 DCTV’s Annual Video Competition "Do It In DC" Official Rules DCTV is Washington, DC’s premiere, community access station created as free speech, non-­‐commercial platform for District residents to create and air their points-­‐of-­‐view. More than 360,000 people can view DCTV on Comcast channels 95 & 96, RCN channels 10 & 11 and Verizon FiOs channels 10, 11 & 28. DCTV is conducting the Annual Video Competition with this year’s theme “Do it in DC,” to discover the many talented video makers in our city. On the week of Monday, March 16, 2015 DCTV will release five (5) creative clues on a different social media platforms and on our website. Your video will be judged by how you creatively present these elements in your video. The absence of one creative element will automatically disqualify your entry. In addition to a cash prize, the winning videos may air on DCTV’s cable channels! By entering the competition the Entrants agree to abide by these terms and conditions. The Contest: Produce and enter into DCTV’s Annual Video Competition a short video or animation up to 5 minutes (including credits) that is a visual expression of the “DO IT IN DC” creative elements that will be released on our social media platforms. Contest deadline is on Thursday, April 16, 2015 at 11:59PM. One clue is available on each of the following platforms: Twitter at twitter.com/yourdctv Facebook at facebook.com/yourdctv DCTV website at dctv.org Instagram at instagram.com/yourdctv YouTube at youtube.com/dctvcommunity Your video will be judged by an independent panel of industry professionals, with up to three cash prizes to be awarded based on content, creativity, originality, good production values and technical quality of audio, video and editing. Omission of any of the 5 creative elements will automatically disqualify your entry. Who: DC Residents, ages 18 and up, including those enrolled in a college or university located in Washington DC. Proof of residency or current university ID required. What: Use whatever media devices you have at your disposal to create a high-­‐quality, broadcast-­‐ready video that is up to 5 minutes (including credits) in length. Prizes: As long as DCTV receives at least three entries eligible for submission under these rules, Cash Prizes will be awarded to the top 3 winners: • 1st place = $1,000 • 2nd place = $750 • 3rd place = $500 If fewer than three eligible entries are received, DCTV will award one Cash Prize of $1,000 to the winner. Judges may determine that some submissions are of such merit to be recognized with an honorable mention, but no honorable mentions are required to be selected. There are no Cash Prizes for any honorable mentions. The top 3 winners and any finalists that may be selected by judges as honorable mentions will have submissions aired on all DCTV channels. Where: The winners will be announced and the winning videos will be screened at an event on Thursday, April 23, 2015 at 7pm at DCTV, 901 Newton Street, NE, and may telecast on all DCTV channels. All Entrants must attend the event where winners will be announced. Winners forfeit their prize if they are not present. How: Download application and rules at www.dctv.org/doitindc Entry Fee: FREE! ENTRY into DCTV’s Annual Video Competition 1) By entering the competition the Entrants agree to abide by these terms and conditions. Entrants are eligible to participate only if they comply with these rules. 2) ENTRY IN THE COMPETITION IS FREE. DCTV membership is not required to enter and no purchase of any DCTV promotional items or services is necessary. Judging will be conducted without regard to any relationship or affiliation of an Entrant to DCTV. DCTV staff, interns, and members of the Board of Directors, their families and residents of their households are prohibited from entering the Contest. Contractors (including persons working for DCTV via an outsourcing agreement), vendors, sponsors, or DCTV partners, and their families and residents of their households, are eligible to enter EXCEPT any contractors, vendors, sponsors or partners who have a financial interest in the Contest, or who, in DCTV’s sole discretion, are involved in any way in production or administration of the Contest, and thus are prohibited from entering the Contest, as are their families and residents of their households. DCTV members currently in good standing who are D.C. Residents are eligible to enter. Any person is not eligible to enter whose DCTV membership privileges have been suspended and the suspension falls at any time within the period between the opening date of the competition and the final awards, or if the person has been permanently suspended from membership with DCTV. 3) The video competition is exclusive to Washington, D.C. residents only, which includes enrolled students of Washington DC colleges or universities. ALL Entrants must provide proof of residency in the form of a copy of your student ID or DC government issued ID to [email protected]. 4) To be eligible to win and for prizes, Entrants will be required to certify and attest, including but not limited to (see Rules below for full details): 1) the Entrant meets all eligibility requirements; 2) Entrant is the sole and rightful owner of the video ; 3) Videos are original work of the Entrant; 4) Videos must not have been telecast on any television channels other than DCTV previous to the Contest.; 5) telecasting and transmission rights in any media are transferred to DCTV in perpetuity; and 6) Entrant has obtained all necessary Releases, permissions and approvals to use music or other proprietary elements, including the video and the name, voice and likeness of all persons appearing in the video. 5) Entrants can work in teams (no limit to number of team members per team) or as individuals. THERE IS NO ENTRY FEE, whether an individual or a team enters a video. One person from a team must be designated as the team leader to whom DCTV will pay any prize winnings. All team members must be D.C. residents. 