Terms of Reference for an Intern at an EU-funded project:
“Supporting Democracy - A Citizen Organisations Programme (2015-2018)”
The present terms of reference cover the position of Intern at the Brussels office of the
“Supporting Democracy” Technical Assistance Project.
PROJECT BACKGROUND
“Supporting Democracy: A Citizen Organisations Programme” is a technical assistance
project funded by the European Union and run by a consortium composed of SOFRECO
(France), Democracy Reporting International (Germany) and the National Democratic
Institute (USA). The Project will take place over a three-year period. Its implementation started
on 29 April 2015.
The project team is based in Brussels and is composed of a Team Leader and a Democracy
Expert. The project team will be joined by other relevant staff members and a large number of
experts to be deployed to the field. A dedicated Backstopping Manager supports the Brussels
team inter alia for overall project management.
The overall objective of the project is to support, develop and consolidate democracy by
reinforcing an active role for civil society within the democratic cycle, in countries selected in
the framework of the EU Agenda for Action on Democracy Support.
KEY TASKS
The intern will work under the supervision of the Project’s Team Leader.
S/he will:

Keep abreast of academic/policy-related developments in areas related to the
Technical Assistance Project (e.g. new EU policy documents, UN guidance, etc.).
Produce synthetic reading notes highlighting the document’s most important
information;
Prepare briefing notes on specific issues as requested;
Provide first-tier quality control on documents received and/or produced by the
Technical Assistance Project – this quality control will primarily concern Englishlanguage documents;
Attend project-related events in Brussels and provide summary reports of the topics
covered (e.g. international fora or conferences, think tank report launching event,
etc.)
Provide administrative/logistical support to the team, for the organising of the
Forum of Citizen Observers, planned to take place in November 2015;
Keep Project planning and calendar up to date (particularly the rolling work plan),
planning meetings;

Any other task as requested by the project team and according the project’s
standard operating procedures.
PROFILE OF THE INTERN
The candidate should be professional, dynamic, motivated, and flexible. S/he must
have be able and willing to work in a multicultural team.
Qualifications and Skills
- Advanced university degree (i.e. Masters degree or equivalent) in Law, Political
Science, International Relations or any other discipline relevant to the assignment.
- Excellent knowledge of Internet tools and the Microsoft Office suite software
(Word, Excel, Email);
Language skills
- Excellent written and spoken English.
- Proven advanced knowledge of French, Spanish or Russian will be an asset.
