on projects that improve patient care, quality of service and outcomes, as
opposed to ‘more money’ for pharmacists.
 Consider developing a role for Clinical Technicians.
 Continue to work on development of services and reimbursement for inpatient services as part of Strategic Direction.
 Pursue documentation of information about MTM, including CMS proposed guidelines on Medicare Part D MTM
services and a step approach to starting these services.
 Create a pilot forum to address the continuing education needs of TSHP members in the proposed format of questions
to subject matter experts within the areas of cardiovascular, infectious disease, and pain management.

The Council on Public Affairs and Advocacy shall be responsible for review and interpretation of proposed and potential
legislation and actual changes in laws, rules, and regulations affecting public health and pharmacy practice; developing
proposed positions on legislation and regulations for the Society; establishing relationships and working with other professional
healthcare organizations and coalitions to coordinate state and national advocacy concerning issues related to medication use
and public health; motivating member participation in support of the organization's state and federal legislative agendas;
educating members about the importance of public policy advocacy and work through the political action committee (PAC);

and any other related activities identified by the Board of Directors. The Council shall coordinate its activities with other
Councils and Sections of the Society as appropriate.
Key Highlights for the year include:
 Defined TSHP’s position on various TSBP proposed rules and regulations including Sterile Compounding and provided
related testimony.
 Defined TSHP’s position on future technician education and credentialing requirements and supplied the position to
the TSBP and their task force on technician issues related to training/education.
 Participated in and supported PAC activities for fundraising and pharmacy friendly incumbent/candidate contributions
through close collaboration with TSHP’s legislative consultant.
 Successfully lobbied and testified in support of and achieved getting the placement of a technician to serve as a
member of the Texas State Board of Pharmacy
 Provided input for the last legislative session’s Texas State Board of Pharmacy Cleanup bill
 Worked with TPPC on biosimilars position and provided testimony on the Council’s previously developed Society
position statement on biosimilars to state legislature
 Engaged with ASHP for their affiliated state chapter legislative network to represent TSHP on a national level
 Worked on development of 2015 legislative initiatives, including pharmacist provider status, and a roadmap of action
to gain pharmacy services reimbursement. Other items include: Student Loan repayment; Compounding Legislation

 Members continue to be a vital part of the organization, particularly in planning and improving the Annual Seminar,

 Committee and staff liaison, Judy Turley, worked to increase the number of Exhibits to 103, raising $194,000 for TSHP.
 2014 Reverse Expo was a great success – with 32 Directors of Pharmacy participating, drawing 78 Industry
representatives, generating $76,500 in revenue.
 Focus on increasing the size of the Industry Section, which currently stands at 64 members. This is being accomplished
by creating Chapter Industry Liaisons from each local chapter.

 The Mentor-Mentee Program
 The Mentor-Mentee matching program opened for enrollment in Fall 2013 and was able to match a total of 86
mentors and mentees. New Practitioners participated in the program as both mentors and mentees.
 A New Mentor-Mentee brochure was developed to promote the program.
 The program matches mentors and mentees twice a year (in the Fall and after the Annual Seminar in the Spring).

 Met with a total of six colleges of pharmacy (Texas A&M, University of Houston, Texas Southern, Texas Tech,
University of Texas and Incarnate Word).
 Presented and discussed TSHP opportunities, staying involved after graduation, the Pharmacy Practice Model
Initiative and also encourage advocacy with Student Societies.
Membership Recruitment
 Identified and directly marketed to graduated student members that have not renewed TSHP membership.
 Encouraged graduating student members to update their contact information prior to graduation.
Annual Seminar Education
 The New Practitioner Section continues to be actively engaged in planning and development of the New
Practitioner educational track for the Annual Seminar, which was a success
Recommended changes to the by-laws to allow members of the New Practitioner Executive Section to be recruited
not only by the local chapters, but also via online submissions via the TSHP intranet page. One new practitioner
representing each TSHP affiliated local chapter is to be submitted to the section by July 1 st and 10 at-large members
are to be elected from among volunteers and nominees by the Executive Committee.

 The list of approved duties for a hospital Pharmacy Technician has been submitted to the Texas State Board of
Pharmacy and they are currently working on uploading the document to their website.
 A Technician specific newsletter was developed and will be used to inform the TSHP Technician membership as well as
local chapter Technician members on current Technician Section Executive Committee activities. This will be sent out
after each Section meeting in hopes of better informing the Technician membership and increasing involvement.
 The Section reviewed the Technician responses to the 2011 Annual Seminar survey and the recent membership
survey. The Section planned the Annual Seminar Technician Track programming based off of the survey results.
 The Technician Section is working with the New Practitioners Section to establish a mentor program for Pharmacy
Technicians
 The Technician Section reviewed and is proposing amendments to the TSHP Bylaws governing the Technician Section.
The proposed amendments modify the election procedure for the Technician Section Executive Committee from one
that happens at the Annual Seminar to one that is done electronically so that new officers can be installed at the
Seminar. The proposed amendments also update the Bylaws to be consistent with current practice and terminology.
 Annual Seminar was a success, deciding to have Technician CE on Friday and Saturday was highly welcomed.

