More Expansions May be Needed
TheeducationalinfrastructureinSpearfishhelpsattract
peopletothecommunity,butaccordingtoonelocaladministrator,theeducationalsystemitselfhasbenefitedfromthose
whohaverelocatedhere.
“Spearfishisagreatplacetoliveandbecauseofthat,we
areabletoattracttalentedstaffforourschooldistrict,”said
SuperintendentDavePeters.“Peopleliketobeapartofasuccessfulsystem,andourreputationisgreat.Peopleknowthat.”
TheSpearfishSchoolDistrictconsistsoffourschools,150
certifiedteachers,100non-certified,non-teachingstaff,and
nearly2,100students.
Studentenrollmenthadremainedfairlystableforthe
pasttenyearswithanaverage1,975studentsperyear.Over
thepastyear,however,thedistricthasexperiencedafive
percentincreaseinenrollment.
“Wehavehad24newstudentsoverthepasttwomonths
andIthinkwewillcontinuetoseethatgrowingtrend
throughouttheschoolyear,andevenintonextyear,”hesaid.
Whilethecauseofthisyear’sincreasecannotbeprecisely
identified,PeterssaidatleasthalfofthenewstudentsaredirectlyconnectedtotheBakkenOilBoominNorthDakota.Affordablehousingoptionshavealsocontributedtotheincrease.
Theschoolstructuresarefeelingthepressurefromthe
increasedenrollment.Schooladministrationandschool
boardmembersareconsideringoptionsforexpansionat
currentschoolsandreconfiguringwhatgradesareservedin
eachbuilding.
University Influences District
Eachyearnearly4,500traditionalandnon-traditional
studentschooseBlackHillsStateUniversityforcontinued
education,whichalsoexpandsthecommunity’spopulation.
Somestudentsstayforthefewshortyearswhiletheyobtaina
degree;others–likeLandphere–stayforalifetime.
“It’shome–Igrewuphere,”saidAbbyLandphere,athird
gradeteacheratCreeksideElementaryandaSpearfishHigh
Schoolgraduate.“Spearfishisasmallcommunity,butithas
lotstooffer.Youhavetheopportunitiesofabigcitywitha
small-townfeel.”
TheSpearfishpublicschoolsystembenefitsgreatlyfrom
havingtheBlackHillsStateUniversitycampuslocatedin
town.EachyeartheSpearfishSchoolDistrictwelcomes12
to15studentteachersfromtheBHSUCollegeofEducation.
Thesefutureteachersspendtimeshadowingcurrentteachers,honingtheirteachingskillsandworkingwithchildrenin
Spearfish.
Creekside Elementary School, the district’s newest
school, was completed in 2011; it houses third, fourth,
and fifth grades. This is just one of the structures suited
for possible expansion in the future.
Landpheresaysthestudentteacherscomingintothe
districtholdthecurrentteachersmoreaccountable.“Wehave
tobeabletoteachboththekidsandfutureteachers.Wehave
tobeontopofourgametoeffectivelyteachbothtypesof
‘students’andhelpthemsucceed.”
TheTeammatesprogramisanotherwayBHSUworks
withthepublicschooldistricttoenhanceeducation.Trained,
screenedBHSUstudentsactasabuddyorteammatetoa
studentinanygrade,K-12,tohelpthemsociallyandeducationally.AccordingtoSuperintendent,DavePeters,the
programisdesignedtogiveyouthsafe,qualityadultcontact.”
Thementoringgainedfromthisprograminstillsconfidence
inthesestudentsandcreatesstability.
Small Community Supports

Inthelate1990s,theschooldistrictexperiencedabrief
periodofdecliningenrollmentwithsmallerincomingkindergartenclassesthangraduatingseniorclasseswhilethecity
experiencedanincreaseintotalpopulation.Theincreasewas
creditedtoretireesmovingintothecommunity.

