ADMINISTRATORS REPORT:
• City staff will continue their training in Lean Government/Six Sigma starting in late March.
A second Boot Camp with St. Louis County (who we worked with before) will be held March
30th and 31st for a new group of 15 staff members who have not received training as of yet.
In April (dates to be determined), the 15 staff members who attended our first Boot Camp
last year will go into Kaizen training, again with St. Louis County. During this April event, we
will also begin the Train the Trainer courses, so that select people in City Hall will be able to
train all staff members about the Lean Government experience. This will allow the City staff
to learn to be more efficient with all of our processes, and hopefully save money for the City
in the long run.

Mark your calendars for Sunday, February 22nd! The Mayors Youth Advisory Council
(MYAC) will be hosting “An Afternoon of Equality” event in honor of Black History Month.
This event will be held in the gymnasium on the second floor of City Hall from 2 – 3 p.m.
There will be a video, readings, and a candle-lighting ceremony. Refreshments will be
served.

The public is invited to attend a Main Street Visioning Workshop on Thursday, February
19th, in the O’Fallon Municipal Centre (City Hall) Multi-Purpose Room. For the convenience
of attendees, two sessions covering the same material will be held. The first session will
begin at 4 p.m. and the second begins at 7 p.m. Attendees will hear presentations, view
exhibits and have the opportunity to discuss concepts for improving the public
infrastructure and overall aesthetics of the Main Street Corridor with City representatives.
Additionally, the public can provide feedback on concepts ahead of the Workshop through a
detailed survey available on www.ofallon.mo.us. The Survey is available on the main page
of the site or at www.ofallon.mo.us/o-fallon-connected.

Environmental Services is losing a great employee today! Todd Greer worked his last day
today for O’Fallon’s Environmental Services department. During Todd’s six years with the
City, he has been an excellent employee. He does it all for us, from running routes,
delivering carts, managing our cart inventory to even helping as our second and backup
mechanic. He truly has done it all! He always has a smile on his face; he’s a self-starter with
a positive attitude and is always willing to do anything that is asked without question. We

will miss you Todd, but we wish you the best of luck in the future as you move on to the
next chapter in your life!

Police Officer Andy Stowers, assigned to the Emergency Management Office of the Police
Department, announced that he will be leaving the City of O’Fallon to pursue a career
opportunity at Texas A & M University in College Station, Texas next month. Andy has been
offered a teaching position at the University educating students in all areas of emergency
management. Officer Stowers has become the resident expert on emergency mobilization
procedures and guidelines not only for the O’Fallon Police Department, but is also
recognized as one of the leading authorities for this entire region due to his certifications
and credentials. Andy has been a loyal P.D. employee for 18 years and we’re all going to
miss his expertise and his infectious personality. We wish Andy all the best in his new
position and know he will be successful with this new endeavor. Good luck, Andy – we will
miss you!
UPCOMING EVENTS:
• O’Fallon Photo Club’s Annual Exhibit began on January 9th and will run through February 20th at
the Renaud Spirit Center. The exhibit showcases the best of recent photography work in color
and black-and-white images by the Club’s membership, which includes professional and nonprofessional photographers. For details, contact [email protected].
• Team O’Fallon invites everyone to join them tomorrow at the 2015 Polar Plunge on Saturday,
February 7th at 12:00 noon. Last year, Team O’Fallon raised $8,345 for Special Olympics, adding
to the $100,000 raised overall by the 2014 Lake St. Louis Polar Plunge. Earn prizes for fundraising
and join hundreds of others jumping into Lake Sainte Louise. The event and post-jump Plunge
Party will be held at the Lake Saint Louis Community Association Clubhouse. For more
information or to register, visit Missouri’s Special Olympics website, www.somo.org and look for
the Lake Saint Louis Plunge, then enter the phrase “O’Fallon Police.”
• An O’Fallon Community Emergency Response Team (CERT) meeting will be held on Tuesday,
February 10th at the Public Works Building located at 1089 Public Service Drive at 7:00 p.m.
• Candy, cards and flowers will be delivered to those living in care facilities on Friday, February 13th
for the annual Random Acts of Kindness Event courtesy of O’Fallon’s Volunteer Services
Department and City employees.
• City Hall will be closed in observance of President’s Day on February 16, 2015. The Renaud
Spirit Center recreation complex will remain open with regular hours and there will be no change
in service for O’Fallon’s Environmental Services trash and recycling collection.

