Italy
Fiat supplies 41 natural gas hybrids for Italy’s EU
Presidency. On July 8 in Milan, at the first informal
meeting of the EU Ministers for Justice and Home Affairs,
Fiat-Chrysler debuted the vehicle fleet which, as sponsor, it
has provided to the Italian government for use during its
six-month Presidency of the Council of the European Union.
The Group was chosen as official supplier in a tender
process conducted by the Italian Ministry of Foreign
Affairs. As a result, it will be responsible for providing, free
of charge, all transportation for national and European
delegations associated with the Italian Presidency.
Managed by Leasys, Fiat-Chrysler’s vehicle lease
company, the fleet consists of 61 vehicles: 40 Fiat 500Ls
and 1 Fiat Panda (all natural gas hybrids) and 20 Fiat
Ducato mini-buses with MultiJet (variable geometry
Common Rail direct injection) turbo-diesel engines. All of
the vehicles are grey and display Italy’s EU Presidency logo.

MAN gets order to supply 25 Lion’s City NGVs to
Bordeaux. The contract includes the delivery of 25
articulated buses that will run on CNG or biomethane.
The new vehicles, which were ordered by the city of
Bordeaux, will meet Euro 6 emission standards and will
join to the 8,000 MAN natural gas-powered units
currently in operation, mainly in Europe.
Due to the many technical, economic, and environmental
requirements related to the public transportation market,
MAN is particularly proud of the confidence showed by
the Urban Community of Bordeaux on this occasion.
United Kingdom
Transport Secretary unveils UPS biomethane station in
Staffordshire. Patrick McLoughlin MP christened the new
facility located at the company’s hub in Tamworth. He also
met with senior UPS executives to discuss the use of
biomethane in the logistics industry before being given a
tour of the Tamworth hub. UPS originally used biomethane
vehicles in their operations in the UK for the London 2012
Games, before permanently incorporating them into the
UK fleet once the Games had concluded.“It’s great to see
British companies stepping up to the challenges presented
by climate change while grasping the economic
opportunities that come with developing alternative
technologies and fuels. We are keen to see more use of
biogas, which is why we have extended tax incentives on all
gas transport fuels. This will provide more support for those
considering investing in these technologies,” said Secretary
of State for Transport, Rt Hon Patrick McLoughlin MP.

MAN krijgt de order voor het leveren
van 25 Lion's City NGV's aan Bordeaux.
Het contract gaat over de levering van
25 gelede bussen die rijden op CNG
ofwel biomethaan. De nieuwe voertuigen
die door de stad Bordeaux waren
besteld, voldoen aan de Euro 6 normen
en worden toegevoegd aan de 8.000
MAN aardgas aangedreven units die
momenteel in bedrijf zijn, voornamelijk in
Europa.
Dankzij de vele technische, economische
en milieu eisen, gerelateerd aan de
publieke transport markt, is MAN
bijzonder trots door het vertrouwen van
de gemeente van Bordeaux bij deze
gelegenheid.

Het secretariaat van Transport onthulde
het UPS biomethaan station in
Staffordshire. Patrick McLoughlin MP
zegende de nieuwe faciliteit, gelegen in

Over 200 Iveco LNG Stralis already in operation on European roads
The manufacturer said earlier this
month in a press conference that
it is strongly boosting the
development and commercialization
of its LNG trucks in France and all
Europe. Based on a numerical
demonstration, Iveco remarked the
“very competitive cost of
ownership” of the Euro 6 LNGpowered Stralis, among other
benefits.
Besides announcing that there are
205 Stralis trucks running on
liquefied natural gas in Europe,
Iveco reported that 44 LNG fueling
stations are operating on the
territory of the European Union
and that two additional fueling
stations will be commissioned in
France before the end of 2014.
Moreover, the press conference
addressed some Iveco’s key figures
and achievements including 2,052
CNG and LNG vehicles sold in
2013 worldwide or a 43%
increase in sales of CNG and LNG
vehicles last year. In addition, the
company expects registrations to
increase 100% this year in France.
Iveco also estimated that series
production of LNG Stralis Euro 6 –
ECE R110 will start in January
2015 and that next year will be
the definitive arrival and
consolidation of LNG in France.