fortheschooldistrictbecauseatthesametimethestateof
SouthDakotawasalsocuttingeducationalfunding.Agroup
ofconcernedcitizensformedtheSpearfishFoundationfor
PublicEducationin2001tocombatthesefinancialwoesand
promoteacademicprograms.
“Thefoundationisawayforteacherstofindinnovative
enrichmentprogramsfortheirclassroomsandreceivethe
fundingtocarrythemout,”saidMaryPochop,Foundation
boardmemberandparentoffourchildrenenrolledinthe
SpearfishSchoolDistrict.“Weareabletohelpprovideopportunitieskidsotherwisewouldnotget.”
TheFoundationraisesfundsthroughanannualendowment
campaignandpassesthemontoteachers.Communityresidents
andbusinessesdonatemoneytotheFoundationtosupport
thegoalsandmissionofthegroup.Mostofthedonationsare
unrestricted,whichcanbeusedforanyprojectasdeemedbythe
board;othersarerestrictedforonespecificproject.
Thisyearover$50,000wasawardedforeducational
enrichment.Thefundsareusedforawidevarietyofacademicopportunitiesincludinghealthyschoolprograms,artand
mathprojects,science-relatedexperiments,campsandfield
trips,dramaandtheatreexperiences,musicprograms,gifted
andtalentededucationalprograms,anddozensmore.
“Someofthefundedprogramsareongoingandsomeare
one-timeprogramsorprojects,”accordingtoPochop.
PochopandherhusbandJonrelocatedtoSpearfishalmost20yearsago.“WeknewSpearfishwasagreatplaceand
knewitwouldworktostartourfamily,”shesaid.“Now,Ihave
apassionforeducationandbeingapartoftheFoundation
boardisawaytoputintoactionthethingsIbelievein.”n

wereonlythreepavedroads–Highway16(ColoradoBoulevard/NorthMain)passingthroughtown,JacksonBoulevard

“WehadpassedthroughSouthDakotaonvacationthe
yearbefore,andSouthDakotawasoneplacewesaidwe
wouldneverlive,”saidAlyceSchavone.Butherhusband’s
position wasjusttemporary,sosheagreedtocome.
Andthankstomanyforwardthinkerslikelong-timeresidentanddeveloper,JoeJorgensen–Spearfishhascomealong
wayinthe55yearsSchavonehasmadeitherhome.
Growth Provides Opportunities
for Investors & Businesses
Witha20percentoverallgrowthinthepast10years,
accordingtocityofficials,thecityofSpearfishisconstantly
expanding,changingandimproving.Spearfishhasbeennoted
asaprogressivecommunitybyothercitiesandbusinesses
becauseofitsabilitytoprovideahighlevelofservicewhile
thinkingoutsidetheboxtoprovideamenitiesforallcitizens.
“Spearfishhasthreeprominentthingsthatsetitapart
fromothertowns:ourrecreationcenter,affordablehousing
initiativesandopenspaceconservationareas,”saidCheryl
Johnson,PublicWorksAdministrator.
In2007,agroupofinvestorsanddeveloperspurchased
theoldWal-MartfacilityfromthecompanyafteranewSuper
Wal-MartwasbuiltontheeastsideofSpearfish.Thisgroup
thentransferredownershiptothecityandrenovatedthe
structureintoa71,000squarefootrecreationandaquatics
center,completewithgymspace,walkingtrack,training
room,fitnessarea,indoorbattingcages,gameroomandoutdoorwaterpark.
“TheriskwasworthitandnowSpearfishhasaphenomenalfacilityforcommunityrecreation,”saidJoeJorgensen,
investor,landdeveloperandrealtor.
AccordingtoJohnson,Spearfishistheonlycommunity
nationallytopurchaseaWal-Martfacilityandremodelitinto
astructureforcommunityuse.
Affordable Housing Options
Credited for Growth
PeoplemovetoSpearfishforavarietyofreasonsfrom
thebeauty,totheclimatetotheeducationalandhealthcare
systems.Affordablehousingalsodrawsalargenumberof
familiestothecommunity.
“Affordableisrelativetoyourfinancialstatus,butour
housingisaffordablecomparedtomanyplaceslikeWestern
NorthDakota,ColoradoandCalifornia,”saidJohnson.
A group of investors and developers purchased the community’s old Wal-Mart facility in 2007. Ownership was
transferred to the city, and the facility was renovated into
a 71,000-square-foot recreation and aquatics center.
Numerousresidentialdevelopmentsarecurrentlybeing
expandedwhileothersareintheplanningstagesandwill
begintoseegrowthincomingyears.Twoofthecity’smost
recentdevelopmentsareTheReserveinHigginsGulchlocatedwestofSpearfishandMcGuiganSubdivisionlocatednorth
ofSpearfish.
“Developmenthappenswherelandandwater/sewer
areavailable.TheMcGuiganSubdivisionandTheReserve
arehighlyattractivebecausetheyareready,”saidJorgenson,
developeroftheMcGuiganSubdivision.
BoththeReserveandMcGuiganSubdivisionsincludecity
water,sewer,garbageandsnowremoval,aswellaspolice
andfireprotection.Eachdevelopmenthassinglefamilyand
multi-familyresidences,aswellasopenspaceforparks,walkingpathsandrecreation.
NearExit17,theElkhornRidgeGolfEstatesdevelopment
iscurrentlyunderway.WithscenicviewsoftheBlackHills
andtheElkhornRidgeGolfClub,thiscommunity’slotsrange
average13,000squarefeetinsizeandareservicedbythecity
withthesameamenitiesmentionedabove.

