Uvod
Introduction
Inštitut za celulozo in papir je raziskovalno-razvojna ustanova slovenske celulozne, papirne in papirno predelovalne industrije. Osnovno poslanstvo ICP je prenos novih
znanstvenih spoznanj v industrijo z namenom povečanja
konkurenčnosti papirne in papirno predelovalne industrije
doma in v tujini.
The Pulp and Paper Institute (ICP) is a research and development institution of Slovene pulp, paper and paper
processing industry. The main mission of ICP is to transfer
new scientific insights into the industry with the intention of
increasing the competitiveness of domestic and international paper and paper processing industry.
Z usmeritvijo znanstveno-raziskovalnega dela na ključna
tehnološka področja se ICP vključuje v mednarodno sodelovanje sorodnih institucij in s tem omogoča partnerjem
dostop do novih virov znanja in tehnologij.
While directing the research and development work
towards the key technological fields, ICP is involved in
the international cooperation of related institutions, which
enables the partners to gain access to new knowledge
sources and technologies.
Inštitut deluje na številnih področjih, med pomembnejšimi
pa so:
•preučevanje, pospeševanje in izpopolnjevanje postopkov pri proizvodnji papirja, v grafični in papirno predelovalni industriji,
•raziskovanje možnosti proizvodnje in rabe pomožnih
sredstev za industrijo papirja,
•raziskovanje možnosti uporabe sekundarnih surovin,
•izdelava papirja, kartona in drugih polproizvodov na
eksperimentalnih napravah,
•vrednotenje kakovosti vseh vrst izdelkov iz papirja, kartona in lepenke,
•izdajanje certifikatov, potrdil o skladnosti izdelkov in
strokovnih mnenj,
•opravljanje tehnološkega projektiranja in izdelovanja
ekonomskih eleboratov za industrijo vlaknin in papirja
kakor tudi za papirno-predelovalno in grafično industrijo,
•sodelovanje pri raziskavah v okviru ohranjanja kulturne
dediščine na papirju,
•vzpodbujanje in izobraževanje kadrov v papirni, papirno predelovalni industriji tako doma kot v tujini.
Kot vodilni center znanja papirne in papirno predelovalne stroke v Sloveniji se ICP vključuje v promocijo panoge
v širši skupnosti, sodeluje z Univerzo v Ljubljani in Mariboru pri rednem izobraževanju in nudi strokovno podporo in
svetovanje tudi drugim podjetjem in ustanovam.
The institute operates in many fields, but the more important ones are:
•Research, promotion and improvement of processes
in paper production, printing and paper processing
industry
•Research of production possibilities and aids use for
paper industry
•Research of possibilities for the use of secondary raw
materials
•Production of paper, cardboard and other intermediate goods on experimental devices
•Quality evaluation of all kinds of paper, cardboard
and paperboard products
•Issuing certificates, certificates of conformity and expert
opinions
•Technological designing and preparation of economic
reports for the fiber and paper industry, as well as for
the paper processing and printing industry
•Cooperation in researches within the preservation of
cultural heritage on paper
•Stimulation and education of human resources in the
domestic and international paper and paper processing industry
As the leading knowledge center of paper and paper
processing profession in Slovenia, ICP is involved in the
promotion of this industry in the general public; it cooperates with the Universities of Ljubljana and Maribor in
regular education and offers professional assistance and
counseling also to other companies and institutions.

V letu 2012 je na Inštitutu za celulozo in papir diplomirala Maja Pšajd. V svojem diplomskem delu je preverila možnost uporabe algno-bakterijske mešanice za
čiščenje odpadne papirniške vode. V prvi fazi je vzpostavila metode za določanje prirasta algne biomase, v
nadaljnjih testiranjih pa je preverila učinek čiščenja tako
modelne raztopine kot realne odpadne vode. Rezultate
diplomske naloge je suvereno predstavila na zagovoru
in prejela pohvale tako članov komisije kot obiskovalcev.
In 2012, Maja Pšajd graduated at the Pulp and Paper
Institute with co-mentorship of Matej Šuštaršič. In her thesis
she examined the possibility of using algal-bacterial mixture for waste paper water treatment. In the first stage she
established methods for determining the growth of algal
biomass, but in further testings she examined the cleaning
effects of both the stimulant solution and the actual waste
water. She confidently presented the results of her thesis at
the pleading and was praised by the committee members
and the visitors.

Uporaba konopljinih vlaken v
papirništvu
Use of hemp fibers in paper
industry
Konoplja je najstarejša znana surovina za pridobivanje
papirniških vlaken, v zadnjem času pa se zaradi ekoloških
in ekonomskih razlogov zanimanje zanjo ponovno povečuje. Vlakna odlikujejo morfološke, mehanske in kemijske
lastnosti, ki se ohranjajo s časom, tako da so primerna za
izdelavo kakovostnih trajnejših in obstojnih vrst dokumentnega in embalažnega papirja. Na Inštitutu za celulozo
in papir smo opravili preliminarne raziskave celulozne
pulpe, ki je bila pridobljena s kombinacijo »shark« tehnologije in hidrodinamske kavitacije. Surovo vlaknino smo
ovrednotili s pomočjo mikroskopije ter nekaterih kemijskih,
mehanskih in optičnih analiz. Rezultati so pokazali, da so
nekatere lastnosti primerljive ali celo boljše od »tipičnih«
papirniških vlaken lesnega izvora, vendar pa bi bilo potrebno celoten postopek pridobivanja vlaknine še optimirati, da bi dobili več finejših vlaken, ki bi bila neposredno
uporabna za izdelavo papirja. Postopek je sicer ekološko
neoporečen, saj ni potrebno dodajati nobenih kemikalij
Hemp is the oldest known raw material for production of
paper fibers and lately there has been a growing interest
for it due to the ecological and economic reasons. Fibers
have morphological, mechanical and chemical properties that are maintained through time and are therefore
suitable for production of quality durable types of document and packaging paper. At the Pulp and Paper Institute
we have done preliminary researches of cellulose pulp
which was gained with a combination of »shark« technology and hydrodynamic cavitation. Raw fibers have been
evaluated with the help of microscopy, and some chemical, mechanical and optical analyses. The results have
shown that some properties are comparable to or even
better than those of “typical” paper fibers of wood origin,
but the entire procedure of defibering should be additionally optimized, in order to gain finer fibers that would be
directly useable for paper production. The procedure is
eco friendly because no chemicals need to be added