The Committee on Nominations responsibilities include the development of the Slate of Candidates (two for each office)
for the TSHB Board of Directors to include the positions of President-Elect (annually), Secretary (odd number years) , and
Treasurer (even number years). The Committee also develops the Slate of Candidates for ASHP Delegates. Both the Board of
Directors and ASHP Delegate slates are voted upon by the TSHP Membership.
Key highlights for the year include:

Texas Health-System Pharmacy – 2014 Legislative Interim

“Where we’ve been – Where we’re going”
We define the “legislative interim” as all even-numbered years, because in Texas the
legislature only meets in regular session for the first 5 months of each odd-numbered year.
So the interim is the year in between legislative sessions. Not to say that it’s time off…..
Hardly. Once a legislative session concludes, the following months are filled with what we
hope will be the appropriate implementation of new laws. Our effort is to follow the newly
passed laws to the state agencies responsible for drafting the rules to make sure that they
understand the intent and specific working of that new law. We will work with the agency in
their drafting of the new rules and provide expert commentary during the rule-making
process.
During the 2013 Texas legislative session we saw numerous bills pass that will impact the
practice of pharmacy. Those new laws became effective following the 2013 legislative session with the rules to implement
them being adopted last fall and early this spring. Specifically, these are some of the newly passed laws we were following;
 Texas Pharmacy Board Expansion – The state pharmacy board was expanded to include a pharmacy technician and an
additional pharmacist.
 Prescriptive Authority – expanded prescriptive was given to advanced nurse practitioners and physician assistants.
 Compounding Pharmacies – additional regulation of out-of-state compounding pharmacies was implemented.
 Standardized Prior Authorization Forms – were required to be adopted by the Texas Department of Insurance.
 A new College of Pharmacy – was approved to be housed at the University of Texas at Tyler.
 Some PBM Reforms – were adopted that brought clarity to the audit process and the understanding of the MAC pricing
of generic drugs.
Because legislative sessions last only 5 months, we use the “pre session” months of the interim
to prepare for the next session. We recognize that any complicated policy issue takes a
significant amount of effort to negotiate differences with interested parties and to explain to
legislators. Therefore the process of developing a new issue starts months before a session. For
the past few months TSHP has been meeting with other pharmacy organizations and the state
board to identify the issues that will be debated next year. These are the issues that we expect
will face the next legislative session;
 Provider Status – recognizing pharmacists as those who can provide expanded
collaborative practice services and may be eligible for reimbursement.
 BioSimilar Interchange – allow a retail pharmacist to exchange a biosimilar for a biologic
the same as is allowed for generic drugs.
 Physician Dispensing – monitor legislation that will allow a physician to dispense/sell drugs directly to patients out of
their office.
 Medication Synchronization – allow a retail pharmacist to under or over fill a prescription to make the refill fall on the
same day as other prescriptions.
 Pharmacy Student Loan Assistance – allow a program that will assist with loan repayments if the pharmacist meets
certain criteria.
 Impact of New Schools of Pharmacy – continue to note the impact on available internships and residencies by the
expansion of pharmacy schools.
 Pharmacy Ownership – monitor legislation that will address the concerns with physician ownership of compounding
pharmacies.
 PBM Transparency – any willing provider, network access, MAC pricing and prompt pay.
These and other pharmacy issues will be discussed by the 2015 session of the Texas Legislature and TSHP will be at the table
during those deliberations. We will continue to post weekly updates on the progress of legislation and will rely upon the TSHP
Council of Public Affairs for analysis and advice.

