SELECTION OF CONSULTANT
FOR
PREPARATION OF INTEGRATED SMART
INFRASTRUCTURE MASTER PLAN FOR “AMARAVATI” THE NEW CAPITAL CITY OF ANDHRA PRADESH
(A)
Background and Need:
The Government of Andhra Pradesh has envisaged the development of world class
people’s capital of Andhra Pradesh which is being located in between the cities of
Vijayawada & Guntur with the extent of capital region of over 7,325 sq.km. The
aspiration is to create a vibrant, diverse, inclusive, and modern city which is a
glowing pride for all the people of Andhra Pradesh and magnet for skilled migrants
from across the world. It would synthesize the best features of urban planning,
sustainability and effective governance to create an inclusive, highly livable and
world class eco system. Andhra Pradesh Capital Region Development Authority
(CRDA) was enacted by Government of Andhra Pradesh through APCRDA Act,
2014 (Act. no. 11 of 2014) to establish the New Capital for the state of Andhra
Pradesh. APCRDA is the planning and regional development authority responsible for
preparation and approval of the Master Plan for the capital city region.
The concept plan for Capital Region and a detailed master plan for New Capital City
are being prepared by Government of Singapore (GoS). The Capital City is
envisaged to be developed as Smart, Green and Sustainable City.
Government of Andhra Pradesh through Municipal Administration and Urban
Development Department (MA&UD) intends to prepare the Integrated Smart
Infrastructure Master Plan for Amaravati - the New Capital City of Andhra Pradesh.
Considering the vision envisaged for development, a Consultant for preparation of
Integrated Smart Infrastructure Master Plan for the New Capital City of Andhra
Pradesh is to be engaged through transparent bidding process.
In pursuance of the above, the Government has decided to carry out the process for
selection of a Consultant through an open competitive bidding process. The
Consultant will undertake preparation of integrated smart infrastructure master plan
including detailed design and tender preparation for Phase-I area for Amaravati - the
New Capital City of Andhra Pradesh.

Sale of RFP Document:
RFP document can be obtained on all working days from the following office upon
payment of a fee of Rs. 1,00,000/- (Rupees One Lakh only) in the form of a demand
draft or banker’s Cheque drawn on any Scheduled Bank in India in favor of
“Principal Secretary to Government, MA&UD Department, AP Secretariat” payable
at Hyderabad.

Eligibility of Applicants and Selection:
To be eligible for evaluation of its Proposal, the Applicant shall fulfill the following:
A.
Technical Capacity: The Applicant shall meet following requirement for
Eligible Assignments:
The Bidder or Lead Member of the Consortium should have experience of
preparing detailed infrastructure master plan for infrastructure components
comprising of at least transport, water and sewerage, power and solid waste
management for two cities or large scale integrated township spread over
minimum 40 sq.km area, wherein one should be Greenfield development, and
capital cost of each city should be more than Rs. 5000 crore and for which the
development work has started within the last 10 years from Proposal Due Date
B.
Financial Capacity: The Bidder of Lead Member of the Consortium
should have minimum financial turnover of Rs. 100 crores from planning
and engineering consulting business during the last 3 years from Proposal
Due Date
C.
Availability of Key Personnel: The Applicant shall offer and make
available all Key Personnel meeting the requirements.

Conditions of Eligibility for Key Personnel: Each of the Key Personnel
must fulfill the Conditions of Eligibility.
The Consultant will be selected under Quality and Cost Based Selection (QCBS)
procedures described in the RFP. The technical and financial weightage would be
80:20 respectively.
The Applicant may participate in the Selection Process either individually (the “Sole
Firm”) or Consortium (the “Consortium”) in response to this invitation. Bidders may
form a Consortium with maximum upto four firms. Each member of the consortium
shall have minimum stake of 10 % of the proposed scope of work.

Broad Scope of Work:
The Capital City is planned to be developed between the cities of Vijayawada &
Guntur. The total estimated population for the New Capital City would be about 4.0 mn.
The development in the Capital City would comprise of various nodes being getting
developed. These would include Government Complex, Central Business District,
Specific Nodes such as Commercial, Knowledge, Institutional, Residential, Light
Industry, IT etc. These nodes would be developed by various Agencies. The planned
infrastructure provided at the City level will be implemented in phases, overlapping
each other, preceding the development.
This infrastructure led development scenario necessitates detailed integrated
infrastructure planning to be carried out in line with the overall Master Plan. This
would enable assessment, identification and provisions for infrastructure interface
and integration at regional level, city level, node level etc. The Consultant shall carry
out the detailed integrated infrastructure planning along with design integration
accordingly.
The Consultant shall provide comprehensive and detailed integrated infrastructure
master plan consultancy services which involve planning, detailed design,
engineering, procurement and technical assistance and coordination for the delivery
of the Assignment.
The infrastructure components shall include, but not limited to:






transport system,
water system,
solid waste management system,
energy and power system,
gas supply system,
utility distribution and corridor system,

landscape,
information and communication technology,
fire fighting system,
security and surveillance system,
disaster management system.
The scope of work for the Assignment has been divided in two phases comprising of
altogether six stages:
Phase I: Detailed Integrated Infrastructure Master Plan
 Stage I: Infrastructure Assessment
 Stage II: Infrastructure Master Plan
 Stage III: Detailed Integrated Infrastructure Master Plan
Phase II: Detailed Design and Tendering
 Stage I: Detailed Design and Technical Assistance in Preparation of Tender
Documents
 Stage II: Technical Assistance in Selection of Agencies
 Stage III: Co-ordination and Preparation / Checking of Designs and Drawings of
Selected Agency for Implementation
