Bids received in excess of the ABC shall be automatically rejected in the bid opening.
The Department of Public Works and Highways (DPWH), Rizal I District Engineering Office, now invites bids for the above
stated projects. Bidders must have an experience of having completed at least one (1) contract similar to the Project. The
description of an eligible bidder is contained in the Bidding Documents, particularly in Section II, Instruction to Bidders. Credit
line commitment shall no longer be accepted as an alternative to the prospective bidder’s computation of NFCC per GPPB
Resolution No. 20-2013 dated July 30, 2013 and Department Order No. 37, series of 2014, dated March 26, 2014. As per D.O.
No. 003 dated January 5, 2015, submission of Class “A” documents and Financial Statements should be at least seven (7)
calendar days and the Technical Documents (completed/on-going projects) at least fifteen (15) calendar days before the deadline
for the submission or opening of bids to update contractor’s records in the CWR.
Bidding will be conducted through open competitive bidding procedures using non-discretionary pass/fail criterion as specified in
the Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government
Procurement Reform Act”.

Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least seventy five (75%)
interest or outstanding capital stock belonging to citizens of the Philippines.
Interested bidders may obtain further information from DPWH, Rizal I District Engineering Office, BAC Secretariat Office, Brgy.
Calumpang, Binangonan, Rizal and inspect the Bidding Documents at the address given below from 8:00 A.M. to 5:00 P.M.
Interested bidders are also required to present to the BAC Secretariat, DPWH, Rizal I District Engineering Office original copies of
the following documents for authentication and issuance of Bid Documents: a) PCAB License; b) Contract’s Registration
Certificate (CRC); c) Certificate of Materials Engineer accreditation; d) Latest copy of Authorizing Officer together with machine
copy of two (2) Valid IDs; e) Certificate of Safety Officer Seminar from the Department of Labor and Employment (DOLE); f)
Philippine Government Electronic Procurement System (PhilGeps) Order Form (Documents Request List); g) CY 2013 CPES
Rating and h) Income Tax Return (ITR) with Payment Slip.
A complete set of Bidding Documents is available from February 12 to March 3, 2015 and may be purchased by interested
Bidders from the address below and upon payment of a non-refundable fee for the Bidding Documents stated above.
It may also be downloaded free of charge from the website of the Philippine Government Electronic Procurement System
(PhilGeps) and the website of the DPWH, if available, provided that bidders shall pay the fee for the Bidding Documents not later
than the submission of their bids.
The DPWH, Rizal I District Engineering Office will hold a Pre-Bid Conference on February 18, 2015 at 2:00 P.M. in the DPWH, Rizal
I District Engineering Office (Conference Room), which shall be open only to all interested parties who have purchased the
Bidding Documents.
Bids must be delivered to the address below on March 3, 2015 until 11:00 A.M. and to be opened on the same date at
2:00 P.M.. All bids must be accompanied by a bid security which shall be limited to Bid Securing Declaration or Bank Guarantee
issued by a Universal or Commercial Bank in the amount stated in ITB Clause 18, per GPPB Resolution No. 25-2013 dated August
30, 2013 approving amendments to Section 27.2, 27.5 and 39.2 of Revised IRR of RA No. 9184. Bids will be opened in the
presence of the bidder’s representatives who choose to attend at the address below. Late bids shall not be accepted;
The DPWH reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to
contract award, without thereby incurring any liability to the affected bidder or bidders.
DPWH, Rizal I District Engineering Office likewise assumes no obligation whatsoever to compensate or indemnify any bidder or
winning bidders, as the case may be, for any expenses or loss that said party(ies) may incur in its participation in the pre-bidding
and bidding process nor does it guarantee that an award will be made.