AWARDS
During the TSHP 2014 Annual Seminar the following Awards were presented.
Distinguished Service Award and TSHP Board of Directors’ Lifetime Award of Honor
Paul F. Davis, R.Ph. – Paul became the first full-time Executive Director of TSHP in 2003 and served in the position until 2014.
During his tenure, the combined assets of TSHP and the TSHP R&E Foundation grew to exceed $1 million, and TSHP developed
a weekly electronic newsletter and expanded the fledging TSHP Journal to a regular quarterly electronic publication, acquired
two office condominiums, more than doubled total membership, and expanded its Sections from two to five. The inclusion of a
Reverse Expo and expanded educational tracks in the Annual Seminar and development of resources to manage other
organizations, provide continuing pharmacy education accreditation services to a variety of entities and identification of new
sources of revenue added significant income during a period of declining industry support for pharmacy CE and loss of other
sources of revenue. His dedication to pharmacy and support of pharmacy technician and pharmacy student issues earned him
and TSHP the respect of many individuals as well as other pharmacy organizations. He attributes his ability to serve TSHP and
the Foundation to the support of TSHP staff, members, and boards of directors and his partner of 46 years, Beth C. Davis.
Industry Service Award
Mary Ann Whitacre, R.Ph. – Mary Ann is the Specialty Sales Representative for Grifols in the Dallas, East Texas and Oklahoma
City area. She has served as the chair of the Industry Section for the past year, and has been an active member of the TSHP
Board of Directors in that capacity. Mary Ann is a pharmacist who has been very pleased to continue to contribute to the
profession of Pharmacy through this role. She has worked to increase the involvement of Industry in TSHP, by working with the
Board to create a program to involve local industry representatives throughout the state to be more involved in local chapters
and ultimately increase membership in TSHP through the Industry Committee. Under her leadership the Industry Committee
has worked to increase the funds generated from the Reverse Expo and Annual Seminar Exhibit.
Innovative Collaborative Practice Award
Memorial Hermann Memorial City Medical Center of Houston – The TSHP Innovative Collaborative Practice Award is designed
to recognize a department or other organized group of pharmacy professionals who provide patient care in a creative
interdisciplinary fashion. The 2014 recipient is Memorial Hermann Memorial City Medical Center of Houston for their
Emergency Department Antimicrobial Therapy Collaborative Practice. Prior to the implementation of the emergency
department (ED) antimicrobial therapy collaborative practice, there was not a designated agent reviewing microbiology results
for ED patients. To review and provide continuity of care for patients with infections diagnosed and treated in the ED at
Memorial Hermann Memorial City Medical Center (MHMC), an antimicrobial therapy collaborative practice was
implemented. The goal of the collaborative practice is to improve the treatment of infectious diseases while reducing the
treatment failure and subsequent return of patients to the ED for unresolved treatment conditions. The antimicrobial therapy
collaborative practice is approved by the Texas State Board of Pharmacy. All cultures submitted from the MHMC ED will be
reviewed by the emergency medicine clinical pharmacy specialist for potential inadequate or suboptimal treatment of the
isolated organism based on culture susceptibilities reported. Organisms and infections for which adequate therapy has been
prescribed, either inpatient or outpatient, will be disregarded. An additional prescription may be issued by the clinical
pharmacy specialist if original outpatient antibiotic prescription was issued and organism is resistant to prescribed therapy.

Larry C. Nesmith Pharmacist Award
Nancy Myers, Pharm.D., MBA, BCPS, CDE – Nancy recently transitioned to Manager of Inpatient Operations at Methodist
Charlton in Dallas, TX. For the past 14 years she was at Parkland Health & Hospital System in Dallas, TX. She has served on
many committees within TSHP and MSHP from Treasurer, Education Affairs Chair for both TSHP and MSHP and currently as the
chair of Professional Affairs. She has mentored technicians in her roles in helping them reach their career goals by regular
meetings and keeping them on track and accountable to their goals. She has also exposed technicians to the technician
committee’s within MSHP and TSHP and how to get more involved. To help technicians feel comfortable in getting to know
the organizations, she attends meetings with them to offer introductions. In addition, she is committed to technician
education and advancement even further by teaching courses at Richland College in Richardson, TX.
Leo F. and Ann Godley Residency Fellowship Award
Rusol Karralli, Pharm.D. – Rusol is a PGY2 Health-System Pharmacy Administration resident at Memorial Hermann Health
System. She graduated from University of Houston College of Pharmacy, during which she was the President of Phi Lambda
Sigma Leadership Honor Society and held leadership positions in various student organizations. Since graduation, she
has been appointed to the ASHP New Practitioners Forum Leadership & Career Development Advisory Group, served on the
TSHP Internship Taskforce to assess Texas precepting and rotation capabilities, and has continued to serve on the UHCOP
Deans Advisory Council. Her practice interests include health care regulatory compliance and pharmacy administration and she
aspires to continue to give back to the profession through professional organizations and legislative advocacy efforts.
Lewis S. Smith Pharmacy Practitioner Award
Kathryn N. Pidcock, Pharm.D., BCPS – Kathryn is a Clinical Specialist in Internal Medicine at Houston Methodist Hospital in
Houston, Texas. She is a 2006 graduate of The University of Houston College of Pharmacy and completed her PGY1 residency
at The Cleveland Clinic in Cleveland, Ohio. She has been a preceptor for several colleges of pharmacy, including those in Texas,
Nebraska, and the Lebanese American University. During her six years at Houston Methodist Hospital, she has precepted
numerous students as well as PGY-1 and PGY-2 residents. She maintains board certification as pharmacotherapy specialist, an
active rounding service with an internal medicine hospitalist and is also responsible for both an 18 bed acute care and 9 bed
IMU nursing unit. Kathryn was a key member of the committee that spearheaded a summer Observership program for
pharmacy school students, exposing them to hospital/health system pharmacy early in their pharmacy matriculation. The
details of this experience were recently published in AJHP. Lastly, Kathryn is a recent recipient of the ICARE award for Houston
Methodist Hospital, which is awarded to employees who go above and beyond normal job duties to promote the hospital’s
core values of integrity, compassion, accountability, respect, and excellence.
Mike Knapp Pharmacy Technician Award
Michael Schumacher, CPhT – Michael is currently a specialist in automated pharmacy systems within Texas Health Resources,
where he has been employed for 8 years. In addition, Michael is also a practicing pharmacy technician at Texas Health Harris
Methodist Alliance, where he was a founding member of their pharmacy. Of the many professional challenges over the last
year, Michael has served as a vendor-hospital liaison, helped design workflow for a newly opened acute care hospital
pharmacy, and helped to train a new hospital pharmacy team. In addition to this, Michael endeavors to provide exceptional
support to the pharmacists and technicians with which he works.
New Pharmacist Award
Steven Knight, Pharm.D., BCPS – Steven graduated from The University of Texas at Austin College of Pharmacy in 2009. Since
graduating he has worked in Dallas, Texas, at Methodist Dallas Medical Center as the Clinical Pharmacist in Solid Organ
Transplant. At Methodist, he practices with the kidney and liver transplant teams. He precepts pharmacy student and resident
rotations in Transplant, Nephrology, and Internal Medicine, as well as the Methodist Nephrology Fellowship physicians. He
received the W. Arlyn Kloesel Preceptor of the Year Award in 2012 from The University of Texas. In TSHP, Steven has been
involved in the TSHP New Practitioner Section since its start under TSHP President, Todd Canada. He was a founding member
of the New Practitioner Task Force, and has served as the Secretary, Chair-elect, Chair, and is now the Immediate Past-chair of
the Section. He is additionally involved in the TSHP Education Council, and is the TSHP Secretary-elect. He has served in his
local chapter, the Metroplex Society of Health-System Pharmacists, as the Council on Communication Chair, and is currently
the President-elect.

