1 CHARACTERISTICS
1.1
Introduction
Rally-sprint “Kalnamuiža 2015” is regulated by National sporting code of LAF General chapter
(further – LAF Code), regulatory documents of LAF Standard auto commission (SAC), Technical
regulations of LAF SAC and its appendices, Latvian road safety rules and these Supplementary
regulations of rally-sprint “Kalnamuiža 2015”.
Changes to these Regulations will be announced to all crews by numbered and dated bulletins
issued by the Organizer or Stewards.
LAF National sporting code and regulations of Open rally-sprint championship 2015 are
published on www.laf.lv.
Supplementary regulations are published in Latvian.

4 ENTRIES
4.1 Closing date for entries
Closing date for entries: Monday, April 27, 2015 at 20:00.
4.4. Organizer accepts delayed entries until Sunday, May 3, 2015 at 09:00. Increased entry fee
should be paid in case of delayed entry, in accordance with Supplementary regulations,
paragraph 4.4.
4.2 Entry procedure
Correctly filled and signed entry form must be sent to e-mail address: [email protected].
Organizer must receive the original of the entry form no later than during administrative check.
Co-driver’s details can be specified during documents check of the crew. Entries are only
accepted if entry fee is fully paid.
By signing the entry form, participant allows Organizer to publish the information included in the
entry form in the mass media selected by the Organizer.
Participation in rally-sprint is only allowed to the sportsman licensed by LAF SAC and foreign
ASN.
Participants who sent the entry form to the Organizer, but will not take place in the competition,
must inform the Organizer until Tuesday, April 28, 2015. Otherwise LAF SAC will be informed to
apply the penalty.
4.3 Number of accepted entries and classes
4.3.1 Number of entrants
Maximum number of entries - 70 crews
In case if the Organizer receives more entries, participants will be selected by the opinion of the
Organizer.
4.3.2 Competition cars
For participation in classification of Open rally-sprint championship 2015, paragraph 5.1.of the
supplementary regulations must be followed.

Single axle drive cars with engine capacity up to 1600 cm3.
Cars set-up in accordance with LAF SAC Rally-sprint technical regulations.
All-wheel drive cars with engine capacity up to 3000 cm3 – both axles drive
cars, only atmospheric engines (overpressure in engine’s air induction is not
allowed)
Cars set-up in accordance with LAF SAC Rally-sprint technical regulations.
Single axle drive cars with engine capacity over 1600 cm3.
Groups included: L9, L10, L11, L12, L13, L14, N1, N2, N3, A5, A6, A7, R2,
R3.
Cars set-up in accordance with corresponding LAF’s national of FIA’s
international groups regulations.
All-wheel drive cars – both axles drive cars, overpressure in engine’s air
induction allowed, calculated engine capacity up to 4000 cm3.
Groups included: L9, L10, L11, L12, L13, L14, N4, A8, R4, S2000, WRC.
Cars set-up in accordance with corresponding LAF’s national of FIA’s
international groups regulations.

Group “Classic cup”
Classic 3000
Rear-wheel drive cars with the placement of engine and gearbox in the front
of the car. Competition cars set-up in accordance with LAF SAC Classic cup
Technical regulations.
Classic VAZ
“VAZ” make rear-wheel drive cars with the placement of engine and
gearbox in the front of the car. Competition cars set-up in accordance with
LAF SAC Classic cup VAZ group Technical regulations.
Along with the Championship, “Junior cup” takes place – the cup contest for the drivers born in
1990 and younger, with single axle drive cars of groups “1600” and “2WD Open”.
4.4 Entry fee

Competitor, willing to receive the invoice for entry fee payment and additional place in the Service
area, must send required requisites for invoicing to the e-mail address [email protected].
Competitor will receive the invoice during Administrative check.
Those crews who refuse to carry the Organizer’s additional advertising must pay doubled
amount of the entry fee and make respective note in the entry form. Advertising is compulsory
on the rally plate and starting numbers and refusal from this advertising is impossible.

