a doctorate, educational specialist, master’s or baccalaureate degree fall quarter 2015 or
winter quarter 2016, and any student who applied for a degree for spring quarter 2016
or summer quarter 2016 by the posted deadline.
Participation in commencement and inclusion in the commencement program does
not guarantee official granting of a degree. The Graduate Programs Office (doctorate,
educational specialist, master’s) and the Records and Registration Office (baccalaureate)
verify completion of all coursework before a degree is conferred. The official document
verifying degree completion is the official Eastern Washington University transcript.

A History of
Eastern Washington University
In 1882, the Benjamin P. Cheney Academy opened its
doors to more than 200 enrolling students. A generous
contribution of $10,000 from a wealthy transportation
industrialist had at last fulfilled the dreams of Cheney
citizens for an institute of higher learning in their
community.
The academy became the State Normal School at
Cheney in 1889, the same year in which Washington was
given its statehood. The school was proudly designated as an
institution “for the purpose of instruction of persons, both
male and female, in the art of teaching the various branches
that pertain to a good common school.”
By the time it became Eastern Washington College of
Education in 1937, Eastern was already a fully accredited
four-year degree-granting institution, offering majors in
numerous subjects.
The campus grew rapidly in size and program offerings
in the decades following World War II. In 1961, the name
was again changed, this time to Eastern Washington State
College. It was increasingly evident that the region needed
professionals in many fields; in response, a wide range
of undergraduate and graduate degree programs were
added. Finally, in 1977, the name was changed to Eastern
Washington University by the state legislature.
As a regional university, Eastern is charged with the
special responsibility of meeting the undergraduate and
graduate educational needs of the region’s people.
To that end, program areas have grown and been
redefined as the needs of the Inland Northwest have grown
and changed. Master’s programs have been added to meet
the need for graduate-level education, and individual
programs and schools have increasingly been granted
accreditation by their respective oversight organizations as
those programs and schools have grown and matured.
Today, Eastern students represent nearly every state
in the union and more than 40 foreign countries. More
than 100 different academic majors are available, offering
students a wide variety of career-path options.
Nearly 600 full-time and adjunct faculty teach on the
Cheney campus and at several locations throughout the
state. Three-quarters of Eastern’s full-time faculty members
hold doctorate degrees. With a low student-to-faculty
ratio, Eastern continues to stress small classes, personalized
instruction and individual attention.
Perhaps even more significant than Eastern’s steady
advancement during the past 133 years is the university’s
expanded regional role and its evolving goals, objectives and
vision of its future.
In the past decade, Eastern Washington University has
become a major force in the state and the Pacific Northwest,
not only in the education of more than 13,000 students
each year, but in the civic, cultural, scientific and economic
development of the state and region.

Honors
Undergraduate students who have demonstrated exceptional
academic performance are honored in the commencement
program listing.
Summa Cum Laude: Seniors who have a cumulative
grade point average of 3.90-4.00-Gold Honors Cord.
Magna Cum Laude: Seniors who have a grade point
average of 3.70-3.89-Silver Honors Cord.
Cum Laude: Seniors who have a grade point average of
3.50-3.69-Red and White Honors Cord.
University Honors: Seniors who completed special
course work requirements through the Honors ProgramPurple Honors Cord.
University Mace
The tradition of a ceremonial mace for academic institutions
goes back to medieval times. Adapted in form from the
ancient battle weapon used by knights, the ceremonial mace
symbolized the authority of regal personages, city or shire
ruling bodies and chief officers of chartered institutions.
Originally representing vested authority during all official
meetings, it eventually came to be connected mainly with
formal ceremonies. In academic institutions, this is usually
in conjunction with an academic procession, where the mace
is carried at the head of the line of march or just before the
platform party.
The form of the ceremonial mace has remained fairly
consistent over the centuries. Design often reflects the period
of creation, especially in the elaboration of ornamentation.
Gold, silver and dark wood are traditional materials.
Eastern’s mace, commissioned as a gift during the
centennial year to the university by former and present
members of the EWU Board of Trustees, was created by
artist-craftsman Clifford Gaynard after a region-wide design
competition. Its planished silver head in flowing cuplike
form carries the university seal. The dark rosewood shaft with
upper and medial gold-plated bosses is gently curved into the
terminal silver cap at the bottom.