theopenspaceconservationareas,thatSpearfishprovides.

Open spaces, recreation paths and parks are just a few proud aspects of the Spearfish community. Both residents and
city officials are proud of the continual growth, expansion and renovations made within the community.

cityparks,nearlyeightmilesofrecreation/bikepaths,two
publicgolfcourses,twodiscgolfcourses,oneskateparkand
numeroussportsfieldsandcomplexes.
“Iamproudestoftheparksandopenspacesthatwe’ve
builtintoeachsubdivision.Somearewalkingpaths,some
areparksandothersarejustgeneralopenspaces,”
Jorgensensaid.
Inaddition,thecityhasalsoexpandedthelandtheyown
toincludemoreopenspaceconservationareasincludingthe
westsideofLookoutMountainandtheadditionoflandnear
CreeksideElementaryschoolforexpandedrecreationpaths
andapark.
“Thecitybudgetsmoneyeverythreeyearstoaddoneto
oneandhalfmilesofrecpaths,”saidJohnson.“Recpathsare
justasimportantasroadsnowadays,butareveryexpensive,
especiallyareaswithbridgesoverSpearfishCreek.”
“PeoplechooseSpearfishbecauseofthequalityoflife,
amenities,scenicbeautyandtheenvironment.Thosethings
havealwaysbeenhereandcurrentresidentsholdthestandardshightokeepitthatway,”saidCityPlanner,JaynaWatson.“Wearenotanaveragecity.Peoplepayhigherattention
tothedetailsofarchitecturalstandardsand‘upthebar’for
ourcommunity.”

