NAECON (National Aerospace and Electronics Conference) is the oldest and premier IEEE Conference presenting
research in all aspects of theory, design, and applications of aerospace systems and sensors. For 2015, NAECON has
combined with the Ohio Innovation Summit and the IEEE International Symposium on Monitoring & Surveillance
Research to explore new research and contributions for core intelligent aerospace sensor integration in the following areas:
Innovative Aerospace Technology; Sensory Exploitation; Trust in Electronics, Cyber and Next-Gen Systems; Algorithms
for Tracking in Aerial Surveillance and the “NAECON/OIS Grand Challenge Problem” for pico-satellite sensory system
design (Preliminary function designs- such as imaging, navigation, and communication )

Keynote Speaker Wednesday (17 June): Paul McManamon, Ph.D., Fellow IEEE, SPIE, OSA, AFRL, & MSS
Topic: “The International year of Light - Optics and Photonics as an Enabling Technology for the World”
Abstract: This talk focuses on the National Photonics Initiative, NPI, because optics and photonics is such a key enabler
in the US economy. The White House commissioned a fast track committee to respond to the recommendations of the
Optics and Photonics study. The recommended NPI is proceeding with significant vigor, encompassing both congress
and the executive branches. As a result of the study recommendations and subsequent photonics community activity, the
U.S. Department of Defense has selected photonics as the focus of a new Institute for Manufacturing Innovation (IMI).
This institute will be the largest to date of the National Network of Manufacturing Innovation Institutes and will
comprise a total of $200 million public and private funding.
Bio: Dr. McManamon is president and CTO of Exciting Technology LLC, and works part-time with the University of Dayton
as Technical Director of the Ladar and Optical Communications Institute, LOCI, in the EO department. Dr. McManamon spent
his government career at Wright Patterson AFB. In 1995 he became the acting chief scientist for avionics, a position he held for
32 months. In 2001 he became Senior Scientist for Electro-Optical Sensors, and in 2005 he became chief scientist for Sensors,
as part of the Air Force Research Laboratory. Dr. McManamon is widely recognized as the Father of the Optical Phased Array
technology. Starting from 1987, he developed the technologies required to steer laser beams with no moving parts. He has both
guided this effort and made significant individual technical contributions. He led in-house work at the Air Force research
Laboratory, AFRL, authoring the IEEE WRG Baker award winning paper in on this subject. He initiated the Phased Arrays
approach to active electro-optical systems for laser sensing and laser weapons, and published the first papers in this area in the
late 90’s. The Phased Array approach to active EO systems for laser sensing and laser weapons now dominates the beam
control sessions at Directed Energy Professional society (DEPs) meetings. Dr. McManamon emphasized performance based
sensing for combined sensor and processing development as chief scientist, AFRL Sensors to define an information goal, and
develop the required sensors and processing to achieve that goal. Dr. McManamon was an early advocate of pro-active Infrared
countermeasures recommending a Defense Advanced Research Projects Agency program called medusa. The concept of proactive IRCM has become prominent in the Air Force countermeasures community.

Keynote Speaker Thursday (18 June): Chris Baker, Ph.D. , Fellow IEE
Topic-“ Radar and Cognition: From Theory to Experiment”
Bio: Before coming to The Ohio State University, Dr Baker was the Dean of the College of Engineering and Computer Science
at The Australian National University. Prior to this he held the Thales-Royal Academy of Engineering Chair in intelligent radar
systems at University College London. He has been actively engaged in radar system research since 1984 working in both the
public and private sectors. He is the author of over one hundred and fifty publications and is a much requested speaker on the
topic of radar systems. He provides advice and consultancy to the global aerospace industry as well as to a variety of
international governments. He is the recipient of the IEE Mountbatten premium (twice), the IEE Institute premium and is a
fellow of the IEE. Until 2007 he was the chairman of the IEE Radar, Sonar and Navigation systems professional network. He is
a visiting Professor at the University of Cape Town, Cranfield University, University College London and the University of
Adelaide. Dr. Baker’s research interests include Coherent radar techniques, radar signal processing, radar signal interpretation,
Electronically scanned radar systems and radar imaging.

Banquet Speaker Thursday (18 June): Pete Luongo, former CEO of the Berry Company
Topic-“ 10 Truths About Leadership: ... It's Not Just About Winning”
Abstract: Company leaders can cite hundreds of reasons why they aren’t successful, from a weak economy to stiff
competition. Everyone has an excuse. This talk gives you answers. Presented by Pete Luongo, former CEO of The
Berry Company, he presents a behavior-driven model for high performance that focuses on hiring great people, a
commitment to support them, well-defined expectations, effective feedback and acceptance of total accountability for
individual performance. He shares his insights and experiences as a true leader, as well as his “10 Truths” that
provide solutions to problems leaders face every day.
Bio: Prior to the publication of '10 Truths About Leadership…It’s Not Just About Winning', Pete was President/CEO of the
Berry Company, a 1.5 billion dollar yellow page advertising agency. Since retirement Pete has devoted himself to giving back
through his book, speaking engagements, board memberships, including as former executive director of the Center for
Leadership and Executive Development and past member of the University's Board of Trustees at the University of Dayton.
Pete continues to teach as an adjunct professor in leadership at both the undergraduate and graduate levels.
Pete has been fortunate to work with 200+ companies, collegiate athletic programs and numerous other organizations sharing
his behavior driven model “The Leadership Pledge”, developed while he was at Berry. The model focuses on people, support,
expectations, feedback, and accountability. The ten truths are life’s lessons that help each of us understand that our lives will be
valued by our willingness to make a difference in other people’s lives. Coaching and inspiring leadership at all organizational
levels is Pete’s passion: his message will move and inspire you.