The Parks Board will meet on Tuesday, February 10th at 7:00 p.m. at City Hall in the Council
Chambers.
The Board of Adjustment is scheduled to meet on Wednesday, February 11th at 5:30 p.m. at City
Hall.
The next City Council meeting and Workshop are scheduled for Thursday, February 12th. The
Workshop begins at 5:30 p.m. and the Council meeting begins at 7:30 p.m.
DEPARTMENT/DIVISION NEWS:
Parks and Recreation
• Recreation/RSC
• The Renaud Center will host 9 parties and 2 bash parties this weekend.
• The Daddy Daughter Dance is this Saturday, February 7th. It is sold out with 61 couples. We
are halfway through sessions of RSC Dance, Civic Dance, and Preschool dance classes.
• Preschool has 15 children registered! This is the highest registration we’ve ever had in one
session of preschool.
• These are the last regular season games for the Winter Basketball Season. The tournament
will be held February 14 and 15th at the Renaud Spirit Center.
• The Renaud Spirit Center will have additional recreational swimming on Monday, February
16th from 12:00pm-8:00pm.
• In 2014, the City of O’Fallon became a part of the “Let’s Move” initiative to fight the
epidemic of childhood obesity. That initiative includes five goals that each community
works towards to achieve Gold Medal status. Currently, the City of O’Fallon has achieved a
Gold Medal in three of the five categories. Last week the Recreation Manager, Aquatics and
Fitness Coordinator and Fitness Specialist from the Renaud Spirit Center met with Sherri
Mirador from the U.S. Department of Health and Human Services to discuss the next steps
in achieving Gold Medal status in the remaining two goals. A plan has been put into action
and the final two gold medals are anticipated in the next 4 to 5 months.
• Bid requests have been sent out for the addition of a canopy for the top of the slide tower
at Alligator’s Creek Aquatic Center.

Parks Division
Geocaching Post: On a trip headed to Union, Missouri area with Mean Gene and The
Rooter, logging caches as "MG/TR/RO" to be brief. We missed the "entrance" turn and had
to make a U-turn to get back. The coordinates were good enough to make this a quick find.

Crews continue equipment repair and maintenance on mowers, gators, and field
equipment.
Automatic locks are being installed on restrooms at Civic Park, Dames Park and Fort
Zumwalt Park.

The fence is being removed from the tennis courts for reconstruction.
Repair and painting of picnic tables and trash cans continues.
Field repairs continue on Ozzie Smith Complex Fields A and B, and Westhoff Field 4.
Staff is working on changing MDSD binders to SDS.
Disc golf course and trails were maintained.
Soccer goals were repaired and maintained.

Landscape Division
The annual flower beds at Hwy K and DD have been tilled and mulched to protect the bare
soil from winter erosion.
Trees and shrubs that were planted the previous week have been mulched at Ozzie Sports
Complex, TR Hughes Ballpark, Westhoff Park, Zumwalt Park and Sports Park Phase 1.
The crew and manager attended the Gateway Green Industry Conference hosted by the
University of Illinois to learn and review issues on emerald ash borer, urban agriculture,
native landscape in parks, broadleaf weed control, etc. that will assist in our own
landscaping of parks and municipal grounds.
The enclosed trailer #2 setup was completed for crew usage in the field.
Liriope was planted at the Westhoff Plaza to fill in the rest of the bed in front of the skate
park.
Formal bid specifications were compiled for a new brush chipper, fertilizer and pesticide.
Watering and inspections of heaters in the greenhouse continue to ensure proper functions.
Staff is finalizing the sustainability document for the Parks & Recreation Department.
Staff is working with Volunteer Services to organize the upcoming volunteer events for
parks and landscape.
Plans for a potential project with the O’Fallon Garden Club are being coordinated.
Right of way permits with the Missouri Department of Transportation were renewed for
2015.