Although the modern design departs from the traditional
straight and elaborately ornamented pattern, it retains a full
effect of balance, dignity and decorum, while capturing the
flowing lines typical of the eastern Washington landscape.
A permanent display case for the Eastern Washington
University mace is located in the Office of the President.
Academic Regalia
The regalia worn for formal academic ceremonies such
as commencements are patterned after the gowns and
hoods worn regularly in the Middle Ages by scholars for
warmth in unheated buildings and as distinguishing dress
denoting their place in society.
A great variety of designs and colors developed over
the years in the costume worn in different universities,
but since 1895 in the United States, a uniform
intercollegiate code of style and colors has been adhered
to by most institutions.
In accordance with this code, most academic gowns
are black, although some universities permit other
solid colors. Occasionally, the robe color may indicate
a professional distinction, such as deep purple for law
or scarlet for ecclesiastical honors. Adaptations of the
academic costume for high schools have sometimes used
colors other than black for purely decorative purposes.
Sometimes a distinguishing device on the robe or cap
indicates an individual honor or a special occasion.
The baccalaureate gown is of simple cut with full,
somewhat pointed sleeves. The front is closed and often
no hood is worn with this gown. The mortar board head
covering originated in ancient Greece, symbolizing the
commitment of the scholar to a life of building. It has
either a plain black tassel or one of a color indicating the
subject area of the degree. The custom of shifting the
cap’s tassel from right to left at the time of awarding the
degree is used in lieu of investing each candidate with the
bachelor’s hood.
The master’s gown is similar to the bachelor’s gown,
except that the sleeves are fuller, cut square with a halfcircle at the bottom and sometimes worn with the arms
through a horizontal slit at elbow level.
The doctoral robe is ampler in cut with a full bellshaped sleeve, velvet panel edging in the front and three
velvet stripes on each sleeve. The velvet trim may be black
or in the color appropriate to the degree. The mortar
board tassel for the doctorate is gold. Some American
and many foreign universities use cap forms other than
the mortar board, ranging from a soft velvet beret to
more elaborate fringed styles, each of which has its own
historical tradition.
Hoods worn over the gowns have a velvet edging,
usually in a color indicating the specific degree and a
lining which is partially turned out to show the colors of
the college or university which granted the degree.

Weiki Dessalgn
Jennifer Guhl
In 2006, Weiki Dessalgn
immigrated to the United
States from Ethiopia with her
family in pursuit of better
opportunities, and at the
time, she spoke little English.
Today, Dessalgn has earned a
Bachelor of Arts degree from
the College of Business and
Public Administration with
an emphasis in management
information systems. As a
business student, Dessalgn
actively pursued her academic interests in information technology
and application development, while balancing an impressive
mix of extracurricular activities, including competitions within
her business program, producing and building a growing online
blog and networking site, traveling, volunteering for non-profit
organizations, attending leadership conventions and interning with
T-Mobile, Microsoft and Amazon. She is a recipient of the Business
Professionals of America Scholarship and the Entrepreneurial
Connection Scholarship. This fall, Dessalgn will begin a job with
Amazon—a direct result of one of her internships. Dessalgn said
she will always cherish her academic experiences at EWU and the
relationships she has developed with faculty.
Jennifer Guhl grew up
on a family farm in Usk,
Washington, where she learned
the importance of hard work
and perseverance. She attended
school in nearby Newport,
Washington, and graduated
from Newport High School in
1992. Guhl is the mother of
five children, and has earned
a Bachelor of Science degree
in dental hygiene from the
College of Health Sciences
and Public Health. Guhl’s experience at EWU has provided her
and her colleagues the opportunity to present their research on
periodontitis and its association with Alzheimer’s disease at state
and national conferences. The research and their findings have
also been published in Access Magazine. Guhl was selected by her
fellow students as the president of their local Student American
Dental Hygiene Association, which raises money for local charities,
foundations and scholarships. Guhl is the recipient of the Public
Health in Dentistry award, and was also voted “most inspirational”
by her fellow classmates.

