Vernon Village Park is a Non-Smoking Community
Vernon Village Park is an Affordable Housing Community containing Forty-Four (44) 1, 2 and 3 Bedroom units.
We anticipate completion of construction to be April 2015. The Community is ideally located for the
convenience of schools and recreation. Vernon Village Park has many amenities including:

In order to qualify for an income-restricted unit, your household’s gross annual income must not exceed one of
the following income limits, based on the size of your household:

A lottery system will be in place, for the initial lease-up of Vernon Village Park:
• Completed applications must be submitted to Solari Enterprises, Inc. by Friday February 27,
2015 in order to be included in the lottery. Rental applications will be date stamped upon
receipt.
• Only one application per household will be entered into the lottery drawing. Late, incomplete, duplicate
and ineligible applications will not be entered into the lottery drawing.
• The lottery is scheduled for Tuesday March 3, 2015 at 6:00 pm at a space in the City of Vernon’s City
Hall, allowing access to those interested in attending.
• All applications will be placed into individual envelopes. All applications with a preference will be
placed into a container, mixed and pulled one at a time, in random order. After all of the applications
with a preference have been drawn, all applications without a preference will be placed into a container,
mixed and pulled one at a time, in random order. (Applicants will not be pre-screened prior to the
lottery process).
• As each application is pulled it will be marked in numerical order, indicating the lottery number.

Applicants will then be screened in numeric order of the eligibility list, subject to any preferences herein
stated, to determine if they comply with the selection criteria to lease a unit. If they meet the screening
and selection criteria they will be offered a unit.
Based on the results of the lottery, Solari Enterprises, Inc. will contact households to schedule an initial
interview and inform them of the date, time and location of the interview. Applicants will be informed as to the
required income and asset documentation to be provided. Furthermore at that time, each household member
18 years of age and over will be required to pay a non-refundable $35 background fee in the form of a money
order or cashier’s check (only accepted at the interview, please do not send with application).
Eligibility for Admission:
To be eligible for admission at Vernon Village Park applicants must qualify under the Federal Low Income
Housing Tax Credit Program and the following:
• Household income must not exceed the income limits established.
• Minimum gross income must be at least two and one half times the monthly rent.
• Credit history will be reviewed and found acceptable if there are two or less past due accounts and the
total outstanding past due amounts do not exceed $2,000.
• Criminal Background check must not reflect activity-involving violence to persons or property.
Additionally, the report must not reflect incidents of a felony conviction and/or misdemeanors related to
theft or assault and/or battery and/or drugs. And that to the best of Lessee’s knowledge neither Lessee
nor any occupant of the Apartment is the subject of a criminal investigation or arrest warrant.
• Must have no bad landlord references for the past three years or most recent rental history if less than
three years.
• Must have no evictions or Bankruptcy in the past three years.
• Must score an 8 or higher on the in-home visit.
In selecting residents from among eligible applicants with the appropriate size and composition for the
available unit, management will take into consideration:
• Applicants with a local work force preference, specifically household members who work for a business
located in the city of Vernon. To the extent permissible under applicable state and federal law those
applicants shall have priority over other households to rent at Vernon Village Park.
• The needs of individual families for low/moderate rent housing as well as;
• The statutory purpose in developing and operating a socially and financially sound housing
development, which provides not only a decent home and suitable living environment, but fosters
economic and social diversity in the resident body as a whole.
Selection will be in such a manner as:
• To preclude admission of applicants whose habits and practices reasonably may be expected to have a
detrimental effect on the residents or the Community environment.
• To prevent underutilization or over-crowding of the units, the occupancy guideline established dictates
the following:
o 1 bedroom unit – a minimum of one people and a maximum of three people.
o 2 bedroom units – a minimum of two people and a maximum of five people.
o 3 bedroom units – a minimum of three people and a maximum of seven people.
Management will not, on account of Race, Color, Religion, Sex, Handicap, Familial Status, National Origin,
Sexual Orientation, OR HIV Positive Status deny to a qualified applicant the opportunity to lease a dwelling unit
suitable to their needs in any property owned, managed, or controlled by the company. Manage will not
engage in favoritism or be subject to outside influences in the selection of resident. There will be no
preference provide to persons referred or recommended by the City of Vernon or its officers or employees.