Baleària acquires yacht to convert its Rolls Royce turbines to LNG
The Alicante-based company will
complete in the next days the
purchase of ‘Foners’ boat after
receiving the approval from Fundatur
regarding the €2.2 million offer made
in January. The interest of the
company is based on the engine of the
yacht, and especially on its five
turbines, which have a power of 5,000
kW each and use diesel as a fuel.
Baleària and Rolls Royce, which have
been leading a pioneer project since
late 2012 on various engineering
studies and conversion to natural
gas in vessels, are evaluating the
conversion of Foners’ turbines to
LNG and install them for commercial
purposes in one of the company’s
fast-ferries.
The company president, Adolfo Utor,
said Baleària is betting on the use of
natural gas applied to the fleet: “We
are conducting various studies to
convert some of our high-speed
vessels.” In this sense, Utor notes
that “the use of LNG, instead of
diesel, can reduce 25% of CO2
emissions and other pollutant
emissions, while allowing lower fuel
costs.”
The yacht ‘Foners’ is expected to be
converted with conventional
equipment of 4,000 Kw power,
which enables the ship to reach
speed above 20 knots, but with a
more sustainable consumption and
maintenance, in accordance with this
kind of recreational boats.
Fjord Line selects Liquiline to build Denmark’s first LNG bunkering site
The two companies have entered into a contract for the construction of a dedicated liquefied natural gas ship
bunkering terminal at the Port of Hirtshals, where Fjord Line on a daily basis arrives with one of its two LNG-fueled
cruise ferries MS Stavangerfjord and MS Bergensfjord. It is expected to be operational in Q4, 2014.
The ship bunkering terminal will be designed, constructed and commissioned by Liquiline Europe AS featuring a
LiquiStation® Bulk™ ST2FF type, and will have an on-site storage tank with a gross volume of 500m3 and a
bunkering solution having a bunkering capacity of up to 400m3 of LNG per hour. This design will enable Fjord
Line to bunker its ships within two hours, which is the time that the cruise ferries are docked to the port.
The two cruise ferries are trading between Norway and Denmark and each have a capacity of 1,500 passengers
and 600 cars, trucks and cargo. They are fitted with Rolls-Royce Marine gas engines. MS Stavangerfjord was
commissioned and set in operation in July 2013. MS Bergensfjord was commissioned and set in operation in
March 2014.
Dag Lilletvedt, CEO of Liquiline Group, said: “We are very pleased with this agreement with Fjord Line, since it is
based on our new LNG ship bunkering terminal design. In Fjord Line we get a strong and innovative industrial
partner, being in the forefront of using LNG as bunker fuel in their new cruise ferries”.
Gert Balling, Director of Fjord Line, stated: “Fjord Line is very much looking forward to have this LNG ship
bunkering terminal from Liquiline established. It will enable us to bunker our ships quickly and give us the
possibility to make use of this terminal commercially”.

Blu. boosts LNG distribution to its Rocky Mountain stations
The company has leveraged the LNG trailer rental program
available through Air Flow North America Corp. to improve
the efficiency and economic impact of LNG transportation
to its Rocky Mountain regional network of LNG fueling
stations. Blu. has contracted to utilize the cryogenic rental
trailer for one-year from mid-2014 to mid-2015.
“We’re constantly looking for ways to bring down various
costs in the LNG supply chain,” Blu. CEO Merritt Norton
said. “By renting this LNG trailer through Air Flow are able
to bring down our logistics costs and pass those savings on
to the fleets fueling at our stations.”
The tanker is 48 feet long and holds roughly 39,000
pounds of fuel (just under 11,000 LNG gallons), which is
kept at cryogenic temperatures through advanced
technology in the tank’s design. The tanker is operated by
Blu.’s LNG logistics team, and is able to quickly attach to
on-loading and off-loading facilities with one technician. In
addition, the tank is monitored remotely by the Blu.
Network Operations Center (NOC), which provides 24-hour
monitoring and operational services to Blu.’s 24 fueling
stations.
Blu. owns and operates its own fleet of transportation
tankers and tractors. This allows the company to control
the cost, safety and security of the product, as well as
react quickly to market demand and ensure that stations
are always full of fuel and able to meet customer needs.
Cryostar backs LNG Blue Corridor project with new station in Sweden
The company has recently been selected by AGA GAS AB to equip the liquefied natural gas and L-CNG fueling
site, located in Örebro, 200 km away from Stockholm.
The equipment forms part of the LNG Blue Corridor project under the European Seventh
Framework Program, which aims to roll out and demonstrate both heavy duty vehicles
and LNG/L-CNG infrastructure across Europe.
AGA Gas AB successfully started the Örebro station in March 2014.
The site integrates Cryostar’s SUBTRAN submerged pump skid, LNG dispenser,
MRP high pressure pump, PLC control system, and its unique liquefied nitrogen
cooling system that prevents from any boil off gas release to the atmosphere.
Part of the Blue Corridor spanning over 4,000 km across Sweden, Germany,
France, Spain and Portugal, the station can provide both LNG and CNG fuels.