Jess Walter
Jay Inslee
Jess Walter, Spokane native and Eastern Washington
University graduate, is an award-winning author of eight
books, most recently a collection of stories titled We Live
in Water, which was long-listed for The Story Prize, the
Frank O’Connor Short Story Award and winner of the
Pacific Northwest Booksellers Award.
After graduating from EWU in 1987, Walter worked
for The Spokesman-Review, and then pursued a career
as a writer. His first book, Every Knee Shall Bow, was
released in 1995 and was a finalist for the PEN USA
literary nonfiction award in 1996.
In 2006, Walter was a finalist for the National Book
Award for The Zero, and won the 2005 Edgar Allan Poe
award for Citizen Vince. He’s been a finalist for the LA
Times Book Prize, and twice won the Pacific Northwest
Booksellers Award.
Most notably, Walter wrote Beautiful Ruins in 2012,
which became a No. 1 New York Times best-seller, New
York Times Notable Book of 2012, Esquire’s Book of the
Year and NPR Fresh Air’s Novel of the Year.
Walter’s books have been published in 32 languages
and his short fiction has appeared twice in Best American
Short Stories, as well as Harpers, McSweeney’s, Esquire and
Tin House, among others.
Walter lives with his wife Anne and children,
Brooklyn, Ava and Alec, in his childhood hometown of
Spokane.
Gov. Jay Inslee was elected the 23rd governor of
Washington state in November 2012. He is a fifthgeneration Washingtonian who grew up in Seattle, and
he graduated from the University of Washington with
a degree in economics before earning his law degree at
Willamette University School of Law. Inslee started his
public service career as a state legislator in 1989 and
later as a congressman, serving both the Yakima Valley
and Puget Sound areas.
During his time in Congress, Inslee became known
as a forward-thinking leader, especially on issues of
clean energy and the environment. Inslee’s top priority
is growing Washington’s innovative industries such as
clean energy, IT and life sciences, and strengthening
existing industries such as aerospace, agriculture,
maritime and military.
During Inslee’s time as governor, Washington state
has made historic investments at every education level,
including the largest-ever state investment in early
learning—funding for all-day kindergarten and smaller
class sizes in K-3. More than $3 billion in funding was
allocated for K-12 basic education, first-in-the-nation
tuition reductions for all college students and increased
financial aid opportunities in higher education.

to three active toddlers. Besides writing and illustrating
books for his grandchildren and sketching scenes from
around Washington, he is an avid cyclist and charter
member of Hoopaholics, an organization that provides
training and development in the basketball community.

Barbara Miller
Karen Noble
Barbara Miller, PhD,
has provided guidance
for students in the Art
Department for 44 years.
Miller earned her
bachelor’s degree, master’s
degree and PhD from the
University of Missouri, and
joined the Art Department
at Eastern Washington
University in 1972.
Along with teaching,
Miller has served in various roles throughout her time at
EWU. She was the chair of the Art Department from 198492, the vice president and president of the faculty senate
from 1991-93, and was given the Faculty Achievement
Award in 1993. Miller was also the interim dean of the
College of Fine Arts from 1993-94, the interim director of
general education from 1994-95 and the chair of the Art
Department from 2007-08. For 11 years, Miller represented
students as a mentor for the Edmund J. Yarwood awards
and Frances B. Huston awards.
The Art Department has described Miller as a gifted
and talented colleague who has brought passion to the art
history classroom, serving as a commendable model for all
who teach students.
Karen Noble, PhD, is most
widely recognized through her
professional partnership with
EWU Professor Emeritus James
Edmonds, PhD; the vocal-piano
duo presented annual recitals
throughout the Inland Empire
for 25 years. During her 43year EWU career Noble sang
with Tacoma Opera, Spokane
Opera, Spokane Symphony,
Spokane Chamber Orchestra
and Spokane Civic Theatre—most notably as Aldonza in
Civic’s 1981 original production of Man of La Mancha.
At EWU, Noble appeared frequently as soloist with the
EWU Symphony and sang roles in two full productions:
Violetta in La Traviata and (three decades later and three
octaves lower!) Madame Armfeldt in A Little Night Music.