in zato tudi ne pride do nastanka toksičnih stranskih produktov. Nova pilotna tehnologija porabi bistveno manj
energije v primerjavi s klasičnimi postopki razvlaknjevanja
in mletja, zato je cenovno ugodna in hkrati enostavna za
rokovanje. Morda bi bilo v prihodnosti smotrno postaviti
kakšen pilotni obrat v neposredni bližini kmetijskih površin,
kjer nastaja odpadna stebelna biomasa. Na ekološko in
cenovno sprejemljiv način pridobljena konopljina vlaknina
je lahko izvrstna alternativa celuloznim vlaknom lesnega
izvora in bi se po predhodnem beljenju lahko uporabljala
za izdelavo trajnih vrst arhivskega, dokumentnega in umetniškega papirja. Druga možnost je uporaba vlaken za
proizvodnjo embalažnih vrst papirja in papirnih izdelkov,
ki bi nadomestili nerazgradljive plastične materiale in produkte, s čimer bi močno razbremenili okolje.

in cenovne sprejemljivosti je odvisno ali bo ta potencial
tudi v polni meri izkoriščen.
and therefore there are also no toxic byproducts. The
new pilot technology consumes significantly less energy
in comparison to the classical procedures of defibering
and milling, and is therefore affordable and at the same
time easy to handle. In the future, it might be practical to
situate a pilot plant in the immediate vicinity of an agricultural area, on which waste stem biomass is produced.
Hemp fibers that are extracted in a way that is eco friendly and affordable, it can be an excellent alternative to
cellulose fibers of wood origin and could be used, after
being bleached first, to produce durable types of archival, document and art paper. The other possibility is to
use fibers for production of packaging paper and paper
products that would replace non-degradable plastic materials and products, which would be a great relief for the
environment. Hemp fibers present a big potential for the
future. It depends on the efficiency of modern production
procedures and price acceptability, if we will make use
of this potential or not.

Predstavitev dela na področju aktivne in inteligentne
embalaže – projekt KROP

intelligent packaging – KROP Project
V lanskem letu je Inštitut za celulozo in papir, ICP s strani
Evropskega socialnega sklada ter Ministrstva za izobraževanje, znanost, kulturo in šport RS pridobil sredstva z
namenom krepitve razvojnih oddelkov v podjetjih, v okviru
katerih se izvaja projekt na področju razvoja aktivne in
inteligentne embalaže.
Konec meseca februarja, je bila na ICP izvedena prva
delavnica, na kateri smo predstavili prve rezultate. Predstavitve iz omenjene delavnice so dosegljive na spletni

krop/. Projekt je obsežen in interdisciplinaren, zato je razdeljen na štiri podprojekte.
In the past year, the Pulp and Paper Institute (ICP) acquired
assets from the European social fund and the Ministry of
education, science and sport of Republic of Slovenia with
the intention of strengthening development departments
in companies that are active in the project in the field of
active and intelligent packaging development.
At the end of February, ICP carried out the first workshop
where we introduced the first results. Presentations from
the mentioned workshop are available on this website:

project is extensive and interdisciplinary, therefore divided
into four subprojects.
Prvi podprojekt - Funkcionalizacija površine substrata
in razvoj specialnih strukturnih in površinskih lastnosti
vodi Tea Toplišek. Razdeljen je na tri sklope: (i) nanos
nanodelcev na površino celuloznih vlaken, (ii) razvoj premazov na osnovi polimernih kompozitov in (iii) mikrofibrilacija celuloznih vlaken, oziroma razvoj papirjev nižje
gramature in boljših mehanskih lastnosti. Do sedaj je bilo
izvedeno delo predvsem na področju mikrofibrilacije celuloze (reciklirana vlakna, iglavci in listavci). Izvedlo se
je tudi nanašanje TiO2 in ZnO na površino celuloznih
vlaken za določitev učinka protimikrobnosti. Začelo se
je delo tudi na področju izdelave superhidrofobnih premazov.
The first subproject - Functionalization of substratum surface
and development of special structural and surface properties
is run by Tea Toplišek. It is divided into three sections: (i) application of nanoparticles on the surface of cellulose fibers, (ii)
development of coatings, based on polymeric composites,
and (iii) micro-fibrillation of cellulose fibers, or development
of papers with low gramature and better mechanical properties. So far they have performed work mostly in the field
of cellulose micro-fibrillation (recycled fibers, coniferous and
deciduous trees). They have also performed application of
TiO2 and ZnO on the surface of cellulose fibers in order to
determine the antimicrobicity effect. Also the work in the field
of superhydrophobic coatings production has begun.
Drugi podprojekt - Aktivna embalaža – razvoj metodologije spremljanja kakovosti embalaže je vezan na
rezultate prvega podprojekta, saj bo v okviru raziskav
določena in razvita ustrezna metodologija spremljanja
kakovosti embalaže. Temeljni del raziskav je prevzel Matej Šuštaršič, ki je že uvedel nove metode za ugotavljanje
učinkovitosti protimikrobnih premazov (fungicidnost, algicidnost in baktericidnost).
The second subproject - Active packaging – development of
packaging quality monitoring methodology is bound to the
results of the first subproject, because within these researches
a suitable methodology for quality monitoring of packaging
will be defined and developed. The fundamental part of researches is guided by Matej Šuštaršič, who has already introduced new methods for assessing efficiency of antimicrobial coatings (fungicidity, algaecidity and bactericidality).