in NGV Promotion

The world is
seeing, as never
before, an
increased focus
on the utilization
of natural gas in
the transport
sector.
International energy organizations
are constantly producing data,
analysis and reports about the
role that Natural Gas is taking in
the mitigation of the economic and
environmental problems faced by
the transport sector.
In China, where air quality
concerns are prompting the
government to adopt tough plans
to reduce pollution, gas is
emerging as a major part of the
solution. The power, industrial and
transport sectors will drive overall
Chinese gas demand to 315 bcm
in 2019, an increase of 90% over
the forecast period. While China
will remain a significant importer,
domestic resources, most of them
unconventional, will meet half of its
new gas demand: production is set
to grow by 65%, from 117 bcm in
2013 to 193 bcm in 2019.
The development of technology for
recovery of unconventional gas
reserves has caused the price of
natural gas and oil to become
decoupled; the price per MMBtu for
crude oil compared to natural gas is
an astounding five times more
expensive and the gap is widening.
In Figure 1, we can see the
evolution of gas and oil prices
before the increase of domestic
gas production in the US.
The graph shows that prices for both fuels followed a similar price pattern,
with Natural Gas often at a higher price than oil. Once the increased
production came into the market, the decoupling became evident (Figure 2)

According to IEA estimates the
increased production of
unconventional gas will continue in
the US, and thus, the price
differential is expected to keep on
increasing.
Even though the prices for natural
gas outside of North America are
generally higher than the reference
Henry Hub price, the economic
advantage in favour of natural gas
against liquid fuels replicates almost
everywhere.
LNG International trade has
increased dramatically with Asian
countries accounting for 71% of
worldwide LNG imports. Currently
there are 29 LNG importing
countries.
The question is, will this so-called
Natural Gas revolution will have an
effect on the Natural Gas Vehicle
industry. Everything seems to point
that way. There are three new big
markets growing strongly and many
other countries are looking to
introduce natural gas into their
energy baskets. As usual, the
undoubted better environmental
performance of natural gas goes into
the equation, but the economy is a
big factor as well.
A good example can be shown with
the situation in Argentina. This
South-American country began
importing LNG in 2006. Currently
Argentina is importing natural gas,
gasoline and diesel. The average
prices for the fuels imported during
the first semester of 2014 are 22
U$S/MMBtu for Diesel, 24
U$S/MMBtu for gasoline and less
than 17 U$S/MMBtu for LNG.
Argentina also imports natural gas
by pipeline from Bolivia at 10.5
U$S/MMBtu. If the Country had
replaced the diesel and gasoline
imports with additional LNG, it would
have saved more than U$S 300
million in the first semester.
Argentina, by the way, has the
second largest shale gas reserves in
the world, so the prices, and
savings, are expected to improve
dramatically in the near future, once
production increases.
Similar advantages can be forecast
for other countries that have
indigenous natural gas reserves, and
where currently great portions of
their budget are spent subsidizing
liquid fuels, often imported, for their
domestic public transport.
As the International Energy Agency
clearly put it, “The future for natural
gas is bright. Demand has
experienced a strong post-crisis
recovery, while the North American
shale gas boom and expansion of
LNG trade have made ample
supplies available in the near-term
and bolstered future gas supply
prospects.”

Shell LNG - tomorrow's fuel today. A new, cleaner, transport fuel
Shell has recently
joined NGVA Europe,
the Natural & bio Gas
Vehicle Association.
The company is a
major player in the
global energy market, with its
business activities including
exploration and production,
refining, distribution and marketing
as well as petrochemicals, biofuels
and trading.
Referring to Shell joining NGVA
Europe, Lauran Wetemans,
General Manager DownstreamLNG said: “Shell’s decision to join
NGVA Europe is recognition that
Natural gas can be a viable
option for fuelling cleaner and
more sustainable transportation.
We are excited to play a
stronger role in the European
dialogue about LNG as an
emerging fuel for road transport
and ships.”
To meet the world’s future energy
demand, all forms of energy will
be needed, including developing
more Natural gas reserves, Shell
is convinced. The enterprise is
one of the world’s largest
suppliers of Natural gas, and
believes that Natural gas will play
an increasingly important role in
the global energy mix.
Shell believes that a range of
different vehicles and fuel options
will be necessary to help meet
the growing demand for
transport, and that liquefied
natural gas could form a bigger
part of the transport energy mix.
While different markets will vary
in terms of their choices, LNG is
now a quality transport fuel
option for road transport and
ships as well as rail and mining.
Shell is also looking at options to
increase LNG use in its own
operations.
The company is working closely
with customers, partners,
governments and Original
equipment manufacturer (OEMs)
to provide customers with a cost
competitive fuel. In 2013, an
agreement has been signed
with Travel Centers of America
LLC to develop a US network of
LNG Fuel stations for heavy duty
road transport sectors. The first
LNG fuel station resulting from
this agreement was opened in
May 2014.
The acquisition of Gasnor, the
Norwegian company which
provides LNG fuel for ships and
industrial customers, and the
launch of the world’s first 100per cent LNG-powered barge to
carry goods along Europe’s River
Rhine are further examples of
Shell’s confidence in liquefied
natural gas as a fuel option.