She has served as director of opera workshop, vocal area
coordinator and professor of humanities. Her voice students
have gone on to graduate work at such prestigious schools as
Indiana University and the Manhattan School of Music. They
have sung with Spokane Opera, Seattle Opera, Los Angeles
Bel Canto Opera, and several professional musical theatre
companies, and have taught music at schools throughout the
Pacific Northwest.
Noble holds Master of Music and Doctor of Musical Arts
degrees from the University of Washington; she graduated
first in her class from both Gonzaga Law School (JD)
and San Diego State University (BA). She was one of four
EWU faculty members to initiate the EWU Chapter of the
Phi Kappa Phi National Honor Society, and served as its
president. She has been a frequent member or chair of the
EWU Research and Scholarship Committee, the Music DPC,
and the CPC.
Her future plans include relaxing on the Oregon coast,
exploring the wide world, seeing great paintings, hearing great
orchestras and pursuing leisurely hobbies—with the goal of
“ensuring that my second childhood is even more ‘wonderfull’ than my first!”

Patrick Winters
Elena Toneva, PhD,
received her MS and PhD
in mathematics from the
University of Sofia, Bulgaria.
She first came to the U.S.
in 1989 to the University
of Toledo, and then to the
University of Montana.
Eastern Washington
University’s Math
Department was fortunate
to hire Toneva in 2000.
Toneva has contributed greatly to the math education
of EWU students, ranging from pre-calculus for freshmen
to advanced real analysis for mathematics graduate
students. She is highly regarded by her colleagues for
maintaining mathematical standards in the courses she
developed and for conveying the historical aspects of
mathematics to her students.
Toneva’s research focused on topics from real analysis,
operator theory and functional analysis. She has presented
her research results at many international and national
math conferences. Her publications include articles in
math journals, such as the Proceedings of the American
Math Society and Contemporary Mathematics, as well as
math textbooks, including Problems in Mathematical
Analysis and Continued Fractions.
Toneva was the thesis supervisor for many mathematics
graduate students, and those students are now math
faculty at EWU, Gonzaga, SFCC, SCC and other
community colleges.
Toneva has served on many university committees and
has often represented the Mathematics Department as
faculty senator. She is also a member of the Mathematical
Association of America (MAA), American Mathematical
Society (AMS) and Union of Bulgarian Mathematicians
(UBM). She was active in the Pacific Northwest section of
the MAA, serving on committees and as a judge of student
competitions.
Toneva’s participation and essential presence will be
greatly missed by her colleagues.
Joining the Eastern Washington
University faculty in 1987,
Patrick Winters, MA, served as
the director of bands, conducting
multiple ensembles and teaching
undergraduate and graduate courses
in conducting and music education.
Winters earned his bachelor’s
degree in music education from
Elon University, and then received
his master’s in music education
from California State University.
Before coming to EWU, Winters taught in public schools in
Virginia and California.
Throughout Winters’ 28 years at EWU, he saw the band
program grow to include marching band, two concert bands,
three jazz ensembles, several jazz combos and Code Red, EWU’s
premiere pep band. These groups have developed a reputation
for excellence, having toured throughout the Pacific Northwest,
California, Nevada and western Canada. Winters contributed
innovative ideas to EWU, including the summer band reading
clinic, the Drum Major and Leadership Camp, the band
invitational, the high school honor band weekend and the
founding of Code Red. He also maintained an active schedule as a
guest conductor, clinician and adjudicator, having appeared in 16
states and five foreign countries.
Winters served on dozens of department and university
committees, including the EWU Foundation board of directors.
He was awarded the Washington Music Educators Association’s
outstanding music educator award, the PTI Outstanding EWU
faculty award and the dean’s merit award several times. Winters
has served as the Northwest Division President of the College
Band Directors National Association, vice president of the
WMEA, marching band liaison for WAIA and Washington State
chair for the National Band Association. In 2000, Winters was
inducted into the Washington Music Educators Association Hall
of Fame. He also served as the Music Department chair from
2003-2012.
Winters retired in 2015, but continues to guest conduct and
adjudicate. He is an avid radio control aircraft enthusiast, and
plans to spend more time with Joyce, his wife of 40 years, his
three children and his granddaughter.