Tretji podprojekt - Razvoj senzorjev, indikatorjev je vezan na delo, ki bo izvedeno v okviru doktorske disertacije mladega raziskovalca Matije Mraovića in pokriva
predvsem področje tiskane elektronike. Trenutno se razvijajo senzorji za vlago, tiskani neposredno na papirju
in kartonu. Papir se je že izkazal kot uporabna podlaga
za tiskane senzorje vlage z omejitvami (< 80 % r. v.). Prihodnje delo bo usmerjeno v simulacijo 3D elektrostatičnega modela senzorjev, senzorjev za plin in razvoj RFID
(radijsko frekvenčna identifikacije) ali NFC (komunikacija
v bližnjem polju) sistema s senzorji ter na oblikovanje in
tisk temperaturnega senzorja za vključitev v pametno embalažo.
The third subproject - Sensor, indicator development is
bound to the work that will be carried out within the doctor’s dissertation of a young researcher Matija Mraović
and covers mostly the field of printed electronics. Momentarily, humidity sensors printed directly on paper and cardboard are being developed. Paper has already proven
itself as a useful basis for printed humidity sensors with
limitations (< 80 % RH). In the next year, the focus will be
on the simulation of a 3D electrostatic model of sensors,
gas sensors, the development of RFID (Radio Frequency
Identification) or NFC (Near Field Communication) sensor system, and the design and print of a temperature sensor, included in smart packaging.
Zadnji podprojekt - Ekologija – politika ravnanja z odpadno embalažo je usmerjen na ekološki vidik razvoja
in uporabe aktivne ter inteligentne živilske embalaže.
Projekt ob pomoči Mateja Šuštaršiča in Alena Vrečka
vodi Damjan Balabanič, ki je že izvedel prva testiranja
mutagenosti /genotoksičnosti prevodnih tiskarskih barv,
izračunal okoljske parametre za različne vrste papirja
in kartona ter okoljski vpliv glede na uporabo primarnih surovin. Matej Šuštaršič se je usmeril predvsem na
pridobivanje literature, standardov in vodil za vodni ter
ogljični odtis, Alen Vrečko pa na informacijsko podporo
omenjenemu vrednotenju. Trenutno delo poteka na postavitvi sistema vrednotenja LCA za pilotni papirni stroj,
ki je v lasti ICP.
Kot dodatek k projektu smo vključili še področje Obogatene resničnosti, ki lahko tiskanemu izdelku omogoči dodatno interaktivnost. Alen Vrečko je uspešno
razvil aplikacijo za obogateno resničnost, ki se lahko
uporabi na različnih tiskanih izdelkih, kot so npr. embalaža, revija, pametni plakat…. Na ta način želimo
omenjeno področje približati širši strokovni javnosti,
saj je dodana vrednost tiskanemu izdelku lahko velika.
The last subproject – Ecology – packaging waste management policy is oriented to the ecological aspect of
developing and using active and intelligent food packaging. With the help of Matej Šuštaršič and Alen Vrečko,
the project is led by Damjan Balabanič, who already
carried out the first testings of mutagenicity/genotoxicity
of conducting printing colours, calculated environmental
parameters for different types of paper and cardboard,
and the environmental effect with regard to the use of raw
materials. Matej Šuštaršič directed his attention towards
acquiring literature, standards and guidances for water
and carbon footprint, but Alen Vrečko is occupied with
the information support for the mentioned evaluation. Momentarily, they are setting up the LCA evaluation system
for a pilot paper machine, owned by the ICP.
As an addition to the project, we also included the field of
Enriched reality, which can enable the printed product too
be even more interactive. Alen Vrečko successfully developed an application for enriched reality that can be used
on different printed products, such as packaging, magazine, smart poster, etc. In this way, we want to make the
mentioned field closer to the wider expert public, because
the added value of the printed product can be big.
V okviru projekta se uspešno povezujemo z več raziskovalnimi inštitucijami (Nacionalni inštitut za biologijo,
Univerza v Ljubljani in Mariboru, Inštitut Jožef Stefan,
Kemijski inštitut in Center odličnosti Polimat), pa tudi
z industrijskim sektorjem (ams R&D d.o.o., Papirnica
Vevče d.o.o., Količevo karton, proizvodnja kartona
d.o.o., Melamin d.d., Helios kemična tovarna Domžale d.o.o., Goričane, tovarna papirja Medvode d.d.,
Duropack d.o.o., JUB d.d., Paloma d.d., Cinkarna Celje d.d., Vipap Videm Krško d.d., Calcit d.d. in Belišče

Within the project, we have been successfully establishing

28. januarja smo uspešno oddali prvo patentno prijavo: »Embalaža iz kartona z vgrajeno pametno značko
za radiofrekvenčno identifikacijo in zmožnostjo beleženja
različnih parametrov«.
Druga patentna prijava bo predvidoma zaključena v mesecu septembru. Patentirali bomo tiskan uporovni temperaturni

