Key Definitions
• Impediments:
“any actions, omissions, or decisions taken because of race, color,
religion, sex, disability, familial status or national origin that restricts
housing choices or the availability of housing choices of these protected
classes.”
• Fair Housing Choice:
“The ability of persons of similar income levels in the same housing market
area to have a like range of choice available to them regardless of race,
marital status, color, religion, ancestry, sex, sexual orientation, disability,
national origin or arbitrary characteristics such as age or sources of
income.”

Key Pennsylvania Findings
• 3.7% growth since 2000 compared to national growth rate for
the same period of 10.7%
• Old-age dependency ratio of 25.2 is significantly higher than the
national ratio of 21.4%
• Whites had poverty rate substantially lower than statewide rate
at 10.3 percent, compared to all other races and ethnicities.
• Veterans experience disabilities at almost double the rate of
non-veterans, with the veteran disability rate at approximately
26% and the non-veteran rate at 15%.

• Significant increases in housing costs between 2000 and 2013.
•
Median home values increased nearly 70%
•
Median rent increased more than 50%.
• As of 2013, 31.7% of all owners with a mortgage were cost
burdened (up from 20.8% in 2000), including 23.5% that were
considered extremely cost burdened (up from 15.1% in 2000).
• As of the 2013, just over half (50.1%) of all renters were cost
burdened (up from 35.5% in 2000), including 41.4% that were
considered extremely cost burdened (up from 28.6% in 2000).

• High cost lending mirrors the rate nationally:
20.1% in PA compared to 20.8% US rate (2012 data)
• 79 fair housing complaints throughout the “Nonentitled” areas
of the state between 2013 and 2014. Disability discrimination
was the most common - 51 incidents. Similar feedback
received in regional focus groups.
• Regional and statewide focus groups meetings identified
difficulties in protecting the rights of individuals with physical and
mental disabilities as a rapidly emerging impediment.
