Mr. Mauk;
Thank you for your direction at our previous meeting that guided our efforts thru the process to transfer
the existing Use Permit regarding the property currently being operated as Camp Tepeyac. We received
confirmation via email from Tammy that we were now approved to move forward with our re-zoning
application to RCD as we had stated was our desire.
United Christian Youth Camp has entered into a purchase agreement with Life Teen, the owners of the
existing Camp Tepeyac property and the related improvements.
UCYC is formally requesting a re-zoning to RCD of the parcel above as it prepares to begin operations in
the existing facilities upon closing of the Purchase and Sale Agreement. A description of the intended
uses of the existing facility is provided {LOI, Letter of Intent}. We have also provided a copy of the
existing camp’s site plan with all in place structures identified. The existing improvements site plan
includes a description of the existing well water and sewer septic systems.
The purchaser, United Christian Youth Camp, owns and operates an existing camp facility within
Prescott city limits. The addition of the existing Camp Tepeyac property will allow for UCYC operations
to expand their services to its existing client base beyond their current capacity limitations. This parcel
with its unique topography also will provide a setting for adventure based activities that are not
currently programmed at its Prescott camp location.
These additional campers will arrive at the existing Prescott camp location via motor-coach, van or
private vehicles and be transported to this location via an off road capable shuttle bus by camp staff.
The typical camp utilization is anticipated to be seasonal in nature with primary use during the summer
month’s to accommodate children in grades 4th thru 6th, as well as junior high and high school students.
Each cabin will house a maximum of 16 campers. This total is made up of 2 small groups that consist of 1
adult leader and 7 campers. This ratio of students per adult, as well as 2 adults per cabin has been
proven at its Prescott camp to provide the best outcomes for safety and security as well as
accountability.

The ‘shoulder’ seasons either side of the summer session camps will be utilized by adult guest groups
typically over weekends.

LOI – Letter of Intent / Facilities Uses Description
Following is a list of each of the existing and proposed building improvements and their intended use:
Existing Improvements:
Director’s House:
This home will continue to serve as a parsonage for the on-site staff leadership.
North Lodge:
This building will be utilized as the main dining hall for all campers. The existing
kitchen facilities will receive improvements to include additional refrigerated
and freezer storage.
Bath House:
The existing bath house will receive cosmetic upgrades and remain in operation.
South Lodge:
This hall will provide the large group meeting space for approximately 250
people. The existing support kitchen equipment will be removed. The existing
restroom and bath facilities will be renovated.
Abandoned bldg. fndn: The existing abandoned building foundation will be removed for safety.
Cabin:
The existing cabin will be retained for guest speaker’s quarters.
Coach house:
This facility will be retained for support staff housing.
16 camper cabins;
The existing cabins will remain and their bunk bed furnishings will be
reconfigured to provide 16 beds per cabin.
The Existing Water and Waste Water Treatment Plants will remain in operation.
New Improvements:
RR and Bath House:
UCYC proposes to add 3 each RR and bath house buildings [in addition to the
one to remain] to provide one RR/Bath structure per each 4 cabin cluster.
Pedestrian Walkways: Existing pedestrian walkways will be graded and improved with stabilizing
materials
All new improvements will be designed and permitted thru the Yavapai County building department.

Proposed Site Plan:
A conceptual site plan is provided with the existing improvements shown as well
as notes / red lines that depict those items described above.
These uses / improvements describe the purchasers planned operations and
facility expectations for its initial occupancy or Phase I.
Future Phases:
Based on user interest and demand, future additional planned improvements
would include additional camper cabins / beds that may also require expansion
of the restroom and bath infrastructure as well as dining and meeting facilities.
Due to the need for volunteer and temporary staff housing, 5 RV sites would be
added. These would NOT be open to the public for rent or use. No part of the
property would be open to the public. Cabins would be available for rent by
private groups to program their own events in the shoulder seasons of summer.
No “special events” would be planned other then program camps and private
rental groups already mentioned. Rental groups would have age appropriate
curfews. UCYC leadership has determined internally to self-limit the maximum
number of beds to 550 at full build-out in order to maintain the unique
character of the property. This number would include the beds found in the
Director’s House, Coach House and Guest Speaker Cabin.
As per our previous correspondence, UCYC requests that the Use Permit Transfer and Re-zoning to RCD
effective dates occur only upon the closing of the purchase and sale agreement
between Life Teen [seller] and UCYC [buyer].