L’industria italiana NGV
Il self service di CNG senza presidio
anche in Italia dal maggio 2014
Oggi è possibile fare rifornimento di CNG in stazioni multi-carburante in modalità self-service
senza presidio; ed è possibile l’erogazione contemporanea di metano e benzina o gasolio
nell’erogatore multi-prodotto.
Lo scorso aprile il Ministro dello Sviluppo
Economico Federica Guidi e il Ministro
dell’Interno Angelino Alfano, hanno
firmato un provvedimento che riporta le
nuove norme antincendio per i
distributori stradali di CNG. Si tratta del
Decreto 31 marzo 2014: Modifiche ed
integrazioni al decreto 24 maggio 2002,
recante norme di prevenzione incendi
per la progettazione, costruzione ed
esercizio degli impianti di distribuzione
stradale di gas naturale per autotrazione.
Esso consente l’erogazione anche del
metano per auto, accanto agli erogatori
di benzina e gasolio, nelle stesse
condizioni operative, nei distributori di
carburanti. Il provvedimento, come
auspicato dal settore, riduce in modo
significativo la disparità di trattamento
tra il metano e i carburanti liquidi
tradizionali, che fino a oggi ha influito
sullo sviluppo del settore NGV italiano. Il
nuovo decreto è stato pubblicato sulla
Gazzetta Ufficiale del 9 aprile 2014. E’
applicabile dal maggio 2014.
Un’innovazione gradita e
importante
Il decreto è orientato ad un maggiore
allineamento delle normative specifiche
italiane con le varie normative che sono
in vigore in alcuni casi ormai da vari anni
in molti degli altri paesi europei. Questo
risultato ha coronato gli sforzi e
l’impegno profuso dal settore negli ultimi
anni. Il DM 31/3/2014 consente il
rifornimento dei veicoli a metano anche
in modalità self-service diurna e notturna
senza l’obbligo del presidio. Tale obbligo
era finora imposto dal DM 11/9/2008,
ed è stato eliminato, a determinate
condizioni. Questa innovazione rende di
fatto molto più appetibile per gli operatori
l’opzione di offrire anche il servizio del
CNG in modalità self-service 24
ore/giorno, e nelle giornate festive.
L’obbligo di assicurare un presidio da
parte di personale competente e
preparato costituiva finora un elemento
disincentivante per gli operatori sia sul
piano operativo che su quello economico,
tranne nei casi in cui il presidio è già
previsto anche per i carburanti liquidi,
come nelle stazioni di servizio disposte
sulle autostrade.
Il nuovo provvedimento consente poi
negli erogatori multi-prodotto
(“multidispenser”), sempre più diffusi
anche in Italia, di effettuare l’erogazione
contemporanea di benzina o gasolio
insieme al metano, su due lati diversi
(benzina o gasolio su un lato, metano sul
lato opposto). Anche questo era proibito
dalle norme finora in vigore. E anche
questo costituiva un forte disincentivo
all’adozione del CNG negli erogatori multiprodotto. Infatti la presenza del metano
con proibizione di erogazione
contemporanea, costringeva il nuovo
cliente in ingresso al distributore ad una
attesa superflua, anche quando
l’erogatore era libero su un lato, se sul
lato opposto era in erogazione un
carburante diverso da quello richiesto
(gassoso o liquido secondo i casi). É
invece rimasto in vigore il divieto di
rifornire lo stesso veicolo con metano e
benzina/gasolio simultaneamente.
Questa operazione è impedita in termini
funzionali dalla presenza del pulsante di
attivazione dell’erogatore di carburante
gassoso, che il cliente è obbligato a
tenere premuto per tutta la durata del
rifornimento. Anche quest’ultimo obbligo
è mantenuto dal DM 31/3/2014.
Il provvedimento è stato messo a punto
da un gruppo di lavoro, presieduto dal
Ministero dell’Interno (VVF), cui hanno
partecipato NGV Italy, e gli altri principali
operatori del settore, con lo scopo di
effettuare la revisione delle vigenti norme
italiane antincendio del Ministero
dell’interno per distributori di
rifornimento di metano cioè:
• Decreto Ministeriale 11 settembre
2008: Modifiche ed integrazioni al
decreto del Ministro dell’interno 24
maggio 2002, recante norme di
prevenzione degli incendi e di
progettazione, costruzione ed esercizio
degli impianti di distribuzione stradale di
gas naturale per autotrazione.
• Decreto ministeriale 24/05/2002:
Norme di prevenzione incendi per la

