Taylor and Van de Putte face off in historic runoff for Mayor

Ivy Taylor is elected as the next
San Antonio Mayor on June 13,
the runoff election results will
make San Antonio history.
In less than 30 days, voters will
either choose the city’s first La
tina or African-American mayor.
General election results put Van de
Putte in the lead with 30 percent
of the vote, while Taylor trailed
closely behind at 28 percent.
“I feel great about the outcome
considering I came in late to the
race and that I came with a fraction
of the money she (Van de Putte)
had,” Taylor said. “I think there’s
great opportunity for me to prevail
on June 13 and we’re reaching out

Since the results were released
on May 9, the two women have
wasted no time in getting back on
the campaign trail.
Taylor has already started gath
ering voter support through phone
calls, special mailers and block
walking.
“I think my approach is better in
general,” Taylor said. “What I do
is evaluate each and every issue on
all sides. I think the voters can see
that I’ve been successful in a short
amount of time.”
The voters recently passed a
major pay hike for the city’s mayor
and City Council members, a first

El plan de acción será el mismo,
pero ahora a lo máximo.
“Vamos a ir a tocar más puertas,
vamos a realizar mas llamadas
telefónicas, vamos a mandar correo
directo y vamos a estar en las ondas
hertzianas”, indicó la candidata.

AT&T’s #ItCanWait encourages safe driving for teens

Texting while driving is a danger
ous habit, but it’s one that a growing
number of Texas drivers are prac
ticing on the roads. According to
TxDOT, in 2014 more than 100,000
traffic crashes occurred because of
driver distractions like cell phone use.
AT&T recently partnered with
Communities In Schools and Roos
evelt High School to introduce their
national “It Can Wait” campaign,
which hopes to decrease the number
of cell-phone related crashes, espe
cially among high school students.
Road safety is important to the fu
ture of these students as they prepare
to graduate and move on to the next
chapter of their lives.
“Educating drivers of all ages,
especially younger drivers, on the
very real consequences of distracted
driving should be a top priority for
all,” Jessica Weaver, CEO of Com
munities In Schools of San Antonio
said. “We want more drivers to know
that It Can Wait – I hope you join us
in taking the pledge not to text and
drive.”

bring awareness to our youngest
drivers is of utmost importance to all

message alerts and notify friends and

REFORMING TEXAS PUBLIC EDCUATION: LATINO COMMUNITY FUTURE AT STAKE
The PEW Research Center Hispanic Trends issued the 2014 National Survey of Latinos (NSL) findings on
October 29, 2014. This most recent survey of Latino ranking of most important issues for Latino voters found
again that education was rated the highest in importance with jobs and the economy being second. Specifically, “Fully 92% say education is an extremely (49%) or very (42%) important issue to them personally, and
91% say jobs and the economy is an extremely (46%) or very (45%) important issue.”
These responses from Latino voters in the nation as well as in Texas are consistent with most surveys
taken over the last fourteen years. Education and the economy seem to always been connected in terms of
importance to the Latino community. As a community it appears that we recognize we must dispense with
the special interests and puts children first. Clearly, the priorities the Latino voters have consistently had
understand that education and the economy are uniquely connected and are dependent on one another.
This is more important today than ever before in light of a recent study from demographer Steve H. Murdock
titled “Changing Texas: Implications of Addressing or Ignoring the Texas Challenge”. In it, he reveals the
looming intersection of two important trend lines. The first, that Hispanics are the fastest-growing population group in our state, is well known to most readers. The second, that Hispanics have the lowest levels of
educational attainment (obstacles like poverty, language proficiency and school quality are mentioned as
factors) is troubling on many levels.
There is much data collected by the Texas Academic Performance Report prepared by the Texas Education Agency (TEA), confirms the transition to the new STAAR test has not only continued the trend of lower
performance with higher Free and Reduced Lunch program students, it has widened the gaps in performance between the rich and the poor. For example in Edgewood ISD, serving the highest percentage of
FRL students, only 19% of students met the college ready standard. In comparison, the districts serving
the lowest populations of FRL students, Randolph Field, Boerne and Alamo Heights ISDs, have three times
the percentage of students meeting the post secondary readiness standard. It should also be noted that the
largest ISD in the San Antonio area, Northside ISD, with an enrollment of over 100,000 students, has only
45% of students meeting the post secondary readiness standard. The impact of such a low percentage of
a large number of students is of huge concern.
In 2012, the state began defining the passing standard for the STAAR tests. The passing standard was
originally set to help students be more prepared to meet the college ready standard. This was to have been
done by phasing in the exams, getting more difficult and college ready every two years. However, the
performance by students on the test was so low in the first two years that the state has not moved forward
in improving students ability to meet the passing standard.
Not Much Has Changed
The combination of those two trend lines will define our future. There is no way for Texas to maintain its
economic strength if the fastest growing population segment continues to underperform in the classroom.
Without the courage to invest in the minds of our children and maintain steadfast support for improving
schools, there is little doubt that we will miss our opportunity to prepare this generation for what’s next.
The San Antonio area school districts served over 335,000 students in 2014. Unfortunately, not enough of
these students were deemed college ready and will not be able to keep up with the demands of our increasingly globally competitive world. As Texas transitions to a more rigorous test with higher standards, the gaps
between historically underperforming student groups continues to grow larger.

