(04/15) – Workshop Fleet & Plant Status Report

Workshop
The workshop has been working through the back log of repairs along with servicing and
preventative maintenance. Workshop staffing levels have again been disrupted with Steve Kelly
moving on. Peter Cooke is acting Workshop Supervisor and currently working well with mechanics
and contractors. Peter has come to us from the Diamantina Shire and been with us for three
months. Keith Clarkson will be returning for a short period to assist in the workshop. Interviews are
currently being held for the permanent position of Workshop Supervisor and we hope to have a start
date for the end of April. An advertisement for the vacant position of Mechanic will take place midApril with the hope of involving the new Workshop Supervisor in the selection process.
Plant Committee Meeting took place recently with positive outcomes. This will give the Workshop
future structure on plant acquisition and life expectation of current plant.

HOUSING
Quilpie Shire Council Housing Inspections were completed during the week 23rd – 27th March 2015.
The Maintenance Officer was present at most inspections and was able to complete some minor
maintenance works whilst we were on site. The QA/OHS Officer and Peter Donohue were present
during the inspection of dwellings built pre-December 1989 for asbestos reporting purposes.
An update regarding sale of houses to tenants will be available at the meeting.
2.1.4
CIVICA / PCS PLUS UPGRADE
Civica held a webinar during the month which included information regarding an upgrade of the PCS
Plus Program. As this is the first we had heard of this upgrade, I have requested further information
and potential costs for Council through Civica Management.

WATER WISE PROMOTION
I have received a request from a community member for Council to promote water conservation
(use of tap timers etc.) within Quilpie in an attempt to reduce the amount of water wastage. This
promotion will occur on the website and in the Community Newsletter.

Toni Murray and I attended the South West Hospital & Health Board Meeting held on 23 rd March via

MENTAL HEALTH CONSUMER ADVISORY GROUP
Rachael McWaters (Quilpie State College Principal & Quilpie CAN/MPHS Mental Health
Representative) and I attended the inaugural meeting of the Mental Health Consumer Advisory
Group via teleconference on 1st April 2015. There was representation from most CAN Committees in
the SW region, Qld Health and Allied Health Services and Mental Health Services. This meeting
agenda included discussion regarding:

Mental Health Recover Pathways Forum
Consumer Perception of Care
Mental Health Interagency Meeting
Training Opportunities
The issue of mental health is growing throughout the region in various forms from various causes
and is effecting all ages. This Advisory Group will have a vital role in communicating issues in various
towns within the region and working collaboratively to address these issues, particularly in the
smaller towns that do not have dedicated mental health services.

MEAT BAIT FREEZERS
During the month the freezer at Adavale and the smaller freezer at Quilpie both broke down.
Unfortunately, the meat in both freezers could not be saved and had to be disposed of. Steve
McCann is repairing the freezers and also installing a light / alarm indicator system on the freezers.

SWNRM FENCING PROJECT
The final stage of the Tebin / Quilpie Common fencing project will commence after Easter.

2.2.1
COMMUNITY ACTIVITIES AND SENIORS PROGRAM
The Community Activities and Seniors Program for March have been well attended.
Seniors Craft
The senior craft group have enjoyed the craft activities held at the library and HACC centre. The craft
group have been covering boxes in fabric and turning them into trinket boxes and keepsake boxes
using lace, ribbon, cord and gems. They have also decorated cardboard people representing their
families which Tina from HACC has put on display at the HACC centre. To celebrate St. Paddy’s Day
we made hats from paper plates, using feathers, felt, glitter glue and coloured paper. As a lead up to
Anzac Day, I will be holding Poppy Making classes for the community and seniors. The Poppies will
be used for display on Anzac Day.
HACC Aqua Aerobics
Tina Johnston conducts an Aqua Aerobics session at the Quilpie Pool for the Quilpie, HACC clients
and also the Community Activities Group. There has been a good attendance at these sessions.
Bowen Therapy Services
Bowen Therapist, Kate Percival visited Quilpie on the 30th March. Kate had 8 clients. Kate had some
late cancellations .Kate will visit Quilpie again on the 11th May.
Walking Group
The Walking Group is on every Tuesday and Thursday mornings at 5.45am starting at Bi-Centennial
Park. I have had one person join me during the month of March.
Healthy Ageing Lunch
The Monthly Healthy Ageing Lunch was held at the Imperial Hotel. In total, there were 26 people
that attended. I invited Cheryl Hawkins, the Mobile Women’s Health Nurse to speak and raise
awareness on breast care, maintaining a healthy bodyweight, avoiding or limiting alcohol intake and
being active every day.

