We have reached a major milestone as we continue to transition to UTRGV. After
consulting with Huron and a final review and approval by UTRGV Provost, Havidan
Rodriguez, the organizational structure for the Office of the Chief Information Officer has
been finalized.
The organizational structure was designed based on Information Technology Infrastructure
Library (ITIL) best practices for IT service management. It has been designed to
be neutral, without specific people or locations in mind.
IT Organizational Structure
Functional Units
All UTB and UTPA departments have been redistributed into functional units as described
by the organization chart above. Each unit will have a manager whose title will range from
Associate CIO and Executive Director to Director. Some titles and job descriptions are
still being reviewed by the department of Human Resources (HR).
All employees that have been migrated to UTRGV have been placed under one of the
functional units for budgeting purposes. The placement is temporary as we move forward
in hiring the management team(s) that will lead each functional unit within the organization.
Please attend one of the CIO question and answer sessions scheduled this week, details
are provided at the bottom of this newsletter.
Functional units moved out of IT
Most existing departments at UTB and UTPA are embedded into one or more of the
functional units created within the CIO's unit for UTRGV; however, some departments /
units have been moved to other departments within UTRGV.
The UTB Distance Learning department will join the Center for Online Learning, Teaching
and Technology (COLTT) under the Division of Academic Affairs. The Records
Management department has been moved to an area under the Division of Finance and
Administration. The Video Production employees may join University Communications, but
the details regarding structure have not yet been finalized. Discussions are still in
progress.
Technical Services
The Technical Services unit is made up of Infrastructure, Application Development, and
Collaborative Technologies. These units are responsible for Service Design processes and
will support the Business Relationship Management, End User Support, and School of
Medicine units in the delivery of IT Services.
•
Infrastructure is responsible for Network and Telephones, Data Centers, and
Data and Network Security, and Access Administration.
•
Application Development is responsible for the web and mobile development as
well as ERP application integration.
•
Collaboration Technologies is responsible for collaborative technologies used
across the university such as Microsoft Office 365 Technologies, workflow
automation, videoconferencing, and unified messaging such as SharePoint and
Lync.
Business Relationships
The Business Relationships is made up of Project Management, Academic and Student
Services, Administrative Services, and IT Governance (what we do). These units
are responsible for Service Strategy processes, as well as the IT Service Catalog.

Project Management is responsible for project portfolio management.
•
Academic and Student Services supports service delivery of IT services to the
Division of Academic Affairs and is responsible for services and systems such
as Banner, Tegrity, Blackboard, distance learning, classroom technology,
computer labs, learning studios, faculty research, and all other services available
to students and faculty.
•
Administrative Services supports service delivery of IT services to non-academic
divisions of UTRGV and is responsible for services and systems such as ERP
systems, PeopleSoft, University Police Cameras, Raiser's Edge, and other 3rd
party applications requested by various divisions.
End User Support
The End User Support unit is made up of Help Services, Communication and Training, and
Desktop Support. These units directly interact with the campus community members and
are responsible for Service Operations.

Help Services provides support through the Help Desk, Service Desk, Desktop
Support, MASH, and Computer Repair functions.
•
Communication and Training provides IT communication and training services to
the university community.
•
Desktop Management Support is responsible for desktop management.
School of Medicine
The School of Medicine unit is made up of Clinical, Research, Education, and Technology.
These units are responsible for supporting the mission of the medical school and will draw
their infrastructure support and technical services from IT. The Assistant Dean for
Information and Technology School of Medicine is currently posted on the UTRGV
Careers website.

Clinical will be responsible for IT support of the physician practice plan and
teaching clinics. This position has not been posted.
•
Research will be responsible for IT support of research out of the School of
Medicine such as the South Texas Diabetes and Obesity Institute. This position
has not been posted.
•
Education will be responsible for IT support of the teaching mission and provide
support for systems unique to the School of Medicine. This position has not been
posted.
•
Technology will be responsible for entrepreneurial opportunities. This position has
not been posted.
IT Services
The IT Services unit provides services to IT. This unit is responsible for Service Transition
and for Change Management, Knowledge Management, Production Control, Configuration
Management, Dashboards, Metrics, ServiceNow, and IT Process Governance (how we do
it).
IT Hiring Update
The Administrative Manager position is in the final stages of the hiring process. An offer
should will be made within the next few days. The Executive Director position that was
posted earlier this year will be closed and reclassified to better suit the needs of the
organization.
Now that the functional organization structure is complete, all the unit titles have been
created in the UTRGV Careers website.
Administrative Support Staff position job descriptions are now in Human Resources
(HR) office and are in the cue to be posted online under IT Services.
The job descriptions for the departmental management titles are in various stages of
preparation within the hiring process. Dr. Graham has completed the job descriptions for
his direct reports, ie IT Technology Services, IT Business Relationship, IT End User
Support, and IT Services and these are now being reviewed by HR. Once HR has
confirmed what the titles and job descriptions will be, the positions will be posted on
UTRGV Careers website. These positions will be hired first.
The IT Infrastructure, IT Academic & Student Services, and IT Administrative
Services job descriptions are in review at HR. The Network and Telephone
Services, Data Centers, Data and Network Security, Application Development,
Collaborative Technologies, IT Help Services, IT Project Management, IT
Communication and Training, Infrastructure, IT Academic & Student Services, and IT
Administrative Services job descriptions are still being developed. We anticipate that all
of these positions will be posted simultaneously.
IT Staff will have the option to work from any UTRGV campus. Supervisors are expected
to be able to manage all members of their unit spread across any of the current and future
UTRGV campus locations. Employees are expected to be able to collaborate and work
with team members utilizing the various tools to close the distance gap. Shared spaces will
become available when visiting campuses.
All remaining positions will be open soon and will be open competitively. You are
encouraged to check the UTRGV Careers website often.

with all IT staff from the Brownsville campus on
Wednesday. He will then meet with all IT staff from
the Edinburg campus on Thursday. His agenda
includes discussing the approved IT organizational
structure and a question and answer session.
