研究センター
東京大学社会科学研究所は、法学・政治学・経済
では、社研パネル調査を実施しており、また過去に

Data Archives
The Institute of Social Science at the University of
Tokyo is composed of researchers from the four
social science disciplines of law, political science,
economics, and sociology, making it a unique
institution nationwide. The three main pillars of
the Institute’s activities are (1) promoting joint
research (including Institute-wide joint research
projects), (2) conducting surveys (such as social
surveys and community-based surveys), and (3)
enhancing research infrastructure (including the
SSJ Data Archive and the Institute of Social Science
Library). The SSJ Data Archive (SSJDA) and other
social surveys used to be carried out mainly by the
Information Center for Social Science Research on
Japan which was established in 1996. Building on
its fine record, the Information Center was
reorganized and renamed the Center for Social
Research and Data Archives (CSRDA) in 2009.
The CSRDA comprises the following four groups:
the Research Infrastructure Group, the Social
Survey Research Group, the Quantitative Social
Research Group, and the International Survey
Research Group. The Research Infrastructure
Group works with a variety of research agencies to
gather the vast amount of primary data used in
the SSJDA, manages the SSJDA, and makes it
available for use by universities, research
institutions, and researchers throughout Japan.
The Social Survey Research Group conducts the
Japanese Life Course Panel Surveys (JLPS). This
Group also conducted the Japanese General Social
Surveys (JGSS) in cooperation with the Osaka
University of Commerce from academic year 1998
to 2012. The Quantitative Social Research Group
aims to promote cooperative research and train
young researchers by holding secondary analysis
research workshops and quantitative analysis
seminars. The International Survey Research Group
establishes and maintains relationships with data
archives throughout the world and works to bring
the SSJDA in line with international standards.
To strengthen the infrastructure for academic
research in Japan and promote new academic
research, the Ministry of Education, Culture,
Sports, Science and Technology has created a
network of hubs for joint usage and cooperative
research. In 2010, the CSRDA became a hub in this
network. Through these activities, the CSRDA aims
to take a leading role in the development of
empirical social science research in Japan and the
building of a network of social surveys and data
archives. We would like to take this opportunity to
ask all those involved in this field for their
cooperation.

The Research Infrastructure Group manages the Social Science Japan Data Archive
(SSJDA). It leads the various activities associated with the SSJDA, from gathering and
storing social survey data, to preparing data sets for public use, processing usage
applications, granting access to data, and maintaining and developing the online system.
SSJ Data Archive
A data archive is an institution that collects and
stores raw data (individual respondent data, or
microdata) from statistical and social surveys to
prevent it from becoming lost, and provides access
to it for secondary use for academic purposes.
Data archives exist in most Western nations and
constitute an integral part of research in the social
sciences and education. Due to the lack of
institutional data archives in Japan, however, large
quantities of empirical data collected over the
years have gradually disappeared after their
primary analyses were completed.
The University of Tokyo, Institute of Social Science,
Center for Social Research and Data Archives
(CSRDA) created the SSJDA to support empirical
research in the social sciences in Japan and has
been disseminating raw data since April 1998. The
collection and storage have been continuing
smoothly so far. Over 1,600 data sets have been put
into public domain.
In recent years, awareness of the need to protect

Consistent with this, before making data available
to the public, the SSJDA processes raw data in such
a way that individual respondents cannot be
identified. We ask institutions which conduct social
surveys to consider depositing their past survey
data with the SSJDA and allow us to make it
available to be used for academic purposes.
It may be pointed out that if researchers who
perform secondary analyses on the data do not
have a sufficient understanding of the conditions
under which the data was taken, there is a danger
that they will reach incorrect conclusions. To reduce
such risks, the SSJDA provides the necessary
information to users and also conducts quantitative
analysis seminars and secondary analysis workshops
to ensure users conduct their analyses with
sufficient understanding of the content of both the
surveys and the survey methodologies.
We strive to increase the amount of data available
through the SSJDA and to improve our service, and
we would like to take this opportunity to ask all
those involved for their continued cooperation
with the SSJDA.