Trustees’ Medal Award
The Trustees’ Medal Award is the university’s highest
form of recognition for faculty achievement. Each year
since 1978, the award has honored teaching excellence,
significant contributions to scholarship and research,
and accomplishments in the development of academic
programs and curriculums. The award consists of a
bronze medallion and a $1,500 cash prize from the
EWU Foundation.
Donald C. Richter
Donald C. Richter, PhD, is a professor of mechanical
engineering and mechanical engineering technology who is
in his 18th year at Eastern Washington University. He has
spent more than 20 years as an engineer in the industry,
and then decided to give back to the profession by teaching.
His industrial experience has enabled him to give a unique
perspective and richness to his engineering courses.
Richter has developed several new courses at EWU,
including a senior-level engineering
course in heating and air conditioning
design. Richter founded the EWU
student section of the American Society
of Heating, Refrigerating and Air
Conditioning Engineers (ASHRAE).
EWU engineering students have received
scholarships from ASHRAE since the
founding of the student section, and
twice EWU engineering students have
been chosen as the outstanding national
senior of the year award from ASHRAE.
Richter also developed the industrial
robotics and automation laboratory and
courses at EWU, bringing a real world
robotics and automation experience to
engineering students. He has worked
with local and national industrial
partners to secure equipment donations
for the robotics laboratory, which in the
past three years totaled more than $450,000. These donations
have allowed the students to gain experience with industrial
robotic vision systems, preparing them for the global workplace
as engineers.
In 2000, Richter introduced 3D parametric computer
modeling to the university, receiving a $8.5 million software
grant for 3D parametric modeling software. Richter also
serves as the director of the Mine Safety and Health Program
(MSHA), which trains miners in mine safety. He has received
more than $630,000 in grants from the Department of Labor’s
MSHA state grants program in support of the mine safety
and health program at EWU. In addition, he was a Co-PI

for a $212,000 Society of Manufacturing Engineers grant in
support of the department’s labs. Richter has also authored or
co-authored more than 24 peer-reviewed papers in conference
proceedings for the American Society of Engineering Education
and the American Society of Mechanical Engineers.
Not only has Richter been active in the EWU community,
but he has also served the greater community. Richter has acted
as a judge for the Science Olympiad at the state and regional
level, a judge for First Lego League, a
robotic inspector for First Robotics,
and volunteer for the regional SeaPerch
remotely-operated underwater vehicle
(ROV) competition for middle and grade
school students, sponsored in part by the
U.S. Navy.
Richter’s previous awards include
the CenturyTel Foundation Faculty
Achievement Award for Outstanding
Faculty Member of his college in
2001, being selected as an American
Society of Civil Engineers EXCEED
program fellowship in 2003, and he
was awarded the American Society of
Engineering Education’s best paper at
the 2005 Annual Conference for the
PIC II division. Richter is a registered
professional engineer in mechanical
engineering in Arkansas, Arizona and
Louisiana. He also is a registered environmental engineer in
Louisiana.
Richter has served as the department chair of the
Department of Engineering and Technology, and also served
as the program director for the mechanical engineering and
mechanical engineering technology programs. Richter says his
favorite part about his job is teaching tomorrow’s engineers and
interacting with the students in the laboratory. His enthusiasm
shows in both his teaching evaluations and comments from
his students. Richter feels that teaching is an honor, and is
continuously amazed by what students can accomplish if we
empower them to innovate.
Distinguished Service Awards
The Distinguished Service Awards are given each year to
recognize exemplary service and outstanding contributions
to the university. Letters of nomination and support are
reviewed by the University Medals and Awards Committee.
Christi Wavada
Classified Staff
Christi Wavada was hired for a
10-month appointment as program
assistant of the Women’s and Gender
Studies Program in 2005; a decade later,
she’s still contributing to the success of
that program. In June 2015, she was
reclassified as program coordinator.
In this role, Wavada supports the
Women’s and Gender Studies academic program, the Women’s
Studies Center and the Helping Ourselves Means Education
(HOME) program.
In her nomination letter, Sally Winkle, director of Women’s
and Gender Studies, wrote, “Christi truly cares about our programs
and our students and it shows in everything she does. She makes
it more fun to come to work every day because I know that her
critical support, creative ideas and dedication will inspire us all to
do everything we need to do for the program.”