information.
2.2.2
YOUTH ACTIVITIES
Healthy Breakfast Initiative
The Healthy Breakfast Program at Quilpie State College has been popular for March. I have had 56
children come and enjoy a healthy breakfast of cereal, wholemeal toast, smoothies, baked beans,
fresh fruit and pancakes.
Activities for 10 – 16 year olds
After school activities are held on Wednesday afternoons and have been well attended. Numbers
have increased this month with two new attendees. The children are choosing to stay indoors. Some
of the activities that they have been involved in are table soccer, table tennis, craft, chess, and cards.

Craft Activities for School Aged Children
The craft activities held at the Quilpie Library for school age children are still very popular. The
numbers for the craft activities have increased. One week we had 25 children in attendance. I was
overwhelmed. Tracey Nicholls and I were kept busy for the afternoon. The children have been
making bark and leaf pictures, patty papers to make umbrellas and musical instruments out of
recycled materials. They have also made an Easter egg holder using a paper plate, googly eyes,
coloured paper, glitter glue and stick on gems. With Anzac Day approaching, the children have made
some Anzac Day wreaths using green coloured paper for the leaves and red patty papers for the
poppies. This took them some time to do as they had to draw around their own hands onto paper
and cut them out to make the wreath.
Sporting Equipment
We now have some new sporting equipment for the seniors and the children to use. Some of the
sporting goods will be used in the gentle exercise classes for the seniors. The children now have a
dodge ball, juggling set, knock’em down set, volleyballs and a Velcro paddle set.

We held a St. Paddy’s Craft afternoon at the library where some of the ladies made hats
from paper plates,using feathers,felt, glitter glue and paper.It was a fun afternoon with lots
of laughs with the creations they made.
I have been working with Tina Johnston from Quilpie HACC Services. Each alternate week we
have been holding the Community Activites and Seniors Program at the Quilpie CWA Hall
and St Matthews. Everyone is welcome, the young and the elderly. The more the merrier,
bring a friend!
On Tuesday 24th March , the Healthy Ageing lunch was held at the Imperial Hotel. It was well
attended and guests enjoyed the lovely meal that was provided. Guest speaker Cheryl
Hawkins, spoke about the importance to be aware of the normal look and feel of your
breasts. If you find a breast lump, or any breast changes that concern you, visit your doctor.
Cheryl also spoke about breast cancer not just effecting women, but effecting men also. For
women, having a breast screen every two years is the most effective way to detect breast
cancer early. We should try and maintain a healthy body weight, avoiding or limiting alcohol
intake and be active everyday.
BreastScreen Queensland will be visiting our community on the 25th – 27th May at the

2015 Influenza Vaccinations
There will be a delay in supply of 2015 Influenza vaccines due to two of
the virus strains recommended for the 2015 Influenza season being
different from those used for the 2014 season. As a result, Influenza
vaccine manufacturers have required new seed lots and reagents (for
testing) from external parties, which have resulted in prolonging
manufacturing timelines.
Because of this the Influenza vaccination will not
be available until late April at the earliest

Simple Balance Exercise for Seniors.
Maintaining Your Balance
This exercise requires you to put the right foot in front of the left foot.
You should try and make the heel of the right foot touch the front of the
left foot. Both feet should be aligned in a straight line.
When you are ready and in position, let go of the support you are
holding and maintain as much balance as you can for half a minute.
If you are afraid of completely letting go of the support, you can always
have the tips of your fingers on the support.
When you are done, you can repeat the same process but with the left
foot in front of the right foot.
There may be times when you are tempted to look at the wall clock, but
by looking away, you might find that this shift in weight could make you
lose your balance. Since you do not want to be holding a timer, you can
have someone else hold a watch and time you……….or you can simply
count silently to 30.