Projekt CE EcoPaperLoop
CE EcoPaperLoop Project
V l. 2012 je ICP postal partner v obsežnem projektu CE
EcoPaperLoop. Omenjeni projekt iz programa »CENTRAL
EUROPE« sofinancira Evropski regionalni razvojni sklad
(ERDF), v njem pa sodelujejo partnerji iz Italije, Nemčije,
Poljske, Madžarske in Slovenije. Aktivna udeleženca iz
Slovenije sta Inštitut za celulozo in papir in Naravoslovno tehniška fakulteta (NTF). Projekt bo trajal 28 mesecev,
in sicer od 1.9.2012 do 31.12.2014. Celoten proračun
znaša 2.271.176,00 Euro, od česar morajo posamezni
partnerji zagotoviti 15 % lastnih sredstev.
In 2012, ICP became partner in an extensive project CE
EcoPaperLoop. The mentioned project from the “CENTRAL EUROPE” program is co-financed by the European
Regional Development Fund (ERDF) and involved in it are
partners from Italy, Germany, Poland, Hungary and Slovenia. Active participants from Slovenia are the Pulp and
Paper Institute and the Faculty of Natural Sciences and
Engineering (NTF). The project will go on for 28 months,
namely from September 1, 2012 to December 31, 2014.
The total budget amounts to EUR 2,271,176, from which
individual partners must ensure 15 % of their own funds.
Ecodesign for the Enhancement of Central Europe Paper
Based Products Recycling Loop
Koordinator celotnega projekta je g. Graziano Elegir
iz INNOVHUB-a, Milano (Stazioni sperimentali per
ľ'industria, Paper Research Division), poleg njih pa v projektu sodelujejo še PTC (Paper Technology Consulting,
Nemčija), PMV (Technical University of Darmstadt), TUD
(Technical University of Dresden), COBRO (Polish Packaging Research and Development Center), ICP, Ljubljana, UL-NTF (Naravoslovnotehniška fakulteta, Ljubljana),
UWH-PRI (University of West Hungary, Paper Research
Institute), COMIECO (National Cosnsortium for the Recovery and Recycling of Cellulose-based Packaging, Italija)
in RL (Lombardy Region, Italija)
Namen projekta je optimirati predelavo starega papirja
v srednje-evropski regiji. Papir je potrošna surovina, ki se
ne uporablja zgolj na mestu ali v državi nastanka, ampak
precej širše. Poraba papirja in ravnanje z odpadnim papirjem in izdelki pa se v posameznih državah in regijah
precej razlikujejo. Sheme (ločenega) zbiranja in postopki
recikliranja so ponekod že dobro izdelani (Nemčija, Italija), drugje pa slabše (Slovenija) ali pa sploh ne (Madžarska, Poljska). Najprej bo potrebno preučiti trenutno stanje

The coordinator of the entire project is Mr Graziano Elegir from INNOVHUB, Milano (Stazioni sperimentali per
ľindustria, Paper Research Division), but also involved in
the project are PTC (Paper Technology Consulting, Germany), PMV (Technical University of Darmstadt), TUD
(Technical University of Dresden), COBRO (Polish Packaging Research and Development Center), ICP (Ljubljana),
UL-NTF (Faculty of Natural Sciences and Engineering,
Ljubljana), UWH-PRI (University of West Hungary, Paper
Research Institute), COMIECO (National Cosnsortium for
the Recovery and Recycling of Cellulose-based Packaging, Italy) and RL (Lombardy Region, Italy).
The aim of the project is to optimize the processing of old
paper in the Central Europe region. Paper is a durable
raw material that is not only used in the place or country
of origin, but much wider. However, paper use and waste
paper and products management differ quite a lot in individual countries and regions. Schemes of (separate) collecting and recycling procedures are well developed in
some countries (Germany, Italy), less in others (Slovenia),
or in some not all (Hungary, Poland). First, it is necessary
to examine the current situation in the field of waste paper
collecting and recycling in individual countries and regions.
The existing legislation and regulation need to be studied,
and the awareness of the whole community checked.
To reach the goal, it will be essential to stimulate and promote eco-designing of paper and paper products with
the use of eco friendly raw materials and procedures. The
product will be a long-life recycling paper with a positive
environmental effect, since considerably less fresh wood
fibers will be used, consumption of energy and chemicals

bodo odlagališča odpadkov. Hkrati bo vpeljan sistem
ločenega zbiranja papirnih odpadkov in embalaže, s
pomočjo katerega bomo ločevali izdelke, ki so primerni
za recikliranje. Razvili bomo enotno testno metodo vrednotenja reciklabilnosti tiskovnih papirjev in embalaže.
Metoda bo v sklopu projekta tudi validirana in standardizirana. S pridobljenih znanjem in ugotovitvami bomo v
sklopu seminarjev, delavnic in s publiciranjem seznanjali
tehnični sektor, industrijo in širšo javnost o vseh vidikih
recikliranja.

Projekt je sestavljen iz 6 delovnih paketov, in sicer
WP1-vodenje in koordinacija, WP2-urejanje spletne
strani, obveščanje, komunikacije, WP3-ocenjevanje reciklabilnosti papirnih izdelkov, WP4-strategija zbiranja
odpadnega papirja, WP5-načrtovanje reciklabilnega
izdelka WP6-prenos znanja v ustvarjanje novih razvojnih smernic.
ICP je vodja WP6 hkrati pa aktivno sodeluje tudi v vseh
drugih WP-jih, z izjemo WP5. Prav tako so ostali partnerji zavezani aktivno sodelovati v WP6 in tako prispevati

the general public about all aspects of recycling within our
seminars, workshops and publications.

The project consists of 6 working packages; WP1-managing and coordination, WP2-website organization, informing, communication, WP3-assessing paper products
recyclability, WP4-strategy for collecting waste paper,
WP5-planning of a recycling product, WP6-transferring
knowledge into creating new development guidelines.
ICP is in charge of WP6, but at the same time actively
cooperating also in other WPs, except in WP5. Other
partners are also obliged to actively cooperate in WP6
and contribute to unification of guidelines in the field of
collecting and processing old paper.

Aktivnosti v WP3 – ocenjevanje reciklabilnosti
papirnih izdelkov
Vodja tega sklopa je Tehniška Univerza iz Darmstadta.
Uvedli bomo metodo določanja reciklabilnosti tiskovnih
papirjev INGEDE Method 11 (Assessment of Print Product
Recyclability – Deinkability Test). Sodelovali bomo pri razvoju, standardizaciji in validaciji metode za določanje
reciklabilnosti papirne embalaže (Recyclability Test for
Packaging Products (1st Draft) –Zellcheming. V sklopu
projekta bomo ovrednotili reciklabilnost vsaj 60 vzorcev
tiskovnih papirjev in 120 vzorcev embalažnih izdelkov,
ki so reprezentativni in se proizvajajo oz. uporabljajo v
Sloveniji.