Festivals and Tourism
Plans are moving forward for the Garden Expo on April 11 in Fort Zumwalt Park. Several
vendors have registered for the event. Application deadline is March 13. All promotions
have been scheduled with the various media sources.
The Jammin’ concert schedule was finalized for the summer. Details were submitted to
Public Relations for inclusion in the spring brochure and to update the website.
Bands were booked for the May 1, June 13 and August 15 Food Truck Frenzy events.
Festival and Recreation Staff met to create an action plan for the Slide the City event on July
25 & 26.
The Festival Coordinator attended the Missouri Association of Fairs & Festivals annual
conference in search of new sideshows and attractions for the various events.

Administrative Services Department:
• Volunteer Services
• The Speedy Bunch assisted with preparation for Saturday’s Daddy/Daughter Sweetheart
Dance, and completed several projects for various city departments.
• Alexis Jaegers, Volunteer Services Coordinator, scheduled presentations to the leadership
classes at Holt High School.
• New technology is being added to the database program that allows volunteers to sign in
and track hours using either a computer or iPad.
• Final details for Random Acts of Kindness were coordinated with O’Fallon care facilities for
this annual Team O’Fallon interactive event.
• Volunteers are currently signing up for Alternative Spring Break, TheatreWorks, Breakfast
with the Bunny, Challenge Run & Movie Night, Garden Expo, Earth Day, Mission: Clean
Streams, Park Partners @ Civic Park, Founders Day, and National Join Hands Day.

• Volunteer Services’ 2014 Year-End Report is complete. See the numbers on the attached Volunteer
Services Hours and Volunteer Count. Amazing that every year, the staff brings in more volunteers
who give even more hours to our City. Fantastic job everyone and thanks to everyone who gives so
much time to make O’Fallon the great City it is!!!

Facilities Maintenance
Miscellaneous work orders completed: worked on HVAC issues in the Police Department,
worked on floor at the Civic Annex, finished running electric to the card reader at Westhoff
Park Maintenance Building.
Worked on getting bids for paint for projects in Parks and Stadium.
Purchased lamps for Westhoff Park ball fields.
Performed preventative maintenance on exercise equipment at Renaud Sprit Center.

• Finance
• The Finance Director continues to work towards obtaining a 401(a) plan document to
submit for City Council approval.
• The Revenue Committee met to start talking about potential revenues for the 2016 budget.
• The utility billing staff is working on changing the water cut off and restoration procedures.
• The Financial Analyst is finalizing the Department / Division sections of the 2015 Budget
Book.
• The Financial Analyst is troubleshooting the RSC credit card system. The system is not
recognizing the update to accept Discover cards.
• The Assistant Finance Director continues to prepare for the 2014 audit.
• Accounts Payable completes year-end invoice processing for 2014.
• Cash Receipts continues to post revenues appropriately to 2014 and 2015.

The Court Administrator is drafting a proposed ordinance for Alternative Community
Service.

The Court Administrator and one assistant Court Clerk are participating in the Polar bear
Plunge for Special Olympics. Together they have raised over $4,000 for Team O’Fallon.
Economic Development:
• The Economic Development staff attended ribbon cutting ceremonies for O'Fallon Early
Childhood Center and Primrose School of O'Fallon at WingHaven. They also went to the
Regional Economic Development Network meeting at the St. Louis Regional Chamber office,
Do-It-Yourself Opinion Research Workshop at EDC and St. Charles County Workforce
Investment Board meeting. The staff began preparing for the semi-annual Retail Center
update and putting information together for the Main Street Planning Process.
• Staff met with a number of people interested in bringing business and development to the
City of O’Fallon including several brokers/developers, multiple business owners, and they
also attended an Open in the O inspection.
• Implementation of the Economic Development Strategic Plan objectives this week
included:
o Determine “Special Projects Areas” for targeted business attraction (Objective #20) –
Created Steering Committee and worked on public engagement for the Main Street
planning project.
o Improve business license process (Objective #35) – Met with necessary departments
to finalize the enforcement of the remaining businesses not in compliance with
obtaining a merchant’s license.
• Looking for a new restaurant or business that has just the goods and/or services you

