Galambila is seeking to employ a highly motivated person in the position of Quality and Strategic
Development Officer.
The successful applicant will be responsible for supporting the Chief Executive Officer to develop and
implement the quality and strategic management systems. The position will develop, coordinate and
deliver all training to ensure that the organisation’s capacity is maintained for the delivery of
culturally appropriate comprehensive health services to Aboriginal and Torres Strait Islander people.

Qualifications
 Diploma of Business (Quality Auditing) BSB51904 or equivalent is desirable.
 Certificate IV in Business (or higher qualification as above).
 Certificate IV in Training and Assessment; or
 The ability to gain the above qualifications within one year of commencement.
Skills, Knowledge and Ability
Experience working within a cross-cultural environment.
Knowledge and understanding of Aboriginal and Torres Strait Islander cultures.
Well-developed interpersonal skills with the ability to communicate effectively with
people, particularly Aboriginal and Torres Strait Islander peoples.
 Ability to function in a multi-disciplinary team and ability to function independently.
 Knowledge and understanding of quality improvement processes.
 Knowledge and skills in contemporary Human Resource Management practices including
Workplace Health and Safety, Equal Employment Opportunity and Anti Discrimination.
 Proven ability in project management skills, including ability to coordinate and support
staff involvement in quality improvement initiatives.




SUPERVISORY RESPONSIBILITY :

PRIMARY OBJECTIVES:
This position is responsible for supporting the Chief Executive Officer to develop and implement the
quality and strategic management systems. The position will provide advice to all staff, include the
Chief Executive Officer, Executive Managers, Senior Officers and relevant committees, on all matters
relating to the development, implementation and maintenance of the quality assurance and
continual improvement system. The position will develop, coordinate and deliver all training to
ensure that the organisation’s capacity is maintained for the delivery of culturally appropriate
comprehensive health services to Aboriginal and Torres Strait Islander people.

Develop and coordinator the implementation of quality systems and processes required to
maintain accreditation against business and clinical standards.
Support the CEO in the development and implementation of a continuous improvement
framework, including undertaking internal audit processes.
Engage with Aboriginal people, community members and key stakeholders on matters
relating to the improvement of health outcomes for Aboriginal people.
Coordinate the review and reporting of causes of quality failures and non-conformances.
Development and delivery of training on matters relating to continuous improvement
including Work Health & Safety, Cultural Integrity and Strategic Management.
Monitor and improve the quality system and recommend corrective actions.
Coordinate the development and review process of Policies and Procedures.
Coordinate and support the establishment of an annual internal audit schedule.
Develop audit tools and advise management of staff training requirements to ensure internal
auditors have the required competencies.
Prepare and provide reports to all internal meetings on progress in implementing activities
and/or deliverables relating to Galambila quality and strategic management System.
Provide training to staff on the requirements of Galambila’s quality management system.
Coordinate Galambila’s preparation for the Certification and surveillance audits against
quality management requirements.
Perform other duties associated with the position as directed by the CEO

5. Report all accidents or incidents which did result, or could have resulted, in injury to others
in the workplace or damage to property.
6. Report all hazards or potential hazards.
7. Follow safe work instructions and report any differences between such instructions and the
way a task is actually performed.
8. Be familiar with emergency and evacuation procedures and participate in regular training in
safety procedures.
9. Provide input into regular safety inspections for their department.

CONTINUOUS QUALITY IMPROVEMENT:
It is the responsibility of each staff member to be aware of the contents of the Policy and Procedures
Manual(s) and work within the principles contained therein.
Each staff member is expected to exhibit a commitment to quality service and to participate in
activities to enhance continuous quality improvement.

PERFORMANCE REVIEW:
An offer of employment is subject to a six (6) month Probationary Period. A review of performance
will be conducted 3 months after commencing and then appointee will be required to enter into an
Annual Performance Agreement.

GALAMBILA PRIVACY AND CONFIDENTIALITY INFORMATION
One of the many rules to which staff must strictly adhere is the rule of professional secrecy
and access to confidential information. All Galambila employees must observe a strict code
of secrecy in any matters relating to work at Galambila and particularly in relation to
information regarding clients/patients.
It is equally important that members of staff do not disclose any health information of
clients/patients to any other staff member unless this information is necessary for the
provision of care and is exchanged in the course of providing care.
Matters concerning the work of Galambila including information about clients/patients must
never be discussed outside of Galambila and each member of staff has a moral and legal
obligation to Galambila not to violate the trust placed in them in the handling of sensitive
and confidential client and organisation information.
Staff recruited to Galambila are required to sign privacy and confidentiality agreements
upon commencement of employment. Breaches of privacy and confidentiality are treated
with the utmost seriousness and may result in disciplinary action up to and including
termination of employment.
