AWARD 2010
It was quite an interesting month of June for
ACS for the following reasons : ‘Gold Award of Special Merit’
awarded on 19 June 2010
The ACEM Gold Award is a special award to
recognise, honor and celebrate a member of
ACEM,
who
has
made
significant
contributions to the advancement and
development of the engineering consultancy
industry in the country. It is the highest Award
that the Association can bestow upon an
Engineer and Angkasa Consulting Services is
honored to be the recipient of this prestigious
award.
 Upgrading of ISO certificate to
ISO 9001: 2008 on 15 June 2010
Our existing ISO Certification was upgraded
from ISO9001: 2000 to 2008, after a
successful Surveillance cum Change to
Approval Visit on 15 June 2010.

In order to provide additional water supply to
meet the increase domestic, commercial and
industrial water demand for Melaka Tengah
District, Syarikat Air Melaka Berhad (SAMB)
has made plans to construct a new Bertam
DAF Phase 2. The
project
has great
significance and impact to the people of
Melaka Tengah District as they will be
benefiting with better quality of water to meet
the demand.

this project.
In recognition of ACS’s significant
contribution in the field of Environmental
Engineering, “Gold Award of Special Merit” was
conferred on ACS for its contribution in
‘Rehabilitation of Teluk Tekek Beach, P.Tioman’
th
during ACEM’s 47 annual dinner on 19 June 2010,
held at the Royale Chulan, Kuala Lumpur.
It was indeed a day to remember in ACS’s
calendar. Our clients were also invited to celebrate
the occasion with us.
SLOPE FAILURE AT SG. KINTA DAM SITE
LAP engaged us to carry out assessment of the
slope failures that have occurred on the slopes at
old batching plant areas of the Sg. Kinta Dam
Project in early November 2009 and asked that we
recommend remedial works if necessary.
Mr. Micheal Chang, our geotechnical engineer and
Mr. Geh Poh Khong, geologist visited the landslide
areas to assess the extent of the slope failures,
causes of the slope failure and propose the
remedy.
The remedial proposal was as follows:
The failed slope should be removed and recut
slope beyond failure surface, horizontal drains to
be installed to lower down phreatic level. The
abandon trench structure to be filled, and the
perimeter drains repaired. The top part of the
slopes to be landscaped such that rain water can
flow into the perimeter drains. Further the Berm
drains and sumps to be maintained to ensure that
there is no blockage.

MENGKUANG PROJECT UPDATES
Tender was called on 9th Jul 09 and closed
on 12 Oct 2009. On 12 November 2009 the
first price negotiation meeting was held
followed by another three (3) negotiation
meetings that concluded on 19 January
2010. A comprehensive price negotiation
report has been prepared and submitted to
Ministry of Finance. Currently the project is
pending instruction from the ministry for
contract procurement