◆原データの寄託

ータを、担当者を通じて寄託いただくことから、

An Overview of SSJDA
◆Depositing of Raw Data
The SSJDA’s role starts when a principal
investigator (institution or individual researcher)
deposits raw data from a social survey with the
SSJDA. Ordinarily, the survey leader deposits such
data after performing a primary analysis.
◆Preparing Data for Public Use
After receiving the raw data, the SSJDA does
the necessary processing, including procedures to
maintain confidentiality, in order to make the
data suitable for secondary use. Then, after the
SSJDA confirms this data with the depositor, the
data is ready to be used. The depositor may use
this processed data to perform additional
analyses as well.
◆Online Services
The SSJDA website lists a brief description of
the original survey data, including the
questionnaire format used, of each of those data
sets presently available in its archive.
Their original depositors permitting, some date
sets are made available on the remote analysis
system (Nesstar), whereby data analysis can be
performed on line. Also, because of the
introduction of the SSJDA Direct System, all usage
applications and usage reports are completed
online. In addition, it is possible to obtain a
portion of the data online by using this system.
We are currently expanding the data available
for download. In April 2015, we were able to
provide over 80% of the data requested for use
online. We are expecting a full migration in 2016
and are moving forward with its preparations.
◆Data Usage
Researchers at universities and public research
institutions as well as graduate students with the
approval of their academic advisors may apply to
use data if it is for secondary analysis for
academic purposes. Generally, private-sector
research institutions are not permitted to apply
to use the data in the SSJDA, but they may if they
have deposited data here. In addition,
undergraduate students may apply to use certain
data sets for educational purposes with the
approval of their academic advisors.
Data is provided to applicants after the CSRDA
has reviewed the data usage application and
approval has been received from the depositor.
Operation of the SSJDA can only work if a
relationship of trust exists between the depositor
of the raw data, the user of the raw data, and
the SSJDA. For this reason users must pledge to
uphold the terms of use in the User’s Pledge.
◆Data Usage Reports
As a rule, the usage period is one year. At the
end of the usage period, users are required to
submit a data usage report to the SSJDA. In
addition, if the raw data was used in a paper or
publication, the user is also required to submit
two copies to the SSJDA by postal mail, with one
copy being forwarded to the depositor of the
raw data. Papers which use raw data from the
SSJDA must list the survey leader and survey title
in the paper’s references. The results of the
secondary analysis provide a new perspective and
may even help the original survey leader revise or
improve the survey.

社会調査研究分野では、幅広い研究者に利用される良質な調査データを新たに構築する活動を行い、SSJ
データアーカイブを通じてデータの公開を行なっています。日本版General Social Surveys（JGSS）
への協力も行ってきました。現在は社研パネル調査の企画・実施を行なっています。
●社研パネル調査
国際ワークショップ」が、2014年11月には「日本と台
日本の労働市場のあり方が大きく変動し、また急激

施しています。この社研パネル調査は、
「働き方とライ
フスタイルの変化に関する全国調査」
（2007年から
若年（20∼34歳）
と壮年（35∼40歳）
を追跡）
と
「高
校卒業後の生活と意識に関する調査」
（2004年に高
校を卒業した高卒者を追跡）
から成り立っています。
2015年現在、高卒パネルについてはWave 11ま
で、若年・壮年パネルについてはWave 9まで実施して
います。これら調査のデータは、高卒パネルについて
はWave 3まで、若年・壮年パネルについてはWave 5
まで、SSJDAから入手することが可能です。
また本プロジェクトは、
日本社会と韓国・台湾社会との
比較を、各国の研究者と協力しながら進めています。

