INTRODUCTION TO THE
2015
MORRIS COUNTY MANUAL

I am proud to present the 2015 Morris County Manual. This year’s issue
represents the 109th year that the manual has been published by the Office of
the Morris County Clerk. While its design and content has changed throughout
the decades, one thing has remained constant; the manual’s objective is to
provide centralized resources for officials and residents concerning their
government.
Established 275 years ago to perform the important function of recording
every conveyance of property within the county, the Clerk’s Office has
progressed to provide an array of additional services to the public. Those
services include, but are not limited to, election responsibilities, officiating over
marriages, issuing County and Veteran Identification Cards, accepting Notary
Public registrations and administration of oaths, and processing U.S. Passport
Books and Passport Cards through our certified Passport Acceptance Office.
This year we opened with advances in technology and office systems.
They are: 1) updated website providing streamlined and easily access to data;
2) automated election results in various data formats for immediate electronic
viewing; 3) established a Facebook page; 4) integrated state of the art
technology enhancing overall productivity; 5) established Veteran’s ID and
Passport outreach venues; 6) provided advanced staff training; 7) launched
updated and centralization of policy and procedures; and 8) restructured
departments and human resources for greater efficiency.
Additionally, the Clerk’s Office is self-funded through the collection of state
mandated fees and contributed more than $9,000,000.00 in revenue directly to
the county budget; thereby, offsetting the tax rate for 2015 by approximately
1.23%.
As always, my staff and I are committed to providing the high level of
service Morris County residents expect and deserve.

Mission Statement
The Morris County Sheriff’s Office is committed to upholding the state of New
Jersey’s constitutional requirements of the office; securing the county courthouse
and the county correctional facility, all the while standing ready to support and
augment all other law enforcement agencies when requested, with any and all of
our specialized service units. These duties will be accomplished through
collaborative efforts, responsible use of resources, sound administrative policies,
continued technological advances, and leadership development. We recognize
that the ability to successfully complete our mission is based on a shared mutual
respect and responsibility between the sheriff’s office, federal, county and
municipal agencies, and the citizens we serve.

County Surrogate
The Morris County Surrogate Court serves the public in administrating wills,
estates, and trusts of Morris County residents. The Judge of the Surrogate Court
since 1994 is John Pecoraro, who presides over probating estates to manage
decedents’ real and personal property, and the appointment of guardians for
minors.
The Morris County Surrogate Court also supports public searching for
documents
related
to
probated
estates
over
the
internet
at
www.morrissurrogate.com (Select Search Probated Estates), on public access
workstations in the office of the County Clerk on the first floor of the
Administration and Records Building and in the Surrogate Court on the fifth floor
of the same Administration and Records Building from 8:30 AM to 4:30 PM,
Monday through Friday. The public can search for probate records from as early
as 1804 on these workstations and, in the case of more recent records, view and
print the actual contents of Surrogate Court Dockets. For older cases, searchers
can identify the files they need and make copies of needed documents in the
Surrogate Court.

COVER CONTEST SCHOLARSHIP RECIPIENTS

First Place Winner: Stephen Cavallo is a senior in the Academy of Design
at Morris County School of Technology. He is the proud captain of the
MCST Cross Country team, plays electric guitar in the Jazz Band and is a
role model to underclassmen in the Morris Tech Peer Leader program. He is
currently completing his internship in the entertainment industry at Further
Communications Corporation where he assists in the planning and
development of stage venues. Upon graduation, Stephen will be attending
college in the fall and will pursue a degree in industrial design.
Second Place Winner: Colin Nilson is a senior at Morristown High School.
Some of his hobbies are mountain biking and working as an intern at his
local bike shop, Marty's Reliable Cycle. He is also a lifeguard at Sunrise
Lake during the summer months. After high school he plans on attending
James Madison University.
Third Place Winner: Billy Lindstrom is a senior at Morris Knolls High
School. He has high academic standards and is very successful in school.
Billy has a passion for business, health, and fitness, in which he chooses to
pursue as a career in his near future. After graduation, he will be attending
business school in Denmark, making each day that passes by, one step
closer to his life goal.