A Message from your Local Police
There have been a number of reports being received that some strange things are going on
in town.
Some of those are houses being entered and searched. Cars are being searched through.
Some people have the attitude ‘it is Quilpie and we always leave things open’. The times
have changed and this is a poor mind set to live in. We have a lot of people visiting now and
with the tourist season coming everyone needs to be vigilant in their actions and
responsibility.
Driver failed to apply vehicle’s parking brake before leaving vehicle

 A LITTLE HUMOUR 
A well dressed, debonair man in his mid-nineties enters an upscale cocktail
lounge and finds a seat next to a good looking, younger woman in her mideighties, at the most. Trying to remember his best pick-up line, he says, "So
tell me, do I come here often?"
Having lost most of his hearing a number of years ago, this elderly man goes
to the doctor to be fitted with hearing aids which promise to allow him to
hear 100%. A month later, he returns to the doctor for a check up on his
progress. The doctor tells him that his hearing is perfect and asks if his
family is pleased.
The man says, "Oh, I haven't told them about the hearing aids yet. I just sit
around and listen to them talk. I've changed my will three times!"
According to hospital regulations, patients are required to be
escorted out in a wheelchair when being discharged. A student
nurse was having some trouble with an elderly gentleman who
insisted that he did not need a wheelchair. After some discussion
about rules being rules, he reluctantly agreed. As she was wheeling
him out, the student nurse asked the man if his wife was going to
pick him up.
"I don't know," he replied. "She's still upstairs in the bathroom
changing out of her hospital gown.

GENERAL MATTERS
Library Numbers
During the month of March visitor numbers increased with 528 people utilising the Library up until
Thursday 26th. It is very rewarding to see the Library being utilised by many community members
and visitors.
Library Activities
‘After School Crafts’ and ‘Rattle & Rhyme’ are continuing on a weekly basis with good attendance
numbers thanks to coordinators Michelle Donohue and Kasey Proctor. The ‘After School Craft’
activities have proved to be very popular this month with large attendences.
Senior Craft activities are also continuing to be held at the Library every second Tuesday.
Computer lessons for senior community members has recommenced and we have a few new seniors
coming in for lessons.
Library Services
Max Employment has continued to utilise the Library, visiting on a fortnightly schedule to liaise with
clients. The Centrelink Access Point Booth continues to be utilised on a very regular basis and is
continuing to run smoothly. Many of the clients who use the Centrelink Booth have expressed their
appreciation regarding the provision of this service in the Library.
Donations
Quilpie Shire Library has received a lot of donated books over the last month including large
amounts from Jenny Hewson and Jenny Lee. With the huge influx of donated books, I was able to
rotate the stock in our second hand book section. As a result, I was able to package 5 cartons of
books for use at Eromanga. Quilpie Shire Library and Eromanga both donate the funds raised
through the book sales to the Royal Flying Doctor. The library has also been the recipient of a
considerable amount of craft items. I am very appreciative of the generosity of the many people
who donate toys, books and craft items to the Library.
Book Exchange
Tracey Nicholls and I have selected and boxed over 400 items this month for our quarterly book
exchange with Queensland State Library. We are expecting to receive our return shipment next
week which will provide our patrons with some new and interesting material.
Examinations
I have supervised two examinations during the month of March for Open Universities Australia and
Monash University
Wi-Fi Facilities
Queensland State Library has distributed information regarding the Opal Technology Trendsetters
Grant for 2015. A grant application will be completed for the installation of Wi-Fi technology which
will service the Library and VIC. This grant also enables Quilpie Shire Council to apply for funding for
the following items:

purchase cost of Wi-Fi equipment, including any device, software or cloud service required
to monitor the Wi-Fi service once installed
Cost of installing the Wi-Fi equipment (electricians, etc.)
cost of any associated electrical work, including the installation of additional power points
for users to recharge their mobile device while being used in the library
costs of any associated cabling, additional data points, multiple access points, etc. which
support the Wi-Fi service
cost of a suitable data plan for a period of 12 months following deployment of the Wi-Fi
service
reasonable costs for furniture to create a Wi-Fi Lounge area
reasonable costs for the purchase of devices/tablets which library customers can use in the
library to access information over Wi-Fi (ie. as a mechanism for activating use of Wi-Fi within
the library)
Since the removal of the Military display from the Library we now have considerable space to
implement new concepts. My plan is to move the children’s section downstairs at the Library and to
create a sitting and reading area upstairs adjacent to where the public computers are installed. I feel
such an area would be well utilised as we often have women from properties waiting at the Library
for appointments etc. and also visitors who are waiting for flights etc.
Grant applications opened on 02 March and close on 29th April.
2.3.2
EVENTS AND PROJECTS
ANZAC SERVICES
Lisa Hamlyn and I have been busy this month with preparations for QSC Anzac Services. Flyers have
been placed on the QSC website & Facebook page calling for expressions of interest for catering for
the Anzac Day BBQ and for Bar Service. The flyers have also been placed in the ‘Quilpie Cryer’ and
displayed in windows of local Businesses. Applications for tenders close on 01 April. The Quilpie
branch of the QCWA will be providing desserts, cake, tea & coffee after the BBQ. I have received
excellent feedback from Shire residents regarding Council’s decision to host a Community BBQ on
Anzac Day.
John and Karen Penshorn have kindly donated their time and talents to construct 24 white wooden
crosses. They will be used at the Twilight Service to honour the soldiers from our district who were
killed in action during WW1. John and Karen have constructed the crosses using survey pegs which
were sourced from the Council depot and paint supplied by Toby Ross.
Military Museum
I contacted the family of the late Jack Tannock recently regarding the possibility of loaning Jack’s
helmet from WW2 for display in the Military Museum. I am pleased to report that Jack’s family
kindly agreed to a six month loan of the helmet. The helmet has a very interesting story behind it
which is outlined in his book ‘Quilpie to Kokoda’. John Tannock also emailed the following
information to me “With regards to the story of the shrapnel in Dad’s head, about 10 years ago he
had a minor op to remove a skin cancer on his head near the site or the original wound. Apparently
the doctor found bullet/shrapnel fragments under the skin. Unfortunately, to the family’s
annoyance, the doctor threw the metal out. The only one who wasn’t upset was Dad – “………….been
carrying the bloody stuff around for nearly 70 years!” was his comment. “

REPORTS / CONCERNS
Other than an electrical fault in one of the chlorine dosing pumps that saw the system trip the circuit
breaker the pools behaved well for March. The pump was removed for testing and no faults were
found; at months end we were waiting upon the pump to be re-commissioned and further testing.
The only other concerns were with the pools rescue equipment; the spinal board has a broken strap
buckle, the oxy-kit needs new therapy masks and the BA kit is out of date and due total replacement.
All concerns have been reported to Mike Castles and we understand all will be rectified over the
Winter closure.

PROPERTY INSPECTIONS / TRAPPING
I have laid traps at South Comongin and Glen Valley. Regular inspections of the sites are displaying
no evidence of dog activity. The dogs are around as there have been sheep killed at Glen Valley.
Two dogs were trapped at Nyngarie and there was evidence of another two sets of tracks.
There is dog activity at Regleigh. I have inspected the property and laid traps.

There is evidence of dog activity on the back Quilpie common (northern boundary). I laid 4 traps and
continue to monitor this area.

Very little feed is on the front common at the moment. There is a little bit of pick on the back
common. Hopefully, the new fence will be finished soon so we can open the gates between the front

up and helped during the muster.

BULLOO PARK USER GROUP MEETING
A Bulloo Park User Group meeting was held in the Council boardroom on Wednesday 1 April. The
Master Plan prepared by Fulton Trotter Architects was presented together with Council’s views on
the project and in particular the possible stage 1 works.
There was a general consensus that the plan was sound and the process undertaken by Council was
endorsed.

