Hispanic Heritage Month
Sept. 15 - Oct. 15
In September 1968, Congress authorized President Lyndon B.
Johnson to proclaim National Hispanic Heritage Week, which was
observed during the week that included Sept. 15 and Sept. 16. The
observance was expanded in 1988
by Congress to a monthlong celebration (Sept. 15 - Oct. 15), effective
the following year. America celebrates the culture and traditions of
those who trace their roots to Spain,
Mexico and the Spanish-speaking
nations of Central America, South
America and the Caribbean.
September 15 was chosen as the
starting point for the celebration because it is the anniversary of independence of five Latin American
countries: Costa Rica, El Salvador,
Guatemala, Honduras and Nicaragua. In addition, Mexico and Chile
celebrate their independence days on
September 16 and September18, respectively.
Population 50.5 million
The Hispanic population of the
United States as of April 1, 2010,
making people of Hispanic origin the
nation's largest ethnic or race minority. Hispanics constituted 16.3 percent of the nation's total population.
In addition, there are 3.7 million residents of Puerto Rico, a U.S. territory.
43% Percentage increase in the
Hispanic population between April
1, 2000, and April 1, 2010, making
Hispanics the fastest-growing minority group.
132.8 million. The projected Hispanic population of the United States
on July 1, 2050. According to this
projection, Hispanics will constitute
30 percent of the nation's population
by that date.
35.3 million. The number of Hispanics counted during the 2000 Census.
22.4 million. The nation's Hispanic
population during the 1990 Census.
2nd. Ranking of the size of the U.S.
Hispanic population worldwide, as
of 2010. Only Mexico (112 million)
had a larger Hispanic population
than the United States (50.5 million).
63%. The percentage of Hispanicorigin people in the United States
who were of Mexican background
in 2010. Another 9.2 percent were
of Puerto Rican background, 3.5
percent Cuban, 3.3 percent Salvadoran and 2.8 percent Dominican.

in California in 2010, up from 11

in 2010. This is the highest of any

of Webb County, Texas, that was
Hispanic as of 2010. This is the highest proportion of any county.

The Oxnard City Council will conduct a public hearing to consider the following matter on Tuesday, September 20, 2011, at 7:15 p.m., or as soon thereafter as the matter may be heard, in the Council Chambers,

PLANNING AND ZONING PERMIT NOS. 08-400-04 (Coastal Development Permit), 09-300-01 (Tentative Subdivision Map) and 09-590-01 (Coastal Zone Variance), a request for approval of a tentative
tract map to create five parcels and subdivide for 70 air-rights residential condominiums; a coastal development permit to construct five multi-family three-story structures with a total of 70 condominium dwelling
units, parking garages, recreation amenities, and site improvements; and a coastal zone variance to allow
structural projections into the required front, side and rear yard setbacks, and for 48 visitor parking spaces.
The project site is a vacant 4-acre property located at the northeast corner of Harbor Boulevard and Wooley
Road. On August 5, 2010, the Planning Commission approved the request for the Coastal Development
Permit and Coastal Zone Variance, and recommended approval of the proposed Tentative Subdivision Map.
In accordance with the CEQA Guidelines, a mitigated negative declaration with mitigation measures is
proposed for the project. This project, if approved by the City Council, would be appealable to the California
Coastal Commission per Section 17-58(K) of the Oxnard City Code. Filed by Oxnard Shores Co. LLC, 1015

Desde alrededor de las 7 de la tarde, se empezó a observar la llegada de los copánderenses radicados
en Oxnard, que a decir del presidente del club, Gaspar García, son
alrededor de 5,000, más inclusive
que los que habitan actualmente en
el pueblo ubicado en el estado de
Michoacán, México, donde, de
acuerdo a la misma fuente, deberá
de haber alrededor de 3,000 habitantes.
El Club Copándaro se formó en
el 2009, con la intención de poder
ayudar a realizar obras en la comunidad mexicana, aunque a la fecha,
no han sido muchos los resultados,
no por falta de ganas o participación, sino porque algunas de estas
obras tienen que ser autorizadas y
respaldadas por los distintos niveles de gobiernos en México, los que
si nos informa el presidente del
club, es que a la fecha, se encuentran pagando la carrera universitaria de 2 personas originarias de
Copándaro que asisten a la universidad en la ciudad de Morelia, Michoacán.
Aprovechó también el Sr. Gaspar,
para lanzar una invitación a los
demás originarios de Copándaro,
que por una y otra razón no han participado con el club, para que se
integren al mismo para poder engrandecer la estructura aquí, y por
ende, poder tener mayor presencia
con ayuda en Michoacán.
Mientras los asistentes disfrutaban de su cena, el grupo Instone,
amenizaba la noche con sus ritmos,
que fueron también aprovechados
por algunos asistentes para bailar.
El concurso de selección de la reina fue dividido en dos etapas, en
la primera, las cinco aspirantes desfilarían luciendo un traje típico de
alguno de los estados de México,
y después lo harían luciendo un elegante traje de noche.

del estado de Michoacán.
La primera en participar fue
Araceli Hernández, que lució en
esta primera etapa, el traje típico
de Jalisco. Continuó Gabriela Barrera, luciendo un traje típico de
Durango, y después Isabelle Tapia,
con un traje típico del sureño estado de Chiapas; Edna Gutiérrez lució un traje típico del estado de Michoacán y por último, Lucero
Suarez, vistió un traje típico del
estado de Veracruz.
Para dar tiempo a que las cinco
participantes dejaran los trajes típicos y pudieran ataviarse con el
traje de noche, la banda de música
Potrillo amenizó el baile que estuvo muy concurrido.

