A Cronin Honorable Mention Award for innovation in Purchasing
Practices, Georgia has taken the 6-9 month RFP Process and
reduced it to approximately 60 days! The presentation will detail
how to effectively create, manage, and accomplish purchasing via
the RFP process in a relatively short timeframe.

Fine Tune Supplier Relationships to Enhance Contract
Management

Supplier Relationship Management is a program that has proven to
be beneficial across multiple industries by engaging with the supply
base. SRM has been defined by one professional organization “as a
set of principles, processes and tools that assist organizations in
the management of supplier relationships to maximize value and
minimize risk through the entire supplier relationship cycle”. We
will review 3 of the principles of SRM – the “3 Cs: Communication,
Collaboration, Commitment” and apply these principles in
interactive case studies.

Security and Privacy - BYOD

This session will identify the basic types of security that are at
issue for state governments (i.e. communications security,
information security, personal/physical security, etc.) using the
particular example of mobile device use by state employees to
explore these critical elements.

2nd Cooperative Meeting Prioritize Contracts

From the first session, narrow down to at least 5 potential
cooperative opportunities. Identify states and members to begin
working forming the teams to take them forward. A potential “lead
state” is the NASPO member state that accepts responsibility and
authority for a cooperative opportunity. A state might have limited
staffing flexibility, but real expertise in an area or industry,
another state (with more flexibility) might manage participation for
a cooperative opportunity, working with the lead state.

This breakout session will concentrate on strategies for developing
Cost Proposals and using Best Practices and Benchmarking in the
Analysis stage as a means of facilitating better negotiations and
value. Examples of metrics, key considerations, and pricing models
for IT and Services Contracts will be used to structure the
discussion.

Contract Administration and Negotiation

Participants will be given a contract/negotiation scenario or topic
and discuss how this has been handled or recommendations on how
to manage the resulting issues that would arise. This is an
opportunity to catch up with your Southern Region procurement
colleagues to discuss what’s going on in their state.

Current Issues in Public Procurement Training
This training will explore the pervasiveness of information
technology and its implications, innovative technology sourcing,

and the expansion of enterprise resource planning systems. Other
issues include the streamlining of the procurement process, and
vendor protests of contract decisions, as well as the growth of
procurement and the changes in the workforce.
