funds
(which
belong
toailofus)andothers
whosabotage
public
projects
simply
because
theyareunable
tosteal
a little
money
fortheir
personal
use.
InRwanda,
several
projects
areabandoned
despite
thefactthattheyaremeant
forthe
public
goodandarefunded
withmonies
borrowed
fromforeign
countries.
However,
these
individuals,
betheyhigh-ranking
ministry
officials
orheads
of government
departments
[illegible],
theyaccuse
theother
fortheir
acts.
Themainproblem
isthatthey
cannot
seemto agree
on howto embezzle
funds.
Thatis whyprojectsareeither
mninto
theground,
crippled
orbrought
toa halt.
Intheinquiries
conducted
byKangura,
we did
notobserve
thisto bea widespread
trend,
butastheproverb
goes:
"Onebadapple
spoils
thebarrel."
Thatiswhyrecently,
manypeople
in Cyangugu
areaccusing
their
bourgmestres,
andregrettably,
wenotethat,
inmostcases,
their
accusations
are
unfounded.
We cancitetheexample
of Kirambo
commune,
wheretheBourgmestre
is
wreaking
havoc.
Immediately
afterMathias
MAYIRA
becamebourgmestre,
he divided
thecommune
into
twoparts:
- onepartcomprising
three
secteurs
(Tyazo,
Ruheru
andGitongo),
and
another
comprising
sevensecteurs
(Kinjongo,
Cyato,
Rwumba,
Yove,Gahisi,
Rangiro
andMpabe).
Afler
thedivision,
hebegan
harassing
thecivil
servants
andfiring
them,
particularly
the
oneswhowerenatives
ofthesecteurs
in theother
partofthecommune
(himselfbeing
native
ofa secteur
inthefirst
part),
simply
because
hecould
notmakethemembezzle
the
commune’s
property
as theywerenotnatives
ofhissecteur.
Someof themwere
persecuted.
He thussacked
thecommune
accountant,
thebrigadier,
theveterinarian
and
manyothers.
He hiredpeople
whohadgraduated
fromtheCERARandtheCERAI,
the
result
being
a total
breakdown
ofservices
atthecommune
office.

school

Theinspector
tells
them
thatifheeverdared
disburse
funds
tothem,
theBourgmestre
would
tirehim,
perhaps
evenimprison
him.
Thepeople
areafraid
he might
doawaywitha project
sponsored
bythe
Ministry
of Agriculture,
Forestry
andAnimal
Husbandry,
whichwas
inaugurated
lastyear.
Thisproject
could
helpthelocal
residents.
According
to
these
people,
theBourgmestre
embezzled
thefundsearmarked
fortheprojects
thatwould
benefit
thepeople
andusedthefunds
tobuild
hispersonal
house,
purchase
a vehicle,
start
a petrol
station,
etc.
Fellow
Rwandans,
while
weallprepare
forthemultiparty
system,
keepin mindthatthe
commune
isthebasic
administrative
unit.
Thatis whyBourgmestres
should
clean
up their
actsoasnottoappear
blame-free
whereas
theyknowingly
sabotage
theinterests
of the
ledMRND’
which
enabled
them
toobtain
thepositions
they
occupy.
Otherwise,

tothink
that
theyhave
alwavs
beenwilling
towork
with
other
parties
andthat,

theyshould
notbe ruade
toanswer

during
theMRND

Il y a au Rwanda

ou financés

dirigeants

bourgmestres
et nousconstatons
que,dans
la plupart
descas,leurscomplaintes

etcelaestlamentable.

de la commune
de Kirambo
où le bourgmestre