Hispanos Reciben Menos Servicios De Salud
Por Falta De Inglés, Según Estudios
Los latinos que hablan poco inglés
tienen menos probabilidades de recibir todos los servicios de salud recomendados, según varios estudios
publicados en la edición de noviembre del Journal of General Internal
Medicine (JGIM) sobre las barreras
lingüísticas en los pacientes.
''Es evidente que el uso de un idioma predice la calidad de la atención
clínica que reciben los pacientes'',
manifestó el doctor Eric M. Cheng
del VA Greater Los Angeles
Healthcare System. Cheng es el investigador principal de un estudio
que comparó la prestación de 10 servicios de salud recomendados, entre pacientes blancos de habla inglesa e hispanos que se sentían cómodos hablando inglés frente a pacientes que no estaban familiarizados
con el inglés. De acuerdo con la investigación, los hispanos que no ha-
blaban inglés en sus hogares tenían
mucho menos probabilidades de recibir todos los servicios de salud elegibles (35 por ciento), con relación
a los hispanos que hablaban inglés
y los anglosajones (57 por ciento).
''Si bien se están investigando las
causas de ello, las consecuencias
son, sin lugar a dudas, inaceptables'',
sostuvo el médico. ''Es probable que
un importante componente de las intervenciones destinadas a mejorar la
calidad de la atención de salud de
esta población sea la expansión del
acceso a intérpretes médicos en situaciones de atención ambulatoria,
como lo exigen actualmente aquellos hospitales que reciben fondos federales'', agregó.
Otro de los reportes presentados
evaluó las aptitudes lingüísticas de
los intérpretes de planta que desempeñan una doble función, personas
cuya responsabilidad primaria corresponde a otra área, pero que a menudo brindan servicios de interpretación médica a los proveedores de
salud. La investigación encontró que
uno de cada cinco de estos intérpretes no cuentan con aptitudes
lingüísticas competentes. ''El hecho
de contar con personal bilingüe, que
no haya sido examinado ni capacitado, desempeñándose como intérpretes médicos representa un riesgo
potencial.
''Los servicios de intérpretes profesionales incrementan el grado de
comunicación, seguridad y satisfacción entre médicos y pacientes'', afirmó María R. Moreno, de Sutter
Health, investigadora principal de
este estudio. Otra las investigaciones presentadas en el suplemento
especial de JGIM, encontró que los
pacientes internados en un hospital
que hablan poco inglés, tienden a tener menor documentación de consentimiento informado antes de someterse a procedimientos invasivos.
''El consentimiento informado es
un principio fundamental del sistema de atención de salud de EE.UU'',
declaró el doctor Yael Schenker, investigador principal en este estudio
que encontró que las historias clínicas de los pacientes de habla inglesa tenían casi el doble de posibilidades (53 por ciento), de contener todos los elementos del proceso de
consentimiento informado que las de
los pacientes con uso limitado del inglés (28 por ciento). ''Si bien las barreras lingüísticas complican la obtención de un consentimiento informado, sigue siendo un requisito legal y ético que es cada vez más reconocido como componente principal de la atención de calidad y la seguridad del paciente. Los hospitales
deben esforzarse cada vez más por
superar las barreras lingüísticas que
tienen los pacientes con conocimientos limitados de inglés'', dijo.
El doctor Richard Carmona, director general de Salud de Estados Unidos durante el periodo 2002-2006,
describió -en el prólogo del suplemento de los informes- las experiencias de su familia y la importancia
vital de que la información de salud,
presente un contenido cultural y lingüístico correcto. ''Hasta que mi familia encontró un médico local que
hablaba español y comprendía nuestra cultura, luchamos por entender
lo que teníamos que hacer para evitar enfermedades o para recuperarnos de alguna enfermedad o accidente'', explicó Carmona. ''Las dificultades lingüísticas pueden crear un
muro
de
confusiones
y
malentendidos entre los profesionales de salud y la gente que ellos tratan de atender, con lo cual se convierten en barreras para la atención
de calidad'', agregó antes de recomendar una mayor resolución en este
aspecto a fin de atender a las diversas poblaciones.