gas naturale per autotrazione.
Modalità operative
Il DM 31 marzo 2014 subordina la
possibilità del self-service di CNG senza
presidio, sia in un erogatore normale
mono-carburante, sia in un erogatore
multi-prodotto con erogazione
contemporanea di carburante gassoso e
carburante liquido, all’osservanza di nuovi
requisiti di sicurezza che sono stati
aggiunti rispetto al testo delle norme in
vigore.
Ad esempio, il cliente potrà usufruire del
self-service senza presidio purché
disponga di un dispositivo di
riconoscimento, contenente le generalità
sue e del veicolo, che dimostri l’idoneità
del suo veicolo a tale modalità operativa.
Per la convalida di questo dispositivo di
riconoscimento devono essere verificate
alcune importanti condizioni:
• Il veicolo deve essere provvisto di un
connettore (la valvola di rifornimento) di
tipo unificato, e cioè realizzato secondo
la norma ISO 14469-1, che in genere
per semplicità viene anche denominato
impropriamente come: “NGV 1”. Questo
attacco universale viene imposto anche
dal regolamento ECE ONU R110* che
riguarda l’omologazione internazionale dei
veicoli di fabbrica a CNG (OEM, Original
Equipment Manufacturer). Esso ha
caratteristiche geometriche diverse
dall’attacco comunemente impiegato
finora in Italia nelle auto a metano
trasformate in officina. Ma è già d’uso

• Il connettore di carica non deve essere
installato nel vano motore. La collocazione
ottimale di questa valvola è all’interno del
piccolo vano che di norma alloggia anche
il bocchettone di carica della benzina nei
veicoli bi-fuel, se appena possibile; ma
questa collocazione particolare non è
imposta dal decreto. L’importante è che
l’operazione di rifornimento di metano non
preveda l’apertura del cofano motore da
parte del cliente.
• La condizione più importante da
rispettare è che le bombole di metano
installate a bordo siano di un tipo