2014年から、東京大学社会科学研究所とベネッセ
教育総合研究所の共同研究として開始された「子ども
の生活と学び」研究プロジェクトのパネル調査の設
計・分析に携わっています。
●日本版総合的社会調査
（Japanese General Social Surveys, JGSS）
1998年度から2012年度まで、意識や行動につい
ての総合的な社会調査である「日本版総合的社会調査
（Japanese General Social Surveys）」を、大阪商
業大学と共同で行ってきました。このような総合的社
会調査はアメリカやドイツ、イギリスをはじめ、多くの
国で実施されており、その調査データは各国のデータ
アーカイブを通じ、多数の研究者に利用されていま
す。JGSSの公開データセットはSSJDAから入手する
ことが可能です。
Social Survey Research Group
The Social Survey Research Group engages in activities to build high-quality survey data that can be
used by a wide range of researchers and makes that data publicly available through the SSJDA. The
Group cooperated in the Japanese General Social Surveys (JGSS) from fiscal 1998 through fiscal 2012
and today plans and conducts the Japanese Life Course Panel Surveys (JLPS).
●Japanese Life Course Panel Surveys (JLPS)
Because of the large shifts in Japan’s labor
market as well as the rapid aging of society with
the decline in the birthrate, the environment and
institutions that surround us have altered
dramatically. Affected by this, our lifestyle and
attitudes have also been changing. However, there
are also some aspects of our lifestyle, customs, and
norms that remain unaltered. In the context of
these kinds of social changes, the focus of survey
research has been shifting in recent years from
cross-sectional surveys, which observe survey
subjects at a single point in time, to panel surveys,
which track specific survey subjects over time.
The Social Survey Research Group conducts its
own panel survey called the Japanese Life Course
Panel Surveys (JLPS). The JLPS is comprised of a
panel survey that has followed a panel of high
school graduates since their graduation in 2004
(JLPS-H) and two longitudinal panel surveys that
have followed a youth panel (aged 20–34) and a
middle-aged panel (aged 35–40) since 2007 (JLPS-Y
and JLPS-M).
As of 2015, JLPS-H has finished wave 11 while
JLPS-Y and JLPS-M have each completed wave 9.
The data from these surveys are available from the
SSJDA through wave 3 for JLPS-H and through
wave 5 for JLPS-Y and JLPS-M.
In addition, the Panel Survey Project includes a
comparison of Japan with South Korea and
Taiwan, a study which is being implemented in
cooperation with researchers from these societies.
In January 2013, an international workshop on
panel surveys of Japanese, South Korean, and
Taiwanese youth was held. In November 2014, a
workshop for the comparative study of transition
to adulthood among Japanese and Taiwanese
youths was held.
Since the start of the project, the Social Survey
Research Group has published a discussion paper
series, held meetings to announce findings, and
presented reports at academic conferences on an

●Children's Life and Learning Research Project
The Social Survey Research Group engages in the
design and analysis of the Children's Life and
Learning Research Project. It is a joint research
project for the panel survey between the Institute
of Social Science, the University of Tokyo, and the
Benesse Educational Research & Development
Institute, which started in 2014.
●Japanese General Social Surveys (JGSS)
From fiscal 1998 through fiscal 2012, the Social
Survey Research Group conducted a multiyear
longitudinal general survey of social attitudes and
behavior called the Japanese General Social Surveys
(JGSS) in cooperation with the Osaka University of
Commerce. General social surveys are conducted in
many other countries, including the United States,
Germany, and the United Kingdom, and the data
from these surveys are used by many researchers
through the data archives in each country. JGSS
data sets are available through the SSJDA.

を行なってきました。2009年4月のセンター改組に伴い、国際調査研究分野を創設しました。
●社会調査・データアーカイブ研究センターの国際
活動のこれまで
・IFDOへの加盟
IFDO（International Federation of Data
Organizations）は、世界各国の人文・社会科学デ
ータ・アーカイブによる連合組織として、データ利
用／分析を通じた研究の活性化に大きな役割を果た
しています。2001年2月、SSJデータアーカイブ
は、IFDOに東アジア諸国で最初のメンバーとして
加盟しました。2009年度以降は、IFDOの理事会
メンバーを務めています。
・ICPSR国内利用協議会の運営
ICPSR（Inter-university
Consortium
for
Political and Social Research）は、社会科学の調
査データを世界各国から収集・保存し、学術目的の二
次分析利用のために提供する世界最大のデータアー
カイブの一つです。1999年9月に、日本における
ICPSR加盟メンバーにより、所蔵データを効率的に利
用するために、ICSPR国内利用協議会が発足しまし
た。当センターは、国内利用協議会のハブ機関とし
て、その運営を行っています。会員機関は、2015年
4月1日現在で、31大学にのぼります。
・海外データアーカイブ・関連研究機関との連携
当センターでは、海外のデータアーカイブや、そ
の関連研究機関との連携を通じた事業を展開してい
ます。東アジア諸国のデータアーカイブとの間で、
社会科学データの保存と公開に関する情報を共有
し、データの相互利用を促進するための活動を行っ
ています。また、海外における社会科学の調査デー

