Dear Sir / Madam,
Political Science & Public Administration Wing, Directorate of Distance Education
(DDE), Annamalai University is organizing a three-day International Seminar on “Trans*
Wellness and Wellbeing” during March 26-28, 2015. The Seminar will focus on various
dimensions of the problems faced by transgender, viz., personal, policy, legal, medical and
psychological problems.
About the Institution
The Annamalai University is a unitary, teaching, and residential university. During
the last eighty-five years, the University has grown rapidly and has consolidated its position
as a seat of higher education with forty-nine Departments of Study. Annamalainagar is a busy
and full-fledged University town, east of Chidambaram, the abode of Lord Nataraja. The
University campus, including the colleges, hostels, and playgrounds, occupies an area of
about one thousand acres. The National Assessment and Accreditation Council of India
has accredited Annamalai University with ‘A’ Grade.
The Directorate of Distance Education
The Directorate of Distance Education was established in 1979. It offers 259
programmes of study. With a view to provide student support services and improve the
quality of Distance Education, the Directorate has started 87 study centres and 81 Information
Centres in the major cities across India and towns of Tamilnadu.
Political Science and Public Administration Wing
The Political Science and Public Administration Wing under the Directorate of
Distance Education was established in 1990. The Wing offers Political Science, Public
Administration, Human Rights, Social Welfare Administration and Police Administration at
both undergraduate and post graduate levels. Further, the Wing also offers Social and Civic
Studies at the Under Graduate level and International Relations & Development
Administration at Post Graduate level.
Aims and Objective of the Seminar
This three-day International Seminar aims to provide a vibrant platform for scientific
discussions and exchanging views on contemporary issues with respect to various
Transgender issues, rights, legal status, awareness about the importance of Transgender
sociability and existing knowledge about Transgender social behavior. The deliberations of
this seminar will be useful for the planners and the Government in their pursuit to bring the
Transgender Community into the process of social inclusion and focused implementation of
welfare measures for them.
This International conference on “Trans* Wellness & Wellbeing” also intends to
bring together people working on transgender to exchange ideas and information, develop
linkages, and increase the effectiveness in gathering and disseminating the history of
transgender research and activism.
Scope and Outline of the Seminar
Over the last few decades, the movement for the rights of lesbian, bisexual, gay,
transgendered and ‘hijra’ communities has travelled a long path. Today, many groups based
all over India increasingly articulate the rights of these communities to live with dignity,
without fear, without being threatened by violence and enjoy the same constitutional and
human rights as all others sections of the society. Many gay, lesbian and bisexual
organizations have broadened the scope of their work to include the issues and concerns of
transgendered people (hence the acronym LGBT for lesbian, gay, bisexual, and transgendered
people). This change reflects an acknowledgment that sexism and gender stereotyping have a
powerful effect on the social and legal treatment of gay as well as transgendered people.
International Human Rights Law on this question is clear and settled. In 1994, the
U.N. committee on Human Rights, which monitors States’ compliance with the ICCPR
(International Covenant on Civil and Political Rights, which India acceded to (ratified) in
1979) ruled that laws that criminalize same sex behaviour violated the human right to
freedom from non-discrimination and the human right to privacy. The committee noted that
reference to “sex” in the non-discrimination clauses of the ICCPR Articles 2(1) and 26 should
be taken as including “sexual orientation”, thereby setting out that the rights set out in the
ICCPR cannot be denied to any individual because of their sexual orientation.
Recently, the Supreme Court of India in its landmark judgement, legally recognised
the ‘third gender’ status for transgender and ensured the various rights of the Transgender
community. The apex court also directed that the Transgender should be allowed admission
in education institutions and given employment on the basis of the third gender category.
Transgender issues have many areas that overlap with gay, lesbian and bisexual
issues, but there are also certain issues that are unique to transgendered people. Legal and
medical issues are especially critical for transsexual people. Personal Issues – Much like
coming to terms with one’s identity as lesbian, gay or bisexual, coming to terms with one’s
identity as a transgendered person often involves a tremendous inner struggle for selfacceptance. Policy Issues – Transgendered people are often unable to engage in everyday
activities, such as renting an apartment or buying groceries, without confronting bias and
discrimination or being targeted by violence or threats of violence. Legal Issues – Legal
issues can be complex for people who change sex, as well as for those who are gender
variant. In contrast to most other minorities, however, trans people rarely have recourse to
any legal protection against discrimination in employment, public accommodation or other
areas. Medical Issues –Along with being able to find or keep a job, access to health care is
undoubtedly one of the most critical issues for transgendered people, due to the extreme
degree of discrimination against trans people in our health care system. Although some
individual medical professionals have been advocated for trans people, the heroic efforts of
individual providers are unfortunately outweighed by the pervasiveness of mistreatment and
denial of treatment within the health care system as a whole. Psychological Issues – Research
in the areas of employment, health provision, social exclusion and hate crime indicates that
transgender or trans people experience higher levels of discrimination, harassment and
violence. Consequently, trans people are at greater risk of depression, self-harm and suicide.
The main issues that affect the mental wellbeing of trans people are related to discrimination.

1. All submission must be made in MS Word (2003 or 2007) format viz: Title, Name of
the author(s), Abstract, Key Words.
2. Author’s affiliation, Contact address, Designation, Phone/Mobile, and e-mail should
be printed as Footnote.
3. Font Style: Times New Roman, Font Size: 12, Line spacing: 1.5 Space.
4. The paper should neither exceed 12 pages nor less than 6 pages.
5. References in APA style.

Travel
The paper presenters within India will get reimbursement of II Class train fare by the
shortest route on production of tickets, and local hospitality during the seminar. The travel
reimbursement will be confirmed only on receipt of the full paper.
