The meeting was called to order by Board President John Kasper, at 6:35 pm.
Members present: Eckert, Kasper, Lampkin, Schaefer, Scharf, Schroeder
Members absent: Bartle
Also present were: Superintendent Jeff Dosier, Assistant Superintendent Brian Mentzer,
Director of Alternative Education Programs Andrea Gannon, Director of Special Services
Melissa Taylor, Principal Rich Mertens, Principal Stephanie Posey, and Attorney Bill
Stiehl.

Mr. Schroeder moved, seconded by Mr. Scharf, that a closed session be called at 6:36 pm. to
consider information regarding the appointment, employment, compensation, discipline,
performance or dismissal of a specific employee or office of the public body, pursuant to 5 ILCS
120/2 (C)(1); collective negotiating matters or deliberations concerning salary schedules for one
or more classes of employees, pursuant to 5 ILCS 120/2 (C)(2); student disciplinary cases;
pursuant to 5 ILCS 120/2 (C)(9); and pending or probable litigation against, affecting or on
behalf of the public body, pursuant to 5 ILCS 120/2(c)(11). Motion carried by the following
vote on roll call.

The board returned to open session at 7:20 pm.

Mr. Lampkin moved, seconded by Mr. Schaefer, to approve the minutes of the regular
board meeting and two closed sessions held June 16, 2014. Motion carried by the
following vote on roll call.

Mr. Lampkin moved, seconded by Mrs. Schaefer, to approve the salaries in the amount of
$1,291,672.49, bills in the amount of $1,374,659.49, and the treasurer’s report for month
ending June 30, 2014. Motion carried by the following vote on roll call.

Mr. Schroeder moved, seconded by Mrs. Schaefer, to approve the Belleville East Concert
and Treble Choir trip to Orlando, Florida March 27 - April 2, 2015 to participate in the
"Disney Sings" Workshop; further;
to approve the 2014-2015 Application for Recognition of Schools; further,
to approve Abbott EMS to provide medical standby services for the Belleville West 2014
Football Season, exhibit 1, and
to approve the Reciprocal Reporting System Agreement between District 201 and the Village of
Swansea, exhibit 2. Motion carried by the following vote on roll call.

Mr. Rich Hodson, East teacher, addressed the board to discuss the placement of the hole on the
student IDs.
Mrs. Cyndi Oberle-Dahm, West teacher, thanked the board and administration for their support
of the summer youth leadership program with Belarus. She also thanked board member, Al
Scharf, for hosting two students from the program this summer.
Mr. Mertens and Mrs. Posey reported on preparation for the 2014-2015 school year.
Mr. Lampkin moved, seconded by Mr. Scharf, to accept the resignation of Brandon
Woodrome, West teacher, effective the 2014-2015 school year. Motion carried by the
following vote on roll call.

Mr. Lampkin moved, seconded by Mr. Scharf, to accept the resignation of Carolyn
Douglas, East administrative assistant, effective the 2014-2015 school year. Motion

Mr. Schroeder moved, seconded by Mr. Lampkin to accept the retirement request of Jeff
Frerker, West teacher, at the conclusion of the 2018-2019 school year. Motion carried by

Richardson as an Assistant Principal on the West campus for the 2014-2015 school year,

Mrs. Gannon reported on preparation for the upcoming school year at the alternative day
program.
Mr. Mentzer reported on the district’s finances noting the State of Illinois owes the
district $370,000.

ala carte prices for the 2014-2015 school year, exhibit 7. Motion carried by the

Ms. Taylor reviewed items in her special services report including Edgenuity, the Illinois
Alternate Assessment, the IDEA Grant, and the new teacher assistant job description. She also
reported 29 alternative education and/or special education students are on track to graduate at the
conclusion of summer school.

Devices” procedures, exhibit 10. Motion carried by the following vote on roll call.

Dr. Dosier reported the district received and responded to two Freedom of Information
Act requests.
The Board and administration held a strategic planning session. The areas of discussion
included the mission statement and guiding principles.
Mr. Scharf moved, seconded by Ms. Eckert, to approve the first reading of the board
policy updates. Motion carried by the following vote on roll call.

Mr. Lampkin was appointed as delegate to the 2014 IASB Conference and Mr. Kasper
was appointed as alternate.
Dr. Dosier reported the turf project has been put out for bid.

The Policy Committee met on Tuesday, July 15, to review the policy updates.
Mr. Schroeder moved, seconded by Mrs. Schaefer, based on the evidence presented to the
Board of Education during closed session, to expel student “A” from Belleville Township
High School District #201 for the 2014-2015 school year. Pursuant to the School Code,
the student will be eligible to enroll in an alternative placement program if space is
available and that the expulsion be held in abeyance while the student is attending
alternative placement; further, summer school will not be offered to student “A”.
Motion carried by the following vote on roll call.
Ayes: Eckert, Kasper, Lampkin, Schaefer, Scharf, Schroeder
Nays: None
Mrs. Schaefer moved, seconded by Mr. Lampkin, based on the evidence presented to the
