A. JOB PURPOSE STATEMENT
The incumbent is responsible for the system architect, networking, system integration, hardware and
software for large scale system development/system integration projects for the Ministry’s portfolio
locations.
B. KEY OUTPUTS









Disaster Recovery procedure developed and maintained
Network Design/Architecture document developed
Hardware devices installed as necessary, and maintained
Work schedules/Flow chart implemented for subordinates
Information Security system in place and functional
Technical support provided to systems users of the Ministry and portfolio agencies
Assessment Reports submitted in a timely manner
Network up-time close to 100%

C. KEY RESPONSIBILITY AREAS
Technical/Professional Responsibilities
 Establish, monitor and evaluate overall Technical Services programmes
 Analyze and report data from Technical Services Unit to measure cost and workflow
 Develop, implement and evaluate policies and procedures for the Technical Services Unit
 Designs, implements and monitors routine back-up procedures across MOJ portfolio and assure adequate
cycling and offsite rotation of back-up media
 Prepares and submits monthly performance progress reports to the Director
 Coordinates and overseas the system architecture
 Maintains both wide and local area network connections, network security, router, firewalls issues and
back-up systems
 Installs, maintains and trouble-shoot hardware devices
 Provides technical support, including resolution of hardware and software problems and system upgrades
 Maintain contracts on system hardware software and telecommunication
 Documents computer security and emergency measure policies, procedures and tests
 Supervises the work of Technical Services Personnel and Network Administrators
 Performs other related duties as assigned
Human Resource Responsibilities
 Manages the welfare and develop of direct reports through the preparation of performance appraisals
and recommendation of required training and development programmes
 Provides leadership of staff through effective setting, delegation, and communication
 Provides guidance to staff through coaching, mentoring and training, providing assistance and support as
needed
 Participates in the recruitment of staff for the Department
 Ensures that staff is aware of and adhere to the policies, procedures and regulations of the division and
the Ministry

Assessment report accurately prepared on a quarterly basis
Policy and procedure document for the unit must be in line with the Ministry’s objective, and prepared in
accordance with International and Local regulations
System architecture is on-going and adheres to International standard
System trouble-shoot are dealt with in a timely manner and in accordance with international standards
Warrants on contracts are current and in accordance with international standard
Reports are accurately prepared in the prescribed format
Welfare of staff is clearly identified and addressed

MINIMUM REQUIRED EDUCATION AND EXPERIENCE

BSc. in Information Technology from an accredited institution
3 years experience in a similar position
(c ) Working Conditions
 Incumbent may be required to work outside of normal working hours
 Incumbent will be required to do field visits and other work related traveling
