Abaya insisted that airline passengers going to
Clark are not being discriminated with costlier
fares contrary to the observations of the Pinoy
Gumising Ka Movement
(PGKM).
During the Consultative Meeting of the
DOTC and the Clark International Airport Corp.
(CIAC) with government
stakeholders held at the
Widus Hotel and Casino
here last Monday, Abaya said it’s even cheaper for airline passengers
flying in or flying out of
Clark as compared to
NAIA in Manila.
“Mali rin po na mas
mura sa Manila. In fact,
Usec. Juju is telling me
na mas mura hu talagang lumipad from Clark
(It’s wrong to say it’s
cheaper in Manila. In
fact, Usec. Juju is telling
me that it’s really cheaper to fly from Clark),”
Abaya stressed.
Abaya was referring
to Undersecretary Jose
Perpetuo “Juju” M. Lotilla, DOTC undersecretary in charge of the civil
aviation sector, who was
seated beside him at the
presidential table.
But a quick check in
the internet will reveal
that airline passengers
who choose Clark spend
more as compared to
NAIA.

electric plant in N. Ecija is switched on

SAN JOSE CITY – Just minutes after
the country’s first commercial rice hullpowered electric plant was switched
on here Friday, the groundbreaking
rites for another similar plant was held.
The generating plant was put up by
the 21 rice millers here in a joint venture with the Union Energy Corp. of
businessman Lucio Co. Their collaboration was firmed up in a biomass renewable energy entity, the San Jose
City “i” Power Corp. (SJC iPower).

pagtaas ng pangangailangan
sa produktong ito sa bansa
ngunit mabilis na bumabagsak
ang presyo nito na nagdudulot ng matinding pagkalugi ng
mga magsasaka.
Ito ang ipinagtataka ngayon ng mga opisyal ng Department of Agriculture at lokal na
pamahalaan sa gitna ng pahayag ng Bureau of Plant Industry (BPI) na wala itong pinahintulutan na mag-angkat ng
pulang sibuyas nitong mga
nagdaang taon.
Ayon kay Regional Dir. Anrew Villacorta ng DA-Central
Luzon, nasa P10 hanggang
P12 kada kilo lamang ang
sibuyas na pula sa ngayon samantalang nasa P11 piso mula
P9 ang kada kilo ng sibuyas
na puti.
Ngunit halos hindi na rin
mararamdaman ng mga magsisibuyas sa bayang ito ang
pagtaas ng presyo ng yellow granex na dating nasa
P9 bawat kilo dahil paubos
na ito samantalang nanganganib naman na bumagsak
pa ang halaga ng red creole
dahil nagsisimula pa lamang
ang anihan para sa regular na
panahunan, ayon kay Villacorta.
Ang bayang ito ang tinaguriang “Onion basket of the
Philippines” dahil dito nagmumula ang higit na malaking
supply ng sibuyas.
Ipinagtataka rin ni Mayor Allan Xystus Gamilla kung bakit
tila matamlay ang pamimili
ng mga negosyante sa kanilang produkto gayong lumalabas sa kanilang pagsusuri na
bakante pa ang mga cold storage sa kanilang bayan at mga
kalapit na lugar.
“Nakapagtataka
dahil
kakaunti ang nagtanim ng
sibuyas ngayon dito sa amin
at bakante pa ang mga storage pero walang namimili,” ani
Gamilla. Maraming magsasaka sa bayang ito, aniya, ang
tumutok sa pagtatanim ng ilang high value crop katulad ng
mais at iba pang uri ng gulay.
Personal namang nagtungo sa bayang ito si Villacorta
nitong Miyerkules upang siyasatin ang sitwasyon kung saan
dumiretso siya sa ilang kooperatiba at indibidwal na magsasaka.

mga ulat na may smuggled na

sa ngayon.
Ayon sa grupong Sinagtala, ilang bodega sa Kamaynilaan ang puno ng mga
smuggled na sibuyas kaya
bumabagsak ang presyo ng
lokal na produkto.
Binigyang-diin naman ng
opisyal ang pangangailangan
ng suporta sa mga magsisibuyas, kabilang ang pagtatayo ng storage para sa kanila.