• This week staff conducted a total of 6 business retention visits, 13 business assistance calls,
2 business attraction efforts and 3 broker contacts.
Public Works Department:
• Environmental Services Division
• Complimentary Bulk Drop-off: The next Complimentary Bulk Drop-off will be on Saturday,
February 28, 2015 from 7 a.m. to 3 p.m. Please remember that we hold this event every
other month. The 2015 schedule for upcoming dates are listed on our website.
• Electronics and Appliance Recycling Event: We will be holding the next Electronics and
Appliance Recycling Event on Saturday, February 21, 2015 in the west parking lot of TR
Hughes Ballpark from 8:00am until 12:00pm. Items that can be dropped off at no charge
include: flat panel LCD/LED type TVs (old CRT/picture tube types will be taken for a charge),
appliances (refrigerators, washers, dryers, hot water heaters, etc.), computers, monitors,

phones, printers, batteries (including automotive) and anything else that plugs in or runs on

Weekly Yard Waste Service: Weekly yard waste service has ended for the season. We will
begin weekly pick-ups again on March 10, 2015. During the off-season we will pick up yard
waste once per month on a call-in basis only for residents that are signed up for the service.
Those pickups will be on the fourth Wednesday of December, January and February.
Residents should call customer service at 636-272-0477 to schedule a pick-up during the off
season.
Presidents Day Holiday: There will be no change in services due to this holiday as it occurs
on Monday when we are not working. Please place your carts out on their regularly
scheduled days.

o Don’t forget our Resident Recycling Drop-off Container located at the entrance to
the transfer station
o Please encourage residents to bag their trash. This is the major reason for material
blowing through neighborhoods

Water and Sewer Division
WWTP treated 50.55 million gallons (7.22 mgd daily average) of waste water last week and
produced 52.7 tons of fertilizer.
WWTP Maintenance crew performed routine maintenance and weekly PM’s
The Sewer Maintenance crew replaced a defective pump at the Mary Ridge Lift Station,
located and raised a manhole on Daffodil Court, prepared DD site for removal of lagoon
liquid, and moved fencing on south side of Cool Springs Building for parking improvements.
Renovation work for the field crew offices at the Cool Springs Building is still underway. IT
reports that PO is in routing for data port wiring that needs to be completed prior to
workstations being assembled and installed. Work stations have been ordered and should
be in, in 4-6 weeks.
The Distribution crew repaired leaking meter at Schreiter Ready Mix, performed turn offs,
and replaced 2 other leaking meter setters.
The current average daily water demand is 2.4 MGD.
Filter # 2 rehab is completed and is now on line.
Bi-annual calibration of main WTP flow meters is completed
Chemical purchases for WWTP and WTP are out for bid.
There were 2 water main breaks and 1 sewer back-up this week.
Police Department:
• Last week, we welcomed Sierra Haymes as the newest Police Officer to join our Department.
Sierra has been assigned to a Field Training Officer and has begun patrolling the neighborhoods
in our City as she begins her career in law enforcement. We know she will do a fantastic job for
us.
• Two residents from the Crystal Ridge Subdivision dropped-off a thank you card and an
assortment of fruit to show their appreciation to all of the officers in O’Fallon for the service they
provide to the City.
• O’Fallon Police Officer Michael Livia participated in the recent Guns & Hoses Boxing Event at the
Scottrade Center in support of the BackStoppers Organization. Mike fought a representative of
the fire service and won the bout on a decision by the judges. We are all very proud of Mike not
just because he won, but because he took part in such a worthwhile endeavor for an
organization which assists the families of First Responders who have fallen in the line of duty.

The Police Department was up a little on false alarm calls in 2014, but collection rates were
considerably higher than 2013. See attached report.

