meeting of Zeliangrong civil
organisations was held today at

to discuss the prevailing situation of the armed conflict
between NSCN(IM) and
Zeliangrong United Front
(ZUF) in Khoupum area, according to a joint statement

Zeliangrong Students' Union
Manipur(ZSUM) and convenor, Peace Committee

UG cadres apprehended
IMPHAL, Mar 20
Acting on a reliable information about the movement of some
militants and over ground workers of UNLF in and around
Yairipok area, a combined team of Thoubal district police
commandos and 2 Assam Rifles conducted frisking operation at
Yairipok bazar and arrested two active over ground workers of
UNLF on March 19, according to a statement issued by the
PRO, Police Department, Imphal.
The apprehendees have been identified as Soram
Ibohal Singh alias Koireng (50), s/o (L) S Achou
Singh of Yairipok Poiroukhongjil Soram Leikai and
Namoijam Boinao (31), s/o (L) N Amu Singh of Moreh
Ward No 7, Heinoumakhong.
On follow up action, the combined team with women
police arrested another active worker of UNLF namely
Thangjam Nandibala (44), w/o Md Ayub Khan of
Moreh Ward No 7, Heinoumakhong.
A case has been registered at Yairipok police station
and investigation is going on.
Based on a reliable intelligence input regarding the
presence of some active ZUF cadres in and around
Mantripukhri Lamlongei area, a combined team of
Imphal West district police commandos and Imphal East
police commandos conducted a search operation at a
house in Mantripukhri Lamlongei area and arrested one
active member of ZUF organisation, the statement added.
The arrested individual has been identified as
Poukhon Panmei alias Pundibonang (43), s/o (L)
Pauwaba Panmei of New Keithelmanbi, Namching.
On his disclosure, one 7.65 mm pistol with 4 live
rounds were recovered from Langol Laimanai hill.
Further follow-up action led to the arrest of another
active member of ZUF namely Thomas Kamei alias
Meilungjokpou (40), s/o Gaikem Kamei of Khoupum
Namkaorong village. Investigation revealed that Thomas
Kamei was holding the rank of SO (Section Officer) of
finance in Imphal area and involved in extorting money
from Government employees and businessmen.
37 demand letters of ZUF organization were also
seized from his possession.
A case has been registered at Heingang police station
and investigation is going on.

petitioned the Regional Director of NIOS to reallocate
examination centre allocated to
Royal Academy, NIOS study
centre as it will likely cause inconveniences to intending local
candidates.

their upcoming March-April
NIOS theory examination.
The student body is, however, wary that the school,
located 20 kms from the
academy, with no proper
transportation facility, nor
lodging facility, will be too
demanding and risky for students, our correspondent
reports.
ZHRF sends SoS to Home Minister

Human Rights Foundation
(ZHRF)
has
sent
a
representation to the Union
Home Minister seeking his
intervention to station all the
Sub-Divisional Officers at
their respective sub-divisions
and cater to the needs of the
interior citizenry and bring
administration
to
their
respective doorsteps, our
correspondent reports.
In the representation, the
rights body alleged that civil
administration in four sub-divisions of the district has
been non-functional since the
late 90s. ‘There is no civil
administration at these subdivisional headquarters. The
offices of the Sub-Divisional
Officer and Magistrate are not
functional. To obtain a tribe
certificate or a domicile, for
instance, one has to come
down to the district headquarters where the offices of all
the Sub-Divisional Magistrate/Officer are functioning at
a camp,’ it read.
To substantiate their claim

