I. BACKGROUND The Department of Budget and Management issued DBM Circular 2013-­‐16 dated December 23, 2013 implementing the Expanded Direct Payment Scheme (ExMDPS) for Accounts Payable. The ExMDPS for Accounts Payable is a checkless mode of disbursement implemented by directly crediting payments directly to the suppliers/creditors’ bank accounts. During the implementation of the new system, it resulted a major setback in retrieving Official Receipts and securing signatures for the “Receiving” portion of the Disbursement Voucher from suppliers. The current acting Cashier and Finance Officer are in-­‐charge in following up the numerous suppliers of the Office. In order to ease the process of following up the retrieval of ORs and avoid the delays in the submission of Disbursement Vouchers to the Accounting Unit, it was recognized that additional staff will provide assistance to the Finance Unit.
II. Scope of Work 1. Prepare List of Due and Demandable Accounts Payable-­‐ Advice to Debit Account (LDDAP-­‐ADA). 2. Prepare Advice for Checks Issued and Cancelled. 3. Assist the Cashier in issuing Checks for Utility Bills, Remittances and Payroll 4. Assist in the preparation of the Monthly Report of Checks Issued (RCI). 5. Prepare Monthly Report of Accountability and Accountable Forms. 6. Assist in the preparation of the following reports for all agency funds: Report of Collections and Deposits (RCD) and Report of Disbursements. 7. Assist the Administrative Officer V in maintaining records of Obligation Request (OBR) 8. Files / organizes related files and documents. 9. III. Requirements • One (1) year of administrative / financial clerical work experience • Knowledgeable in government systems including accounting, budgeting and auditing procedures • Proficient in computer applications and basic arithmetic functions. • Good communication skills (oral and writing) • Must possess good coordination work • Must be physically fit and in good health condition • Preferably, willing to work within time constraints and under pressure IV. Coordination and Support The Finance Assistant shall report directly to Administrative Officer V, who shall supervise, review and approve all documents prepared or action taken by her. The Finance Assistant is report to CCC-­‐CCO five (5) days in a week and observing the minimum 8-­‐hour work per day, exclusive of the daily one hour lunch break which is from 12:00nn to 1:00PM and 40-­‐
Hour work period per week Gross Monthly Salary rate per month amounting to P15,000.00 The Finance Assistant shall be engaged for six (6) months from May 2015 to October 2015 with 3 months’ probation period and possible extension.