I didn't want to bother anyone with a phone call and hope you might be able to forward this to
the appropriate personnel:
I called emergency services on Saturday afternoon. I had to hand the phone off to my son when
I heard my neighbor wasn't breathing. I ran inside with another neighbor and we got the victim
to a spot with enough room to perform CPR. My friend began chest compressions, then
stopped while I gave her two breaths. Then he was suddenly on the phone with EMS again,
receiving instruction. He handed the phone off to me and resumed compressions while I
relayed info between him and the EMS operator.
I want to specifically thank that operator from the bottom of my heart. She kept us calm while
we performed an act we'd trained for, but never had occasion to perform in real life. I'm afraid
that, in my excited state, I may have been short with her a few times. I want to apologize for
that. She is a credit to your organization and should know that whatever success we had in the
situation was mostly due to her.
I also want to thank the EMS personnel, Fire Department personnel, and O'Fallon police who
showed up on scene. Their demeanor was calm, cool, professional, and appropriately
concerned.
I hope the right people receive this note from a citizen who truly appreciates the sacrifices they
make for the good of others every day.

VOLUNTEER SERVICES HOURS AND VOLUNTEER COUNT
Volunteer Services’ 2014 Year-End Report is complete. With our mission “to promote and
enhance city services through citizen engagement,” we’re excited to note that through the
development of new opportunities and an increase in community involvement, 2,555 citizen
volunteers provided 22,323 hours of service and support to city departments and boards!
In addition to the commitment and effort of Alexis and Megan, and the department staff who
work directly with us, much appreciation goes out to O’Fallon residents, businesses, churches,
schools, civic and leadership groups, and of course to Team O’Fallon!
We hope that departments will continue to consider how volunteers can assist with routine
tasks, special projects, or at public events. Many of the volunteers have unique skills and
experience, and all are anxious to help staff achieve their goals.

Cowbell Uncorked: OFF ROAD, May 9
ST. CHARLES COUNTY, MO --- The folks behind the popular MO’ Cowbell Marathon are at it again with a
new and exciting five-person team race coming in May to Missouri Wine Country. Cowbell Uncorked: OFF
ROAD, it’s a 100K BaseCamp relay on the Katy Trail, through Augusta, Mo. and around Klondike Park, on
Saturday, May 9.
“We have taken everything people love about a trail relay and thrown it for
a loop, actually three loops! It is the first, BaseCamp relay in Missouri Wine
Country,” said Kerin Miller, Race Director for MO' Cowbell and Cowbell
Uncorked: OFF ROAD. The race is organized by the civic group Partners for
Progress in cooperation with Big River Running Company. “Cowbell
Uncorked: OFF ROAD is 'the' running experience of 2015! It combines the
challenge of distance running and the excitement of an all-day tailgate.”
Each teammate will run a 10K loop and two 5K loops, completing a total of
12.4 miles. OFF ROAD is capped at 200 teams and registration is now
open. Registration fee is $400 per five-person team. Prices increase after March 1.
Every runner will receive a short-sleeve technical-race shirt, a commemorative wine glass, a finisher’s
medal, access to lots of amenities and activities within the BaseCamp, race support and medical stations
provided by Mercy Sports Medicine, and hundreds of volunteers and spectators cheering for them.
“The BaseCamp will be 'the' place to be that Saturday for both the runners and the general public," Miller
said. “We will have health and fitness-related exhibitors, food trucks, wine tasting, foam rolling and yoga
sessions, massage therapy, live music, camp games and much more at our all-day tailgate.”

Map of the Month: Job Accessibility: AM Peak Hour by Auto - 2014
East-West Gateway's Map of the Month for February shows the percentage of jobs in the eight-county
region that can be reached within a 45 minute travel time by auto during the AM peak period for residents
of each transportation analysis zone (TAZ). For example, a person living in St. Louis City or Washington
Park, IL could reach over 75% of the jobs in the region within a 45-minute commute by auto. In contrast, a
person living in Franklin County has far fewer job opportunities with the same travel time cut-off. You can

Missouri Waste Control Coalition Call for Presentations
The Missouri Waste Control Coalition (MWCC) Environmental Conference Planning Committee is seeking
speakers to present technical topics individually or in panel discussions during its annual conference to be
held at Tan-Tar-A Resort, Lake of the Ozarks, July 12 - 14. Each breakout session will be an hour and a
half and include 2 or 3 presentations. You are invited to submit a topic for presentation. The MWCC
Environmental Conference Planning Committee will select speakers based on time availability and
applicability to the conference focus. The deadline to submit a presentation is March 1. Selected speakers