approvato, e siano state validamente
revisionate. La normativa italiana e
internazionale impone una revisione
periodica delle bombole per metano; in
Italia l’intervallo massimo di revisione
deve essere:
• Ogni cinque anni per le bombole
costruite in conformità con le norme
italiane, che prevedono una durata
massima delle bombole di 40 anni.
• Ogni quattro anni per le bombole
costruite in conformità col già citato
regolamento ECE ONU R 110, che
invece limita la durata massima per la
bombola a soli 20 anni.
La ragione principale per cui viene ora
imposto dalle nuove norme il dispositivo
di riconoscimento è il fatto che nel
distributore self-service senza presidio
può non essere presente un operatore
in grado di controllare fisicamente che
questi requisiti siano soddisfatti. Ora per
il settore è necessario creare in tempi
rapidi un sistema idoneo allo scopo, in
modo tale che si possa dare attuazione
ai nuovi provvedimenti posti in vigore. É
altresì auspicabile che questo sistema di
riconoscimento abbia caratteristiche
omogenee, e validità sull’intero territorio
nazionale.
Il sistema da predisporre deve prevedere
che il cliente che vuole accedere alla
modalità self-service senza presidio col
suo veicolo, sia preventivamente
autorizzato a farlo, da parte di un
soggetto a ciò abilitato, che può essere il
gestore o il proprietario di un
distributore idoneo al self-service,
mediante l’attivazione dell’apposito
dispositivo, per esempio una scheda
elettronica o altro mezzo o supporto
simile, che ne consenta il riconoscimento
sicuro e univoco, e che sia legata al
proprietario del mezzo ed alla relativa
targa. La scheda, o un altro mezzo di
riconoscimento analogo, può essere
rilasciata per esempio dal concessionario
che vende l’auto a CNG, insieme al
veicolo. Essa può essere rilasciata anche
dal gestore stesso, o da un altro
soggetto che ne abbia titolo. La scheda,
da chiunque sia stata rilasciata, può
essere convalidata soltanto dopo che sia
stata verificata la sussistenza delle
necessarie condizioni già viste.
Contestualmente all’attivazione del
dispositivo di riconoscimento, il cliente
deve rilasciarne ricevuta firmata, con cui
s’impegna a non cederne l’uso, e ad
utilizzarlo nel rispetto della normativa
pertinente. Il mezzo di riconoscimento
deve avere una durata limitata nel
tempo, in relazione alla durata delle
bombole dell’auto ad essa legato,
(quattro o cinque anni secondo i casi), in
modo che ne sia necessaria la
riattivazione in concomitanza col
ricollaudo delle bombole.
• Il DM 31 marzo 2014 fissa anche altri
requisiti per il distributore self-service di
CNG non presidiato; ad esempio:
Anche la pistola di erogazione del CNG
deve essere conforme alla norma ISO
14469-1. Essa deve essere adatta a
servire qualsiasi veicolo conforme alla
norma ISO 15501-1:2000, che
specifica le dimensioni minime e la
geometria dell’alloggiamento del
connettore di bordo.
• Presso gli erogatori deve essere
installato un sistema di sorveglianza ed
eventuale assistenza, attivo 24 ore al
giorno. Esso deve essere gestito da una
postazione remota, da personale
adeguatamente preparato (con attestato
di idoneità tecnica di cui all’art. 3 della
legge 28 novembre1996, n. 609, a
seguito della frequenza del corso di tipo
C di cui all’allegato IX del decreto 10
marzo 1998).
• Al cliente devono essere impartite
adeguate istruzioni in merito all’utilizzo
dell’erogatore self-service, ed in merito
alle misure di sicurezza. Oltre alle
istruzioni verbali, e ad un esempio ed
esercizio pratico di rifornimento, al
cliente deve essere consegnato un
opuscoletto illustrativo.
• Un dispositivo presente sull’erogatore
deve segnalare al cliente il corretto
riposizionamento della pistola erogatrice
nel suo alloggiamento.
• L’erogatore deve essere dotato di giunto
antistrappo sulla manichetta, per ridurre
al minimo le conseguenze di un’eventuale
partenza del veicolo con il connettore
ancora agganciato alla valvola di carica.
La cabina di misura con riduzione di
pressione ed il locale dei compressori
possono essere realizzati in calcestruzzo
armato di almeno 15 cm di spessore,
ma anche in altro materiale, purché di
caratteristiche equivalenti di resistenza
(es. pareti d’acciaio).
Negli altri paesi europei in cui esistono
distributori di CNG con erogazione in
modalità self-service, ad esempio
Austria, Belgio, Francia, Germania,
Norvegia, Olanda, Repubblica Ceca,
Slovacchia, Svezia, Svizzera,
generalmente vigono già da tempo
dettami simili a quelli oggi introdotti dai
nuovi decreti. In questo modo il settore
NGV italiano ha compiuto un valido
passo nella direzione di un maggiore
allineamento col resto del settore NGV
europeo. E un importante passo nella
direzione dello sviluppo ulteriore.

The Italian NGV Industry
Unattended Self-service CNG
refueling stations as of May 2014
Today it is possible to refuel in multi-fuel self-service CNG filling stations and dispense
simultaneously natural gas, gasoline or diesel through a multi-product dispenser.
Last April, the Minister of Economic
Development Federica Guidi, and
the Minister of Interior Angelino
Alfano, signed a measure, which
outlines the new fire regulations
related to the dispensing of CNG in
refueling stations in Italy. The
Decree dated March 31st 2014,
relates to modifications and
additions of the Decree dated May
24th 2002 and establishes the fire
prevention regulations for the
design, construction and operation
of natural gas distribution networks
for road vehicles.
It also permits the dispensing of
CNG, jointly to gasoline and diesel
refueling dispensers under the
same operating conditions. The
measure, as advocated by the
industry, significantly reduces the
difference in treatment between
natural gas and traditional liquid
fuels, which up until today has
influenced the development of the
Italian NGV industry. The new
Decree was published in the Official
Gazette of April 9, 2014 and is
enforced as of May 2014.
An important and
welcomed initiative.
The Decree aims towards a greater
alignment of the Italian regulations
with the various regulations that
are in force in some cases for
several years now in many other
European countries. This result has
crowned the efforts made by the
industry over the recent years. The
DM 03.31.2014 permits the
supply of natural gas to vehicles in
day and night self-service stations
without the presence of an
attendant. Up until today the
presence of an operator was
imposed by DM 11/9/2008, and
now has been eliminated under
certain operating conditions. This
new regulation actually makes it a
much more attractive option for
operators to offer a 24 hour CNG selfservice dispensing on weekdays and
holidays. The obligation to ensure
oversight by trained and competent
personnel so far constituted an
element of disincentive for operators
both on an operational and economic
level, with the exception, where the
service was already provided for liquid
fuels, such as stations service located
on highways.
The new measure now allows to supply
fuel in multi-product dispensers
(“Multidispenser”), increasingly
common in Italy, for the side by side
dispensing of gasoline, diesel fuel and
natural gas (Gasoline or diesel fuel on
one side and natural gas on the
opposite side). Even this was forbidden
by the rules hitherto in force. This as
well was a strong disincentive to adopt
CNG dispensers in multi-fuel refueling
stations. Indeed, prohibiting the
simultaneous fuelling of natural gas
while other fueling operation were
underway forced the new customers to
superfluous waiting, even when the fuel
dispenser was open for refueling on
one side the natural gas customers
were forced to wait until the
completion of the refueling of the
opposite side. Today the simultaneous
refueling of the same vehicle with
natural gas or gasoline / diesel still
remains prohibited. This operation
cannot be carried out in functional
terms due to the presence of an
activation button located on the
gaseous dispenser, which the
customer must keep pressed for the
entire duration of the fuel supply. Even
the latter requirement is maintained by
DM 31/03/2014.
The measure was promoted by a work
group, chaired by the Ministry of the
Interior (VVF), with the participation of
NGV Italy, and other major players of
the sector, with the goal to review the
existing norms imposed by the Ministry
of Interior for natural gas distributors
and are:
• Ministerial Decree of September 11,
2008: modifications and additions of
the Decree dated May 24th 2002 and
establishes the fire prevention