Topic-“ Star Wars Laser History: Myths, Legend, Facts, & Relections of a “Star Warrior” ”
Abstract: Dr. Jim Horkovich will present a history of missile defense and the Star Wars program. Since Archimedes'
"Burning Glass" at the siege of Syracuse 212 B.C. through the development of the LASER man has been fascinated with
the idea of using directed energy weapons. Under Reagan's "Star Wars" plan years and billions of dollars were invested
in making high energy laser systems a reality. Dr. Horkovich's presentation will trace the development of these systems
from the Gas Dynamic LASER laboratory in the 1960s and the USAF Airborne Laser Laboratory of 1981 through to the
latest UAV systems and Non-Lethal Area Denial systems of today. In reflecting on the effort invested in developing this
technology, Dr. Horkovich will demonstrate the critical role that these programs played in ending the cold war and
continue to play in securing our national defense.
Bio: Jim Horkovich has recently retired from Raytheon where he held the post of Engineering Fellow and Chief Technical
Architect for High Power Laser Programs in the Advanced Missiles and Unmanned Systems product line. He was initial
systems architect for the Laser Area Defense System and master systems architect for the LaWS tactical laser weapon. Before
joining Raytheon in 2004, Horkovich was a technical advisor on laser and space-technology programs for the Schafer Corp.
and Science Applications International Corp. He was a senior systems engineer for high-energy-laser and hardware-test
programs including Space Based Laser (SBL) and Airborne Laser, and senior systems engineer for the SBL Integrated Flight
Experiment. He retired from the U.S. Air Force in 1990 after directing all Strategic Defense Initiative Organization lasertechnology programs at the Air Force Weapons Laboratory. Dr. Horkovich is a Fellow of the AIAA and was the chair of the
AIAA Directed Energy Program Committee and member emeritus of the Plasmadynamics and Lasers Technical Committee.

The Grand Challenge Problem will be a preliminary pico-satellite system design using the TubeSat Personal Satellite Kit (See
http://www.interorbital.com). This year, NAECON will evaluate designs and sponsor the winning design or team, for a
future low earth orbit on an IOS modular launch vehicle based on the availability of sponsorship funds. Examples of
experiments or applications include the following:
-- Earth-from-space video imaging
-- Earth magnetic field measurement
-- Satellite orientation detection (horizon sensor, gyros, accelerometers, etc.)
-- Orbital environment measurements (temperature, pressure, radiation, etc.)
-- On-orbit hardware and software component testing (microprocessors, etc.)
-- Tracking migratory animals from orbit
-- Testing satellite stabilization methods
-- Biological experiments
-- On-orbit advertising
-- Space art
The TubeSat is designed to be orbit-friendly and is designed to function as a Basic Satellite Bus or as a simple stand-alone satellite. Each TubeSat kit
includes the satellite's structural components, printed circuit board (PCB) Gerber Files, electronic components, solar cells, batteries, transceiver
(requires an authorized frequency allocation from the FCC or equivalent non-US entity), antennas, microcomputer, and the required programming
tools. With these components, the builder can construct a satellite that can be received on the ground by a hand-held amateur radio receiver. Simple
applications include broadcasting a repeating message from orbit or programming the satellite to function as an orbital amateur radio relay station.

SUBMISSION PROCEDURES
Prospective authors should submit an abstract and/or 1000-word summary of their paper. Submission is in electronic form via the conference
website (http://www.naecon-ois.org). Acceptable format is PDF (IEEE Xplore compatible PDF). The paper should identify the Technical Track
and include information about the contact author (name, mailing address, phone, Fax, and email). Authors should obtain all company and
government clearances prior to submission of papers. All papers will be reviewed by the Program Committee. They will be judged with respect to
their quality, originality, and relevance. Upon acceptance of the paper, a full camera-ready paper must be prepared using IEEE PDF-Express and
submitted electronically via the conference website. IEEE release forms are required with the final camera-ready paper. Accepted papers will be
published in the conference proceedings, conditional upon at least one author’s advance registration.
Submission requirements are the same for both lecture and poster submissions. Both formats have the same value. Presentation format is chosen by
the suitability the of content to the format and is not a judgment of relative value.
The best student paper will be selected, and a Best Student Paper Award conferred. Nominations will also be solicited for the JOE SCIABICA
INNOVATION AND COLLABORATION AWARD: http://www.udri.udayton.edu/News/2014/Pages/SciabicaAwardwinners.aspx. Other newly
established awards will also be celebrated.

The ISMSR actually is the7 annual event and is the continuation of the IEEE International Symposium on
Research on Assistive Technologies (2007) and the Assistive and Monitoring Technologies tracks from the IEEE
Conferences (TAI, BIBE, IISA) 2008-2012. The annual IEEE International Symposium on Monitoring & Surveillance
Research (ISMSR) provides a major international forum where the creation and exchange of ideas related to smart
homes, ambient assistive living, and monitoring and surveillance research are fostered among academia, industry,
and government agencies. The symposium facilitates the cross-fertilization of these ideas and promotes their
transfer into practical tools, for developing intelligent systems and pursuing monitoring and surveillance
applications, like Bioinformatics and Bioengineering. The ISMSR encompasses all technical aspects of specifying,
developing and evaluating the theoretical underpinnings and applied mechanisms of the Monitoring and
Surveillance based components of computer tools (i.e. algorithms, architectures and languages), smart devices
and environments, and advanced sensors.