Nominations Open for Green Leaf Achievement Awards
HeartLands Conservancy, Southwestern Illinois’ leader in conservation since 1989, is now accepting
nominations for its first ever Green Leaf Achievement Awards. The Green Leaf Awards will recognize
outstanding contributions to the environment within the Southwestern Illinois region. The Green Leaf
Awards will honor exemplary sustainability and environmental stewardship achievements of our current and
future leaders, businesses, organizations and communities. Through the awards, HeartLands
Conservancy hopes to advance awareness and innovation in sustainability, environmental stewardship,
and resource conservation in Southwestern Illinois. This year, award nominations will be accepted in the

Request for Proposals for Special Counsel and Bond Counsel
The City of Crestwood anticipates receiving a proposal for the redevelopment of a portion of the City known
as the Crestwood Plaza Redevelopment Area. The area is comprised of approximately 48 acres of land
(not including street rights-of-way) and includes Crestwood Plaza, a 1.1 million square foot regional
shopping center. The project is referred to as the Crestwood Plaza Redevelopment Project. In connection
with the redevelopment of the Area, the City desires to explore the feasibility of financing a portion of the

costs of redeveloping the Area through the use of various economic development programs and has
determined that Special Counsel and Bond Counsel is needed to assist the City with the consideration of
proposed economic development programs, the negotiation of redevelopment agreements with the
potential developer, and the preparation, sale, and issuance of notes, bonds or other obligations related to
the project. It is expected that these services will be needed beginning in 2015. Proposals are due by 3

APA—St. Louis Metro Section Call for 2015 Award Nominations
Submittal deadline extended
Every year, the St. Louis Metro Section of the American Planning Association (SLMS-APA) issues a Call
for Award Nominations requesting local, regional, state, and multi-jurisdictional governments as well as
non-profit entities, planning consultants and development groups to apply for the metropolitan area’s only
awards focused entirely on urban and regional planning. Section membership is not required to nominate
or be nominated for an award. This year, applicants are encouraged to apply for any of four award
categories: Award for Outstanding Plan Making; Award for Outstanding Plan Implementation; Award for
Outstanding Planning Practice; and the Dwight F. Davis Award for Outstanding Planning Advocate, which
will honor up to 3 elected or appointed citizen planners and/or planning professionals. Details for award

Call for Project Applications: Surface Transportation Program - Suballocated
(STP-S) and Congestion Management and Air Quality Improvement (CMAQ)
Projects
For Illinois and Missouri municipalities interested in applying for federal funds for local transportation
projects, East-West Gateway Council of Governments is announcing that it will soon be accepting
applications for Surface Transportation Program-Suballocated (STP-S) and Congestion Management and
Air Quality Improvement (CMAQ) projects.
STP-S funds can be used for projects such as: pavement preservation, highway expansion, congestion
mitigation, safety, environmental mitigation, transit, and pedestrian facilities. Projects on roads functionally
classified as local or rural minor collectors are not eligible for these funds. Bridges on any functionally
classified road are eligible for STP-S funds, however, bridges on roads functionally classified as local or
rural minor collectors may be replaced with only minimal connecting road work eligible for federal funds.
CMAQ funds are intended to fund transportation programs or projects that will contribute to attainment or
maintenance of the national air quality standards for ozone, carbon monoxide, and particulate matter.
Eligible activities include traffic flow improvement, demand management, shared ride services,
bicycle/pedestrian facilities, transit vehicles/facilities, and operating assistance for new transit service.
Maintenance projects such as road resurfacing/reconstruction and projects that add new capacity for single
occupant vehicles are not eligible.