regulations for the design, construction
and operation of natural gas
distribution networks for road vehicles
• Ministerial Decree 24/05/2002:
rules of fire prevention for the design,
construction and operation of the
distribution networks of natural gas for
road vehicles.
Operating procedures.
The DM March 31, 2014 offers the
possibility for service stations to
operate unattended CNG self-service
dispensers, either as normal mono-fuel
dispenser or as multi-product
dispenser with simultaneous delivery of
gaseous fuel and liquid fuel, complying
with the new safety requirements
which have been added to the current
regulations in force.
For example, customers can refuel in
an unmanned self-service station,
provided the are equipped with a
identification device, which must
contain general information on the
owner and the vehicles characteristics,
demonstrating the vehicle’s suitability
for refueling. The validation of the
information device is subject to the
following:
• The vehicle must be equipped with a
unified type connector (supply valve),
manufactured according to ISO 144691, which typically is improperly called:
“NGV 1”. This universal connector is
also imposed by the UN ECE R110 *
which relates to the international
approval of CNG OEM (OEM, Original
Equipment Manufacturer) vehicles. It’s
geometric characteristics are different
from the connector unit commonly
used till now Italy on aftermarket
converted CNG vehicles. But it is
already in common use in the rest of
Europe. And it is usually adopted in
Italy on cars that come from the
factory already in natural gas version.

• The charging connector must not be
installed in the engine compartment.
The optimal arrangement of this valve
is inside the small orifice, which
normally also houses the gasoline filling
compartment in bi-fuel vehicles, but
this particular location is not imposed