struggledtosimplymaintain,muchlessgrowhealthcare
options,theindustryhasthrivedinSpearfish.
“Wehaveagreatarrayofhealthcareservicesthatyou
don’tnormallyfindinacommunityofthissize,”Vietzsaid.
Hecitedorthopediccare,MRIimaging,andOB-GYNservicesasexamples.Infact,theonlytwohospitalswithmaternitywardsinallofwesternSouthDakotaareinSpearfishand
RapidCity;althoughotherdeliveryoptionsareavailable.
“Tohavethatvarietynotonlyofspecialties,buttohave
choicesofphysicianswithinthosespecialtiesisattractive,”he
said.
VietzsaidmostmedicalservicesareavailableinSpearfish
withtheexceptionofinvasivecardioandradiationtherapies.
Buteveninthoseareas,somefollowupworkisdonehere.
“SpearfishRegionalHospitalhasexperiencedtremendousgrowthinoutpatientservices,”Vietzsaid.“Yetthe
numberofbedshaveremainedstableovertheyears,perhaps
evenexperiencedslightgrowth.”
Thehospitalhasbeenabletoincreaseitsnumberof
in-patientbeds,asmorecomplexsurgeriesarebeingdone
here,Vietzexplained.Inthelastyearalonetherehasbeen
a33percentincreaseinthevolumeoforthopedicsurgeries
doneinSpearfish,andVietzexpectsthattrendtocontinue.
Toaccommodatethisgrowth,SpearfishRegionalHospital
recentlyannounceda$5million,2-storyexpansionproject,
whichwilladdalmost7,500squarefeet–6,000squarefeet
onthemainlevel–andanadditional100parkingspots.The
projectshouldnearcompletionattheendof2013.
ThethrivinghealthcareindustryhasbenefitedSpearfish
inmanyways.WhenpeoplecometoSpearfishformedicalcare,
theyoftenconductotherbusinesshere,aswell,saidVietz.
“Weareabitofahub,”hesaid.“Webenefitfrompeople
wantingtocomehere,too.”
Muchoftoday’ssuccesscanbeattributedtoSpearfishRegionalHospitalbecomingpartoftheRegionalHealthsystem
in2002,Vietzsaid.
“Ibelievetherearegreatadvantagestobeinasystem
thatisgeographicallylocated,”hesaid.“That’swhatwas
reallydevelopedwhenRapidCityRegionalpurchasedBanner.
Chiropractic, orthodontists, physical therapists, and
general practitioners are just a few of the medical professionals that make Spearfish a health care hub.
Youbenefitfromthecooperationthattakesplace.”
Althoughthepurchaseresultedinsomeduplication,
RegionalHealthdidnotlayoffanyoneandinsteadofferedjob
changes.RegionalHealthprovidedahigherlevelofcapital
spendingforhealthcareinthecommunitythenhadbeen
donepreviously.
HealthcarehasplayedasignificantroleinSpearfish
becomingapopularcommunityforretirees.
LarryandKarenMillerretiredtoSpearfishfromHershey,
Penn.,in2005.TheChadron,Neb.,nativesappreciatedthat
SpearfishwastiedintotheRegionalHealthsystem.

RegionalHealthcontinuestoinvestintheareaandits
future.In2007,RegionalHealthpurchasedaparcelofland
inadevelopmentbeingplannedatExit17offInterstate90.
VietzsaidRegionalHealthpurchasedthepropertyjustasan
option.Thehospitaldidnothavespecificplansforthepropertyatthetimeitwaspurchasedandstilldoesnot.
Federalhealthcarereformmakesitdifficultforhealth
careproviderstoadequatelyplanforthefuture,hesaid.
WhileSpearfishRegionalHealthwillcontinuetoconsider
newofferingsinthecommunity,thatisnottheultimategoal.
“Ouremphasisisonprovidingacertainlevelofcare,”
Vietzsaid.
Millersaid,“Oursatisfactionhasneverdiminished.If
anything,ithasgrown.Spearfishofferssomanyofthediverse
thingsthatwewerelookingfor.”n

beenawardedgrantshereinthecommunity,”Walkersaid.
TheSpearfishsiteforthe3-yearprogramisexpanding,
makingallbusinessesinLawrenceCountyeligibletoapplyin
2013andbeyond.
ThingscontinuetolookpositiveforSpearfish.Besides
populationandjobgrowth,wageshavealsoincreased.The
averagehouseholdincomeincreased16percentlastyear
from$50,187in2011to$58,367attheendof2012.