part. We will introduce a method of assessing recyclability of printing papers INGEDE Method 11 (Deinkability
Test). We will take part in development, standardization
and validation of the method for assessing paper packaging recyclability (Recyclability Test for Packaging Products (1st Draft) – Zellcheming. Within the project, we will

Aktivnosti v WP4 – strategija zbiranja odpadnega
papirja
Skupaj z Naravoslovnotehniško fakulteto (NTF) bomo
raziskali trenutno situacijo v Sloveniji na področju zbiranja odpadnega papirja. Delo bo koordinirala Tehniška
Univerza iz Dresdena (TUD), ki je vodja tega projektnega sklopa. Po pregledu in analizi situacije v svoji regiji in
razgovori z vsemi zainteresiranimi (lokalne oblasti, občani, organizacije, zbiralci odpadkov, predelovalci papirja,
uporabniki,...) bodo izdelali osnutek vprašalnika s katerim
se bodo partnerji na enoten način obračali na vse zainteresirane v svojih regijah in poskušali pridobiti vse relevantne informacije glede zbiranja starega papirja in papirnih
odpadkov.
Končni cilj je izdelati skupno strategijo (ločenega)
zbiranja papirnih odpadkov, ki bo zagotavljala pridobivanje kakovostne surovine za predelavo. Novo
vzpostavljena zbiralna shema bo omogočila strokovno tretiranje in pretok papirnih odpadkov na območju
celotne CE regije.
Activities in WP4 – strategy for collecting waste
paper
Together with the Faculty of Natural Sciences and Engineering (NTF) we will study the current situation in Slovenia in the field of collecting waste paper. The work will be
coordinated by the Technical University of Dresden (TUD)
which is in charge of this work package. After examining
and analyzing the situation in their region and discussing it with all interested parties (local authorities, citizens,
organizations, waste collectors, paper processors, users,
etc.), they will prepare a questionnaire draft with which
partners will turn to all interested in their regions equally
and gather all relevant information regarding old paper
and paper waste collection.
The ultimate goal is to create a joint strategy for (separate) paper waste collection which will ensure acquiring of quality raw material for processing. The newly
established collection scheme will make professional
handling and the flow of paper waste in the entire
Central Europe possible.

will also be important for our paper and paper processing industry. With the help of carefully selected printed
paper and a typical packaging product, the procedure
for product planning (eco-design) will be made, in which

nice in uveljavljene prakse na vseh nivojih. V ta namen
se bomo povezali z Ministrstvom za kmetijstvo in okolje,
Gospodarsko zbornico, pooblaščenimi zbiralci odpadnih surovin, papirnicami, izdelovalci papirne in kartonske
embalaže, distributerji, založniki, testnimi laboratoriji, statističnim uradom in uporabniki, npr. lokalnimi skupnostmi,
šolami,......
Delo bo potekalo v obliki literaturnega pregleda (smernice,
zakonodaja) in v obliki direktnih ali indirektnih stikov z vsemi
zainteresiranimi. Izdelali bomo osnutek vprašalnika, ki bo
uporaben za vse partnerje, da bi se vsi na enak način lotili
analize situacije na področju recikliranja v posameznih regijah. Pridobili bomo podatke partnerjev o situaciji v zvezi
z recikliranjem v ostalih CE regijah, potem ko bomo partnerjem posredovali natančna navodila in osnutek vprašalnika.
Na osnovi zbranih podatkov bomo izvedli pregled stanja
na področju recikliranja za celotno CE regijo.
V sodelovanju z vsemi partnerji v projektu bomo na osnovi
pregleda stanja, novo pridobljenih znanj o vrednotenju reciklabilnosti ter pozitivnih izkušenj iz že obstoječih, naprednejših shem zbiranja in recikliranja odpadkov (Nemčija,
delno Italija) izdelali strukturni načrt in trans-nacionalno
strategijo na področju recikliranja papirja in embalaže.
EU članice so zavezane direktivi (WFD – Waste Framework Directive), ki narekuje ločeno zbiranje odpadkov,
kar naj bi veljalo tudi za papir in papirne izdelke. Glede na situacijo v posameznih regijah pa se ta direktiva
ponekod še vedno ne upošteva v celoti ali pa sploh ne.
Tudi direktiva (PPWD – Packaging and Packaging Waste
Directive predvideva ekološko dizajniranje papirja in papirnih izdelkov, vendar je slednja v marsičem nejasna in se
zato marsikje še ne upošteva.
V sklopu projekta bomo v Sloveniji (pomlad 2014) organizirali mednarodno delavnico na temo recikliranja, namen
katere je seznaniti strokovno in širšo javnost o problematiki, hkrati pa tudi pridobiti njihovo vsestransko podporo in
konstruktivno sodelovanje.
Skupaj s partnerji in v projekt vključenimi javnimi službami (zunanji podporniki) bomo identificirali najustreznejše
celovite pristope k reševanju problematike recikliranja, ki
bodo zajemali celotno verigo oz. snovni krogotok (paper
loop). Na osnovi rezultatov projekta bodo izdelane smernice, ki bodo osnova za novo zakonodajo.
Rezultate projekta in smernice bomo predstavili v obliki
podatkovne baze (software), ki bo zajemala vse relevantne podatke in se bo uporabljala kot pomembno orodje
pri oblikovanju okoljevarstvene politike v CE regiji.
Slovenia, authorized waste materials collectors, paper factories, manufacturers of paper and cardboard packaging,
distributors, publishers, testing laboratories, statistical offices
and user, for instance local communities, schools etc.
Work will be carried out in the form of literature examination (guidelines, legislation) and in the form of establishing
direct or indirect contacts with all interested. A questionnaire draft will be prepared which will be useful for all
partners, in order for them to equally analyze the situation
in the field of recycling in individual regions. We will gain
information about recycling situations in other CE regions
from our partners, after providing them with exact instructions and a questionnaire draft. Based on gathered information, we will perform situation review in the field of
recycling for the entire CE region.
In cooperation with all partners in the project, we will prepare a structural plan and transnational strategy in the field
of paper and packaging recycling based on the situation
review, the newly acquired knowledge on recyclability assessment and the positive experience from existing, more
advanced schemes of waste collection and recycling
(Germany, partially Italy). The EU members are committed to the WFD directive (Waste Framework Directive) that
dictates separate waste collection, which should also apply to paper and paper products. However, according to
the situation in individual regions, this directive is still not
being taken into consideration fully or not at all in some
places. Also the PPWD directive (Packaging and Packaging Waste Directive) directs eco designing of paper and
paper products, but it is not precise on many levels and
therefore still not being considered in many places.
Within the project, we will organize an international recycling workshop in Slovenia (Spring 2014), the aim of
which will be to inform both the expert and the general
public about the problems, and at the same time gain their
versatile support and constructive cooperation.
Together with partners and public services included in the
project (external supporters) we will identify the most suitable comprehensive approaches to the recycling problem
solving, which will include the entire chain or paper loop.
Based on the results of the project, guidelines that will be
the basis for the new legislation will be elaborated.
We will introduce the results of the project and the guidelines in the form of a database (software) which will cover
all relevant information and will be used as an important tool
for designing the environmental policy in the CE region.
Končni cilj je implementacija in prenos rezultatov projekta v prakso z idelavo razvojnih smernic in s tem
posredno nove strategije na področju recikliranja papirja ter papirne in kartonske embalaže v CE regiji.