by the Decree. The important thing is
that the natural gas refueling operation
does not require the customer to open
the bonnet.
• The most important condition to be
met is that the natural gas cylinders
installed on board are approved and
have been properly inspected. The
Italian legislation and international law
require a periodic review of the CNG
cylinders; in Italy the maximum interval
for revision must be:
• In accordance with Italian regulations
every five years for cylinders, with a
cylinder life span of maximum of 40
years.
• Every four years for cylinders made
in accordance with the aforementioned
Regulation ECE R 110, which instead
limits the maximum duration for the
cylinder only 20 years.
The reason for this being that in an
unmanned self service refueling facility
there is no way for an operator to
verify the actual conditions of the
components, therefore the
identification device is required by the
new regulations. Our sector must
quickly create a suitable system, so
that we can implement the new
measures put in place. It is also
desirable that this identification system
has similar characteristics, and validity
throughout the country.
The system must provide to customers
who wish to access the unattended
self-service station with their vehicle
with a previously authorized
identification device either issued by a
qualified operator or the manager of a
self-service station. The identification
device can be either electronic or
other means and must guarantee and
allow a reliable and unique form of
detection supplying all the customer’s
information and vehicle’s license plates.
The device may be issued and released
by a CNG car dealer only after proven
that the vehicle meets the required
standards mentioned above.
The customer to which the
identification device is issued must
according to legislation, at the same
time guarantee, sign a document
which states that the identification
device received is not transferable. The
identification device will have limited
duration and related to the relative
cylinder inspection and their duration
and always related to the vehicle, (four
or five years depending on the case),
so that it is will be reactivated only
following retesting of the cylinders.
The DM March 31, 2014 also lays
down other requirements for the
CNG unmanned self-service
distributor. for example:
• Even the nozzle valve of CNG shall
be in accordance with ISO 14469-1.
It must be suitable to serve any
vehicle compliant with ISO 155011:2000, which specifies the
minimum size and the geometry of
the connector.
• At the dispensers must be
equipped with a surveillance system
and possible assistance, 24 hours a
day. It needs to be managed from a
remote location, by adequately
trained personnel (technically
certified art. Novembre1996 3 of
Law 28, no. 609, following the
attendance of the type C of Annex IX
the Decree of 10 March 1998).
• The customer must be given
adequate instructions concerning
the use of the self service dispenser
and on the security measures. In
addition to verbal instructions, and a
practical example on how refueling,
the client must be provide with an
instruction manual.
• A device present on the dispenser
must inform the customer that the
dispensing gun has been correctly
repositioned on the dispenser.
• The dispenser must be equipped
with tear-resistant joint on the hose,
to minimize the consequences of a
departure of the vehicle with the
connector still hooked to the
charging valve.
The measurement cabin with the
pressure reduction units and the
housing of the compressors should
be constructed of reinforced
concrete of at least 15 cm thick, but
also in another material, provided
with equivalent characteristics of
resistance (eg. steel walls).
In other European countries where
there are CNG self service
dispensing distributors, such as
Austria, Belgium, France, Germany,
Norway, Netherlands, Czech
Republic, Slovakia, Sweden,
Switzerland, the regulations are
those implemented in the new Italian
Decrees. In this way the Italian NGV
industry has taken a significant step
towards a greater alignment with
the rest of the European NGV
industry. It is an important step in
the direction of further development.

Love’s now offers CNG at five stops along Texas Triangle
The chain of truck stops and
convenience stores announced
the opening of its most recent
Fast-Fill CNG station in Dallas (I35/I-20, Exit 466), with fueling
option available for both heavyduty trucks and passenger
vehicles. The other four travel
stops along the Texas Triangle
include Willis (I-45, Exit 95),
Houston (610 Loop, Exit 24A),
Ft. Worth (I-35 W, Exit 40), and
Katy (I-10, Exit 737).
“The availability of CNG at another
travel stop along the Texas
Triangle between Dallas, Houston
and San Antonio gives
professional drivers and leisure
travelers more fueling options,”
said Jenny Love Meyer, Love’s vice
president of communications. “By
introducing the fueling alternative
at this location and others, travel
between these three cities and
beyond is feasible using natural gas.”
With convenient locations close
to interstates and highways,
drivers have easy access to in-lane
CNG adjacent to store amenities
including clean restrooms, quickservice restaurants and more.
Love’s offers a superior and reliable
fill rate of greater than 10 gallons
per minute, meaning a driver can fill
a 100 gallon equivalent tank in 10
minutes or less.
Three more Love’s Fast-Fill CNG
locations are scheduled to open
in additional areas to complete
the Texas Triangle.
“We’ll continue to expand our
fast-fill CNG network at travel
stops nationwide,” commented
said Bill Cashmareck, Love’s
general manager of natural gas.
NGVs becoming mainstream faster than expected in Texas
As of July 31, fiscal 2014 tax
revenue from sales of CNG and
LNG for vehicle fuel totaled
$2,178,199, according to the
state Comptroller’s office. This
figure doubles FY2014
estimations (220 percent), as
state forecasters had projected
natural gas motor fuel tax revenue
of $992,000, equal to sales of
6.6 million gallon equivalents.
Texas Railroad Commissioner
David Porter, who launched his
Natural Gas Initiative to increase
the use of natural gas motor fuel
in Texas last October, hailed the
Comptroller’s report.
“These collections are more than
double the estimated amount,” the
commissioner said. “At 15 cents
per gallon equivalent,
$2,178,199 of motor fuel tax
equals sales of 14,521,326
gallon equivalents of natural gas.”
A “gallon equivalent” is the amount
of CNG or LNG with the same
energy content as a gallon of
gasoline or diesel fuel. “Natural gas
vehicles are becoming mainstream
faster than expected,” Porter added.
“And there’s plenty of room for
growth. These excellent sales
figures represent only a fraction of
potential sales, as more and more
fleet operators take advantage of
the cost savings, lower emissions
and energy-security benefits of
Texas natural gas.”