5) Go to www.dctv.org/doitindc to download the application. Entrants will not be eligible to compete or win prizes if any information submitted on the application is false. 6) Only ONE ENTRY per individual or team will be accepted. VIDEO Requirements 7) 8) Entrants may use ANY MEDIA DEVICES they have at their disposal to create a high-­‐quality, broadcast ready video, including cell phones, tablets, laptops, and any other equipment that creates or manipulates video. To be eligible, the video must be no more than 5 minutes long. ANY ENTRIES EXCEEDING THE TIME LIMIT OR OTHERWISE MEET THE REQUIREMENTS OF THESE RULES WILL NOT BE ELIGIBLE. 9) The video must be in Video or Animation format that can be uploaded as a MOV or MP4 video file. The program style, type, and presentation of content can be any genre of the Entrant’s choice (comedy, narrative, 1st person, drama, documentary style, etc.). 10) To be eligible, all video and audio used in the project is to be ORIGINAL work carried out and shot specifically for this project. Using excerpts or using audio or video from previous projects is not allowed. 11) The video must be entirely the work of the Entrant and immediate team. 13) Videos that include offensive or graphic language or profanity, sexual content, violence, obscenity or nudity, or is denigrating of any race, ethnicity or gender will not be accepted into the Contest. 14) It is the Entrant’s responsibility to get consent from any person who is visually identifiable in the video. It is your responsibility to get the appropriate clearances and permissions for music. It is the Entrant’s responsibility that the video does not infringe the rights, including but not limited to, copyright or intellectual property of another person, group or entity. Submitting a Video 15) Entrants will download the Contest application at www.dctv.org/doitindc and will fill out the application completely and accurately. The Entrant will provide a private YouTube link in the application where DCTV can link to the Entrant’s video. 16) The Entrant should TEST AND RETEST THE LINK before uploading the completed application to DCTV. Failure of the link to connect to the Entrant’s video is entirely the responsibility of the Entrant; DCTV bears no responsibility. 17) ENTRANTS MUST SEND THE FOLLOWING INFORMATION TO [email protected] NO LATER THAN THURSDAY, APRIL 16 by 11:59 pm: • Application with private link to Entrant’s Video • Proof of Washington, D.C. residency in the form of a copy of your ID Winners and Prizes 18) All Winners must meet eligibility requirements. 19) Winners will be selected solely based the criteria and judged by an independent judging panel of industry professionals in accordance with the criteria provided by DCTV, including the video’s content, the use of the 5 creative elements, originality, good production values and technical quality of audio, video and editing. In addition to qualifications as industry professionals, judges will not fall under one of the exclusions in paragraph 2 above. 20) As long as DCTV receives at least three entries eligible for submission under these rules, Cash Prizes will be awarded to the top 3 winners: • 1st place = $1,000 • 2nd place = $750 • 3rd place = $500 If fewer than three eligible entries are received, DCTV will award one Cash Prize of $1,000 to the winner. There are no Cash Prizes for any honorable mentions. 21) Winners will be announced at an event on Thursday, April 23, 2015 at 7pm at DCTV, 901 Newton Street, NE, Washington, DC 20017. By submitting your video, you are agreeing to attend the event. Information about 1st, 2nd, and 3rd place, and any other honorable mentions will be withheld as confidential and will not be disclosed until winners are announced at the event on Thursday, April 23, 2015. All Entrants must be present at the event to accept the Cash Prize should they be a winner. 22) The top 3 winning and any finalists videos that may be selected by judges as honorable mentions will be telecast on all DCTV channels, streamed on DCTV’s web site and in any and all media and/or technologies whether now known or hereafter devised throughout the universe and in perpetuity, including, without limitation, for programming, promotional and advertising purposes. Winners and all accepted submissions may be recognized through DCTV's social media networks. Special formatting will be required to air on DCTV channels. DCTV will notify Entrant of required formatting after winners are announced on Thursday, April 23. 23) Entrants MUST be present on Thursday, April 23, 2015 to claim the Cash Prize failure to be present, the Cash Prize will be deemed to be unclaimed by its winner. Unclaimed Cash Prizes will be retained by DCTV. 24) Prizes are not negotiable and are non-­‐transferable. 25) The Entrant agrees to hold DCTV harmless indemnifies the competition organizers from any loss, injury or damage that may occur in the production of their video. 26) The Entrant retains copyright over their work, but by entering the competition, the Entrant grants permission to DCTV to reproduce the video on any DCTV channels and/or controlled websites in perpetuity and without limitation. 27) DCTV will not disclose Entrants’ names or personal information to third parties for marketing or any other purpose, except as may be required by law. 28) Upon submission of a video into the DO IT IN DC Video Competition, the Entrant certifies that that the submission is entirely the original work of Entrant, and s/he is the sole owner or authorized user of all rights, including that his/her submission does not infringe on any third party’s copyrighted material trademark or other intellectual property rights, or privacy or publicity rights, and that s/he has obtained, all releases, approvals, clearances, licenses and permissions, if any, which are required for the use of any program that Entrant submits to the Contest including but not limited to, approvals by broadcast stations, networks, sponsors, music licensing organizations, any holder of copyright of performing talent rights, all persons appearing in or referred to in the program, and any other approvals that may be necessary to grant to DCTV the telecasting and media distribution rights in the video(s) in perpetuity, including in any and all media and/or technologies whether now known or hereafter devised throughout the universe and in perpetuity, including, without limitation, for programming, promotional and advertising purposes, without infringement of the rights of others. The Entrant further certifies that s/he is responsible for any licenses and fees owing to any third parties as a result of such programming. 