RULES
The regatta will be governed by the rules as defined in The Racing Rules of Sailing
The prescriptions and special regulations of Yachting Australia (YA) Part 1 will apply
All competing yachts shall comply with Yachting Australia Special Regulations Category 5

NOTICE TO COMPETITORS
Notices to competitors will be posted on the entry gates granting ac cess to the marina at Martha Cove.

CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 0900 on the day it will take effect, except that
any change to the schedule of races will be posted by 1900 on the day before it will take effect.

SIGNALS MADE ASHORE
Signals made ashore will be displayed from the signal mast located adjacent to the Safety Beach Sailing Club.
When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 30 minutes’ in the race signal AP.
When flag Y is displayed ashore, rule 40 applies at all times while afloat. This changes the Part 4 preamble.

To alert boats that a race or sequence of races will begin soon, the orange starting line flag will be displayed
with one sound for at least five minutes before a warning signal is displayed.

THE COURSES
Attachment A shows the courses, including the order in which marks are to be passed, and the side on which
each mark is to be left

MARKS
Marks 1 and 3 will be Yellow Inflatable Buoys
Start/Finish Mark will be an Orange Inflatable Buoy
Change of course mark shall be a Conical Orange Inflatable Mark.

The Dromana Mussel Farm is designated as an obstruction.

THE START
Races will be started by using rule 26 with the warning signal made 5 minutes before the starting signal.
The starting line will be between a staff displaying an orange flag on the starting mark at the starboard end
and the course side of the port-end starting mark.
Boats whose warning signal has not been made shall avoid the starting area during the starting sequence for
other races.
A boat starting later than 10 minutes after her starting signal will be scored Did Not Start without a hearing.

CHANGE OF THE NEXT LEG OF THE COURSE
To change the next leg of the course, the race committee will lay a new mark (or move the finishing line) and
remove the original mark as soon as practicable. When in a subsequent change a new mark is replace, it will
be replaced by an original mark.

THE FINISH
The finishing line will be between a staff displaying an orange flag on the finishing mark at the starboard end
and the course side of the port-end finishing mark.

TIME LIMITS
Time limit for Challenge Races for all boats shall be 75 minutes. If no boat has passed Mark 1 within 30
minutes the race will be abandoned. Failure to meet the target time will not be grounds for redress. This
changes rule 62.1(a).
Time Limit for respective return club races shall be 1800 hours. Boats no finished will be scored Did Not
Finish without a hearing. This changes rules 35, A4 and A5.
Challenge Races: Boats failing to finish within 30 minutes after the first boat sails the course and finishes will
be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

PROTESTS
Protest forms are available from the respective clubs participating in the event. Protests and requests for
redress shall be delivered there within the appropriate time limit.
The protest time limit is 90 minutes after the last boat has finished the last race of the day or the race
committee signals no more racing today, whichever is later.

SCORING
To determine the outcome of the BYS/MYC/SBSC/HBYC Challenge, the collective scores of the first seven
boats from each club with a valid AMS certificate will be added together and the club with the lowest
combined total will be deem the winner. If there are less than seven boats, the race committee in its
absolute discretion may choose to use a lesser number of boats.

SAFETY REGULATIONS
Keelboat Safety Categories
The safety category applicable to each race is as follows:

Keelboat Safety Compliance
Attention is drawn to YA Special Regulations Part 1 Sections 1.0.2 (Owner’s Responsibility) and 2.0.2
(Inspection). A declaration of compliance shall be submitted in respect of each competing Keelboat. It is
valid for a period of 12 months and expires on 30th September annually.

Keelboat Safety Inspection.
The Sailing Committee may initiate a safety inspection at random. Boats not complying with a reasonable
request of the Sailing Committee to carry out an inspection may be liable to have its entry invalidated from a
race or series.
The helmsman or their representative of each competing yacht shall advise the race committee at least 10
minutes prior to the first warning signal for the day by sailing past on starboard and hailing the start boat.
Attention of competitors is drawn to Marine Farms within the course area. These may be floating, or fixed
structures with associated moorings that shall be avoided. Buoys or beacons, that may be li, generally mark
these areas. All Marine Farms in the course area shall be considered to be an obstruction.
A boat that retires from a race shall notify the race committee as soon as possible.

RADIO COMMUNICATION
Except in an emergency, a boat shall neither make radio transmissions while racing nor receive radio
communications not available to all boats. This restriction also applies to mobile telephones.
Race Committee will monitor and use VHF Channels 71. The call sign will be Safety Beach Start Boat

INSURANCE
It is a condition of entry that the Owner / competitor has third party liability insurance cover to a minimum
value of $5 million. Such insurance shall cover all risks arising whilst the boat is participating in any way in
racing, whether ashore or afloat.

DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk and are responsible for the seaworthiness of a
boat whose entry is accepted and for the sufficiency and adequacy of its equipment. Neither BYS, MYC, SBSC,
HBYC, their servants nor volunteers shall accept liability or responsibility whatsoever for death or any personal
or material injury or damage sustained by a participant before, during or after a race or series of races.
Attention is drawn to RRS 4, Decision to Race.