future of Latinos and the future of the state of Texas.

As mentioned above, the state has recognized the shortcomings of the TAKS test and has been changing
to a new test, STAAR test, for the past two years. Unfortunately, students have not performed well on the
STARR exam either. The results have been about the same as they were on the TAKS test: those most in
need of college readiness are least prepared.
The state has set levels of college readiness at every STAAR tested grade level, 3rd through high school, in
order to keep students on a path to achieving college readiness through high school. This level of performance
is a higher bar of performance than the passing standard. In order to be deemed “Post Secondary Ready,”
students must attain this level of performance on at least two of the subject area tests they take each year.
When some people hear the term “education reform” they might assume it is used in reference to vouchers,
charter schools or other approaches that benefit few. It is impossible to expect to transition our public schools
system to an alternative approach. In this case, we are talking about rolling up our sleeves and improving
the public schools that are already in our neighborhoods, helping teachers who are teaching our children
and affecting our state’s future. We’re happy to report that a the initiatives below are efforts to give parent
and students more choices in improving their local neighborhood schools. They offer true reform from the
current system that simply has not been able to meet the needs of Latinos students and the state of Texas.
These bills have need the support of all Latino members regardless of their political party especially last
month of the 84th Legislative Session.
• The A-F School Ratings bill from REP Morgan Meyer (R-Dallas) would improve accountability for schools
through an easily understood performance measure. By grading schools on the same simple scale they
apply to Texas children, we can empower parents and communities to hold educators accountable.
• The Local Control School District bill by REP Joe Deshotel (D-Beaumont) would delegate greater local
control to Texas public school districts so they can tailor solutions to local needs. One-size-fits-all solutions
just don’t work in Texas.
• The Texas Opportunity School District bill from REP Harold Dutton (D-Houston) creates a statewide
school district that would essentially serve as an Intensive Care Unit for failing schools, nursing them back
to health so our children can get the best possible education.
• A bill to create the Texas Commission on Next Generation Assessments and Accountability has cleared
the Senate, giving the House a chance to approve the effort to find new systems of student assessments
and public school accountability.
• Parent Empowerment bill from Senator Taylor would strengthen current Texas law by shortening the
current wait period from five to two years consecutive years of school failure, allowing parents to petition to
intervene in their child’s chronically failing public schools in time to bring meaningful change.
Efforts like these reflect a willingness to move forward from a hidebound status quo in search of solutions
that genuinely benefit Texas children, the future of our state.