Na področju odpadkov je bilo izvedeno 100 ocen odpadkov in 21 sortirnih analiz mešanih komunalnih odpadkov. S strankami smo sodelovali v zvezi s svetovanjem
načina odstranjevanja odpadkov, prav tako pa smo poizkušali več odpadkov, ki imajo visoko energetsko vrednost,
pretvoriti v trdno gorivo. Sodelovali smo pri ekološkem
ozaveščanju naših kupcev.
In the field of waste, 100 waste assessments and 21
sorting analyses of mixed municipal waste were performed. We cooperated with our clients and advised
them with ways of eliminating waste, but we also tried
to convert different wastes with high energy value into
solid fuel. We took part in raising our buyers’ ecological
awareness.

Na področju eksperimentalne proizvodnje smo izvedli večje naročilo izdelave specialnega papirja za tujega kupca. Poleg tega smo izdelali nekaj vrst specialnih papirjev,
kot so papir za vpijanje vode pri Cobb analizi, arhivski
oziroma trajni papir, ter krovni papir in karton za izdelavo
laboratorijskih listov. Za več naročnikov smo razrezali različne vrste papirjev v rolice oziroma na format. Sodelovali
smo pri zamenjavi pigmenta v sestavi premazne mase,
gladili premazan papir na gladilniku in izvedli nekatere
analize teh papirjev.
In the field of experimental production we carried out a bigger order for special paper production for a foreign buyer.
In addition, we manufactured several types of special papers, such as paper for absorbing water in the Cobb analysis, archival or durable paper, tar paper and cardboard
for production of laboratory sheets. For several clients we
cut different types of papers into little rolls or to the format.
We took part in changing the pigment in the coating mass
structure, smoothed the coated paper on an ironing machine and performed some analyses of these papers.

V letu 2012 je Laboratorij za papirništvo, kot v preteklosti,
za partnerje iz papirne in papirno predelovalne industrije
opravljal različna branžno vezana testiranja.
In 2012, the Papermaking laboratory performed different
branch-related testings for partners form the paper and
paper processing industry, as in the past years.
Za potrebe partnerjev smo izvedli testiranja na področju fizikalno-mehanskega preskušanja, karakterizacijo papirja,
kartona in lepenke kot tudi kemična in biološka testiranja.
Za naše partnerje smo na področju laboratorijskih preskušan uvedli 3 nove metode za preskušanje algicidnosti
in fungicidnosti premazov. Laboratorij za papirništvo je v
letu 2012 nudil tudi podporo raziskovalcem na projektih
KROP in EcoPaperLoop.
For the needs of our partners, we carried out different
physical-mechanical testings, paper, cardboard and paperboard characterization, and also chemical and biological testings. In the field of laboratory testings, we have
introduced 3 new methods for algaecidity and fungicidity
testings of coatings for our partners. In 2012, the Laboratory for papermaking also offered support to the researchers in the projects KROP and EcoPaperLoop.
Tudi v letu 2012 ostaja obseg dela Laboratorija za papirništvo na področju odpadnih voda okrnjen, zaradi v letu
2008 izgubljenega pooblastila za izvajanje prvih meritev
in obratovalnega monitoringa odpadnih voda.
Also in 2012, the volume of work in the Laboratory for papermaking in the field of waste water remains diminished,
because in 2008 the authorization for implementation of
initial measurements and operational monitoring of waste
water was lost.
V letu 2012 opažamo zmanjšanje števila direktnih naročil in povpraševanj tako na področju monitoringa trdnih
odpadkov, kot na področju neposrednih naročil naših
partnerjev. V letu 2012 se je na ICP zaposlil novi raziskovalec kot menjava odhoda raziskovalke s področja
vlaknin.
Na področju obsega akreditacije po ISO 17025 v letu
2012 ni bilo sprememb. Laboratorij za papirništvo ostaja
vključen v medlaboratorijske primerjave tudi v letu 2012.
Rezultati medlaboratorijske primerjave Aquacheck in Kemijskega inštituta izkazujejo natančnost in točnost meritev
Laboratorija za papirništvo. Poleg omenjenih mednarodnih shem je Mehanski laboratorij vključen tudi v preskuse
strokovne usposobljenosti PIRA Internacional. Tudi za leto
2012 rezultati kažejo, da je oprema ustrezno vzdrževana, osebje pa primerno usposobljeno.
Inštitut za celulozo in papir je letu 2012 začel s pripravami na postavitev sistema in akreditacije po ISO 17020.
Slednja bo ICP-ju omogočila ohranitev tržnega potenciala na trdnih odpadkov in razširitev obstoječega trga.