REHABILITATION
AT
TELUK
TEKEK, P. TIOMAN
Pulau Tioman, rated in the 70’s by Time magazine, as
one of the most beautiful islands in the world was a
premier holiday destination. Tourists from all over the
world used to visit the island and marvelled at its
beauty.
designed to reduce the overall structural dimensions
and construction costs.
In Zone 2 and Zone 3 , approximately 1.3 km of the
beach was restored with imported sand from the
mainland to enhance its recreational value.
In Zone 4, the PEM system from Denmark was installed
to the 700 meters stretch of beach to reduce the erosion
rate.
However, over the years, Teluk Tekek, the gateway to
Pulau Tioman, lost its appeal as it was left in a sorry
state due to general neglect, squatters, uncontrolled
developments and pollution.
At the Sg. Tekek river mouth, the area was dredged and
deepened to create a basin navigability of the river
mouth. At Sg.Tekek and Sg.Sabut extensive river
improvement works were carried out.
The government, through JPS, took the necessary
measures to arrest the problems to rehabilitate the
Teluk Tekek area. The project was confronted with a
wide range of issues such as: coastal erosion, beach
degradation, pollution, flooding, lack of boat mooring
facilities and navigational problems.
After 3 years of rehabilitation, Teluk Tekek has been
transformed and holidaymakers are now greeted with
3km of scenic coastlines, including 1.5km of restored
beach and a 1.3km walkway.
A multitude of Engineering, Environmental and Social
challenges had to be addressed and many thought it
extremely difficult task to execute, given the complex
coastal dynamics and sensitive environment.
A project team was formed to formulate a “Total
Solution Concept” in solving the complex coastal
problems.
Rigorous study and investigations were conducted
including coral mapping. A thorough understanding of
the coastal dynamics, processes and morphology was
crucial as the project site is subjected to high waves,
strong currents and storm surge from the South China
Sea.
Extensive “numerical modeling” was conducted to
predict the evolution of the beach after construction. To
facilitate design and rehabilitation of the 3-kilometer
coastline the project site was divided into 4 zones.
In Zone 1, a 600-metre seafront promenade was
created. It consists of a two-tier cascading seawall, with
a combination of retaining wall and JPS Cove Blocks,
The soft engineering approach employed by Angkasa
Consulting Services and working in harmony with
nature, rather than against it, bodes well towards longterm sustainability of the rehabilitated areas.
28% of our country’s 1,372km shorelines are faced with
erosion problems. The experience gained from this
project can be employed to improve other shorelines.
TOWARDS AN INTEGRATED WATER
RESOURCES DEVELOPMENT OF BELAIT
RIVER BASIN IN BRUNEI
ACID MINED DRAINAGE AT MAMUT
COPPER MINE RANAU, SABAH
ACS Currently undertaking the feasibility study of the
proposed Ulu Belait Dam as associate consultant to
Jurutera Tempatan. The proposed Ulu Belait Dam
project is part of the development plan to secure water
source to meet the expected rise in water demand of
Belait in partials the Sg. Liang Industrial Park.
The Mamut Copper Mine at Ranau District of Sabah
started operation in 1975 and ceased in 1999. Some 250
million tons of mined wastes were deposited over 222
hectares of dumpings area. The runoff from the mined
waste is highly acidic and contain alleviated
concentration of heavy metals discharged into Sg
Bambagan and Sg. Lohan causing pollution to the rivers.
The mined waste is also acidic with pH below 3.5.
Growing of vegetation to control soil erosion has not
been successful so far.
The Ulu Belait damsite is the only major storage site
available in Belait District. Its development is vital to the
economic development in particular the Sungai Liang
Industrial Park.
A mine pit, 120m deep and approximately 1.0mm
diameter is filled with AMD water. The slope at the cut
slope above the mouth of mine pit shows sign instability.
There is a risk that slope failure will generate waves that
can cause the water splashing over the mine pit leading
to serious environmental contamination.
Dr. Lim of ACS has assessed that it is possible that slope
failure can induce wave up to 25m high and 173,000m3
of water can oversplash the mine pit leading to serious
environmental contamination. ACS’s geotechnical
engineer, Micheal Chang studied the cut slope and
found that major slope failure could be triggered by
earthquake which is a seismic active area.
To maximize the benefits from the project, the feasibility
study has adopted an integrated approach in the water
resources development. The study looks into the water
demands from all sectors including industrial water,
potable water supply, irrigation water supply,
environmental flows and mini-hydro power generation.
To maximize the yield of the water sources, the study
also looking into trasnfering water from Ulu Belait river
basin to the Ulu Tutong river basin. It also cover the
flood retention storage junction of the dam in reducing
flood peak of Belait District. The feasibility study is
scheduled to be completed in May 2011. It is an
interesting assignment. This challenging assignment will
test the skill and expertise of our engineers in the field
of hydrology, hydraulic, water quality, dam, water
resource planner, hydro power and flood mitigation.

KUALA PAHANG – PHASE 1
PROJECT

“Merekabentuk dan Membina Kerja-kerja Membaikpulih
Muara Sungai dan Pantai Sekitar Kuala Sungai Pahang,
Pahang Darul Makmur – Phase 1” is a design and build
project awarded by the Government, through JPS, to the
Malaysian Resources Corporation Berhad (MRCB). ACS is
the lead consultant and the main designer for the project.
The works commenced on 01.08.2005 and the following
works has been completed and handed over to the Client:
Interim Dredging Works completed on 31.07.2006.
The work was to overcome the siltation problems
at the Sg Pahang river mouth in order to enable
the safe navigation of fishing vessels to and from
the LKIM Complex at all times.

