GASB No. 68 requires public schools participating in a defined benefit retirement plan to record an
unfunded pension liability as a liability as of June 30, 2015. Even governments participating in a cost sharing,
multi-employer defined benefit plan must record their share of the unfunded liability unless it has a special
funding arrangement as defined in the standard. This session will discuss the requirements of GASB No.68
and the special funding arrangement in the State of Maryland.

It is a best practice to consider the use of cooperative procurement contracts on a case-by-case basis, and
only after proper due diligence has been performed. Government entities can save time and money,
obtain higher quality products and services, and standardize products and services by using cooperative
contracts. After conducting extensive due diligence and market research, public procurement should,
where permissible by law or regulation, consider the use of cooperative contracts, in order to lower prices,
lower administrative costs, increase competition, and obtain more favorable terms and conditions. When
using cooperative contracts attention should be given to ensuring legal compliance, open competition,
and effective/ efficient use of time and resources.

assistance to managers and employees in all aspects of disability management. The IDM program is

Before 2014, there was no single tool to provide information to schools and parents as students moved from
one school to another. To solve this problem, DC Schools launched the Enrollment Reporting Tool (ERT) to
collect data from various databases and publish them in a single interface. The result is a tool that provides
receiving schools with information on prospective students. This tool also enables teachers and school
leadership to share information with each other and with parents to help make better decisions about
student placement and delivery of resources. This is a 2015 Phillips Best Practice Award Finalist.