The only Latino elected state official from the San Antonio area that has recognized what Latino voters have
been saying about education and jobs being the more important issues to them and the community has been
State Representative Rick Galindo. Not only has be been supportive of these measures as a member of the
House Public Education Committee, he has worked with the South San Antonio Chamber of Commerce to
introduce and move the following important legislation:
The bills that Rep Galindo has filed and their status are:
• HB 1931 - requires school board members in Bexar County to file Personal Financial Statements like
most other elected officials.
• HB 1327/HJR 86 - allows for the recall of school board trustees should the accountability rating of the
district be reduced by the TEA.
• HB 1486 - prohibits school board trustees from having communications with a bidder regarding a specific
bid; applies to school districts in Bexar County that have been party to a lawsuit regarding this issue.
Despite the election of more and more Latinos to public office, despite the claims of this development
bringing about better results for the Latino community, despite the continued importance given to education
and the economy, the Latino community’s political leadership is not engaged in the debate nor leadership
of reforming a public education system in Texas. We need support for the above measures and we need
political leadership such as what Representative Galindo has been providing on this most important issue
for our children, families, community and state.

The 50 minute round-trip is con

there’s only one class and its coach,

Preciado lo llevó a cursar estudios

en el año de 1992 en la banda más
tradicional de México: Banda El
Recodo de Don Cruz Lizarraga,
donde permaneció por más de seis
años siendo el vocalista principal,
dándole con su voz el sello carac
terístico en sus ocho producciones
discográficas.
“Haber pertenecido a bandas
como El Limón o El Recodo me
dejó la experiencia de crecer como
persona, pero también como intér
prete dedicado al público que es
lo más importante, pues a final de
cuentas son los que deciden lo que
les gusta o no”, remarcó.

musical Julio Preciado y su Banda
Perla del Pacífico se han ganado
a pulso el cariño de miles de ad
miradores del estilo sinaloense,
quienes con el paso del tiempo
han aplaudido todos sus temas

das, rancheras, boleros, cumbias
y salsa.
Este último estilo Preciado lo

sultados, ser nombrados entre los
mejores en Billboard, es un logro
alcanzado gracias a nuestros es
fuerzos y duro trabajo”, comentó
el intérprete.

San Antonio
kicks off the 61st
annual “Fill the
Boot” campaign

This week, the San Antonio
Fire Department (SAFD) will
join forces with the San Antonio
Professional Firefighters Associa
tion (SAPFFA) and the Muscular
Dystrophy Association (MDA) to
raise money “To Kick Muscular
Dystrophy (MD) To the Curb.”
The curb plays a major role in
this effort as firefighters will be out
on the streets asking you to “Fill
the Boot.”
So far the campaign to “Fill the
Boot” has received a good amount
of money from our city in previ
ous years.
“San Antonio Citizens have
been very generous helping raise a
total of $242,000 dollars in 2014,”
MDA’s Executive Director JoNeen
Serna told La Prensa.
A good outcome from donations
can lead to more opportunities to
fight MD.
Serna added that the money
raised goes toward many areas
involving the disease.
“The funds stay in San Antonio
under MDA. They [the funds] pro
vide clinical care, support groups
for families, summer camps for
students with Muscular Dystrophy,
patient care, and research grants.”
The “Fill the Boot” campaign
will begin this week on Thursday,
May 14 and continue through Sat
urday, May 16. Firefighters will
be located at various intersections
throughout the city. All proceeds
will go towards the Muscular Dys
trophy Association.

cazmente, soy una hija de San
Antonio, mi historia está aquí y
mis nietos están aquí, así es que
esto para mí es muy emocionante”,

