Lowell (Jake) Jacoby is Corporate Strategic Advisor,
Intelligence/Cyber Strategy for CACI International Inc, a $3.7
billion information solutions and services company. In this role, he
has oversight of CACI’s strategy and planning across its
intelligence, cyberspace, and geospatial markets.
Previously, Mr. Jacoby had served as Executive Vice President of
CACI’s National Solutions Group (NSG), serving members of the
U.S. Intelligence Community and fielding capabilities that enable
information sharing across the national intelligence and homeland
security communities. The group made CACI an industry leader in
knowledge management; data discovery, document, and media
exploitation; technical and all-source analysis; systems integration
and application development; intelligence dissemination and network
management, systems engineering, and technical assistance; multimedia productions; and other
highly-valued classified activities and services for its customers.
Mr. Jacoby joined CACI in February of 2006 as NSG’s Executive Vice President for Strategic
Intelligence. In this position, he was responsible for shaping new business opportunities for CACI in
the intelligence and homeland security arenas. These responsibilities included helping to develop
strategic plans and lending his expertise in developing end-to-end and community-wide solutions.
The former Navy Vice Admiral (VADM) has 45 years of military and intelligence leadership
experience. Mr. Jacoby culminated his active duty career as Director of the Defense Intelligence
Agency with key responsibilities supporting national authorities, combatant commanders and the
warfighter, and he played a leading role in the global war on terrorism. For the final 20 years of his
career, he was the senior intelligence officer at every duty station. He led the effort to create a
functional command for intelligence, surveillance, and reconnaissance, and brought the new
command to initial operational capability.
Mr. Jacoby’s leadership in defense intelligence transformation and his key role in national
intelligence reform were recognized by the award of three Defense Distinguished Service Medals,
the Navy Distinguished Service Medal, and the National Intelligence Distinguished Service Medal.
He has also received numerous U.S. and foreign awards.
Mr. Jacoby currently serves as Chairman of the Intelligence Committee of the Armed Forces
Communications and Electronics Association (AFCEA) and is a member of AFCEA’s Executive
Committee and Board of Directors. He is a member of the Intelligence and National Security
Alliance Board of Advisors and The National Intelligence University Foundation Board of Directors.
He is a past Chairman of the Board for the Naval Intelligence Professionals. In addition, he is
regularly called upon as a speaker and panelist at conferences and symposia concerning intelligence
and national security issues and is a mentor for young intelligence professionals.
