Moody’s Upgrades Rating

MOODY’S Investor Services has
upgraded Indonesia’s sovereign credit
rating to one notch below investment
grade.
Moody's, however, still considers
key risks to the rating outlook to be
mainly embedded in Indonesia’s
political system.
The influential rating agency upgraded Indonesia's rating from Ba2 to
Ba1 with a stable outlook, citing
economic resilience, macroeconomic
balance, an improving government
debt position and the central bank's
foreign currency reserve adequacy as
well as prospects for foreign direct
investment inflows.
"Opposition from coalition partners
has slowed the government's drive
to implement far-reaching economic
reforms," the agency says, adding
that this opposition has not
impacted overall policy management
capabilities or near-term economic
prospects.
"We have upgraded the sovereign
credit ratings as momentum in the
economy is expected to be sustained
by steady domestic demand, a
reasonable pace and sequencing of
policy and structural reforms, and
rising foreign direct investment,
"Furthermore,
Indonesia’s
debt
position and reserve adequacy remain
on an improving trajectory relative to
most of its ratings peers," says Aninda
Mitra, a vice president at Moody's and
lead sovereign analyst for Indonesia.
Nonetheless, Moody's notes that
adversarial or obstructionist politics
that impede policy making and
banking supervision could make
investor confidence suffer and
financial market pressure could
increase.
Earlier, Finance Minister Agus
Martowardojo has said he hoped
Indonesia would receive achieve
investment grade accreditation from
top rating agencies in 2011,
following its stellar economic
performance in 2010.
Change in Spouse Laws Urged

citizens should not be subject to the
same requirements as foreign workers
when seeking work permits, say
legislators and a top immigration
official.

Ihsan Sulistyo, a legislator on the
House of Representatives Commission
III overseeing legal affairs, said that
the
government
should
not
discriminate against the foreign
spouses of Indonesian citizens who
lack high employment skills or
qualifications.
A lack of skills should not be an
excuse for the government to treat
families differently by subjecting the
foreign spouses of Indonesian citizens
to tough requirements when obtaining
permanent resident status or work
permits.
“It’s time for us to consider an easier
procedure. They also need to make a
living for their families here,” he told
journalists on the sidelines of a
discussion on a draft immigration bill.
Many foreign spouses of Indonesian
citizens face difficulties in obtaining a

permanent
residency
permit
(KITAP), which will allow them to
stay in Indonesia for five years at a
time and make it easier to get a
work permit.
A 2007 regulation from the Law and
Human Rights Ministry and the 2003
Law on Manpower provides clear and
explicit procedures only for those
who are sponsored by companies.
Foreigners sponsored by their
Indonesian spouses can get a KITAP
valid for five years but cannot work
in the country unless they obtain a
work permit.
KITAP are prioritized for foreign
investors, CEOs or to workers in
fields that require a specific skill.
People lacking skills do not stand a
chance of obtaining a work permit,
even if their spouse is Indonesian.
The Immigration and Citizenship
Advocacy Study Institute’s Molan
Tarigan said the government should
make permanent residency permits
available for both work and family

Just record the gross score (the actual strokes you had on a hole) on your score card,

THE SON of a cocky from outback
Queensland goes off to study at
university. Not half way through the
semester he has blown all of his
money on the high city life. He calls
home.
'Dad, you won't believe what
modern education is developing.
They actually have a program here
in Brisbane Uni that will teach a dog
how to talk.'

'Bloody amazing!' his Dad says.
'Could we get ol' Blue into the
program?'
‘No worries, just send him down
here with $2,000,' the young
jackaroo says, 'I'll get him into the
course.'
So father sends down the dog and
$2,000. About two-thirds through
the semester, the money again runs
out. The boy calls home.
'So how's ol' Blue doing, son?' his
father wants to know.
'Awesome Dad! He'd talk ya bloody
head off. But you just won't believe
this. He's such a brilliant talker that
they'd like him to have a go in the
reading class!'

'Dad,' the boy says, 'It all turned
out bad. Yesterday morning, just
before we left to drive home, ol'
Blue was in the living room reading
the Wall Street Journal. Out of
nowhere he turned to me and says,

pub?''
The father groans and whispers, 'I'll
have to shoot that bastard before
he blabs to your Mother!'
'No worries, I already did, Dad!'
'Good boy!'
'Read?' exclaims his father. 'No
kidding! Jeez, I knew he was smart.
Can you get ol' Blue into that
program?'
'Just send $4,500. He's as good as
in.'
As quickly as the money arrives, it
is spent. At the end of the term the
young bloke realises he has a
problem ... When he goes home for
the holidays, his father will find out
the dog can neither talk nor read.
So on the way home he stops and
shoots the dog. When he arrives
home his father is all excited.