La importancia del chequeo médico

Va en aumento el fallecimiento
de conocidos que han perdido la
vida, simplemente, porque nunca
se dieron el suficiente tiempo para
estructurar un sistema de salud
personal que les hubiese alargado
la existencia al tener conocimien
to de su respectivas enfermedades
o padecimientos crónicos.
A mi parecer, y con suficiente
evidencia en este testimonio, a mis
tres lectores les diré que no es fácil
acudir a un chequeo médico de
cuando menos dos veces por año.
La principal traba es que no to
dos contamos con un plan de segu
ro médico, ello a pesar del dizque
“castigo” o multa en impuestos
que la presente administración
federal impone a toda aquella
persona sin seguro médico.
No todos tenemos las posibili
dades de comprar una póliza que
cubra visitas periódicas al médico.
Los costos son demasiado altos.
Si no se cuenta con un sueldo
promedio por encima de los 20
mil dólares anuales no se podrá
adquirir un seguro médico que
sea aceptable para todas las clíni
cas que proporcionan asistencia
médica general.
Quienes tienen un sueldo menor
a los 10 mil dólares sí califican
para obtener seguro médico pro
porcionado por el sistema médico
universitario, que es administrado
por el condado de Bexar. Ello yo
lo pude comprobar cuando lo usé
hace 20 años. En ese entonces mi
sueldo era simbólico, y a decir
verdad me ayudó bastante en la
salud de mi hijo y esposa (yo,
gracias a Dios, nunca tuve la
necesidad de usarlo).
El sistema de salud universita
rio es de los mejores en el sur de
Texas, ahí se le dio asistencia a
mi heredero cuando tenía la edad
de 3 años. Los costos fueron ab
sorbidos por el sistema de ayuda
a pacientes de escasos recursos
económicos y a la vez resolvieron
el problema médico que mi hijo
presentaba en ese entonces. Con
ese sistema de seguro médico
siempre estaré agradecido.
Ahora que económicamente me
mantengo estable, al igual que mi
esposa, no calificamos para recibir
los beneficios del seguro médico
universitario, por lo que tenemos
que pagar una buena cantidad
de dinero mensual para conser
var nuestro plan de asistencia
médica, acudiendo regularmente
a nuestros respectivos chequeos.
Creo que esa disciplina me ha
ayudado a salir adelante en mis
achaques cotidianos.
Quienes no cuentan con una
póliza de seguro médico, sé que
se abstienen de chequearse perió
dicamente.
Muchos de mis conocidos que
se me han adelantado al viaje sin
retorno no tenían la cultura de
visitar al médico regularmente,
simplemente cuando tenían un
catarro o tos buscaban curarse
con remedios caseros. En algu
nos casos porque carecían de
documentos legales, o porque
su “machismo” no les permitía
ser auscultados por un médico,
especialmente cuando se trataba
de problemas con la próstata o
cardiovasculares.
Con la salud no se juega, por
ello debemos de acudir periódica
mente a chequeos médicos; hacer
el esfuerzo de ahorrar dinero para
pagar al contado las consultas,
existen clínicas auspiciadas por
los diferentes sistemas de gobier
no que les pueden ayudar.
Nunca es tarde para buscar
información al respecto. Yo lo
hice a la edad de 45 años. Mi
doctor sin decirme “agua va” se
atrevió en auscultarme para ver
si tenía o presentaba síntomas de
inflamación en la próstata; tal fue
mi enojo con él porque entonces
yo no entendía ni papa sobre ese
tipo de exámenes. De tan enojado
que estaba con mi doctor que hasta
pensé en darle una golpiza; sin
embargo, fui a consultar con mi
abogado y le expliqué que nunca
se me había hecho un examen de
tal manera y que por ello deseaba
emprender una demanda contra
la clínica y el doctor que realizó
el examen. Mi estimado abogado
dijo que no tenía un buen caso, ya
que yo había admitido ser exami
nado como rutina de mi chequeo
médico.
“Franco, nada se puede hacer le
galmente para demandar a tu doc
tor. Él es tu doctor personal y tiene
derecho de hacerte cuanto examen
sea necesario para tu propio bie
nestar. Desde que tú acudiste a esa
clínica llenaste un formulario en el
que aprobabas recibir asistencia
médica y ser examinado cuantas
veces se requería en cada una de
tus visitas. Así que si saliste bien
del examen y no se te encontró
ningún problema, entonces tienes
que estar contento y seguir ade
lante con tu vida, especialmente
ahora que has dejado la tomada”,
expresó mi estimado abogado.
Así es que, mis estimados tres
lectores, hay que seguir adelante
realizando nuestro plan de salud,
para cuando menos durar hasta
que el Creado Divino nos lo con
ceda.