exparticipantes y ganadoras del
concurso en anteriores ocasiones,
como Paloma Ontiveros, Señorita Fiestas Patrias 2006, Maricela
Gómez, ganadora del concurso en
el 2005 y que jugó un papel muy
importante en la preparación de las
participantes de este año, Mayra
Navarro ganadora del certamen en
el 2009 y a Karen Sánchez, Reina
de la Federación de Clubes
Zacatecanos del Condado de Ventura.
La Sra. Dolores Ochoa, la Tesorera del Comité explicó a los asistentes, los aspectos que serían tomados en cuenta por los miembros
del jurado, integrado por la Sra.
Celia Gonzáles del Distrito Escolar de Oxnard, Silvia Rivera representante de las mueblerías
FAMSA, Lourdes Solorzano, asistente del Sr. John Zaragoza, Lic.
Manuel Muñoz, Director del Periódico VIDA y Jeannette Sánchez
Palacios, representante del Asambleísta Estatal Das Williams. Y
que fueron: La elegancia y el porte del traje de noche, segundo la
presentación personal de cada una
de ellas, y por último, la respuesta a una pregunta escogida al azar
por las participantes.
Guadalupe Ceja, representante
del estado de Michoacán, luciendo un vestido verde fue la primera participante, seguida por Emy
Espinoza, representante del estado de Jalisco luciendo un vestido
en rosa fuerte, en tercer lugar, desfiló la Srita. Carolina Hernández,
luciendo un vestido en color morado, representante del estado de
Baja California Norte; después
hizo su aparición la Srita. Cynthia
Hernández, ataviada con un vestido negro, representando al estado de Durango; la quinta en desfilar fue la Srita. Nancy Hurtado,
luciendo un vestido en color verde y representando al estado de
Sinaloa, seguida por la Srita.
Marilyn Hernández, quien lució
un traje en color rojo, representando al estado de Guerrero. El siguiente turno correspondió a la
Srita. Aurora Gavino, luciendo un
vestido de noche en color verde
con la representación del Distrito
Federal. La Srita. Viridiana Pulido, luciendo un vestido en color
morado hizo su aparición en octavo lugar, representando al sureño
estado de Yucatán, para culminar
con la presentación de la representante del estado de Veracruz, la
Srita. Anabel González quien vistió un vestido en color blanco.
Mientras el jurado daba su votación individual y estos votos eran
contabilizados por la Sra. Yolanda
López, para determinar a la ganadora, se dio el premio, que es determinado por las mismas participantes, a la Srita. Simpatía, correspondiendo a la representante de
Durango, Cynthia Hernández,
quien agradeció a las compañeras
por su voto.
El Supervisor del 5to. Distrito del
Condado de Ventura el Sr. John
Zaragoza subió al escenario para
entregar un reconocimiento al
Comité Cultural Mexicano por su
labor en la preservación de las tradiciones culturales mexicanas.
Los resultados estaban listos:
correspondió a los Sres. Gerardo
Ceja y Willy González, de la M
103.7 FM dar a conocer el nombre de la ganadora como Primer
Princesa, la Srita. Aurora Gavino,
representante del Distrito Federal
y también colocarle la corona de
princesa del certamen.
El Sr. John Zaragoza, junto con
su esposa Mary Ellen, dieron a
conocer el nombre de la ganadora
que correspondió a la Srita.
Cynthia Hernández, de Durango,
para posteriormente, colocar la
banda y la corona que la acreditan como la Srita, Fiestas Patrias
2011-2012.
Una noche redonda para Cynthia,
ya que fue la ganadora de dos títulos: Señorita Simpatía y Señorita Fiestas Patrias.
El Comité Cultural Mexicano
extendió una invitación a todos los
mexicanos y demás personas residentes del condado de Ventura a
participar en los eventos restantes
en conmemoración del 201 aniversario del inicio de la guerra de independencia de México. La noche
del jueves 15, la tradicional ceremonia del Grito de independencia
en La Placita del Oxnard y el domingo 18 desde las once de la
mañana el tradicional Desfile de
Independencia, seguido de una
verbena popular también en el Oxnard Plaza Park, mejor conocido
como La Placita de Oxnard.

Comité Cultural Mexicano llevó
a cabo la etapa final del certamen
Señorita Fiestas Patrias 2011-2012
en un salón del Ventura Beach
Marriot Hotel, ubicado en el 2055
East Harbor Boulevard de la ciudad de Ventura.
Las notas del mariachi
Mexicanisimo hicieron el deleite
de los asistentes mientras
degustaban la cena.
Víctor Martínez, Presidente del
Comité Cultural Mexicano, junto
con Mayra Zavala, Señorita Fiestas Patrias 2007 fueron los maestros de ceremonias.
Iniciaron presentando a las personalidades que se encontraban
presentes en el certamen, como el
Sr. John C. Zaragoza, Supervisor
del Quinto Distrito del Condado
de Ventura, Joe Mendoza, maestro y director del programa
migrante en el Condado de Ventura, agradecieron de igual manera, por su apoyo a la comunidad,
aunque no se encontraba presen-
te, al congresista estatal Das
Williams que será, también, el
Gran Mariscal del desfile de independencia que se llevará a cabo
el próximo domingo 18 de septiembre. A la estación de radio local La M 103.7 por su apoyo en la
organización de todos los eventos
que lleva a cabo el Comité Cultural Mexicano. Al Lic. Manuel