LUBAO, Pampanga --- Governor Lilia Nanay Pineda wants
to turn the My Lubao Central
MRF into a model material recovery facility in the province.
This was pronounced by
the governor as she visited the
said MRF facility yesterday together with Mayor Mylin Pineda Cayabyab who showcased
their projects such as production of organic fertilizers, recyclable materials, micro-organism, organic farming and
bamboo furniture production.
The governor lauded the
workers here for their efforts in
helping the “My Lubao Central MRF” to become model of
all material recovery facilities
in the province.
Established in 2010 during
the time of former Mayor Dennis Pineda now Vice Governor of Pampanga, the My
Lubao Central MRF already
produced 47.07 tons of holcimable materials from January to this date alone.
However, in the same period, at least 212.82 tons of garbage were delivered to Metro
Clark Sanitary Land and the
municipal government spent
minimum of P360 per cubic
meter bin of garbage or a total
of P11,525 per 32 cubic meter
bin.

Aquino,
designated
solid
waste management officer
here, the My Lubao Central
MRF is being manned by atleast 16 workers.
Now, he said, the entire
town has no illegal dumpsites
and all waste materials are being collected and delivered on
a daily basis at the said Central MRF.
The governor also said she
is “partly happy” with My Lubao Central MRF, for its waste
disposal, proper composting
and their compliance to RA
9003 as she believes that this
could produce more good results if it could maximize its full
potentials.
“I am happy but not 100
percent as I am still seeing garbage on the road. We must act
together to achieve zero waste
not only in LUbao but in the entire Pampanga and I want that
as a legacy,” she said.
The governor pointed out
that “there are still more things
and more projects and programs that should be implemented to fully manage solid
waste not only in Lubao but in
the entire province.”
The governor urged the
municipal government here to
take all the necessary efforts
needed in turning Lubao into
the cleanest town in the province and achieving zero waste
management.
He urged all sectors to fully
and actively participate in the
campaign for zero waste.
“Let us involve everybody,
every entity, as everyone is
producing garbage every day,”
the governor reiterated.
The governor vowed to
continue full support to the
municipalities and cities which
are most compliant on solid
waste management through
the provision of additional
dump trucks, baling machines,
shredders and among other
equipment needed for the operation and management of
solid waste, suggesting that
that there should be a cluster materials recovery facility
(MRF) in every town to save
energy and gasoline in collecting the garbage.
‘Ding Babai’ to debut
at AUF this March
ANGELES CITY-- Teatru Ima Kami Pampanga will be staging the play “Ding Babai” on March 13, 20 and 21 at the St.
Cecilia Auditorium of AUF.
The play is presented in cooperation with the Angeles
University Foundation (AUF) Center for Culture and Arts and
the AUF Repertory Theater.
Director Tony Mabesa, for his part, said that the play
shows the different facets and aspects and even sins of
women, adding that there is a heightened artifice in the presentation of the play as it is done in three versions. He added
that the play is really aimed at showing and understanding
women.
The show dates for “Ding Babai” are set on March 13
(3:00 p.m. and 7:00 p.m.), March 20 (7:00 p.m.), and March
21 (3:00 p.m.).
The play, The Women was written by Claire Boothe Luce
in 1935 To make it more appealing to the audience now, the
producers wanted a touch of “modern.” The play is adapted and directed by Professor Tony Mabesa to suit contemporary time. It was translated into Capampangan by Peppet Evangelista. It is a production of concerted efforts of the
Teatru Ima Kami, the Angeles University Center for Culture
and Arts and the AUF Repertory Theater.
“It’s a play about relationships of rich women with their
husbands, friendship and betrayal, mother and daughter relationship. It is a play so rich in interplay of emotions that the
a person watching can easily relate to the characters. There
are scenes that can move you to tears and there are lines
that can bring the house down with laughter,” the group said
in a statement.
Teatru Ima members had spent almost three months
practicing so as to give out the necessary depth of character needed to make the stage play worth watching. In the
cast are : Nor Pineda as Countess Flora de Lago, Cora
Manalac as Sylvia Calma, Fely Villanueva as Edith Dizon,
Beth Masngcay as Nancy Lacson, Beth Tila as Jane , Lina
Velaz as Mrs Zapanta, Michelle Ong as as Olga, Divine Tulio
as Miriam Pangilinan, Kristne Lagman as Peggy,Lovely Venzon as Little Mary and Agnes Romero as Mary.

