about 2,200 megawatts,
of the base load capacity
would be retired by 2020.
Use of the remaining
1,000 megawatts would be
scaled back under EPA’s
new preference for natural gas combined cycle
generation. This includes
all of SWEPCO’s base
load generation in Texas.
SWEPCO and its plant
co-owners are currently
investing $900 million in
environmental
retrofit
projects to comply with
existing EPA regulations
by 2015-2016. The projects
are necessary to keep the
lights on across SWEPCO’s system. EPA’s proposed rule places those
projects and system reliability at risk.
According to SWEPCO, across the nation, the
EPA’s aggressive compliance time line is projected to force the retirement
of massive amounts of
generation capacity in
less than five years. The
time line will not allow
adequate time for the
planning, siting, permitting and construction
required for replacement
generation and transmission.
Higher-cost replacement generation and
transmission needed to
maintain reliability will
ultimately increase the
price of electricity. The
EPA’s “building blocks”
(improve the efficiency
of coal generating units
by six percent, increase
new and existing natural
gas combined cycle units
to 70 percent capacity, increase the use of renew-
able and nuclear energy,
and ramp up customers’
energy efficiency levels
to 1.5 percent annual) according to SWEPCO, are
plagued with problems
that set unrealistic targets for power plant operations, renewable energy
expansion and customer energy efficiency increases.
American
Electric
Power (AEP) and SWEPCO are participating fully in the federal and state
processes to protect customers and reliability of
the electric grid.
All of this comes by
way of the EPA’s “Clean
Power Plan” which is a
proposal of the Clean Air
Act, which aims to reduce CO2 emissions by 30
percent by the year 2030.

46,000 to 49,000 megawatts of coal-fueled generation will be shut down
by 2020. This means that
about one-third of all existing coal-fueled power
plants will be retired in
just five years.
In local terms, the reduction would call for the
shutdown of the Pirkey
plant and Units 1,2, and 3
of the Welsh plant by the
2020 dateline and another
1,000 megawatts at various other facility’s will
run less because they
will have to adhere to the
mew EPA guidelines.
However, it should be
noted that the EPA’s rule
proposal is not final as
of yet and faces a long,
arduous road of litigation, with a final ruling
expected in June of this
year.

Mr. Reynolds: “We
have one ambulance
sent off right now to be
re-mounted on a new
chassis and we are buying another new ambulance which will bring
our fleet to seven. We are
taking applications and
interviewing candidates
for employment right
now with hopes of having all positions filled by
the middle of February. Additional
equipment
for the new ambulances
is being ordered at this
time.”
From what I understand, Camp County
EMS will be required
to pay $1,200 a month in
rent to Gilmer for utilizing the a facility that
they will construct. Is
that typical of this type
of agreement? For the
provider of services to
have to pay rent for a facility even though Camp
County EMS is the entity providing ambulance
service?
Mr. Reynolds: “This
is a typical arrangement
but is open for discussion
at a later date. If we are
given the opportunity to
provide service in their
city and are profitable,
then there is no reason
we shouldn’t pay rent on
our building. We have
built our own facilities
here and never asked for
any payment or subsidy
from the city or county
due to our profitability
so Gilmer would not be
treated any differently.”
PG: Does Camp County stand to receive any
type of “usage fee” from
Gilmer for using our ambulance service? Mr. Reynolds: “No. We
researched the potential
revenue and expenses
prior to beginning any
formal talks with the city
and determined that we
could operate without
subsidy.”