Refunds
in case the rally does not take place due to fault of the Organizer –100% refund;
in case of the rally does not take place due to force majeure - 75%;
to candidates whose entry has not been accepted - 100% refund;

5 INSURANCE
5.1 Insurance
5.1.1 Insurance coverage by the Organizer
Organizer has concluded the insurance contract of Organizer’s responsibility against damages
caused to the third parties during the competition.
5.1.2 Damages caused to the third parties
A part of an insurance contract covers the damages of the third parties. However this contract
does not cover the damages caused to the provoker of the accident.
5.1.3 International Green card
During the Administrative check all crews must present valid International Green card for the
competition car. Without this Green card crew will not be permitted to start.
5.2 Insurance coverage of the participants and crews
All drivers and co-drivers must have accident insurance contract concluded. It can be verified at
the Administrative check.
By signing the entry form participant and/or drivers resigns rights to any compensations, to cover
the damages derived due to an accident. This relinquishment is applied to FIA, ASN and
Organizer, rally-sprint Officials and other participants and/or drivers.
5.3 Accident reporting
Crew must obligatory inform Organizer about the damages caused to their car not later than
before the end of the competition. Violation of this duty stands for summoning the competitor
and the involved crew to a Steward’s committee.
5.4 Insurance coverage exclusions
Auxiliary vehicles, cars dedicated to reconnaissance rides and vehicles with special labels issued
by the Organizer, as well as vehicles with the markings of Organizer’s officials, are not covered
by the provided rally insurance (with the exception of insured Organizer’s cars) and those are
always going on their own responsibility.
5.5 Damage coverage exclusions
The Organizer refuses from any liability for damage that has been caused by a participant due
to unfair action – either regarding rally regulations and these Supplementary Regulations or the
State Law. Neither a service car, or a reconnaissance car and an official’s car with rally’s
markings are considered as crews of the competition, therefore only a car owner third-person’s
liability insurance policies are valid.

6 ADVERTISING AND STARTING NUMBERS
6.1 Advertising
Starting numbers, the rally plate and the Organizer’s advertising should be affixed on given spots
on the car prior to the pre-start scrutineering according to the Appendix 4 of these Supplementary
Regulations.
6.2 Advertising loss or removal
A crew will be penalized with the prohibition to start the rally-sprint if article 6.1 of these
Supplementary Regulations will be violated. The change of the advertising stickers shape,
placement or appointed measurements, that has not been agreed with the Organizer, will be
penalized with the fine of 100 EUR for each missing and/or modified advertisement, or not placed
according to the Appendix 4 of the SR. Participant is allowed to place any advertising, in
accordance with the regulations.
Participant’s identification on the car must be placed according to regulations.
6.3 Competition numbers and rally plates
Competition numbers and rally plates issued by the Organizer must be placed on both front
doors of the competition car throughout the competition. If it is ascertained that during the
competition:
 one competition number or rally plate is missing, penalty of 100.- EUR will be applied.
 both competition numbers or both rally plates are missing – exclusion from the
competition.
7 TIRES
7.1 Competition tires
In rall- sprint classification – it is allowed to use tires in accordance with paragraph 5.2.of Open
rally sprint championship 2015 regulations.
If this rule will be violated, Stewards will be informed to apply the penalty with the maximum
penalty – up to exclusion from the competition.
7.2 Reconnaissance tires
In rally-sprint classification – it is allowed to use tires in accordance with paragraph 5.2.of Open
rally-sprint championship 2015 regulations.
If this rule will be violated, Stewards will be informed to apply the penalty with the maximum
penalty – up to exclusion from the competition.
8 FUEL
8.1 Refueling during the competition
.Refueling areas will be located at the exit of the service zone. Exact location will be stated in
the road book. Due to the safety and environmental reasons, competitors are not allowed to
refuel in the service zone.

8.3. Refuel procedure
During refueling liquid proof matt has to be used. Penalty for violation of this rule – 50 EUR.
Only crew members and their service personnel is responsible for compliance with fire safety
rules during the refueling.
9 RECONNAISSANCE
9.1 Registration procedure
When receiving the reconnaissance documents, entrants must provide the Organizer with the
information about details of the reconnaissance car and its registration number. Crew will receive
the reconnaissance card. If crew for any reasons must change the reconnaissance car,
Organizer must be provided with the details about new car.
Reconnaissance time card must be handed over in rally-sprint center in accordance with the
schedule.
Reconnaissance will be controlled by the road police and other officials. Maximum speed limits
during the reconnaissance are stated in the road book. Data assessment is the authority of the
Clerk of the course.
9.2 Reconnaissance schedule
Reconnaissance schedule is stated in Appendix 2.
9.3 Reconnaissance rules
9.3.1 Reconnaissance
Reconnaissance is organized in accordance with LAF General rally-sprint regulations 16.1.1.
Participants of the rally-sprint are permitted to do the reconnaissance with the competition car.
9.3.2 Speed limits
All special stages must be performed with the speed corresponding Latvian Traffic rules.
Maximum speed set during the reconnaissance with special stages are 80 km/h, excepting areas
where speed limitation road signs are placed or in populated places (50 km/h or 30 km/h), or if
there are other limitation signs stated in the road book. Violation of the rules, especially violation
of the speed limitations on the state’s roads will also be controlled and penalized by Latvian State
police, in accordance with Latvian Traffic rules.
9.3.3 Direction
It is not allowed to drive in the opposite direction of the rally-sprint on the special stages. The
crew must enter the special stage through start control and exit through stop control.
9.3.4 Restriction of the reconnaissance
Any driver, or his co-driver, who has entered or intends to enter the competition and who wishes
to drive on any road which is or might be used as a special stage in the rally-sprint after
16.03.2015, may only do so after he has obtained the Organizer’s written permission. This shall
not apply when the person is known to live along the specific road. Failure to respect this rule
will be reported to the Stewards.