centers, the DOT regional director underscored
that both Clark and Subic
have “world-class” accommodation and support facilities like hotels,
restaurants and recreational facilities and tour
packages that tourists
can avail themselves of.
He said convention
centers like Fontana,
Holiday Inn, and Widus Hotel and Casino in
Clark and the Subic Bay
Exhibition and Convention Center in Subic are
the biggest in Central
Luzon which can accommodate 5,000 people.
Tiotuico also noted
that several hotel renovations in this freeport further
stimulated vibrant international events here such as
the Asia Pacific Economic Cooperation-Senior Officials’ Meeting 1 and the
19th Philippine International Hot Air Balloon Fiesta in Clark.
“I was inspired by
the recently held APEC
meetings here. Ang ganda ng support ng mga

The remaining 1.8
MW is for in-house use

The generating plant
and its appurtenant facilities are in a seven-hectare area in Barangay Tulat here. It employs 100
personnel.
“We are using 330
metric tons of rice husk
everyday to power the
plant,” Alfonso said.
“The plant is clean as it
is equipped with a facility
that limits harmful emissions way below the limit
set by the government,”
he added.
Alfonso said the rice
millers here, who buy
and mill palay not only
in many parts of Nueva
Ecija but also to as far
as Isabela, Pangasinan,
Ilocos and other nearby provinces, still have
more than enough rice
husk supply.
“That’s why we are
putting up another plant
with the same output of
12- megawatt electric
power,” he said. “It will
be set up adjacent to the
plant which we switched
on,” he added.

The rice husk, commonly called ipa, is considered an agricultural
waste whose proper disposition was a big problem before by the rice
millers. The corporation
is now buying it from the
member-rice millers at
P1 a kilogram.
In a project brief, it
said that the decision
by the rice millers here
to join together and harness the rice husk for
power generation was
an offshoot of the study
“Enhancing the Energy
Self Sufficiency of Rice
Mills in the Philippines”
by the EC-ASEAN Energy Facility conducted
by the Philippine Rice
Research Institute and
Full Advantage Phils. International Inc. It was at
once fully endorsed by
the local city government
headed by Mayor Marivic
Belena.
Co chipped in P1 billion for the project. He
was elected chair of the
board of the corporation here with his associate Leonardo Dayao as
president.
The project construction started in January
2013 and was completed
in October 2014. It underwent four months of
testing and fine-tuning.
Energy officials said
the ipa-powered plant
here is the first biomass
power project in the country to be launched after
the feed in-tariff (FIT)
rates were approved last
July 27, 2012. The FIT
rate is P6.63 per kilowatt
per hour (KWH).
“This plant, small it
may seem, is equivalent to 20 interruptible
load program or those to
be generated thru generators,” said DOE Undersecretary Monzada.
“This means additional
electric supply in Luzon.”
Sources said two
more ipa-powered plants
are expected to be harnessed soon. They are
the 20-megawatt rice
hull powered plant in Alicia, Isabela being put
up by the rice millers in
the area who banded together under the i-Biomass Energy Corporation (i-BEC) for the project and the 12-MW plant
in Talavera, Nueva Ecija
owned by a family corporation.

