Permanent Secretaries and Heads of Departments are asked to invite applications from
suitably qualified officers in their Ministries/Departments to fill the post of Senior Project
Engineer (SOG/ST 7) – (Two posts – one not vacant) in the Public Expenditure Division,
Ministry of Finance and Planning, salary range $1,636,132 - $1,944,847 per annum and any
allowance(s) attached to the post.
Job Summary
To improve project implementation by Ministries, Departments and Agencies (MDAs).
Key Responsibilities
The duties and responsibilities include but not limited to the following:
Analyses and appraises projects and loan agreements so as to ensure that only priority
and well-conceived projects are approved for implementation;
Monitors project implementation so as to promote the achievement of the desired
outcome within time and budget;
Facilitates mid-term reviews and undertakes process evaluations to determine the
extent to which they have achieved their desired outcome within time and budget;
Provides recommendations and advice in the production of the Public Sector
Investment Programme (PSIP), budget preparation and warrant allocation so as to
ensure that resources are allocated to priority projects.
Required Knowledge/Skills/Competencies
Sound knowledge of project cycle management methodologies
Excellent written and oral communication skills

Minimum Required Qualification and Experience
A Bachelor’s Degree in Construction/Civil Engineering or related qualifications
Five (5) years’ experience in projects and its relevant specialization
Experience in contract management and administration and/or project monitoring would
be an asset
