The URC team studied data on 30 towns and analysed the following:

Approval for Most of towns took more than 30years. Urban growth

Town Planning in Telangana-Land Use zones
Most of the Master Plans in AP, Karnataka, & Tamil Nadu have
the following Common Land uses:
i. Residential Use zone
ii. Commercial Use zone
iii. Industrial Use zone
iv. Public & Semi Public Use zone
v. Agri.use zone,/Environmental/Recreation Use zone
It is therefore recommended to adopt the following 4 land use zones
instead of 7 or 8 zones
i.
Residential Use zone
ii.
Industrial use zone
iii.
Mixed Use Zone ( Non Residential-Non Industrial Use zone )
iv. Conservation zone ( Environment/ Heritage/Recreation/Agri. Use
zone /water bodies
Permissible Uses in these 4 zones will be studied and complied to
simplify the procedure in zoning Regulation and reduce number of
applications to Government on change of land use.
Town Planning in Telangana- Contents of Master Plan
Matters that may be dealt with in a General Town Planning
scheme:
A General Town Planning Scheme shall provide for the
following matters to secure a settled policy and plan for the
improvement and development of the town to control both
municipal and private activities:(a) Construction, diversions, extension, alteration, improvement or
closure of streets roads and communications, to the extent required
for the needs of the public generally;
(b) Reservations of land for streets, roads, open spaces, recreation
grounds and
sites for public buildings;
(c)
Determination of what shall be residential, commercial,
industrial and hutting areas;
(d) Preservation of objects and buildings of archaeological or
historic interest or of natural beauty or places of religious
veneration;
(e) Prescription of building lines and street alignments;
(f) House density restrictions in different parts of the area .
Every master plan shall also contain the following:

Lines of existing and proposed streets;
Ownership of all lands and building within the area to
which scheme relates;
•
Extent of all such lands -may be public / private
•
Description of all details of land for acquisition &
development
• Cost estimate of the plan proposal;
•
Approximate extent of land to be acquired and the localities
wherein the land is to be acquired
• Responsible Authority for the master plan
On perusal od some master we find that the
following matters are not included in the Master
Plan:
 Ownership of all lands & buildings in the master plan area.
 Extent of land in the master plan area under public/ private
ownership.
 Estimate of the proposals in the scheme.
 Regulation for enforcing /carrying out the provisions of master
plan
 Defining the Responsible Authority for implementing of master
plan.
 Infrastructure facilities such as water supply, drainage, street
lighting and transport facilities.
These information are not available in the Master plans we have
studied.
Therefore it is suggested Master plan need to be prepared with all
the items indicated in the APTP Act,1920 and UDAAct 1975

Council modifies the scheme based on
objections and suggestions received
from public and submits the scheme
to Govt. through DTCP for sanction of
the Govt.
7.
Govt. sanction the scheme
notifies it in the Gazette.

From the date of publication in the
Gazette, the scheme comes into
operation.