29) In addition to the rights granted when uploading submissions to DCTV, or any other electronic form of submission, Entrants whose videos are selected by judges as winning entries, in order to be eligible to win prizes and be declared a winner, must sign a Release and Indemnity in the form presented by DCTV attesting, among other things, to the fact that they meet all eligibility requirements in accordance with these Rules, that they are the sole and rightful owners of the submitted video, that the video is entirely the Entrant’s original work, and that telecasting and transmission rights in any media transferred to DCTV, without obtaining permission from or making any payment to any third party. Any submission containing third party content may be subject to disqualification. DCTV may in its sole discretion, require the Entrant provide Releases, Permissions or Approvals Entrant obtained to use music or other proprietary elements, including from all persons submitting a video or appearing in or heard in a video (which shall, among other things, grant to DCTV the telecasting and media distribution rights in the video(s) in perpetuity, and the right to use such person’s name, voice and likeness in any manner, and in any and all media and/or technologies whether now known or hereafter devised throughout the universe and in perpetuity, including, without limitation, for programming, promotional and advertising purposes) before the submission can be eligible for prize awards. Failure to provide requested Releases and/or consents will result in disqualification of Entrant. Notwithstanding the foregoing, and without limitation of the rights granted to DCTV, the submission of a video constitutes the Entrant’s permission to use the video and the name, voice and likeness of the Entrant, as well as the Entrant’s representation that he/she has obtained all necessary permissions and approvals to use the video and the name, voice and likeness of all persons appearing in the video, in and in connection with the Program and any and all other exploitations thereof or otherwise, including, without limitation, for programming, advertising and promotional purposes, in all media and/or technologies, now known or hereinafter created. 30) Contest Winners agree that after the Contest, upon DCTV’s request, if they post their winning video to the web, that they will include “DCTV Video Competition Winner” and a link to DCTV’s website. However, DCTV is under no obligation to take any action in this regard. 31) Upon submission of a video into the DO IT IN DC Video Competition, the Entrant agrees to indemnify, protect and hold harmless Public Access Corporation of the District of Columbia, its officers, directors, employees and agents, and the cable operators, upon whose system the program is carried, from and against any and all claims, demands, actions, damages, costs, expenses or other liabilities, including but not limited to, attorney’s fees, for the following: A breach of any other provisions contained herein: libel, slander, invasion of privacy or infringement of copyright; failure to comply with any applicable law, regulation or other requirement of District or federal authorities; unauthorized use of trademark, trade name or service mark; breach of contractual or other obligation owing by me to third parties; and any other injury or damage in law or equity arising or alleged to have risen by participation in the video competition or as the result of the telecast of the Entrant’s program. 32) All Entrants agree that DCTV is not responsible for any error, omission, interruption, delay, deletion or defect with respect to the transmission and/or telecast of any program including, without limitation, any local, regional or national preemption (whether partial or total). 33) Each Entrant acknowledges and agrees that his/her submission may or may not receive exposure in any or all types of media, including without limitation social media sites, news, and entertainment sites (collectively, the “Media”), that competing submissions may receive more or less exposure in the Media subsequent to submission to DCTV, and that DCTV and/or third parties may initiate, assist or cooperate with Media requests or exposure in connection with any submission(s). Entrant understands, agrees and assumes the risk that Media exposure of his/her submission, if any, may not be the same or commensurate with that of other competing submissions. 34) DCTV will be promoting the Contest in various venues, including print, radio, television, web, social media, and other online advertising. DCTV is not responsible for any errors or omissions that may occur in such outreach or advertising, including but not limited to errors that may directly affect a person seeing, reading or hearing the promotion to misunderstand the amount or conditions of Cash Prizes or terms of eligibility to enter. These Official Rules are the only official rules and terms, and are the only terms that will be applied in the conduct of the video competition. 35) Send Contest questions to [email protected] 36) DCTV reserves all rights to make final decisions and interpretations for those cases not clearly described in these rules.