Preparation of Tetrapod Casting and Stockpile Yard
No.1 completed on 02.04.2009. The work was to
dredge approximately one million cubic metres of
sand to reclaim seventy-five hectares of swampy
land for project use.

Temporary Mooring Facilities completed on
14.08.2009. The work was to provide mooring
shelter for fishermen throughout the Project
duration.

Project Site Office completed on 31.08.2009 was to
provide site office and laboratory for use by the
JPS, MRCB and ACS project team for the entire
project duration. The buildings shall be handed
over to JPS upon completion of the whole of the
Works.

Pulau Syed Hassan By-pass Navigation Channel
completed on 31.10.2009. The work was to
provide a navigation channel from Tg Agas to the
open sea. The normal travelling time for Tg Agas
fishermen which took one hour was substantially
reduced to twenty minutes.
The Kuala Pahang Breakwaters and Revetment Works
commenced on 01.11.2008 and is nearing completion.
The work reduced the risk of coastal flooding especially
at Pekan town and the surrounding areas due to
overtopping and backflow from Sg Pahang.

Company ISO Certificate Upgraded to
ISO 9001: 2008
An internal audit was carried out on the ISO
9001:2000 system from 26th May to 3rd June 2010. The
audit covered all 18 procedures as documented in the
ISO Quality Manual. 5 teams consisting 2 internal
auditors each audited the procedures including
existing and new projects. In summary, 4 Corrective
Actions Request (CAR) were issued and 3 observations
were made during the internal audit.

An external audit was carried out by Lloyd’s Register
Quality Assurance Limited (LRQA) as part of the
Surveillance cum Change to Approval Visit (upgrading
to ISO 9001:2008 Standard) on 15th June 2010. No
major non compliance was found and our certification
which was previously certified to the 2000 standard is
now upgraded to ISO 9001:2008.
The management wishes to thank all staff for their
cooperation, effort and dedication especially the ISO
Committee and the internal auditors.

A Signing ceremony between Pengurusan
Aset air Berhad (PAAB) and Angkasa was
conducted successfully on 22 June 2010.
The ceremony was witnessed by the
chairman, Dato Seri Diraja Tajol Rosli
Ghazali.
The CEO of PAAB, Dato’ Ahmad Faizal
Abd. Rahman gave a short speech
followed by our M.D., Mr. Khor Chai
Huat,. En. Ariff conducted a presentation
of the benefits of the Bertam Project
followed by the official signing ceremony.
The ceremony was concluded with lunch
at Sheraton Imperial’s Celestial Court
(Chinese cuisine).
MONTHLY ENGINEERS TALK
A Testing on how the DAF System Works being shown during the presentation for
the attendees to have a better understanding.
Since March 2010 onwards, we have conducting the
monthly engineers talk consistently. Below are some of
the talks conducted.

Overall the attendees say after each talk that they
attend, they have enriched themselves with more
knowledge. Sure enough the constant improvement
of works that ACS is striving for will be attained.
STORE MANAGEMENT
Finally ACS have a bigger store at No. 69-1, Jalan
USJ10/1A (beside KFC). This will make us easier to
store and label all our archived files that needs to be
stored for 7 years after completion of job. The space
will enable us to clear our cabinets for our new
projects too.
Our storekeeper Ramlan, was assigned to re-arrange
the existing documents accordingly for easier
retrieval.
STAFF LUNCH-HIGHTEA
In conjunction with the ACEM Award 2010 that
was awarded to ACS, the management decided
to treat the staff for a hearty lunch/high tea at
Holiday Inn, Glenmarie on 26-6-2010. The staff
had a good time trying the various food and had
the chance to mingle around. The staff also had
the chance to view the interesting video
presentation that was taken for the T.Tekek,
Tioman Project.
ISO INTERNAL AUDITOR TRAINING
On 9-7 2010, around 16 staff
were assigned to attend the ISO
9001:2008 Internal Auditor
Training program held at
Angkasa’s conference
Room.