タの保存・二次利用の現状について最新動向を把握
するために、各国からデータアーカイブや関連領域
の専門家を招待して、シンポジウム等を開催してい
ます。2008年3月に、中国、韓国、台湾、ドイツ
からの研究者による各国の状況についての報告から
なるシンポジウム、2012年12月には、韓国と台
湾からの専門家とともにデータアーカイブの活動と
二次利用の現状について議論するワークショップ、
そして2015年2月には、フィンランドのFinnish
Social Science Data Archive（FSD）の専門家
によるFSDから見たConsortium of European
Social Science Data Archives（CESSDA）の
現状についての報告からなるコンファレンスを開催
しています。
・DDIの導入
当センターは、
データアーカイブの国際化、
共同利
用・共同研究拠点事業の一環として、
社会調査メタデー
タの主要な国際規格であるDDI(Data
Documentation Initiative) の導入を進めていま
す。2009年度後半より、
DDIに対応したオンライン上
のデータ公開およびデータ分析システムの導入試験を
実施し、
2012年度には、
DDI対応のメタデータ閲覧・オ
ンライン分析システムとして海外で多くの利用実績の
あるNesstarの試験運用を開始しました。同システム
は、
2014年1月に本格的な稼働へと移行しています。
また、
DDIに対応したメタデータの管理・編集を日本語
環境で実行できるソフトウェアのプロジェクトとして、
EDO
（Easy DDI Organizer）
の設計・開発を行ってい
ます。EDOの活用支援の観点から、
2013年11月に、
EDOのオープンソースコードを、

には、
EDOのインストーラーを公開しています。

International Survey Research Group
The CSRDA has been engaged in a variety of efforts aimed at the internationalization of data
archives, which include joining the IFDO, administering the ICPSR Japanese National Membership
Association as its hub organization, sponsoring international workshops and seminars, and
cooperating in international comparative surveys in East Asia. In conjunction with the reorganization
of the center in April 2009, the CSRDA established the International Survey Research Group.
●The Center for Social Research and Data
Archives’ international activities to date include:
・IFDO Membership
As a federation of the data archives in the social
sciences and humanities around the world, the
International Federation of Data Organizations (IFDO)
plays the major role in promoting and stimulating
academic research through the facilitation of the use
and analysis of data. The SSJDA joined the IFDO as its
first member country in East Asia in February 2001, and
has been its board member since 2009.
・Hub Organization of ICPSR Japanese National
Membership Association
The Inter-university Consortium for Political and Social
Research (ICPSR) stands as one of the world's largest
data archives for collecting and preserving research
data in the social sciences from all over the world and
providing data access for academic secondary research.
In September 1999, the ICPSR Japanese National
Membership Association was formed by its japanese
members for the efficient use of the archived data. The
CSRDA manages the association as the domestic hub
organization for the ICPSR. There are 31 member
universities as of April 1, 2015.
・Cooperation with overseas data archives and
research organizations
The CSRDA has been developing activities through
cooperation with overseas data archives and research
organizations. The cooperation with data archives in
East Asian countries enables information sharing on the
preservation and dissemination of social science data
and its increased mutual use. The CSRDA has hosted
symposiums with invited specialists in data archiving to
better understand the current developments in storage
and the secondary usage of social science data overseas.
In March 2008, the center sponsored a symposium
composed of talks given by researchers from China,
South Korea, Taiwan, and Germany. The center held a
workshop in December 2012 with invited specialists
from South Korea and Taiwan regarding data archiving
activities and the current state of secondary usage. In
February 2015, the CSRDA hosted a conference
comprising reports on the current state of the
Consortium of European Social Science Data Archives
(CESSDA) from the perspective of specialists from the
Finnish Social Science Data Archive (FSD).
・DDI Implementation
As part of the efforts for the internationalization of
data archive and the projects in the Joint Usage /
Research Center, the CSRDA has been promoting the
implementation of the Data Documentation Initiative
(DDI), one of the major international standards for
metadata describing social science research data. The
center conducted a trial implementation of a
DDI-compatible online data publishing and data analysis
system in the latter half of 2009. In 2012, it launched
trial operation of Nesstar, the DDI-based metadata
publishing and online analysis system widely used in
overseas. Subsequently this leads to its normal
operation in January 2014. As a software project, the
center develops the Easy DDI Organizer (EDO) which
enables management and editing of DDI-based
metadata in a Japanese language environment. From
the perspective of supporting the usage of EDO, the
CSRDA has published the open-sourced code for EDO in
November 2013, and its installer in November 2014
respectively.