Pharmacy Leadership Award
James P. Wilson, Pharm.D., PhD, FASHP – James is currently Associate Professor of Health Outcomes and Pharmacy Practice at
the University of Texas College of Pharmacy. He has been active in TSHP and the Austin Area SHP serving in various positions
on the board and as president. Interacting with students (professional, graduate and continuing education) has been his
passion, expanding their interaction with the profession and patient positive outcomes. His leadership in the United States
military community has continued within our State of Texas and national pharmacy professional organizations.
Pharmacy Mentor Award
Mike DeLuna, Pharm.D., BCPS – Mike is a pharmacist at Scott & White Memorial Hospital in Temple, TX and recent graduate
from the Texas A&M University Rangel College of Pharmacy. After completing a PGY1 Residency at Scott & White, he was hired
on as a patient care pharmacist where he has gained experience in the fields of oncology, sterile compounding, parenteral
nutrition, clinical pharmacy, long-term acute care and community pharmacy. Mike is currently the Alumni Chair for the Texas
A&M Rangel College of Pharmacy Alumni Association. All of this is also in light of frequent visits to his hometown of El Paso, TX
to help his parents work their family owned grocery store. His commitment to the TSHP Mentor program has earned him
recognition as this year’s Pharmacy Mentor Award recipient. He hopes this will inspire all pharmacists, no matter how new, to
take the challenge to steer our future in the right direction.
Pharmacy Residency Excellence Award
Parkland Health and Hospital System Pharmacy Practice Residency Program - The Parkland Health and Hospital System
Pharmacy Practice Residency program came into inception in 1990 with one resident and has grown to include three PGY1
Pharmacy Practice residents, PGY2 residency training in Ambulatory Care, Psychiatry and Administration. As an academic
teaching institution and Level 1 Trauma center, residents provide patient care in a multidisciplinary fashion in internal
medicine, hospitalist service, infectious disease service, psychiatry and Jail services, North Texas Poison Control Center, and
critical care including burn, medical, surgical, neuro-critical, and cardiac intensive care units as well as emergency
services. Furthermore, residents are actively engaged in our extensive ambulatory services which include six Community
Oriented Patient Care Centers, two Internal Medicine Clinics, multiple specialty clinics, and one of the largest HIV clinics in
Texas. Their experiences are varied and include participation in IRB-approved research, Pharmacy and Therapeutics committee
and subcommittees as well as multiple quality and performance improvement opportunities that impact the health
system. We owe the success of the program to the versatility and broad range of experiences that residents gain in addition to
numerous board certified preceptors who provide mentorship throughout the residency. Graduates of the program become
successful practitioners and members and officers of local and national organizations.