a cleaning, repainting and trimming of trees in Grotto of Our

of the City of San Fernando, requested Tieza
to turn over to the city the

So read a letter – dated February 20, 2015 yet but
only recently made public – the board of trustees of
the Giant Lantern Festival Foundation Inc. (GLFFI)
sent to Tourism Secretary Ramon Jimenez,
imploring him to review the sale of the iconic
Paskuhan Village reportedly to SM Development
Corp. by the Tourism Infrastructure and Enterprise
Zone Authority (TIEZA) in December 2014. Continued the letter: “We find it incredulous for
TIEZA to sell the Paskuhan Village considering
that TIEZA’s mandate does not include the sale of
heritage places such as the Paskuhan Village. While
we are aware of the order for asset privatisation
issued by the Governance Commission for
Government-Owned or Controlled Corporations
we still feel the need to review this purported sale
because the sale…marks the end of an era.” Nothing illegal, everything aboveboard.
So declared TIEZA General Manager Mark
Lapid of the “privatization” of Paskuhan, proffering
as proof positive of this two memoranda of
understanding, two deeds of absolute sale for two
lots and a deed of exchange swapping a 5-hectare
lot for another lot beside the first 4.3 hectares. Lapid neither confirmed nor denied though that
it was SMDC that won the bidding for the price of
P939 million.
Still, the GLFFI holds: “We find it incredulous
as well why this sale could transpire when the
land could have most likely been donated to
the government exclusively for the purpose of
showcasing the rich Kapampangan Christmas
traditions, most especially the Giant Lantern.”
We, and most certainly other Kapampangans
too, join the GLFFI in its lamentation over this
apparent loss of a cultural site.
We however find it incredulous how the GLFFI
could premise its claim of Paskuhan Village “for
the purpose of showcasing the rich Kapampangan
Christmas traditions, most especially the Giant
Lantern.”
So, can anyone still remember the last time
the GLFFI held the Giant Lantern Festival at the
Paskuhan Village?
Not ever after the construction of SM City
Pampanga and Robinsons Starmills, if we
remember right. With the Sys’ mall initially hosting
the City of San Fernando’s signature fest, and
the Gokongweis’ claiming exclusive rights over it
thereafter.
Consequently, the Paskuhan Village becoming –
to use the very words of the GLFFI – “dimmer and
less important to the hearts of the Filipino people.”