peso depende
de fisiología
individual
EFE - La fisiología de cada per
sona influye en la forma en la que
se pierde peso, de acuerdo con un
reporte de los Institutos de Salud
de Estados Unidos (NIH).
La investigación, publicada en la
revista Diabetes, encontró que te
ner ciertas características biológi
cas podrían facilitar o dificultar la
pérdida de peso en adultos obesos.
Investigadores del Departa
mento de Epidemiología e In
vestigación Clínica de Phoenix
(PECRB), estudiaron a 12 mujeres
y hombres con obesidad y midi
eron los niveles de gasto de energía
en un día de ayuno, seguidos de
seis semanas de una reducción de
50 por ciento de la ingesta calórica
de cada paciente.
“Si bien, los factores de com
portamientos como ser riguroso al
seguir una dieta afecta la pérdida
de peso hasta cierta extensión,
nuestro estudio sugiere que de
beríamos considerar el panorama
más amplio que incluye la fisi
ología individual y que la pérdida
de peso es una situación en la que
ser ahorrativo no paga”, indicó
Susanne Votruba, principal autora
del estudio.
“Cuando las personas que están
obesas disminuyen la cantidad de
comida que ingieren, las respuestas
metabólicas varían en gran medida,
con un metabolismo ‘ahorrativo’
posiblemente contribuyendo a una
menor pérdida de peso”, señaló.
El reporte encontró que luego
de tomar en cuenta indicadores
como género, raza, edad y peso,
quienes perdieron menos peso
fueron aquellos cuyo metabolismo
disminuyó más en el período de
ayuno.
La investigación no determinó
si estas características biológicas
son innatas o se desarrollan a través
del tiempo.
Los investigadores indicaron que
pese a las condiciones biológicas
de cada persona, la actividad
física y una dieta balanceada por un
período prolongado puede ser muy
efectiva para la pérdida de peso.
Más de un tercio de los estadouni
denses son obesos y los hispanos
son uno de los grupos con índices
más altos, lo cual los pone en riesgo
de diabetes, enfermedades del
corazón y varios tipos de cáncer.

en el agua en el estado. TCEQ recibió esta solicitud el 27 de octubre de 2014.
La planta de tratamiento de aguas residuales domésticas están ubicados en 820 pies al sureste de la intersección de Harmony Hills y Shady Acres y el área de disposición se
encuentra a 1.600 pies al sureste de la intersección de Harmony Hills y Shady Acres en el Condado de Bexar, Texas 78260. La planta de tratamiento de aguas residuales y sitio
de disposición se encuentran en la cuenca de drenaje del Mustang Creek en el Segmento No. 1910 de la Cuenca del Río San Antonio.
El Director Ejecutivo de la TCEQ ha completado la revisión técnica de la solicitud y ha preparado un borrador del permiso. El proyecto de permiso de ser aprobado establecería

SOLICITUD Y DECISIÓN PRELIMINAR. City of Boerne, 402 E. Blanco Road, Boerne, Texas 78006, ha solicitado a la Comisión de Calidad Ambiental del Estado de Texas (TCEQ)
una` renovación para autorizar la descarga de aguas residuales tratadas en un volumen que no sobrepasa un flujo promedio diario de 1,200,000 galones por día. La TCEQ recibió
esta solicitud el 21 Agosto 2014.
La planta está ubicada en 350 South Esser Road, Boerne, en el Condado de Kendall, Texas. El efluente tratado es descargado al Riachuelo de Currey; de allí al Riachuelo Superior
de Cibolo en el Segmento No. 1908 de la Cuenca del Río San Antonio. Los usos no clasificados de las aguas receptoras son limitados usos de la vida acuática para Riachuelo de
Currey. Los usos designados para el Segmento No. 1908 son elevados de vida acuática, abastecimiento de agua potable, protección del acuífero, y recreación de contacto primario.

dos partidos de pretemporada
contra el plantel Shock de Tulsa,
Oklahoma.
El primero se jugará en calidad
de visitantes en el BOK Center
de Tulsa el viernes 22 de mayo
en el horario de las 7 p.m.
El segundo cotejo será el
jueves 28 a las 10:30 a.m. en el
Coliseo Freeman, donde cele
brarán el tradicional Día de
Clases con Stars, partido en el

mujer entrenadora en la NBA

año en la WNBA.
Dentro de su enfoque durante
