JOB DESCRIPTION

Responsible To:
Jointly responsible to WDAT Leadership Group for WDAT business and GADS Manager and
through them to the CEO for employment and support.
Classification:
Community Development Worker
Tenure:
June 2015 to 30 June 2016. Subject to the signing of an Employment Schedule. All positions
are subject to a three month probationary period with a review being conducted before
employment is confirmed. The period of employment is subject to ongoing funding &
satisfactory work performance.

15 hours per week (0.4 EFT) or as negotiated

Grampians Community Health (GCH) is a not for profit Company Limited by Guarantee and operates as a registered
Community Health Centre under the Health Services Act. GCH has operated since 1986 and provides a multidisciplinary approach to psychosocial health in line with a Social Model of Health philosophy. The aim of GCH is to
provide coordinated health and community services to people within the Central Grampians and Wimmera sub regions.
Staff at GCH work in many areas including: Generalist, Gambling, Alcohol and Other Drug Counselling, Withdrawal
Services, Community Nursing, Psycho-Social Rehabilitation, Homelessness, Family Violence, Youth, Community

Background to this Position
In 2003, under the auspice of the Grampians Pyrenees Primary Care Partnership (PCP), GCH developed the wellreceived Local Drug Action Plan 2004 - 2007. In October 2008, a preliminary forum with Wimmera key stakeholders
was held to seek active engagement and form the Taskforce for 2009 planning.

Between October 2008 and June 2009, specific meetings with the GCH – Gambling Alcohol & Other Drug (GADS)
team were held in Stawell and Horsham, along with key stake holders and service providers to identify whole of
community alcohol and drug issues and develop consultation processes. From this, the WLAODAP was compiled and
published.
Adopting a preventative and a harm reduction approach, the Wimmera LAODAP is linked and integrated with the
Central Grampians LAODAP and aligned with Australian and Victorian Government, regional and local, policies,
strategies, frameworks and plans.
A key objective of the WLAODP was to employ a Project Worker to coordinate the development of a strong,
sustainable taskforce, whose task was to implement the WLAODAP.
The WLAODAP priorities are:
• Working with communities to identify risk and protective factors and focus on local community benefit,
specific communities to provide outreach services to
• Facilitate collaborative working arrangements between generalist and specialist providers
• Develop integrated health promotion in local communities
• Utilise action research to address local needs, issues and trends
• Provide an evaluation of prevention, early intervention, harm minimisation and resilience strategies.
GCH employed a Project Worker in September 2010 and immediately re-formed the Wimmera Drug Action Taskforce
(WDAT). GCH is in partnership with a number of agencies and community representatives in the Wimmera sub-region
to deliver integrated evidence-based alcohol and other drug interventions, as part of the Wimmera Drug Action
Taskforce (WDAT). WDAT includes broad representation from key stakeholders, service providers and the
community. These include, but are not limited to:

The position of WDAT Coordinator is pivotal to the ongoing development and coordination of a high quality alcohol
and other drug programs and services system.
Key Aims & Objectives of this Position:
The WDAT Coordinator is guided in their work by the Wimmera Drug Action Taskforce leadership
Team.

In consultation with WDAT, undertake strategic planning and coordination relating to the implementation of
the WLAODAP
Work with, support and participate in the WDAT working groups, ensuring they are action driven and well
managed
Coordinate the development and sustainability of WDAT in consultation with the leadership team
Resource WDAT with regular up-to-date alcohol and other drug information
Identify current and emerging community issues relating to alcohol and other drugs and table for discussion
strategies to address these
Keep in regular contact with WDAT partners via email, meeting attendance, and involvement in projects
Participate in capacity building projects with WDAT partners and other key regional services
Work where practicable with the Grampians Pyrenees Drug Action Taskforce
General Tasks and responsibilities
• Ensure client and staff confidentiality is respected and upheld

• Represent and promote WDAT and GCH appropriately

Current Victorian Driver’s License
Qualifications & Experience:
Tertiary qualification in welfare, social science, health promotion or related field is preferred.
Experience and sound knowledge of the Health and Welfare sector.
Experience and sound knowledge of the Alcohol and other Drugs sector
Other Conditions:
1. No overtime allowance is made for this position. Time in lieu of time worked will be available but must be taken at
a mutually agreed time with direct line management & may not be accrued to more than 15hrs/fortnight pro rata
of employed hours. Time in lieu should be used for exceptional circumstances instead of becoming a regular
practice. It is expected that no more than 15hrs of TIL will be carried forward from one pay period to the next.
2. The organisation's cars can be used for work related activities, depending on availability. Use of own car will be
reimbursed at the modified RACV mileage rate. Note: The use of a private vehicle to travel in excess of 40km
return needs to be approved in advance by the Program Manager, Resources Manager or the CEO
3. Ensure knowledge of current GCH Occupational Health & Safety policies as they relate to this sphere of work.
OH&S is a shared responsibility at GCH.

4. Annual Leave & Sick Leave will be payable on a pro rata basis.
5. GCH understands that "normal working hours" are between 8am - 6pm Monday to Friday. Appointments &
programs may, at times, be run outside these hours & other work may happen from time to time outside these hours
too - but for OHS reasons are subject to the signing of the "Out of Hours" book.
6. Superannuation contributions will be paid by Grampians Community Health in line with the Superannuation
Guarantee Act
7. A National Police Check and Working with Children Check will be carried out at the Centre's expense prior to
commencement of employment.