(04/15) – Tourism Development Officer Status Report

4.2.1
GENERAL INFORMATION
Famils
Tourism Officer Jessica Tully and I conducted our annual famils tour during the week of 2nd March to
6th March. This year we visited Yowah, Cunnamulla, Bollon, St. George, Nindigully, Thallon,
Dirranbandi, Surat, Roma, Mitchell, Morven and Charleville.
These famils tours continue to be beneficial in that it allows us to advise on road conditions and
places of interest first hand, we are able to gain further knowledge and ideas on the more efficient
running of the Quilpie VIC and most importantly it allows us to discuss current issues faced by other
VIC’s and continue to network within the region.
It is interesting to note from speaking to other TDOs that not all VIC’s conduct famils tours although
those that I spoke to agree that famils are extremely beneficial.
Consumer Show
I attended the Brisbane 4 x 4 Show from the 19th March to the 23rd March as my annual consumer
show. While I have not as yet received final attendance numbers for this show, those
representatives that attended this show last year believe that the numbers had increased
substantially. While on the OQTA stand, several regions were represented giving a great all round
knowledge of outback Queensland. Staff from OQTA, Barcaldine, Cloncurry, Longreach and a
representative from Mt. Isa Rodeo were also in attendance. There was a genuine interest from the
public attending the 4 x 4 Show and it certainly looks promising for another busy tourist season.
These consumer shows give us an insight into where people are travelling to, where they are
travelling from, what they are interested in while travelling, any concerns they may have, sealed
roads etc. This knowledge assists with focusing advertising both in regions and information.
While I attend only one consumer show per year, the south west is represented at all shows and
Quilpie Shire brochures are on display on all OQTA stands.
Outback Trailblazer
While at the Brisbane 4 x 4 Show, I had the opportunity to speak with Macca from the television
program "What's Up Downunder”. Macca and his team are travelling with the Outback Trailblazer
and where other media will be focusing on the Trailblazer Rally, “What’s Up Downunder” will be
filming each town and its sites and characters. This is great news for Quilpie, Eromanga and the
other towns involved.
As Trailblazer participants and crew arrive in Quilpie in just over 2 weeks (at time of writing), we are
busy making preparations for their arrival and ensuring that everything is in place for a successful
event.
Car and participant nominations are being held at the Quilpie Club on the afternoon of the 18th April
and a friendly game of barefoot bowls will also be held. From there they travel to the Quilpie Golf
Club where Quilpie Kindergarten will be kept busy organising dinner for up to 130 participants.
Quilpie Golf Club will be hosting a night golf competition for the visitors and also a “Get Your Rocks
Off” competition and Kevin Phillips has kindly donated his time to demonstrate opal cutting. This will
be the Rally participant’s first official briefing and their final night before the Rally begins. Breakfast
will be cooked and served at Baldy Top prior to Rally start on the 19th April at 8.15am.

Quilpie Shire Military History Museum
With the opening of the Quilpie Shire Military History Museum scheduled to be officially opened on
the 10th April, much time and preparation has been done to ensure that this museum is of a high
standard. Credit must go to Jessica Tully for continuing with this time consuming project, while I
attended the 4 x 4 Show and also while I’ve been organising The Outback Trailblazer.
Many community members, both past and present, have generously contributed to the museum by
either loaning or donating items for inclusion. Thanks goes to Gwen Hennessy, Joan Jarzembski, Joe
Tully, Marg Reynolds, Harry & Chris Houghton, John Tannock, Roger Volz, Gerard Cooney, Peter
Donohue, Janet Foley, Ian Haycock OAM, Milne Bay Military Museum, Paula Cattanach, Ross McKay,
Shane Gishford, Jo Pegler and Rob Armstrong. A list of contributors will be included in the Military
Museum as a way of thanking them for their generosity.
We are looking forward to Mayor Stuart Mackenzie officially opening the museum and being able to
proudly present it to the community and visitors alike.

It seems an early start for visitors for tourist season this year. There has definitely been a steady flow
through the VIC and surrounding VIC’s are reporting similar patterns.






GALLERY
The first exhibition for 2015 is scheduled to be held on the 10th April at 6.30pm. This will be the
opening of the Annual ANZAC Exhibition and will coincide with the official opening of the Quilpie
Shire Military History Museum.
Mayor Stuart Mackenzie will be officially opening both the Exhibition and the new Museum.