In 2012, the number of direct orders and inquiries has
decreased, both in the field of solid waste monitoring and
in the field of direct orders of our partners. In 2012, ICP
employed a new researcher after a researcher from the
field of fibers left her position.
In the field of accreditation to ISO 17025 there were
no changes in 2012. The Laboratory for Papermaking
remains included in the interlaboratory comparisons also
in 2012. Results of the interlaboratory comparison of
Aquacheck and the Institute of Chemistry prove the precision and accuracy of measurements of the Laboratory for
Papermaking. In addition to the mentioned international
schemes, the mechanical laboratory is also included in
PIRA Internacional testings for professional competence.
The results have shown that the equipment is correctly
maintained and the staff properly qualified also in 2012.
In 2012, the Pulp and Paper Institute began with preparations for configuring the system and accreditation to ISO
17020. The latter will enable ICP to keep the marketing
potential of solid waste and expand the existing market.

V okviru Inštituta za celulozo in papir, kot edina razvojnoraziskovalna organizacija na področju papirništva, grafične in embalažerske dejavnosti v Sloveniji deluje Center
za papirništvo, grafično in embalažno dejavnost ter
ohranjanje dediščine na papirju.
Center izvaja različne preiskave na področju papirništva,
različne raziskave v službi papirno-predelovalni panogi,
grafični in embalažerski dejavnosti in ostale aktivnosti namenjene ohranjanju dediščine na osnovi papirja. V okviru
Centra tudi v letu 2012 smo izvajali umerjanja opreme za
potrebe papirne industrijo.
V letu 2012 laboratorij za fizikalno mehanske meritve v
okviru infrastrukturnega centra je opravil različne analize
za karakterizacijo in določevanje kakovosti papirja, kartona in embalaže.
Raziskovalci inštituta so se udeležil strokovnih konferenc
in so prispevali s svojimi članki v različnih strokovnih revij
in časopisov.
Pilotni stroj je bil uporabljen za proizvodnjo specifičnih
papirjev za domače in tuje naročnike. Večinoma je bilo
proizvodnje vpojnega papirja, krovnega kartona in trajnostnega papirja s posebne kakovosti za zaščito in hranjenje
arhivskega gradiva. Prav tako je bila prvič proizvedena
specialna vrsta zaščitenega papirja za posebne namene.
Sodelovali smo na naslednjih aplikativnih projektih
doma:
- Uvajanje ultrazvočne tehnike za obdelavo celuloze –
kot podpora na projektu KROP – Center za embalažo in
informacijsko komunikacijsko tehnologijo.
- Optimizaciji polnil in določanje vezivnosti veziv za potrebe raziskavah naših naročnikov.
- Sodelovanje pri razvoju premazne formulacije za potrebe raziskavah naših naročnikov.
- Določanje mehanskih lastnostih celuloze iz konoplje
obdelane z ultrazvokom (v sodelovanju z zavodom Panonia).
Center for papermaking, printing and packaging
business and the preservation of heritage on paper,
operating within the Pulp and Paper Institute, is the only
development-research organization in the field of papermaking, printing and packaging business in Slovenia.
The center performs different researches in the field of papermaking, paper processing industry, printing and packaging activities and other activities intended for preservation of heritage on paper. Within the Centre, we have
also in 2012 performed equipment calibration for the
needs of paper industry.
In 2012, the laboratory for physical-mechanical measurements, operating within the infrastructural center, performed various analyses for characterization and assessment of paper, cardboard and packaging quality.
The institute researchers participated in professional conferences and contributed in different professional journals
and newspapers with their articles.
The pilot machine was used to manufacture specific papers for domestic and international clients. This was mainly the production of absorbing paper, tar cardboard and
durable paper of special quality for the protection and
storage of archives. Also, a special type of protective paper for special purposes was produced for the first time.
We cooperated in the following domestic application
projects:
- Introducing an ultrasonic technique for cellulose processing – as a support to the KROP Project – Center for packaging and information and communications technology.
- Optimization of fillers and assessment of binding ability
of binders for the needs of our clients’ researches.
- Participation in the development of coating formulation
for the needs of our clients’ researches.
- Assessment of mechanical properties of hemp cellulose,
processed with an ultrasound (in cooperation with the
Panonia institute).
Kontinuirano sodelujemo z Arhivom Republike Slovenije
– Center za konserviranje in restavriranje, pri pripravi restavratorskih vlaken in svetovanju restavratorskih del, pri
izdelovanju specialnih vrst papirja za razne naročnike
(muzeje, knjižnice, arhive, restavratorske delavnice). Za
njihove potrebe izdelujemo trajne in arhivske papirje za
pisanje, tiskanje, risanje in za zaščito gradiva. Večji dosežek je bil da smo leta 2012 skupaj določili in standardizirali velikosti mape in srajčk za shranjevanje in zaščito
arhivskega gradiva.
Začeli smo sodelovati z Univerzo v Ljubljani in za potrebe
Univerze smo izdelali posebno vrsto specialnega zaščitenega papirja.

We have been continuously collaborating with the Archives of the Republic of Slovenia – Center for restoration
and conservation, in the preparation of restoration fibers
and restoration works, in the production of special types
of paper for various clients (museums, libraries, archives,
restoration workshops). For their needs, we make durable
and archival papers for writing, printing, drawing and material protection. Together we defined and standardized
sizes of folder and covers for storage and protection of
archives, which was our bigger accomplishment in 2012.
We began cooperating with the University of Ljubljana
and we produced a particular type of special protective
paper for their needs.

