Introduction
 EC has issued a Request for Expression of Interest for the
Copernicus Marine Environment Monitoring Service in
January 2014
 Mercator Ocean has been selected as the Entrusted Entity by
EC through a Delegation Agreement for the implementation of
Copernicus Marine Environment Monitoring Service
(CMEMS).
 The Delegation Agreement specifies:
– Objectives and Scope of the Service
– Main architecture (building blocks)
– Functional description of the Service
– Strong legacy of MyOcean structure (scope, functions, architecture),
to be organised through a procurement process (open calls)
– Continuity of Service for Users between MyOcean and CMEMS

• 4 Thematic Assembly Centres (TACs): Sea Level, Ocean and Sea Ice,
Ocean Colour, In Situ
• 5 Monitoring and Forecasting Centres: Mediterranean, Iberia-BiscayIreland, North West Shelves, Arctic, Baltic.
– Continuity of Service with respect to MyOcean:
• Needs Production Centres in place, operational on 01/05/15
• Needs stable central infrastructure (Central Information System) to
perform integration
– 14th January: the open calls are published
– Deadline to receive the offers: 10th March
– The Final choice 7th-8th April

Need for strong coordination for

Upstream Space Data required by
the CMEMS
 Multi-mission concept:
– The more satellite data in the system, the better the service
– Required to increase resolution for both observation products and
model outputs (through assimilation)
– Needs strong coordination for data provision
 Copernicus Sentinel missions strongly expected:
– Sentinel-1 SAR for Sea Ice (see next presentations). The Ocean
and Sea Ice Thematic Assembly Centre of the CMEMS has been
awarded to a consortium led by Met Norway.
– Sentinel-3: 3 sensors dedicated to operational oceanography:
SRAL, SLSTR, OLCI
• Requirements for along-track SAR altimetry: OK
• Phasing between A/B (and potentially C/D) not optimal for the
Copernicus Marine Service:
– Revisit time optimised for optical missions
– Useless for altimetry (duplicated measurements)
• Lack of Biogeochemistry In Situ data for calibration (by Space
Agencies) and for long term validation (mainly by Services)
– Access to Sentinel long term archive should be efficient enough for
complying with the needs of the CMEMS reprocessing activities

Conclusions
 The Copernicus Marine Environment Monitoring Service is
now in place:
– Continuity with former MyOcean Service will be ensured in May
2015
– Main Production Centres included into the CMEMS operational
framework, through Service contracts (after open calls)
– Other components will progressively be procured through open calls
 Both In Situ and Space data are crucial for Service
performance (product quality, operational requirements):
– Multi-mission concept
– Core missions, reference missions, operational missions (Sentinel
missions), but also third party and opportunity missions
– Copernicus Marine Service requirements (from user requirements)
to go through the EC+ESA requirement process for current
missions and for future mission specification
– The CMEMS will maintain a Space Data Requirement Document
