RE: EMERGENCY DROUGHT REGULATIONS EXPANDED
Dear Elk Grove Water District customer,
As you know we are in the midst of one of the most significant droughts in our State’s recorded history.
In April of last year, Governor Brown issued a proclamation of a state of emergency and prohibited
certain actions to promote water conservation. Unfortunately, circumstances have not improved and on
March 17th, the State Water Resources Board voted to extend and increase prohibited activities. This
action was almost immediately followed by Governor Brown’s Executive Order increasing restrictions
still further. Elk Grove Water District has upgraded its Water Shortage Contingency Plan to a Stage 2 –
Water Warning.
In addition to the regulations implemented in July, 2014, the following new measures are effective
immediately:




Irrigation must be restricted to two days a week, adhering to the Stage 2 measures
No irrigation during and up to 48 hours after measurable rainfall
No serving of water except on customer request in all eating and drinking establishments
Hotels and motels shall provide guests with the option of not to have towels and linens
laundered daily
The mandatory measures previously imposed continue to be in effect and are listed on this notice. The
Elk Grove Water District’s Web site: www.egwd.org will post updated drought information as it becomes
available.

Water Shortage Contingency Plan – Stages of Action
STAGE 2 – WATER WARNING
Stage 2 is triggered in the event that the District’s supply or distribution system will not be able to meet
all the water demands of its customers under Stage 1 or by order of the State of California due to
emergency drought regulations. In addition to the measures implemented during normal water supply
and Stage 1, water use is further restricted and irrigation is restricted to 2 days a week, as described
below. Customers are notified of the Stage 2 water warning and required to reduce water usage by
25%.
MANDATORY MEASURES
Irrigation for all residential and commercial properties is limited to the following:
Addresses ending in:
Watering Days:
ODD numbers (1,3,5,7,9)
EVEN numbers (0,2,4,6,8)
Tuesday and Friday
Monday and Thursday
No irrigation from 10 AM to 8 PM
No irrigation during or up to 48 hours after measurable rainfall
No irrigation runoff permitted. Overwatering is prohibited.
No use of a hose to wash a motor vehicle, unless the hose is fitted with a shut-off nozzle
No washing down driveways and sidewalks
No use of potable water in a fountain or decorative water feature, unless the water is recirculated
Water shall be served only upon request in eating or drinking establishments
NOTE: Exceptions are made for health and safety circumstances.
PENALTIES FOR WATER WASTE
First violation: Customer is notified of violation
Second violation: Written warning is sent to customer
Third violation: $200 fine and customer is scheduled for mandatory water audit
Fourth violation: $500 fine and a flow restriction device is installed
Fifth violation: $500 fine and the water service is shut off. Connection fee assessed to reactivate
water service