February 6: QuakeSmart Business Summit
Program for earthquake mitigation best practices for businesses, governments and organizations
The State Emergency Management Agency and Missouri Seismic Safety Commission are two of several
partnering to host the QuakeSmart Business Summit on Friday, February 6, from 9 - 3 PM, at St. Louis
University. At the summit, you will learn about a program for earthquake mitigation, the QuakeSmart
Community Resilience Program for Businesses, Governments and Organizations. The Federal Alliance for
Safe Homes and Earthquake Country Alliance developed the program that includes comprehensive
earthquake vulnerability assessments and nonstructural and building retrofit information to protect lives and
to help avoid post-earthquake business interruption. This program is being launched to recognize efforts
that improve business continuity should an earthquake occur. Presentations at the summit will provide an
overview of the specific mitigation actions needed to address vulnerabilities. Attendees will also receive
valuable tools on specific steps that can be taken immediately in-house, and engineered methods of

making all the needed adjustments to become a QuakeSmart Business. You will also hear from Missouri
companies who have taken steps to prepare for earthquake and other natural disasters. Registration is

February 19: Free All-Neighborhoods Forum on Region's Fragmented
Governmental Organization
SLACO (St. Louis Association of Community Organizations) will sponsor a free All-Neighborhoods Forum
on fragmented governmental organization in St. Louis City and County on Thursday, February 19, from
7-8:30 PM. The event will be held in Room T204 in the Performing Arts Center Theatre of St. Louis
Community College at Forest Park, 5600 Oakland. The forum, open to the public, is designed to help
residents gain a better understanding of the impact of our government structure on basic public services.
Parking is available in Lots C or D. Panelists will include David Leipholtz, Director of Community Studies,
Better Together; Mike Jones, former Deputy Mayor of the City of St. Louis who recently retired from the
County Executive’s Office; and Gerry Welch, Mayor of Webster Groves and past president of the St. Louis
County Municipal League. Better Together, sponsored by the Missouri Council for a Better Economy, has
released several studies on aspects of local government fragmentation. After opening statements, the

February 23: The Impact of Community and Police Interactions on Individual Civil
Rights in Missouri
Missouri Advisory Committee to the U. S. Commission on Civil Rights - Public Meeting
The Missouri Advisory Committee to the U.S. Commission on Civil Rights will convene a series of panel
discussions to examine police and community interactions, and the extent to which disparities in the use of
force may persist on the basis of race or color. The meeting will take place on Monday February 23, 2015,
from 8 AM to 5:30 PM, in the Auditorium of the J.C. Penny Conference Center at the University of
Missouri-St. Louis, 1 University Drive, St. Louis. The meeting is open to the public without registration.
State advisory committee members conduct reviews and produce reports and recommendations

latest information on The Resource Conservation and Recovery Act (RCRA) Corrective Action in EPA
Region 7. This is an all day seminar with speakers from EPA Region 7 and the Missouri Department of
Natural Resources. The registration fee includes continental breakfast, lunch, and handout materials.

March 21: Confluence Trash Bash - Confluence Trash Bash is the annual clean-up of area watersheds in
North St Louis and North St Louis County. It's organized by Greenway Network, MSD (the St. Louis
Metropolitan Sewer District), Missouri American Water, Great Rivers Greenway, Missouri Department of
Conservation, St. Louis Audubon, and local partnering organizations. On March 21, volunteers have the
opportunity to participate in this multi-watershed cleanup event. Volunteers can choose from four locations
as their starting site, after which they will be assigned to specific areas to clean. Meeting time is 8 - 8:30
AM. After picking up litter, volunteers will return to their starting location for an appreciation lunch and a

A Guide to Department of Transportation Success
As communities are rethinking the dominant paradigms of the last 60 years of transportation planning,
traditional funding mechanisms are coming up well short of needs. A new guidebook will help state DOTs
sort it all out.
In response to the challenges facing the mission of state departments of transportation, Smart Growth
America partnered with the State Smart Transportation Initiative to develop a handbook called The
Innovative DOT (http://goo.gl/9aC1vA). The handbook released in January was the third edition after being
released originally in 2012.
"This handbook provides 34 recommendations transportation officials can use as they position their
agencies for success in the new economy. Developed with input from top transportation professionals and
officials at state agencies around the nation, the handbook documents many of the innovative approaches
state leaders are using to make systems more efficient, government more effective and constituents better
satisfied."
The 34 recommendations mentioned above are separated into eight chapters, or "focus areas," within the

The Saint Louis County Department of Health - Solid Waste Management Program has announced the
opening of the 2015 Waste Reduction Grant round. The goal of the Waste Reduction Grant Program is to