Two more reform Bills get Parliament nod
NEW DELHI, Mar 20: Two
crucial bills, forming part of
NDA government's reforms
agenda, got approval of
Parliament within minutes today
after a number of non-NDA
parties backed the legislations in
Rajya Sabha where the ruling
coalition is short in numbers.
The Mines and Minerals
(Development and Regulation)
Amendment Bill, 2015 and the
Coal Mines (Special Provisions) Bill, 2015 got
Parliament's approval in the
nick of time as today was the
last day of the first half of
Budget session and the ordinances on these were to lapse
on April 5.
The bills had been passed
by Lok Sabha earlier this
month but in Rajya Sabha
these faced strong opposition
and had to be sent to two respective Select Committees.
The committees gave their reports on Wednesday, leaving
only two days for their passage.
The Mines and Minerals
Bill was passed by Rajya
Sabha with one amendment as
recommended by the Select
Committee, necessitating its
re-passage by Lok Sabha.
The bill was passed after
much controversy and procedural wrangling in the Upper
House as several parties, barring Congress, Left and JD(U)
supported it. JD-U members
walked out before the voting
saying they did not want to be
part of the procedure. PTI
Blackmoney Bill in LS
10 yrs jail for concealing foreign funds
NEW DELHI, Mar 20: A Bill
proposing to prosecute those
stashing illicit wealth abroad
with 10 year rigorous
imprisonment and providing
for a window to persons
seeking to come clean on such
undisclosed assets, was
introduced in Lok Sabha today.
Finance Minister Arun
Jaitley introduced 'The Undisclosed Foreign Income and
Assets (Imposition of Tax)
Bill, 2015,' proposing that it
would come into effect from
April 1, 2016.
"Recognizing the limitations of the existing
legislation, it is proposed to
introduce a new legislation to
deal with undisclosed assets
and income stashed away
abroad," said the Statement
on Objects and Reasons of
the Bill.
The Bill provides for
criminal liability with enhanced punishment with 3-10
year imprisonment for willful
attempt to evade tax in relation to foreign income, along
with a fine.
Second and subsequent
offence would be punishable
with rigorous imprisonment
for a term of 3-10 years with
a fine of Rs 25 lakh to Rs 1
crore.
"In prosecution proceedings, the wilful nature of the
default shall be presumed and
it shall be for the accused to
prove the absence of the
guilty state of mind," it added.
The Bill also provides for
a penalty of three times the
amount of tax for concealment
of income in relation to a
foreign asset.
Further, a penalty of Rs 10
lakh would be levied for failure to furnish return of
income by persons holding
foreign asset, failure to disclose foreign asset in the
returns or furnishing of inaccurate particulars of such
asset.
The Bill proposes a limited
window to persons who have
any undisclosed foreign assets who wish to come clean.
"Such persons may file a
declaration before the specified tax authority within a
specified period, followed by
payment of tax at the rate of
30 per cent and an equal
amount by way of penalty," it
said.
"It is merely an opportunity for persons to become
tax compliant before the stringent provisions of the new
legislation come into force,"
the statement said. The Bill,
however, protects persons
holding foreign accounts with
minor balances which may
not have been reported out of
oversight or ignorance, from
criminal consequences.
"Evasion of tax robs the
nation of critical resources
necessary to undertake programmes for social inclusion
and economic development. It
also puts a disproportionate
burden on the honest tax payers as they have to bear the
brunt of higher taxes to make
up for the revenue leakage
caused by evasion," it said.
Under the measure, the tax
authorities have been vested
with powers of discovery and
inspection, issue of summonses, enforcement of
attendance, production of evidence and impounding of
books of account and documents.
It also provides for adequate safeguards, making it
mandatory to issue notices and
grant opportunity to the assessee of being heard.
Appeal to the ITAT, High
Courts and Supreme Court
has also been provided to safeguard the interest of the
assessee.
As per the Bill, the Government have been empowered
to enter into agreements with
other countries or jurisdictions
for exchange of information,
recovery of tax and avoidance
of double taxation.
Amendments to the Prevention of Money Laundering
Act (PMLA), 2002, would be
carried out to include offence
of tax evasion as a scheduled
offence under the Act.
Referring to the new legislation, Jaitley had yesterday
said: "we are going to make
sure that there is no scope for
misuse, but at the same time
there is a deterrent for those
who stock money abroad".
The proposal to come out
with a new law on the black
money was announced by
Jaitley in his Budget speech
last month.
The issue of black money,
especially alleged stashing of
illicit wealth abroad in places
like Switzerland, has been a
matter of huge political debate
for a long time. The government has also been under
pressure to act on the issue of
black money, as BJP had
mounted a huge campaign
during the Lok Sabha polls
last year with an assurance to
check this menace. PTI
serted that the non-functionality of these offices have
caused immense hardship to
the villagers as they are required to travel to the district
headquarters at Churachandpur to receive any benefit
from
the
Government
schemes.
Adding to the woes are the
pathetic road condition in the
interior areas.
‘Besides, the citizens and
villagers at the village within
the sub-divisions cannot feel
the touch of administration as
administrations are not delivered at the doorsteps of the
villagers’.
The message, while calling
for immediate intervention
from Home Minister also
stated that bringing administration at the doorsteps of
every citizen is a duty reposed on the Government by
the Constitution.

for the thesis entitled “THE
THADOU WAR AND ITS IMPACT ON

She completed her research
work under the supervisor of Prof. S.N.A.W. Chishti,

She is the second daughter of Late Henkholen