SANGLEY AIRPORT ‘a crazy idea.’
So screamed our banner here Wednesday, reporting on dear friend Alexander
Cauguiran’s epithet for the “new Ninoy Aquino International Airport (NAIA)”
at Sangley Point in Cavite City being shoved down the people’s gullet by the
Department of Transportation and Communications.
“No to Sangley, Clark is it!”
So cried Cauguiran in challenging Transportation Secretary Joseph Emilio Abaya to a debate,
there and then, at his agency’s “consultative meeting” Monday at the Widus Hotel and Casino at
the Clark Freeport.
Knowing full well that he had not even a Chinaman’s chance to level up with Cauguiran, much
less overwhelm him, the obviously rattled Abaya could only retreat to the diplomatese of being
there “not to debate but to listen.”
Indefensible, indeed, is the Sangley airport, given the inherent craziness of its conception.
Something that has already been discussed here on June 16, 2014, albeit somewhat glossed over
by the article’s all-too-pretentious intellectual conceit title:
The Clark conundrum
An interpretation – not necessarily Marxist – of history
“HISTORY REPEATS itself, first as tragedy,
second as farce.”
The universality of the Marxist maxim – and
consequently, the continuing relevance of the
workingman’s prophet, notwithstanding the
downfall of communism – strikes into the very
pith of the Clark airport issue.
Farcical can only be the calcified mindset
of Joseph Emilio Abaya, transportation and
communications secretary, on a new Manila
international airport based at Sangley Point
with its requisite expansion by reclamation from
Manila Bay.
A notion generally deemed “crazier” than the
kindred proposal of San Miguel Corp.’s Ramon
Ang to build his own airport around CyberBay
also out of reclaimed land.
Abaya’s folly, as aviation experts are
reported to have supposed, would be “small
and cramped…wedged between the Cavite
City metropolis and Manila Bay.” Sangley is also
“too close and shares the same aerodrome as
NAIA which makes it dangerous for air traffic.”
Crazy. That was how Jose Ma. Lorenzo Tan,
chief executive officer of World Wide Fund for
Nature Philippines, described Ang’s proposed
airport for its on-coast location which shall
make it most vulnerable to storm surges as that
which devastated the similarly sited Tacloban
airport last year.
Consider: The reclamation of “only” 148
hectares of the Manila Goldcoast Reclamation
Project along Manila Bay would – in the expert
estimate of Dr. Kelvin Rodolfo, environmental
sciences professor at the University of Illinois
– already “poses lethal risks to many people
including danger of land subsidence, storm
surges, storm waves and further ecological
damage to coastal ecosystem.”
Think how greater the risk, aye, how deadlier
the peril, posed by the reclamation of over a
thousand hectares to base either of Abaya’s
delusion or Ang’s illusion?
Global earthwatchers have long warned
too that “further reclamation would not only
damage the remaining coastal habitat and ecosystem but will also effectively block the natural
pathways of the river system flowing into the
bay, thus increasing the threats of massive
flooding in Metro Manila.” Typhoon Ondoy
is too recent, too devastating, as to be easily
forgotten.
Not mere inconvenient, but terrifying, truths
there for the Filipino people.
Really crazy, the proposals of Abaya and
Ang, given the reality of Clark – 2,500-hectare
aviation area, 3.2-kilometer parallel runways,
flood-free high-elevation, etc.
Calling it the “real low-hanging fruit,”
Dr. Avelino DL. Zapanta, president and
CEO of the Southeast Asian Airlines, said
“The only thing needed now about Clark is
decisiveness and political will, on the part
of government. The time for action is now.”
Still, government would rather take its own
sweet time for, and give all ears to Ang and
Abaya.
Abaya’s Sangley advocacy is readily
misgiven as driven by interests both parochial
– he is from Cavite where Sangley lies, and
familial – he is brother to Peter Anthony Abaya,
head honcho of the Philippine Reclamation
Authority, which naturally assumes a key role
in the Sangley airport project, once given the
go signal. Beyond vested interests, I sense a rerun of
history here, aye, the tragedy of the Philippine
Revolution impacting here. Of Aguinaldo and
Bonifacio redux. Of the Caviteno snatching
revolutionary glory from and snuffing the very
life of the Kapampangan. (Or haven’t you
heard of studies tracing Bonifacio’s forebears
as natives of Masantol, where up to this day a
thousand bear their name as against none in
Tondo which history books tagged as the Great
Plebeian’s home ground?) History, as tragedy, reels out now…The
salvaging – in today’s parlance – of Bonifacio
in the mountains of Maragondon, Cavite. The
Caviteno’s extreme prejudice against the
Kapampangan finding lethal translation in
Aguinaldo’s troops burning Macabebe’s San
Nicolas de Tolentino parish church where a
large number of the townsfolk sought refuge,
and unwittingly gained their heavenly passage.
In turn, the Macebebe Scouts used by
the Americans in the capture of Aguinaldo,
definitively ending the “insurrection” against
the then emergent imperialist US of A. History, turning to farce, now: More than a
century hence, the Caviteno’s hatred of the
Kapampangan finds manifest in Aguinaldo’s
great grandson Abaya exacting revenge – by
pushing Sangley and stunting the development
of Clark as the country’s premier international
gateway thereby sabotaging the socioeconomic uplift of the Kapampangan race. And with no less than President BS Aquino
III, a Kapampangan, playing out the farce.
That’s the greater tragedy. Come to think of it though, history really
repeating itself here – first, the tragedy of Ninoy;
second, the farce that is PNoy.

Prophecies via Pedro Regis
Visionary Pedro Regis was already introduced in this column as a visionary
who first allegedly saw the Blessed Virgin Mary in his hometown in Brazil way
back in 1987. He has become famous for the precision of the fulfilment of some prophecies allegedly conveyed by the Blessed Mother through him.
The prophecies have been rather largely
terrifying. But then, the Bible had never been
short of dire warnings premised on repentance
from sin as reversing factor.
There have been so many prophecies
(should they be better construed as warnings?)
coursed through Pedro that still have not
happened.
Early this month, the Blessed Mother
allegedly told him that ‘’long years of trials’’ still
lay ahead for mankind. One can only speculate
on the number of years or even decades.
Here are some of the prophecies, each
tagged with dates on when they were conveyed
to Pedro.
It would seem that at least two of them
are unfolding and this I leave to the reader to
find out. One prophecy in 2010 happened the
following year, specifically the great earthquake
that pushed a devastating tsunami in Japan.