Wavada’s organizational skills are apparent in her support
of the HOME program, which is dedicated to assisting lowincome student parents by providing information, networking
opportunities, a holiday gift giving tree, a spring tea, and activities
for parents and their children.
HOME’s annual Giving Tree assists EWU students in
providing gifts for their children during the holiday season. Lynn
Burks-Herres, in the Department of Psychology, wrote, “Christi
has organized this program by making certain that each tag is
fulfilled. If not, she goes out on her own time and purchases the
remainder of the gifts needed in order to answer a child’s wish for
Christmas.”
When it comes to HOME’s annual spring tea, Wavada’s
creative side is on display as she develops entertaining themes to
engage attendees. “She has the vision and the resourcefulness for
the ambiance of this very important fundraiser that makes an
impression on various campus departments and people from both
the Spokane and Cheney communities,” wrote Carol Vines, former
manager of the Women’s Studies Center.
These events are in addition to her daily duties that include
the coordination of complex cross-listed course schedules, budget
management and assisting staff, faculty and students.
Professor Beth Torgerson summed it up this way, “I have
worked with her on issues related to syllabi, curriculum,
committees, conferences, fundraising, awards and other
ceremonies. I find her intelligent, enthusiastic, dedicated,
hardworking and reliable. To put it bluntly—we all depend on
her—students, staff, faculty and affiliated faculty.”
The award includes the Distinguished Service Award
medallion and a check for $1,000. These awards were
presented at the University Family Thanksgiving luncheon
in November 2015.
Rose Knight
Administrative Exempt
EWU Libraries’ mission is to
stimulate and support intellectual
inquiry. Rose Knight has been
instrumental in helping to advance
this mission in her role as manager of
Budget and Administrative Services
for EWU Libraries. She has served in
this position since 2004.
When people think of EWU Libraries, a couple things
immediately come to mind—the implementation of the EWU
Digital Commons in 2014 and the Learning Commons in
2011. Knight assumed leadership roles in each of these two
important initiatives that benefit EWU students and the
university as a whole.
Suzanne Milton, dean of Libraries, in nominating Knight
for this award said that the success of the Learning Commons
was, in great measure, a result of the role Knight took in
facilitating the coordination of all the EWU and non-EWU
constituents involved. “Coordination of a project of this scale
requires a level of detail and understanding that exceeded the
scope of her regular duties, and Rose Knight deservedly has
earned the distinction of grace under fire. The success of the
Learning Commons is evident, and Rose ensured that all the
support services groups, who were moving to the Learning
Commons, were involved and able to provide input into the
process.”
Vice Provost Colin Ormsby wrote in support of Knight’s
nomination: “In my more than 20 years of experience in
higher education, I can truly say I have met few people with
Ms. Knight’s combination of organization skills, eye for detail,
human empathy and incredible ability to build consensus.” In
working with her on the Learning Commons project, Ormsby
said, “I relied heavily on Rose to organize working groups
and keep momentum for the project going. Ms. Knight saw
both potential problems as well as potential opportunities,
and worked with constituent planning committee members to
mitigate the former and take advantage of the latter.”
As for the EWU Digital Commons, associate professor
Justin Otto wrote that Knight once again took a leadership
role as she drafted the complicated Request for Proposal (RFP)
for the hosted digital commons system for EWU. “She took
specifications from the library faculty and from OIT and crafted
them into a very good document. This was no small task. She
did a fantastic job, which moved the whole process forward in a
timely manner. Knight’s contributions to these initiatives have
paid dividends that extend beyond JFK Library.”

2015-2016 Frances B. Huston Medallion Awards
The Frances B. Huston Medallion Award was established in
1998 by a gift from Mary Ann Nelson, professor of English
emerita, as a tribute to Professor of English Frances B.
Huston’s lifelong commitment to education and a generosity
to students that was quiet but ongoing. The medallion award
program recognizes outstanding graduates and reflects Huston’s
compassion and respect for what education can do for an
individual and a community.
The recipients of this award will have established themselves
as exceptionally capable individuals in both academic and
extracurricular activities. The faculty and administration of
Eastern Washington University acknowledge their great pride
in the accomplishments of these students during their college
experience and expect even greater accomplishments in the