Financial Statement for 2012
V letu 2012 smo ustvarili 822 tisoč EUR celotnega prihodka in 819 tisoč EUR celotnih odhodkov.
In 2012, we generated EUR 822,000 of total income
and EUR 819,000 of total expenditures.
Prihodki iz sredstev javnih financ za leto 2012 znašajo
152 tisoč EUR. ICP ima na podlagi koncesijske pogodbe
za izvajanje infrastrukturne dejavnosti kot infrastrukturnega programa do konca leta 2014 zagotovljeno sofinanciranje izvajana infrastrukturne dejavnosti v višini letnega
obsega 1 plačni FTE ( 22 tisoč EUR) ter dodatno še materialne stroške in amortizacijo, v letu 2012 v višini 13 tisoč
EUR.
Revenue from public finances for 2012 amounts to EUR
152,000. On the basis of the concession contract for the
implementation of infrastructural activity such as an infrastructural program, ICP has been granted until the end of
2014 a co-financing of implementation of infrastructural
activity within the limit of an annual volume of 1 salary FTE
(EUR 22,000) and, in addition, of all material costs and
amortization, which in 2012 amounted to EUR 13,000.
V februarju je bila podpisana pogodba z Ministrstvom
za visokošolstvo, znanost in tehnologijo (zdaj Ministrstvo za gospodarski razvoj in tehnologijo) o sofinanciranju operacije krepitev razvojnih oddelkov v podjetjih
(KROP) v višini 269 tisoč EUR, sofinanciranje bo končano konec aprila 2014, za leto 2012 znaša sofinanciranje po pogodbi 84 tisoč EUR. V času trajanja projekta
je glavni cilj raziskovalno razvojne dejavnosti razviti
specialne vrste embalažnih papirjev, ki bodo imeli
aktivno funkcijo inteligentne embalaže ter v celotnem
življenjskem krogu ničen ali resnično minimalen vpliv
na okolje. Rezultat pridobljenega znanja bodo različni postopki funkcionalizacije celuloznih vlaken, modeli
embalažnih materialov s specialnimi lastnostmi aktivne
in inteligentne embalaže na osnovi naravnih vlaknatih
materialov. Predvideni so vsaj trije patenti, ki bodo imeli
neposredno uporabno vrednost in jih bo moč prenesti
na industrijski nivo preko dodatnih, specifično usmerjenih projektov.
In February, we signed a contract with the Ministry of
Higher Education, Science and Technology (now the
Ministry of Economic Development and Technology) on
co-financing the operation of strengthening the development departments in companies (KROP) in the amount of
EUR 269,000; co-financing will be finished by the end of
April 2014, and for 2012 the co-financing adds up to EUR
84,000. During the project, the main goal of the researchdevelopment activities is to develop special types of packaging papers that will perform an active function of an
intelligent packaging and have no or genuinely minimal
environmental impact. The results of the acquired knowledge will be different functionalization procedures of cellulose fibers, models of packaging materials with special
features of active and intelligent packaging, based on
natural fibrous materials. It is expected that at least three
patents will be developed which will be directly applicable and able to be transferred to the industrial level
through additional, specifically targeted projects.
V letu 2012 smo bili uspešni v prijavi na razpisu Transnacionalnega teritorialnega sodelovanja Programa
Srednje Evrope kot projektni partner. Projekt Ecopaperloop je financiran s strani Ministrstva za infrastrukturo in
prostor 28 mesecev. Stroški projekta so ocenjeni v višini
209 tisoč EUR, sofinanciranje je 85% in se je začelo v
mesecu septembru 2012 ( za leto 2012 13 tisoč EUR).
Namen projekta je optimirati predelavo starega papirja
v srednje-evropski regiji. V sklopu projekta bomo oblikovali skupno strategijo določanja reciklabilnosti tiskovnih
papirjev in papirne embalaže. Definirali bomo sistem
ločenega zbiranja papirnih odpadkov, ki bo zagotavljal pridobivanje kakovostne surovine za predelavo.
Opredelili bomo eko-dizajn, torej kako izdelati papir
in katere surovine uporabiti, da bo izdelek reciklabilen

In 2012, we were successful in applying for the public
call for Transnational territorial cooperation of the Program “Middle Europe” as a project partner. Ecopaperloop Project is financed by the Ministry of Infrastructure
and Spatial Planning for 28 months. Project costs are estimated at EUR 209,000; the co-financing is 85% and has
been specifically targeted since September 2012 (EUR
13,000 for 2012). The aim of the project is to optimize
the processing of old paper in the Central Europe region.
Within the project we will design a joint strategy for determining recyclability of printing paper and paper packaging. We will define a system for separate paper waste
collection that will ensure gaining quality raw materials for
processing. We will define an eco-design that will determine how to make paper and which raw materials to use
in order for the product to be recyclable and eco-friendly.

recikliranja papirja in papirne embalaže v srednjeevropski regiji.
V letu 2012 smo uspešno zaključili projekt Eureka ZEROEF ( sofinanciranje v višini 14 tisoč EUR). Predčasno se je
zaključilo sofinanciranje mladega raziskovalca iz gospodarstva, ki je uspešno doktoriral ( 6 tisoč EUR).
Poslovni prihodki od opravljanja lastne dejavnosti v
letu 2012 znašajo 659 tisoč EUR, kar je za 95 tisoč EUR
manj kot v letu 2011. Predvsem gre za zmanjšanje tako
imenovanih direktnih naročil, kamor so bile lani vključene
tudi storitve, ki smo jih opravili kot podpogodbeniki v okviru INO 11.
Drugi prihodki znašajo skupaj 11 tisoč EUR, od tega je
7 tisoč finančnih prihodkov in 4 tisoč EUR drugih prihodkov.
We will make development guidelines and contribute to
the establishment of new politics in the field of paper and
paper packaging recycling in the Central Europe region.
In 2012, we have successfully finished the Eureka ZEROEF
Project (co-financing in a total of EUR 14,000). Also, a
co-financing of a young economic researcher has ended
after he got his doctor’s degree (EUR 6,000).
Operating income from our own activities in 2012
amounts to EUR 659,000, which is EUR 95,000 less than
in 2011. There was mostly a decrease of direct orders,
which in the previous year included the services which
we performed as a subcontractor within the public call
INO 11.
Other income adds up to EUR 11,000, from that EUR
7,000 of financial income and EUR 4,000 of other incomes.