Iran, in Pakistan and in Angra dos Reis. The
happenings will be in different times, but will
be alike. My poor children will live moments of
anxiety. I suffer because of what awaits you.

experience a heavy cross. The earth will shake
and death will be present. The will drink the
bitter cup of sorrow. In the west, near the Pacific,

Abaya says French design for Clark terminal too big

required to “trim down”

ready with a feasibility
study, we are ready for
both alternatives.” The
design, finished in November last year, was
initially for a terminal
that would cost less at
P7.5 billion.

er, that once approved,
the terminal would probably be finished in 2018,
beyond the term of Pres.

“We are not putting
up a waiting shed here.
There are huge infrastructure and the size
would really take time,”

hope that NEDA would
approve the project by

this. “I don’t think this is
accurate,” he said. “As
a manager, he (Reyes)
should know what the
accurate policy is. Again
this unimaginable,” he
added.
“We should pressure
at the right point for the
right reason. Me, I am a
person who would rather
encourage… put incentives… in that way the
stakeholders are always
part of the decision of
selling Clark,” Abaya
reasoned.
The PGKM said the
national
government
should aggressively pursue inviting airlines to
use Clark by offering tax
and other incentives on
top of pushing for the full
and immediate development of the CIA.
The Kapampangan
advocacy group said
NAIA and even Metro
Manila will be decongested with the CIA becoming online as a dual
airport system with the
former.
At present, the CIA
has only 104 flights per
week serviced by eight
carriers including Asiana
Airlines, Qatar Airways,
Cebu Pacific, Tigerair,

The Pilipinas International Balloon Festival
Inc. (PIBF) together with
the Arts, Culture and
Tourism Office (ACTO)
and the Pampanga Provincial Government is
spearheading this year’s
LIBF set on March 2629, at Pradera Verde,
Prado Siongco, Lubao
town.
It will be the biggest annual hot air balloon festival in Southeast Asia that will feature
more than 40 colorful hot
air balloons coming from
different countries all
over the world including
14 special shaped balloons like Darth Vader,
Yoda, Humpty Dumpty,
Frog, etc.
But aside from the
majestic balloons that
are all set to soar, there
are other activities such
as cultural presentation,
water balloon fight, motor paragliding, paint ball
exhibition, night glow
and fireworks display.
Local
concessionaires will also be featured and will coincide
with the carnival and kiddie activities - making
LIBF 2015 a family-oriented event and a great
attraction for tourists.

Aniya, “I have been going through so much emotionally these past few weeks. It seems that it is the
people you have loved, especially all your life, who are the first to disappoint you, let you down, then
leave you, throw you away.
“Sometimes only because of a question? I cannot believe that I mattered so little (and no,
this is not my husband!). And I have abandonment issues. The ones I have loved the most
(and they are so few) in my lifetime are the ones who hurt me the most.

had to manifest in the physical -- which is why I think that, aside from a virus that
seems to be going around -- I have been down with the flu and a really bad cough
because of this (I could live with the flu anytime, but a cough is the worst! Can’t
sleep.
“You take a sip of water and when you swallow, it feels as if there’s a rock in
your throat. You cough and it feels like an alien is coming out of your mouth! It
HURTS. Like someone takes a cheese grater to my throat each time.)
“Frankie got sick first, my poor baby. Brought her to her doctor in Makati Med,
and that evening, I started coughing. Then Miel. Everyone with fever in the 38s and
39s. Last night, my son got sick too. He couldn’t sleep so well beside me because
of his coughing. Such high fever, too. It breaks your heart when you see your babies
having such a difficult time. AND I have to say -- I would otherwise be doing cartwheels
and my happy dance right now despite all these things!