9.3.6 Number of passages
Reconnaissance is permitted maximum 2 passages in each special stage (stage that will be run
twice, is considered to be one special stage).
9.3.7 Number of persons on board
Maximum of 2 persons (the crew) are permitted in the car during the reconnaissance of any of
the special stages.
9.3.8 Illegal reconnaissance
Illegal reconnaissance, ignoring the time schedule or performing more reconnaissance drives as
allowed, will be reported to the Stewards.
9.3.9 Violation of the speed limits
Following penalties for violation of the speed limits in any area during the reconnaissance are
applied:
- 1st infringement 10 to 20 km/h – 15 euro for each exceeded km;
- 1st infringement 20 to 40 km/h – 20 euro for each exceeded km;
- 2nd infringement 10 to 40 km/h – 20 euro for each exceeded km;
- 3rd infringement or infringement exceeding 40km/h - Stewards are informed for penalty.
9.3.10 Radar detection equipment
Fitting or usage of the radar detector during the reconnaissance is not permitted.
10 SHAKEDOWN
Closing date for shakedown applications: 27.04.2015 at 20:00.
Entry form is published on www.4rati.lv.
Maximum number of shakedown participants - 30.
Shakedown stage is organized on 02.05.2015 from 18:00 until 21:00, in Laidi rural. Test stage
has gravel surface, length up to 5.00 km. Maximum number of passages at the shakedown stage
– four times. Additional drives are possible, if agreed with the Organizer.
Entry fee 75 EUR must be paid until 27.04.2015 at 20:00.

Any participant willing to receive the invoice for entry fee payment must send required invoicing

Shakedown stage will take place on 02.05.2015 from 17:00 until 17:50. Number and time of
reconnaissance runs before the shakedown is nor limited. During the shakedown stage,
reconnaissance is not allowed.
Performing of the shakedown stage is only allowed to those competitors, which equipment
comply with all safety rules and who performed scrutineering in accordance with requirements
of article 22 and administrative check.

On May 1 from 10:00 until 18:00, competitors must inform Competitors relations officer about

Delay to the administrative check will be penalized with 30 EUR fee. If delay will exceed 30

 Green card or insurance of civil liability policy;
 Car registration documents;
 car owner’s authority, if the car is not owned by any of the crew.
12 SCRUTINEERING AND MARKING
On May 1 from 10:00 until 18:00, competitors must inform Competitors relations officer about

Delay to the scrutineering will be penalized with 30 EUR fee. If delay will exceed 30 minutes,
crew will be reported to the Steward.
Scrutineering can be performed by the crew or its representatives.
12.2 Following documents must be presented at the scrutineering:
 printed and filled driver/co-driver safety equipment form;
 car registration documents;
 car insurance policy;
 car technical passport, sports technical passport;
 homologation form.
12.3 Crew’s safety equipment
Crew’s safety equipment must comply with article 6 of Latvian Open rally-sprint championship
2015 rules.
12.4 National regulations
Competition cars must be equipped with SOS/OK sign, first aid kit and yellow blinking flashlight,
if car is not equipped with accident stopping signalization.
13 RUNNING OF THE RALLY-SPRINT
13.1 Starting procedure and order
13.1.1 Start of the rally-sprint
Start of the rally-sprint will take place on Sunday May 3, 2015 at 13:00 in Sieksāte TC0.
Starting list will be published on official notice board (in accordance with rally-sprint program).
All pre-start penalties must be paid to the representative of the Organizer in the rallysprint HQ until May 3, 2015 at 11:45. Otherwise Steward will be informed.
Starting interval during all the rally-sprint competition will be 1 minute.
13.1.2 Starting procedure of the special stages:
 The crew stops on the start position when instructed by marshals;
 When the start marshal confirms that the car is on the right start position – 40 cm before
the electronically controlled start line – the car must stay immovable till the start moment
and the team must visually follow the light signals of the light shield;
 On the light shield the time will be shown;
 30 seconds before the start, marshal passes co-driver the Time Card;
 25 seconds before the start remaining second till start will be shown on the shield;
 The last 5 seconds of the pre-start minute are marked with five red light signals. When
all signals go out, the road is free for start;
 If the crew’s car cross the electronically controlled start line before red lights are going
out, false start will be fixed automatically, which will be indicated with 5 seconds delay;

The final decision about false start is made by the start marshal, by making a note in the
start protocol;
If the start system does not function, start will be given in accordance with the LAF SAC
regulations

13.2 Operation of the SOS system and retirement
If crew retires, crew must hand over filled page of the road book with the reason of the retirement
to the closing car “Green light”, which is equipped with blinking green signal-lights and follows
the last starting car.
Penalty for violation of this rule 70 EUR.
In the case of traffic accident, accident and technical failure on the special stage, if competition
car is located on the road surface or closer than 3 meters from it, driver must warn other drivers
by placing the emergency signs not less than 100m from accident area in visible spot on the side
of the road where damaged car is placed.
Retirement reason must be reported to rally-sprint HQ, calling: +371 27324377.
13.3 Finishing procedure
Competition ends when time control area TC 7 is entered.
13.4 Early check in at TC zones
TC 7 early check in is allowed.
13.5 Service procedures
The time limitation for servicing, refueling and changes of mechanical parts are stated in the LAF
SAC General rally-sprint regulations. Service park can be entered only by one Service vehicle
with the service plate (SERVICE) and one reconnaissance car with plate RECCE. Fee for any
additional service car sticker is 50.00 EUR/pcs +21% VAT.

13.5.2 Allocation of crews service areas
Crews are provided with the service areas of following sizes for one crew: 6m*9m = 54m2. Fee
for additional area in the service zone is 10 EUR/ m2.
All vehicles of the crew must be placed in the service area of the crew.
Organizer does not provide car wash before entering the service area.

13.5.3 Speed limitations
Vehicle driving speed in the service area should not exceed 30 km/h. Violation of this rule will be
penalized in accordance with Steward’s decision.
13.5.4 General rules in the service area
Service area surface damaging should be avoided. It is not allowed to use nails and screws for
fastening in the service area. Crew is responsible for damages in the service area, caused by
the crew. At the time of servicing, crews must obligatory lay the plastic matt in the size of the car
under the competition car. Servicing can not be the reason for permanent and inevitable
damages. Refueling is only allowed in the provided refueling zone. After the rally-sprint, service
area must be delivered in the proper condition. Crews are responsible for garbage and waste
waters collection.
13.6 Barriers
Due to the safety reasons, to reduce the speed of the competition cars, speed reducers – hay
barriers will be placed on the rally route. In these areas, fact judges will follow the correct
performance of barriers. The list of the fact judges will be published on official notice board in
accordance with paragraph 11.16.3.of International sporting Code.
13.7 Official time of the rally-sprint
Official time of the rally-sprint will be displayed in the rally-sprint HQ.
13.7.1 Crew
In the regrouping area 4A crews are allowed to stay in their cars.

15 AWARDS
15.1 Organizer awards:
The best 3 crews of stage in every group of classification, in accordance with paragraph 4.3.3
of these supplementary regulations;
In the individual assessment: The best crew of “Junior cup” cup contest (in accordance with
regulations of Latvian open rally-sprint championship 2015);
Teams assessment: the best 3 teams, if at least five teams were participating the competition.
Organizer and sponsors has the right to award crews with special prizes and it will be announced
separately.
15.2 Award ceremony

16 PROTESTS
16.1 Protest fee
Competitor has the right to submit the protest addressed to the Steward, regarding decision of
the marshals, running of the rally-sprint or results until publishing of provisional results, as well
as regarding provisional results. Amounts of the protest fees and protest and appeal procedures
are stated in paragraph 9 of Latvian open rally-sprint championship regulations 2015.
16.2 Appeal
Appeal submission fee to LAF National court of appeal stated by the Board of LAF – 1000 EUR.
